Higher education has always occupied an important place in this nation's concerns. This study was undertaken in an attempt to determine how the Founding Fathers, especially the nation's first six presidents, regarded the subject of higher education. The study was limited to these six men because they were charged with inaugurating the new government and because these six men were all participants in the drafting and ratifying of the Constitution. Findings for this study came from the personal and private papers of the first six presidents, government documents, and the press. A comparison of the findings indicates that these men shared many beliefs while disagreeing on some aspects of higher education.

Florida has been a leader in the K-20 educational reform in an effort to ensure the seamless transition into postsecondary education for all students, but specifically improving preparation for, and access to, higher education for populations traditionally marginalized and underrepresented in higher education. The purpose of this study was to examine the demographic composition of students participating in dual enrollment programs in Florida, and the relationship between dual enrollment participation and postsecondary success, as measured by student persistence and degree attainment, moderated by race, gender, and Pell status. Alexander Astin's (1993) I-E-O student involvement theory was chosen as the theoretical lens with which to guide the design and analysis of the study. A quantitative analysis of archived student records retrieved from the Office of Institutional Research and Effectiveness at a large urban state college in Florida was used in this study. ... The analysis revealed that students who were dual enrolled were more likely to persist in college and more likely to earn a degree than their non-dual enrolled peers. / by Karline S. On April 11, 1953, President Dwight D. Eisenhower put into effect Reorganization Plan No. 1 of 1953, creating a new cabinet level department within the federal government. The new Department of Health, Education, and Welfare (HEW) was a consolidation of organizations dealing with national social concerns. Some of the organizations dated back to 1785 when the Congress of the Confederation first set aside public lands for schools. This paper concerns the creation and growth of the department of Health, Education and Welfare, including it's various educational programs, educational research programs, aid to higher education, federally impacted areas, and other HEW programs which affect education.
