Esta tese tem como tema a Superintendência da Moeda e do Crédito (SUMOC) embrião do Banco Central do Brasil, durante os anos 50, definida como espaço de construção da hegemonia de uma fração das classes dominantes. Examinamos aqui como as diferentes frações da burguesia brasileira procuravam construir o consenso através de seus aparelhos privados de hegemonia - a FIDF (Federação das Indústrias do Distrito Federal), o ISEB (Instituto Superior de Estudos Brasileiros), a ACSP (Associação Comercial de São Paulo) e a Revista Digesto Econômico. Tal consenso também passava pela difusão dos ideários desenvolvimentista e liberal, aqui confrontados e identificados quanto aos seus pontos de convergência e divergência. / The theme of this thesis is The Superintendência da Moeda e do Crédito (SUMOC) [Credit and Currency Authority] an embryo of The Central Bank of Brazil, created in the fifties, and defined as a space for the construction of the hegemony of a segment of the ruling classes. We study here how the different sectors of the Brazilian bourgeoisie tried to build a consensus using their private hegemony instruments The FIDF (Federation of Industries of the Federal District), the ISEB (Superior Institute of Brazilian Studies), the ACSP (Commercial Association of São Paulo), and the Economic Digest Magazine. Such consensus also included the diffusion of the liberal and developmental ideals, here confronted and identified in relation to their points of convergence and divergence.

Through a study of historical approach, it was sought to map and describe these conceptions of democratic management within these three moments of the public network of the Federal District, explaining possible similarities and divergences between the present formats of the 1990s and the built in experience Initial. In this movement, the thesis answered the following research questions: 1) Is it possible to visualize and point out, within the initial history and in the actuality of SEEDF, similarities between the democratic management that emerges at these three moments? 2) How is democratic management characterized in the historical times mentioned? 3) What influence do history and legislation have on the democratic management that is taking place today in the public schools of the Federal District? For the development of this research, we opted for exploratory historical research, in a qualitative perspective, aiming to investigate the documents and legislation that, in the historical course of the educational reality of the Federal District, allowed to analyze the process of construction of democratic management in this network Public. This study also allowed an analysis of the historical movement of construction of democratic management in the DF, with the initial moment of SEEDF and, in parallel with the realities of 1995 and 2012, searching for clues capable of pointing out important elements for the understanding of this process. Thus, the thesis makes explicit that DF public education plays an important role in the understanding of democratic management in Brazil, since in the first school of this network an embryo of democratic experience is registered both in its representative and participatory dimensions, Same way that, later, its manifestations also brought significant advances in this sense. / E sta tese vincula-se à linha de pesquisa “Estado, Políticas e História da Educação” e objetiva investigar a construção da gestão democrática no DF tomando como referência uma experiência inicial vivenciada na constituição da rede em 1957 e os marcos legais por meio das leis 957/1995 e 4751/2012. Buscou-se, através de um estudo de abordagem histórica, mapear e descrever essas concepções de gestão democrática dentro desses três momentos da rede pública do DF, explicitando possíveis semelhanças e divergências entre os formatos do presente, da década de 1990 e o construído na experiência inicial. Nesse movimento, a tese respondeu às seguintes questões de pesquisa: 1) É possível visualizar e apontar dentro do percurso histórico inicial e na atualidade da SEEDF semelhanças entre a gestão democrática que emerge nesses três momentos? 2) Como a gestão democrática se caracteriza nos tempos históricos apontados? 3) Qual a influência que a história e a legislação exercem na gestão democrática que se tem em curso hoje nas escolas públicas do DF? Para o desenvolvimento desta pesquisa, optou-se pela pesquisa histórica de caráter exploratório, em perspectiva qualitativa, visando investigar os documentos e as legislações que, no percurso histórico da realidade educacional do Distrito Federal, permitiram analisar o processo de construção da gestão democrática nesta rede pública. Este estudo possibilitou ainda uma análise do movimento histórico de construção da gestão democrática no DF, com o momento inicial da SEEDF e, paralelamente, com as realidades de 1995 e 2012, buscando pistas capazes de apontar elementos importantes para o entendimento desse processo. Assim, a tese explicita que a educação pública do DF tem um papel importante para o entendimento da gestão democrática no Brasil, uma vez que se registra, na primeira escola dessa rede, um embrião de vivência democrática tanto em suas dimensões representativas quanto participativas, da mesma forma que, posteriormente, suas manifestações também trouxeram significativos avanços nesse sentido.

[pt] Esta dissertação tem por objetivo pensar sobre a criança escorraçada como criança-problema no ponto de vista de Arthur Ramos e sua relação com a higiene mental, civilização, família e escola. Compreende o período de 1934 a 1939 tempo em que funcionou o Serviço de Ortofrenia e Higiene Mental (S.O.H.M.) do Instituto de Pesquisas Educacionais chefiado pelo médico, a convite de Anísio Teixeira, que era o Diretor do Departamento de Educação da Secretaria Geral de Educação e Cultura do Distrito Federal à época. Tinha como finalidade a organização de trabalhos de cunho preventivo e corretivo, atendendo e tratando os possíveis problemas psíquicos da criança no lar e na escola e suas dificuldades com a aprendizagem, atuando nas escolas públicas do ensino primário do Distrito Federal, mais precisamente, nas Escolas Experimentais. Foram utilizadas fontes documentais como os livros sobre o assunto, os impressos de vulgarização dirigidos aos professores e famílias, todos de autoria de Arthur Ramos, além de reportagens de jornais e revistas de grande circulação no País, inquéritos dirigidos às diretoras e professoras das Escolas Experimentais, correspondências, estudos realizados pelo médico, bem como as fichas de observação comportamental de alunos das referidas Escolas oriundas do S.O.H.M. Este estudo procura responder as seguintes questões: Qual a importância da psicanálise e da higiene mental escolar para a transformação da sociedade brasileira em sociedade civilizada? Quem era a criança escorraçada como criança-problema e como a higiene mental escolar através da psicanálise contribuiu no sentido de tentar modificar o comportamento desajustado e a dificuldade com a aprendizagem apresentados por elas? De que forma a higiene mental escolar buscou orientar família e escola em relação à criança escorraçada? Para efeito de reflexão, tomou-se por base a abordagem histórica desenvolvida através do entrelaçamento da análise dos citados documentos com o conteúdo bibliográfico, em uma perspectiva teórica baseada na concepção de Norbert Elias sobre o processo civilizatório, na visão de Sigmund Freud sobre as relações entre o indivíduo e o que ele denominou a “civilização” e a higiene mental como forma de tratar as neuroses em decorrência da civilização, buscando entender as concepções de Arthur Ramos sobre esses processos. Constatou-se que, para Ramos, a base para que o país fosse civilizado e preparado para o progresso estava no cuidado com a criança através da higiene mental escolar e preceitos da psicanálise, bem como nas orientações dedicadas à família e escola, a fim de esclarecer as consequências nefastas do escorraçamento infantil. / [en] This paper has the purpose of thinking about the rejected child as a problem one according to Arthur Ramos point of view and the relationship with mental hygiene, civilization, family and school. All this was based on the period between 1934 and 1939 which the Ortofrenia and the Mental Hygiene of the Institute of Educational Research worked and was run by the doctor invited by Anísio Teixeira who was the Director of the Education Department of the General Department of Education and Culture of the Federal District at that time. Its aim was the organization of assignments based on prevention and correction, dealing and treating the possible psychic problems of the child at home and at school and his difficulties in learning, acting in the Public Primary Schools of the Federal District, more precisely in the Experimental Schools. Documented sources were used such as books concerning the subject, the leaflets of vulgarization addressed to the teachers and the family, all of them were the authorship of Arthur Ramos, besides the newspaper and magazine articles of great circulation in the country, investigations headed for the directors and teachers of the Experimental Schools, correspondences, studies carried out by the doctor, as well as files based on behavioral observation of the students from the referred schools that came from the S.O.H.M. This study tries to answer the following questions: What s the importance of Psychoanalysis and the School Mental Hygiene for the changing of the Brazilian society into a civilized one? Who was the rejected child considered as a problem one and how the School Mental Hygiene through Psychoanalysis contributed to change the misfit behavior and the difficulty in learning presented by them? How did the School Mental Hygiene contribute to guide the family and the school in relation to the problem child? As a way of reflecting all this, it was taken into consideration a historical approach developed through the conjunction of the analysis of the mentioned documents with the bibliographic content in a theoretical perspective based on Norbert Elias opinion about the civilized process, according to Sigmund Freud about the relationships among the individual and what he called civilization and the mental hygiene as a mean of treating neurosis as a result of the civilization, in order to understand Arthur Ramos concepts of these proceedings. It was noticed that in Ramos opinion, the basis for the country to become civilized and prepared for the progress was centered on the care with the child through School Mental Hygiene and the rules of Psychoanalysis, as well as the orientations dedicated to the family and the school, as to clarify the tragic consequences of a child s rejection.

The main objective of this thesis is to evaluate the circumstances and transition of the socio-economic system of the Russian Federation. It is also focused on the regional economy of Sverdlovsk region as a socio-economic subsystem. Uralmash plant is presented here as an example of an economic player in a process of transition. The thesis is based on several specific theories: socio-economic system and its transition, evolution of the economic systems by J. Schumpeter, social choice between chaos and dictatorship based on the new comparative economics, regionalist theory and corporate finance. It is chosen comparative-historical and empirical-statistical methodology. The main finding of the thesis is the inability of the socio-economic system of the USSR to continue in development as a result of dictatorship. However, the new Russian economy fell into a structural shift. The contribution of the thesis is a comprehensive view on transition process in Russia both at national and at regional and local level. Both theoretical and practical sites of transition are reflected. Not only macroeconomic but also microeconomic point of view is taken into account.
