Interdisciplinary analysis and assessment of transferring science and technology achievement to farmers in the Red River Delta

Red River Delta (RRD) ist einer von zwei gröÿten Flussmündungen in Vietnam. Das Gebiet ist der Ursprung des Reises in diesem Land. Die Landwirtschaft spielt eine entscheidende Rolle für die Wirtschaft Vietnams besonders im Red River Delta. In den vergangenen Jahren hat die Adoption von Neuerungen in der Landwirtschaft die Qualität und Menge der Produktion deutlich erhöht. Neue Getreidesorten wurden entwickelt, Management-, sowie Produktionsmethoden wie Integriertes Pest-Management (IPM) wurden verbessert, und Standards wie z. B. VIETGAP eingeführt. Das Forschungsprojekt konzentriert sich auf die Frage, welche Möglichkeiten bestehen, den Prozess der Übernahme von Neuerungen durch Landwirte zu verbessern. Dabei sind die sozioökonomischen Bedingungen des Gebiets zu berücksichtigen. In dem Projekt wird das vorhandene Innovationssystem bewertet um daraus die Empfehlungen für Verbesserungen abzuleiten. Das interdisziplinäre Forschungsprojekt verwendet An sätze der Diusionstheorie, des kollektiven Handelns, und einzelne Erklärungsfaktoren (z. B. kulturelle Bedingungen) um das individuelle Übernahmeverhalten erklären zu können. Die empirischen Ergebnisse der Arbeit beruhen auf 15 Experteninterviewsund 85 ausführlichen Befragungen von Kleinbauern. Die Zusammenarbeit zwischen Bauern, Beratern, Servicedienstleistern, S&T Organisationen, landwirtschaftlichen Unternehmen und NGOs wird beschrieben. In vielen Fällen geschieht der Transfer an die Bauern, durch (1) von vertraglichen Vereinbarungen zwischen den Partnern, (2) durch Anreize, oder (3) durch Lernprozesss im Anschluss an die Verbreitung der Information durch Informationsnetze. Die Rolle von Bauern in diesen Prozessen ist sowohl durch eine aktive oder passive Teilnahme gekennzeichnet. Die Landwirte werden in Gruppen eingeteilt: frühe Adopter, Imitatoren (späte Adopter) und Nichtadopter, um das Adoptionsverhalten besser erklären zu können. / The Red River Delta (RRD) is one of two biggest deltas in Vietnam. The region is the origin of paddy rice in the country. Agriculture plays a crucial role for Vietnam''s economy, especially in the RRD. Recently, adoption of innovations in agriculture has enhanced the quality and quantity of production. Old varieties of crops have been replaced, and improved management practices as well as production methods such as Integrated Pest Management (IPM), VIETGAP have been implemented. This research project focuses on the question, whether there is a need to enhance the process of innovation transfer to farmers. Socioeconomic conditions of the region have to be taken into account. The project will evaluate the existing transfer system and tries to nd out if it is possible to improve the innovation transfer by interfering into the process. The interdisciplinary research project uses the theory of diffusion of innovation, theory of collective action, and other explanations such as the cultural inuence and individual behavior. The results of this report are based on 15 expert interviews and 85 detailed questionnaires of smallholder farmers. The cooperation between farmers and agents of extension services, S&T organizations, agricultural enterprises, NGOs will be described. In some cases, the process of innovation transfer to farmers happens directly because of agreements in a contract between partners, or motivated by incentives, or simply pursuant to a learning process following diffusion of information through networks. The role of farmers in these processes is also directly observed as an active or passive participation. Farmers are classifed in groups of adopters (potential adopters, early adopters), imitators (later adopters) and non-adopters and factors to explain the adoption behavior are discussed.

A revision of literature is made to show the evolution of these roles and their coexistence, as well as the advent of expansion process in the early twentieth century, and its diversification. The concept of public library as cultural action is linked to the extension process and theoretical framework of this paper, whose concept, expressed by Paulo Freire, Victor Flusser, Luiz Milanesi and Jos? Teixeira Coelho Neto, supports our thesis. Some records of extension experiments with characteristics of cultural action are made, using a methodology based on dialogue, participation and general awareness raising. An experiment of library extension carried out in Arax?, Minas Gerais, through the Mobile Unit of the Viriato Correia Public Library is described, which was used as a case study for the proposal of transformation of a public library as an instrument of cultural action. Some partner institutions, which took the initiative of making contact with the peripheral communities, were responsible for the experiment, an integrated, interdisciplinary task. The partnership with the Centro Universit?rio do Planalto de Arax? (University Centre of Planalto de Arax?), through the Centre of Judicial Practice and the Social Security Agency was fundamental. The evaluation of the experiment is made from the observation of its development, the opinion and personal accounts of the interviewees: people from the community, professionals, civil servants, teachers, trainees, and all of those who got involved in this process. Finally, a reflection on the following points is made: the library as an institution, which was the focus of this work; the research developed, which deepened the theoretical knowledge about cultural action, and finally, the author s own stand point, her personal involvement in the experiment. As far as the author is concerned it was an important theoretical / practical learning process for her professional improvement, as well as a contribution to Scienc of the Information and to librarianship as a study of a model of library extension with new communication trends, and the integration of social groups who live far away from the urban centres and who, in the majority, do not have access to information services, essential to the full exercise of citizenship. / Registram-se, inicialmente, as concep??es e os pap?is que a biblioteca p?blica desempenhou a partir de meados do s?culo XIX, fazendo-se uma revis?o da literatura para mostrar a evolu??o desses pap?is e a coexist?ncia dos mesmos, assim como o surgimento do processo extensionista, no in?cio do s?culo XX, e sua diversifica??o. O conceito de biblioteca p?blica a??o cultural liga-se ao da a??o extensionista, marco te?rico desta disserta??o, cujo conceito, expresso por Paulo Freire, Victor Flusser, Luiz Milanesi e Jos? THE INFLUENCE OF TRANSFORMATIONAL MIDDLE LEADERS ON WORK-LIFE BALANCE

Work-life balance is a key indicator of employee satisfaction, retention, and social health as well as organizational creativity and productivity. These dual benefits for employee and employer have generated interest in promoting work-life balance. Supervisors who operate from a transformational leadership framework have been linked to greater work-life balance among employees (Lamm, 2011; (Kutilek, Conklin, & Gunderson, 2002). The role of a supportive organizational culture is also central (Lewis, 2001). In this study, Cooperative Extension Service agents (N = 1390) participated in a nationwide survey exploring the relationship between rated levels of transformational leadership among district directors, work-life balance, and work-life balance organizational culture. The results from confirmatory factor analyses indicate these three separate dimensions. The findings from the structural equation model demonstrate that all paths, except transformational leadership to personal life interference with work, are statistically significant. Work-life balance organizational culture is the largest contributor to the total effect of these associations. This study confirms that the supervisor and organizational culture join together to forge an important alliance of support for work-life balance among subordinates. Findings reveal the need for additional study of specific ways leaders foster positive work-life balance organizational culture.

MALE FARMERS COPING WITH LOSS OF SPOUSE: IMPACTS ON FARMING OPERATION AND FAMILY LIFE

Losing a spouse is as devastating an experience anyone will ever deal with in his or her life. Research, however, shows that men have a harder and longer time coping with the loss of a spouse than women. When the widower’s profession is farming, there are no resources to specifically help that individual with their loss. The purpose of this research was to gain insight into the lives of widowed farmers with particular focus on transitions in their farming operation and their family life. Through their stories, we learn what is happening before the loss of the female spouse on the farm, during the bereavement period, and how the farmer handles the situation after the bereavement period has ended. Findings indicate that the Cooperative Extension Service can play a major role in supporting our widowed farmers as they seek a new normal for their farm operation and family life. Also, farming widowers have more stress following the loss of a spouse due to the added aspect of managing the farm and the home simultaneously after the passing of their spouse. Recommendations include further expanding spousal bereavement materials to include a section for males and in particular farming widowers.
