O século XXI é marcado pela centralidade das novas tecnologias da informação e da comunicação e da tríade informação, comunicação e conhecimento. Diante da análise do cenário, pretende-se entender porque organizações privadas desenvolvem projetos de inclusão digital como diferencial estratégico e política de gestão de Relações Públicas. Durante a parte teórica, foram comparadas diversas teorias de estudiosos da atualidade sobre o cenário da era pós-moderna e a inclusão digital. O trabalho ainda conta com o estudo de caso sobre o Comitê para Democratização da Informática e quatro empresas parceiras mantenedoras dos projetos sociais da entidade. Apesar de o cenário apontar claramente o caráter estratégico assumido pela tecnologia digital, a atuação das empresas mantenedoras na divulgação dos projetos, via Internet, ainda é tímida. No entanto, todos os projetos de inclusão digital estavam estrategicamente relacionados à razão de ser do negócio, local de atuação e às diretrizes corporativas. / The 21st century mainly features are the new information and communication technologies and the triad information, communication and knowledge. On the behalf of the analysis of the scene, this study intends to understand why private organizations develop projects of digital inclusion as strategies and politics of management of Public Relations. During the theoretical part, there were compared several theories of renamed authors of the present time, on the scene of the post-modern age and the digital inclusion. Besides, this study presents a case study on the Committee for Informatics Democratization and four supporters companies of the social projects of the entity. Although the scene clearly points to the strategically character assumed by the digital technology, the performance of the supporters companies in the spreading of the projects, via Internet, still is shy. However, all the projects of digital inclusion were strategically related to the core business, place where companies have influence and linked to the corporative lines of direction.

Este trabalho tem como objetivo auxiliar os institutos de pesquisa, notadamente o IPEN, a melhorar a assertividade do processo de definição de suas linhas de pesquisa. Novas velocidades evolutivas que aumentam exponencialmente exigem maior sincronia e ação múltipla e coordenada dos três elementos fundamentais para o desenvolvimento das sociedades contemporâneas: o governo, a estrutura produtiva e a infra-estrutura científica e tecnológica. Esse ambiente cada vez mais dinâmico e mutante impõe uma maior proximidade com o meio socioeconômico que passa de cliente-consumidor à do co-criador do conhecimento e fornecedor de energia agora contida em um novo padrão de relações sociais, denominado Sociedade em Rede. A diferença nos tempos da Universidade, da Estrutura Produtiva e do Governo é função do tempo de suas atividades centrais: a Ciência, o Mercado e a conquista da Opinião Pública, respectivamente. A equação que harmoniza e encontra sinergias entre as três dimensões é o desafio contemporâneo daqueles que procuram inovar e avançar no conhecimento em prol da sociedade. Neste trabalho procura-se mostrar que a saída para os institutos de pesquisa está em acreditar na frase de Robert Plomin e procurar conectar-se ao diferentes elos das cadeias para fazer uso de uma inteligência coletiva que se expande em velocidade e qualidade superiores a qualquer outro momento na história da humanidade. A comparação dos resultados obtidos com a aplicação de diferentes metodologias de análise permite mostrar os pontos fortes e pontos de atenção, ameaças e oportunidades do IPEN fornecendo subsídios para encontrar o melhor modo para adequar seu desempenho às novas demandas. / This work aims to assist research institutes, notably the IPEN, in order to improve their assertiveness in the process of defining their research lines. New evolutionary speeds have increased exponentially requiring greater synchronism and multiple and coordinated action from the three fundamental elements in order to assure the development of the contemporary society: Government, Productive Structure and Infrastructure in Science and Technology. This environment increasingly dynamic and mutant imposes greater proximity with the socioeconomic environment when former client-consumer has become the co-creator of knowledge and supplier of energy now contained in a new standard of social relations, called Networked Society. The difference in time for the University, the Productive Structure and Government is function of its main activities: Science, Market and the achievement of Public Opinion, respectively. The equation that will harmonize and find synergies between these three dimensions is the contemporary challenge for those who seek to innovate and advance knowledge in order to improve the standard of living of the society. In this work is shown that research institutes must believe in the words of Robert Plomin and start connecting to the several links in different chains in order to make use of a collective intelligence that continuously expands in speed and quality higher than in any other time in human history. The comparison among the results obtained from the different methodologies of analysis proposed in this work allows finding out strengths and weaknesses, threats and opportunities of the IPEN providing subsidies in order to find better ways to tailor its performance to the new demands.

The tecnological evolution, a creation of the modern age, was the perfect scenario for the rising of the Internet. In the past few years, its use has become frequent in the academic environment. In this way, this work has the main purpose to analyse the influence of the Internet in the academic process of learning. We had 32 students in the Pedagogic and Psycology major joining the research. The data was obtained from half-structuralized interviews with sevens main questions witch answers were submitted to de analysis of content process, with qualitative and quantitative treatment. The results revealed that the contact with the Web has producted transformations on the way of being, of feeling, of acting, of thinking, of studing and of relating with the students, due to that, the Internet has introduced new ways of dealing with the subject and information, providing modifications in the teachinglearning process. It was observed also that the utilization of the Internet reflects in the subjectivity production and the conection with the cyberspace promotes beliefs that re-echo in the social representation of the students. All this produces new subjectivities among the Internet users, once that in this dynamic, the citizen make up specific ways of realizing himself and the world. Finally this work shows the necessity of investigate the efects oh the Internet in the education field, therefore the consequences of the Internet resources depend of its use. / A evolução tecnológica, fruto da modernidade, foi o cenário propício para o surgimento da internet. Nos últimos anos, seu uso tornou-se freqüente no meio acadêmico. Nesse sentido, este trabalho teve como foco principal analisar as influências do uso da internet no processo de formação dos alunos acadêmicos. Tivemos 32 alunos dos cursos de Pedagogia e de Psicologia participando da pesquisa. Os dados foram obtidos a partir de entrevistas semi-estruturadas com sete questões ancoras cujas respostas foram submetidas ao processo de análise de conteúdo, com tratamento quantitativo e qualitativo. Os resultados revelaram que o contato com a web tem produzido transformações na forma de ser, de sentir, de agir, de pensar, de estudar e de se relacionar dos alunos, conseqüentemente, a internet introduziu novas formas de se lidar com o conteúdo e com a informação, proporcionando modificações no processo de ensino-aprendizagem. Observou-se ainda que a utilização da rede reflete na produção da subjetividade e o contato com o ciberespaço promove crenças que repercutem nas representações sociais dos alunos. Tudo isso produz novas subjetividades entre os usuários da rede, uma vez que nessa dinâmica, o sujeito inventa modos específicos de perceber a si mesmo e ao mundo. Por fim, este trabalho mostra a necessidade de se investigar os efeitos da internet no campo da educação, pois as conseqüências dos recursos da rede dependem do seu uso.

Thus, the principle of national interest, together with other constitutional principles relating to foreign relations, form a subsystem of international relations that, together, bind and obligate the government in the formulation and execution of Brazilian foreign policy. In this context, governments should also take into account public opinion, which is changing the face of the recent and profound changes in the Information Age / Este trabalho tem como objetivo principal extrair da Constituição Federal de 1988 o princípio do interesse nacional. Este é um princípio implícito, que já se encontra na atual Constituição Federal, mas, que deve ser identificado, interpretado e construído. Por outro lado, partiu-se do pressuposto de que uma Constituição elaborada de forma democrática e com a participação de representantes do povo é um instrumento que informa a vontade geral do povo brasileiro. O objetivo desta pesquisa consiste em descrever e analisar as políticas de informação existentes tanto global como regional em diversas direções: programas, resoluções, projetos do setor informacional, Políticas de Informação Cientifica e Técnica, ações de infraestrutura e acesso às tecnologias da Informação e comunicação e ações a favor da política cultural com atenção à promoção e estimulo ao domínio eficiente das Tecnologias de Informação e Comunicação. Mediante uma analise documental da literatura relacionada com o tema à escala mundial como regional, esta pesquisa se fundamenta em revisão de literatura específica e em uma descrição das políticas internacionais, regionais existentes, suas procedências, especialmente as suas aplicações, e, assim, conhecer seus impactos sobre a sociedade contemporânea. / ABSTRACT This dissertation discusses the dimensions of Information Policies in the contemporary society. The objective of this research is to describe and analyze the currents Information’s Policies at global and regional level in many directions: programs, resolutions, projects of the information sector, scientific and technical information’s policies, actions of infrastructure and accessibility of information and communication technologies, actions in favor of the cultural policy with particular attention given to promoting and stimulating the efficient uses of Information and Communication Technologies. By a documentary analysis of the literatures references to the topic related on global and regional scales, this research is based on literature review, and a description of the currents international and regional policies, their origins, especially, theirs applications, and therefore, know their impacts on the contemporary society.
