Does Cultural Heterogeneity Lead to Lower Levels of Regime Respect for Basic Human Rights?

This dissertation is a cross-national investigation of the relationship between cultural heterogeneity and regimes' respect for basic human rights. The quantitative human rights literature has not yet addressed the question of whether high levels of cultural diversity are beneficial or harmful. My research addresses this gap. I address the debate between those who argue that diversity is negatively related to basic human rights protection and those who argue it is likely to improve respect for these rights. Ultimately, I propose that regimes in diverse countries will be less likely to provide an adequate level of subsistence (otherwise known as basic human needs) and security rights (also known as integrity of the person rights) to their citizens than regimes in more homogeneous countries. Using a data set of 106 non-OECD countries for the years 1983 and 1993, I employ bivariate, linear multivariate regression, and causal modeling techniques to test whether higher levels of ethnolinguistic and religious diversity are associated with less regime respect for subsistence and security rights. The analysis reveals that higher levels of cultural diversity do appear to lead to lower respect for subsistence rights. However, counter to the hypothesized relationship, high levels of diversity appear to be compatible with high levels of respect for security rights.

The geopolitics of ethnic relations in Russia : ethnic Russian and non-ethnic Russian citizens in Stavropol’skii krai

Ethnic relations are an important feature of contemporary Russia. This is especially true in the North Caucasus where ongoing insecurity combined with a depressed economy has led to growing Russian nationalism, xenophobia, and fears over immigration. In Stavropol’skii krai, the only ethnic Russian dominated territory in the North Caucasus Federal District, the situation is especially acute. In this thesis I investigate how the geopolitics of ethnic relations in Stavropol’skii krai, as part of the wider North Caucasus situation, impact on the everyday life of citizens in Stavropol’. I do this through employing an eclectic methodology, including both qualitative and quantitative techniques. Through four research papers, I explore how the built urban environment, through the politics of naming place (for example, street names and monuments), has become a space through which ethnic identity can be (re)produced and contested. I show how ethnic relations are (re)presented and performed in Stavropol’ through the Den’ kraya celebration, a performance that is based on a Soviet-era idealised framing of ethnic relations, and one which is open to challenge. I explore how in summer 2007 ethnic relations turned violent as ethnic Russian and non-ethnic Russian citizens rioted, and I attempt to explain the geopolitics surrounding this. Finally, I show how everyday ethnic relations have turned increasingly violent in Stavropol’ since 1991, drawing on reports from non-governmental organisations and independent researchers. I situate this research within the context of the changing ethnic geography of the krai since 1991. Together, this research represents a geopolitics of ethnic relations in Stavropol’skii krai.

The investigation sought to ascertain how the inclusion of the issue of African History and Culture in the school curriculum is being done, how teachers are being trained on this topic and what is their perception of the Law. Data collection was conducted through a questionnaire sent to two pedagogical coordinators at the Board of Education and through semi structured interviews with three teachers of a school and a teacher from the second school. The results show that there is a work done by the Board of Education, directed to the implementation of the law through the implementation of some federal projects, providing continuing education for pedagogical coordinators, teachers and representatives of this area, which should act as multipliers at the school level. But schools still walk at a very slow pace, performing occasional activities without an interdisciplinary integration. The data analysis also reveals a certain discomfort of some teachers while discussing this theme, and not everyone agrees with the need for such a Law. The study suggests that much remains to be done in education in order to build new racial ethnic relations / Esta dissertação apresenta uma análise sobre o processo de implementação da Lei nº 10.639/03, em duas escolas de Ensino Médio da rede pública estadual de São Paulo, localizadas na zona norte da capital, jurisdicionadas a mesma Diretoria de Ensino. A investigação buscou verificar como ocorre a inclusão do tema da História e da Cultura Africana no currículo escolar, como os professores vem sendo formados sobre esse tema e qual sua percepção sobre a Lei. A coleta de dados foi realizada por meio de questionário encaminhado a duas técnicas da Diretoria de Ensino e por entrevistas semi estruturadas realizadas com três professores de uma das escolas e um professor da segunda escola. Os resultados obtidos revelam que há um trabalho realizado por parte da Diretoria de Ensino, direcionado à implantação da lei, através da operacionalização de projetos de âmbito federal, proporcionando uma formação continuada, com foco no professor coordenador, e professores representantes de área, que devem atuar como multiplicadores. Porém as escolas ainda caminham num ritmo muito lento, realizando atividades pontuais, sem uma integração interdisciplinar. A análise das entrevistas revela também certo desconforto de alguns professores na discussão dessa temática, sendo que nem todos concordam com a necessidade da Lei. Os dados sugerem o quanto ainda resta a fazer no campo educacional para a construção de novas relações étnico raciais

It acquires theoretical relevance for studying a particular case regarding the relations between an indigenous society and a non-indigenous agency and it has a practical interest aimed at unveiling possible misunderstandings and at thinking, in the dialogue, about possible ways towards an indigenist action. A historical exposition, resulting from bibliographic revision and consultation of the mission archives, allowed to reconstruct the context on examination and the meetings of the Yanomami with the napëpë (non-Indians). From this reconstruction, the study of ethnographies referring to the Yanomami or other indigenous peoples, permitted to discuss some analytical categories fundamental for the research. In dialogue with such references, this work focussed upon the relations built between the Yanomami and the missionaries, tried to highlight an indigenous perspective and perception of the contact, attempted to recognize the strategies carried out to organize interaction. Our cognition proportionate to the living together in the communities‟ space and the analysis of yanomami speeches made it possible for the research to bring into relief the process of domestication and construction of the alterity embodied by the paeterepë (the missionaries), that was achieved as soon as conditions of readiness to reciprocal openness did exist / Esta dissertação é uma etnografia realizada nas comunidades Yanomami da região do médio rio Catrimani (Terra Indígena Yanomami, Roraima), entre as quais, em 1965, os religiosos do Instituto da Consolata estabeleceram um posto missionário. Adquire relevância teórica por estudar um caso particular nas relações entre uma sociedade indígena e uma agência não indígena; e possui interesse prático direcionado a desvendar eventuais equívocos e pensar, dialogicamente, possíveis caminhos para a atuação indigenista. The thesis focuses on inter-ethnic relations in Latvia and Estonia. The aim of this paper is to analyze the position of members of Russian speaking minorities in social and political landscapes of the two Baltic countries. First chapter is devoted to the settlement evolution of Russian speaking population in Latvia and Estonia. Second part of the thesis provides a comparison of current Latvian and Estonian legal regulations related to citizenship, state language and protection of the rights of members of ethnic minorities. Last chapter analyzes the conditions of origin and spread of nationalism in Latvia and Estonia and the activity of nationalist subjects in the Latvian and Estonian political systems.

She attempted to look at the linkage of the National Curriculum Guidelines for Ethnic Social Education as school subjects in Field Education, in order to understand the pedagogical practice developed in the process of schooling of African history and culture of graduates of PROCAMPO - Undergraduate Program in Field Education of the Federal Institute of Education, Science and Technology of Par? - Campus Tucuru?, who participated in the research. The central objective was to analyze the teaching practice of these graduates, in light of Law 10.639 / 03 and how the use of the mentioned Law is approached in the scope of teaching-learning of Education for Ethnic Affairs in school. The methodology used was based on documentary analysis, field research with elaboration of semi-structured questions, which allowed a descriptive study, to better evaluate the data, in which the main interlocutors who supported this work were Arroyo (2011), Caldart (2004), Munanga (2006) and Sacrist?n (1998), who are references in the studies on Field Education, Ethnic Relationships and Curriculum. The results showed that there is still a need for systemic studies in the focus area, In addition to reviewing the incipient resource with normative guidelines of Law 10.639 / 2003, aiming at the studies and applicability of the Education for Ethnic Relationships in the surroundings of Lake Tucuru?. Faced with such facts, it can be inferred that working in the Field Education requires going through various organizational processes of Ethnic-racial Diversity forums, which should be able to offer theoretical and methodological conditions with parameters articulated with Law 10.639 / 2003, for a critical performance in rural communities, in the opportunity of investing in actions of continuous training of teachers, In the region surrounding the Lake of Tucuru?-PA. / Esta pesquisa foi realizada no estado do Par? - especificamente, nos Munic?pios que comp?em a Regi?o do entorno do Lago de Tucuru?, no Estado do Par?.
