Recently, bankers have come to realise that banking operations, especially corporate lending, affect and are affected by the natural environment and that consequently, the banks might have an important role to play in helping to raise environmental standards. Although the environment presents significant risks to banks, in particular environmental credit risk, it also perhaps presents profitable opportunities. Stricter environmental regulations have forced companies to invest in environmentally friendly technologies and pollution control measures and in tum generated lending opportunities for bankers. This research examines the corporate practices of three of the four dominant banks in South Africa with respect to the environment, focusing on issues of climate change and environmental risk management by way of reporting and disclosure to all stakeholders. The emphasis on environmental reporting by South African banks has been reinforced by the latest release of the King III Report on Corporate Governance in South Africa. Global governance requires that the triple-bottom line should be applied in all corporate undertakings due to globalisation and trade liberalisation; however, the banking sector has responded poorly to the clarion call. The false view that the banks have no significant relationship with environmental degradation is being disproved. Environmental management is a huge and massive reconstruction of what has gone wrong with nature by human influence. The South African banks have had to face with the challenging tasks of reporting on the direct and mostly the indirect impacts of their environmental activities. Based on the three sampled banks which incidentally had greater percentages of the market capitalizations, the banks have fairly performed in environmental reporting. For example, Standard Bank (SA) Ltd has just signed the Equator Principles in 2007 implying corporate lending was done in 2007 without any respect to environmental impact assessments by corporate borrowers. Consequently, environmental reporting was not done to facilitate informed decision-making by stakeholders mostly shareholders and the communities where borrowers tun businesses. The objective of this research study is to investigate the extent and quantity of/voluntary environmental disclosures in the annual and sustainability reports of the banks listed on Johannesburg Stock Exchange. The periods examined were those subsequent to the release of the Exposure Draft Coalition for Environmentally Responsible Economies (CERES) Global Reporting Initiatives (GRI) issued in 1999. Using content analysis to focus on the environmental aspects, the research study compared three annual reports and three sustainability reports of 2007 year for the three sampled banks in order to evaluate reporting practices in the period surrounding this intervention. The results suggest a trend to triple bottom-line reporting and the extent and quantity of environmental information, albeit in specific categories.

The potential impact of diving charges on the demand for diving and the diving industry in the Aliwal Shoal Marine Protected Area: a pilot study

This research is presented in three sections. Section 1 presents the research report in an Academic Paper format. Section 2 provides a comprehensive literature review and Section 3 describes the research methodology and methods employed. Sustainable management of natural resources is a global imperative. It is particularly significant in a country like South Africa that is blessed with an abundance of biological diversity but faces many socio economic challenges that are associated with developing nations. Toward addressing these issues, diver permit fees were implemented in South Africa in 2005, making it a legal requirement for all scuba divers undertaking a dive in a Marine Protected Area (MPA) to purchase a permit. This pilot study is the first attempt since the inception of the dive permit fees to determine their impact on the demand for diving and the diving industry in the Aliwal Shoal MPA, one of the premier dive destinations in the country. In order to address key questions, qualitative data was gathered during interviews with 12 dive operators active in the MPA and 28 divers that utilised the operators to dive. In addition, independent quantitative data on the number of dive boat launches during the past 20 years was used in conjunction with mean paying diver data obtained from the operators to ascertain the demand for diving at the Aliwal Shoal during the past two decades. Results indicate that were no significant differences (at the 5% level of significance) between paying divers during 2005 compared to 2004 and 2006 [H =.1923366, N= 36, p =0.9083]. Paying diver data for the period 2000 - 2004 were compared to 2005 - 2010 and no significant differences were found at the 5% level of significance (U= 2040, Npost = 72, Npre= 60, p = 0.584981). Diver interviews revealed that only 36% of divers had paid for a permit, representing a loss of R7 438 499 during the past five years, enough to support the current budget of the MPA for 10.6 years. Operator interviews revealed that alternative destinations, economic climate and local competition had the most impact on their businesses, with permit fees having no impact on the 50% of the operators’ businesses. Operators also reported that there was little or no enforcement of the permit fees, 9 of the operators indicated that there has been no improvement in the MPA or its management since the inception of the fees and all were dissatisfied with the current management MPA. Operators and divers complained about the current purchasing and handling practices associated with the permits. Despite offering a world class diving opportunity, the dive operators currently have no incentive to enforce the permit system and due to price pressure in the local market, and have adopted a mute stance on diver permits. Consequently, there has been no significant impact on the demand for diving since the inception of the permits in 2005. The initial hypothesis that the increased costs to divers as a result of the permits would drive down the demand for diving is therefore rejected. If the permits are more strictly enforced, it is likely that more divers may seek alternative destinations due to the perception of poor value as a result of the Sappi Saiccor effluent discharge, existence of shark nets and poor management, in accordance with existing literature. The resultant decrease in demand will be detrimental to the diving industry at Aliwal Shoal. The second hypothesis, that the costs associated with the better enforcement of the MPA regulations-in terms of impacts on the diving industry- might outweigh the benefits, is therefore accepted. All the results produced by this study suggest that authorities may have been too enthusiastic to have all the boxes ticked in order to meet deadlines for international targets for marine conservation and paid little or no attention to lessons learnt from MPAs globally. Every negative aspect highlighted by existing international literature as symptomatic of MPA failure is occurring at Aliwal Shoal MPA, albatrossing it with “paper park” status. Due to the size and scope of this study, the results should be interpreted with caution and not be utilised to guide policy but rather encourage further research.

Understanding SHERQ managerial perspectives of the risks and oppotunities in ISO 14001:2015 implementation in Durban, KwaZulu-Natal

The implementation of ISO 14001:2015 is aligned with various risks and opportunities, the identification and addressing of which is key in the successful implementation of the ISO 14001:2015 certification. The Durban region is a pollution ‘hotspot’ within KwaZulu-Natal. Assessment of the opportunities and risks of ISO 14001:2015 implementation within the region is key as it can potentially assist with proactive mitigation of risks and the effective utilization of opportunities. The aim of the study is to understand SHERQ (Safety, Health, Environmental, Risk and Quality) managerial perspectives of opportunities and risks of ISO 14001:2015 implementation in Durban, KwaZulu-Natal. The following objectives were outlined: To identify ISO 14001 implementation opportunities and risks internationally and nationally by means of an extensive review of international as well as national literature sources, to generate an evaluation framework to assess SHERQ managerial perspectives of risks and opportunities of ISO 14001:2015 implementation within Durban and to analyse SHERQ managerial responses to the ISO 14001:2015 implementation risks and opportunities within the Durban region. The methods included identifying primary opportunities and risks in ISO 14001:2015 from the literature review through an evaluation framework, thereafter, presenting these in questionnaires distributed among SHERQ managers in Durban via email and LinkedIn. Of 62 questionnaires distributed, 42 participants responded. The respondent’s perspectives were assessed through SPSS identifying key risks and opportunities. Objective 1 was achieved through the literature review in which ISO 14001 implementation risks and opportunities were identified. Objective 2 was achieved by generating the evaluation framework which assimilated implementation risks and opportunities. Objective 3 was achieved through the analysis of the responses of respondents to ISO 14001:2015 implementation risks and opportunities. Study results showed that, in line with international reports, 57.2% of all respondents agreed that the maintenance costs of compliance to the standard are high and 76.2% of respondents shared the perspective that company resources are better managed. Respondents were more agreeable to positive statements, indicating opportunities outweighing the risks. Furthermore, despite the risks, there are opportunities from an industry perspective such as increased investor inputs and increased top management involvement. A follow up study is recommended in the Durban region addressing ISO 14001 implementation risks, opportunities, and their investment impacts in order to further hone in on the organizational implications of certification. From an academic standpoint, multiple studies have posited that ISO 14001:2015 implementation resulted in improved financial outcomes but are associated with high implementation costs and it is recommended that a critical cost versus profits analysis into ISO 14001:2015 implementation be undertaken in the Durban region. / Die Internasionale Organisasie vir Standaardisering se ISO 14001-omgewingstandaard spreek fasette van omgewingsprestasie aan. Respondente het meer met positiewe stellings saamgestem, wat daarop dui dat geleenthede swaarder weeg as die risiko’s. Ten spyte van die risiko’s, is daar ook vanuit ʼn bedryfsperspektief geleenthede, soos verhoogde beleggersinsette en verbeterde hulpbronbestuur. ʼn Opvolgstudie word aanbeveel om ISO 14001-implementeringsrisiko’s en geleenthede en die beleggingsimpak daarvan aan te spreek. An assessment of the trees of the Greening Soweto Tree Planting Project in Johannesburg, South Africa

The Greening Soweto Tree Planting project in the City of Johannesburg, South Africa, was a greening initiative aimed at ensuring that benefits of the 2010 FIFA World Cup, presented that year in the country, extended beyond the event. In assessing the trees of this project, it was confirmed that the target number of trees consisting mainly of indigenous tree species were planted predominantly as street and park trees in previously disadvantaged areas, traditionally known to have the least trees in the city. The survival rate of the project is estimated to be 43.46%, implying inadequacies in tree planting and management of the project and necessitating guidelines with recommendations to improve tree planting practices in the city. Growth relationship equations for Olea europaea subsp. africana and Searsia lancea were developed and the growth parameter analysis reveals that all trees grow better in parks but C. africana trees should rather be planted on sidewalks than on medians, S. lancea trees should preferably be planted on medians and C. erythrophyllum may be planted on sidewalks or medians as they would grow well in both locations. It is estimated that this project contributed 30 390.11 tCO2 of standing carbon stocks valued at R3 646 812,87 or US$303,901.07 (assuming a CO2 price of US$10.00) in 2017 and could potentially contribute 387 170.93 tCO2 of sequestered carbon stocks valued at R46 460 511,82 or US$3,871,709.32 by 2031 as mitigation action against climate change. A positive connection impacting the growth of the trees has been identified between land use, land cover and maintenance, indicating that the best locations for trees are maintained parks and formal residential areas as well as paved areas where irrigation is provided. The presence of pests and diseases, conflict with overhead structures and roads and a lack of pruning negatively impacted the growth of the trees. Guidelines for new tree planting projects have been developed with recommendations to maintain the canopy cover percentage in the established urban forest, enhance tree planting in the previously disadvantaged regions, improve the survival rate of new tree planting projects and establish community engagement forums to inform future tree planting of the city. / Environmental Sciences / Ph. An evaluation of the ecological impacts of sand mining on the Mokolo River in Lephalale, South Africa

This study aimed to evaluate the ecological impacts of sand mining on the Mokolo River, in Lephalale. The study focused on the water quality, macroinvertebrates and physical disturbances as indicators in order to determine the ecological im-pacts of sand mining on the Mokolo River. The water quality variables, which this study entailed, were related to sand mining and other sources of pollution such as coal mining, power station industries, agriculture and wastewater treatment works on the Mokolo River. The water quality results for pH, electrical conductivity (EC), total alkalinity (CaCO3), sodium (Na), calcium (Ca), magnesium (Mg), potassium (K), chloride (Cl), fluoride (F), sulphate (SO4) and nitrate (NO3-N) were not over the limits, however turbidity, total coliforms and E. coli were over the limits as per the Target Water Quality Guideline (TWQG). The River Health Programme (RHP) was done at upstream, sand mining and downstream areas in the Mokolo River using the South African Scoring System Version 5 (SASS5). The ecological status at the upstream and downstream areas changed from class C (March 2018) to class B (November 2018), indicating that the ecological status improved in those areas of the Mokolo River. However, at the sand mining area the ecological status has not improved and it was seriously modified due to the physical disturbance as a result of sand mining. Ecological impacts, such as the removal of marginal and riparian vegetation, erosion, disturbed riverbed, undercutting and collapse of riverbanks, loss of adjacent land, river deepened, river widened, water pools, in stream sand stockpiles and river diversions, were determined at the sand mining area. No physical disturbances at the upstream and downstream areas were determined. The findings of this study indicate that the ecological impacts of change in water quality at the upstream and downstream areas was due to high turbidity, Total coli-forms and E. coli. The absence of sensitive macroinvertebrates and loss of ma-croinvertebrates and the physical disturbances within the Mokolo River was be-cause of sand mining. The study indicates that sand mining has negative impacts on the water quality, water quantity, macroinvertebrates and physical characteris-tics of the Mokolo River. / Environmental Sciences / M. Sc. Implementation of waste management policy in the City of Tshwane

The City of Tshwane is the capital city of South Africa and the administrative seat of government. The status of the city as a capital creates high expectations on the level of basic service delivery on municipal services like waste management, water, electricity and health. The city is currently facing challenges in relation to the delivery and implementation of waste management services. In an attempt to find solutions to the waste management challenges of the city a study on the implementation of waste management services is undertaken by the researcher. The study identifies and then analyses the underlying reasons for the challenges faced by the City of Tshwane in the implementation of waste management services. This aim of this study was to investigate and to analyse the implementation of waste management services in the City of Tshwane’s historically disadvantaged areas with particular focus on Region 01, 02, 05 and 07. In order to investigate these factors, a descriptive research design and qualitative methodology was used which related to convenient and purposive sampling of officials and data collected from fifteen (15) respondents using semi structured interviews and observations. The study also utilised document analysis to interpret the challenges and solutions related to the research topic. It emerged from the study that a lack of capacity and resources to perform efficient waste management services underpinned many of the challenges experience by the city. The failure of the city to ensure community participation and involvement is another reason for the challenges the city faces in waste management. Furthermore, the lack of policy implementation and enforcement is an element that the city needs to deeply consider. When policy is crafted with input of residents and when there is a social contract as to the roles and responsibilities of each party, it becomes easier to enforce. Some of the challenges that the city faces with regards to waste management can also be attributed to political interference and institutional deficiencies. Beyond issues like capacity, institutions and others, the city will continue to face challenges if it does not seriously invest in innovation and new technologies that address its generic and specific conditions in relation to the management of waste. The marginalisation and selective enforcement of by-laws on the informal recyclers and reclaimers are some of the findings of the study that demonstrate the inability of the city to find specific solutions to specifics regions on waste management .These challenges resulted in the peri urban regions like region 01, 02, 05 and 07 not receiving quality and consistent waste management services. The study recommends some interventions to address the waste management problems identified in the highlighted regions and entire City of Tshwane. Some of the recommended interventions include, assessing the unique characteristics of the communities and regions with a view of identifying waste management solutions that will be relevant for the circumstances and profile of such regions, ensure that proper and adequate resources, infrastructure and capacity is deployed to such areas to improve the waste services in those areas. Furthermore aggressive education and awareness campaigns conducted in partnership with communities will be critical to change people’s attitude towards waste management and a clean environment. Towards pro-conservation attitudes and behaviour by local communities bordering protected areas in South Africa

Biodiversity must be conserved while improving community wellbeing. An increased understanding of key influences on pro-conservation attitudes and behaviour is essential for the future of successful conservation and the creation of realistic solutions for poor communities. Knowledge gaps exist regarding intangible benefits and losses, as well as the relationship between benefits, losses and pro-conservation attitudes and behaviour. Furthermore, there are less qualitative studies in this field than quantitative, nor are there many that include the perspective of park staff. This research followed a novel comparative multiple-method qualitative approach, using contrasting case studies and borrowing from grounded theory. Three nature reserves were selected, each involving two constituencies – (i) the local community and (ii) protected area staff. Individual interviews, focus group interviews, mapping, and adapted nominal grouping technique were used to collect data. The data were first analysed question-by-question for each case study, followed by cross-case analysis which resulted in meta-themes for each research objective. In each case study, benefits and losses were ranked to indicate their level of importance. Key tangible benefits were employment, access to natural resources and support for schools. Intangible benefits drew less focus, but comprise key influences, such as visiting the park, environmental education, information dissemination, and involvement. These benefits emerged again as aspects that would drew less focus, but comprise key influences, such as visiting the park, environmental education, information dissemination, and involvement. These benefits emerged again as aspects that would improve future positivity if more of each could be provided. Key losses were lack of/limited access to the reserve as visitors, insufficient employment, fear of wild animals and lack of involvement/interaction. Findings indicate that communities have a range of responsibilities towards the reserve (some of which are self-imposed), and a strong sense of custodianship. Exclusion from responsibility led to negative attitudes. Good relationships resulted in fewer poaching incidents, although locals are hesitant to report subsistence poaching. Areas of non-alignment between the perceptions of both constituencies highlight areas for rectification, such as parks acknowledging the losses perceived by communities; knowing which benefits are most important to communities; and highlighting benefits not mentioned by communities. The meta-themes were used to construct a data-derived ‘Theory of Influences on Pro-conservation Attitudes and Behaviour’, which indicates how relationship is shaped by benefits, losses, detractors and facilitators; and includes solutions to increase positive attitudes. To drive practical application of the theory, recommendations for park managers and local communities are provided. Finally, this study was integrated with existing literature to develop the ‘People-Parks Win-Win Framework’ – a comprehensive representation of the influences on people-park relationships – which has not been done before. The study makes methodological, theoretical and practical contributions.
