An analysis of the morality of intention in nuclear deterrence, with special reference to final retaliation

Quite apart from its apparent political obsolescence, the policy of nuclear deterrence is vulnerable to attack for its seemingly obvious immorality. Nuclear war is blatantly immoral, and nuclear deterrenec requires a genuine intention to resort to the nuclear retaliation which would precipitate such a war. Therefore, since it is wrong to intend that which is wrong to do, deterrence is immoral. This thesis seeks to examine the nature of the deterrent intention as a means of verifying the soundness of the above deontological argument. This examination is carried out by first suggesting an acceptable notion of intention in general and then, after analysing the views of deterrent intention by other writers, proceeding to demonstrate the uniqueness of that intention. Having done this, and having explored the possibility that deterrence need not contain a genuine intention to retaliate, the thesis moves on to suggest and defend a moral principle which states that endeavours requiring the formation of an immoral intention may nevertheless be moral. Called the Principle of Double Intention (and based on the Principle of Double Effect), it offers a method for the moral assessment of agents who form immoral intentions within larger contexts. By applying this principle to nuclear deterrence, it is demonstrated that agents who undertake such a policy may be morally justified in doing so, provided certain conditions are met. The thesis closes with a refutation of the objection that an agent cannot rationally form an intention (such as that required in deterrence) which he has no reason to carry out. By highlighting the objection's reliance on a claimed isomorphism between intention and belief, it is shown that the objection, while generally sound, does not apply to the special case of nuclear deterrence. The conclusion suggests a framework for disarmament which results in a deterrent force structure which is both strategically effective and morally acceptable.

Saker som tas upp och diskuteras är teknikutvecklingen och konkurrensen mellan redigeringsprogrammen. Den historiska aspekten presenteras och förklaras för att lägga en grund till hur det ser ut i dagsläget. Några av de sakerna som jag kommer fram till är att teknikutvecklingen ofta sker på användbarhetens bekostnad och att användaren ofta måste anpassa sig efter tekniken. Konkurrensen mellan programmen påverkas av den växande marknaden för hobbyredigering och det leder till annorlunda utveckling.

Neste trabalho avaliou-se a qualidade protéica e as implicações nutricionais da lectina de sementes de C. mollis visando uma melhor caracterização do feijão camaratu como fonte alimentícia. Dietas contendo Egg- White (EW, controle positivo), farinha crua (RCm) e cozida (CCm) de sementes de C. mollis, ou suplementadas (SRCm e SCCm) com L-metionina e L-triptofano, além de uma dieta contendo lectina de C. molis purificada (Cra) e uma dieta isenta de proteínas (NPC), foram usadas por um período de 10 dias, em ratos machos tipo Wistar, desmamados aos 21 dias. Os órgãos foram retirados, pesados e liofilizados para obtenção do peso seco; as carcaças foram, também, desidratadas. Após a obtenção do peso seco dos órgãos e das carcaças, estes foram triturados de forma conjunta. Os animais que ingeriram as dietas RCm, SRCm e CCm apresentaram diminuição em seu crescimento, similar ao grupo com dieta NPC, o grupo SCCm apresentou uma redução menos significativa do desenvolvimento. Os parâmetros nutricionais de digestibilidade, NPU ( Utilização Protéica Final ), e valor biológico quando comparados com os do grupo EW, foram significativamene baixos para RCm; SRCm e CCm apresentaram valores baixos de NPU e valor biológico, mas boa digestibilidade. O grupo SCCm apresentou ótimos valores para todos os parâmetros. Os animais alimentados com a dieta contendo Cra apresentaram um bom crescimento, excelente aspectos vitais e físicos, com boa digestibilidade e NPU e valor biológico, similares aos grupos da EW. Entretanto uma significativa hipertrofia em alguns órgãos foram observados, quando comparados aos mesmos órgãos dos animais alimentados à dieta EW. Estes resultados sugerem que a semente de C. mollis e Cra induziram a alterações dos órgãos em ratos

O método utilizado é o de análise bibliográfica, sobretudo da doutrina estrangeira. As normas jurídico-penais têm como objeto de regulamentação a conduta. Enquanto elemento básico, o conceito de ação deve ser capaz de abarcar as diferentes formas de conduta punível; enquanto elemento de enlace, deve possuir força expressiva o suficiente para ancorar os extratos da tipicidade, antijuridicidade e culpabilidade e manter sua neutralidade frente a eles; enquanto elemento-limite, o conceito de ação deve excluir de si os casos de ausência de conduta. Para compreender as ações omissivas, recorre-se à teoria do aliud agere, enquanto para as ações culposas, admite-se sejam ações finalistas reais. Para manter a força expressiva do conceito de finalidade na ação culposa, põe-se acento nos meios escolhidos ou na forma de sua utilização, enquanto que o conceito ontológico de finalidade é afastado do conceito jurídico de dolo, posto seja este um conceito jurídico, enquanto aquele está presente em toda e qualquer conduta. Steam temperature and flow maldistribution in superheater headers

Heat exchangers and steam headers are at the heart of any boiler and are susceptible to a range of failures including tube leaks, ligament cracking, creep and fatigue. These common forms of header failure mechanisms can be exacerbated by local thermal stresses due to temperature and flow maldistribution at full and partial boiler load operations. The purpose of this project is to develop process models of the outlet stubbox header of a final superheater (FSH) heat exchanger in a 620MW coal-fired drum type boiler. The process models were used to assess the impact of steam flow and temperature distribution on the thermal stresses in the header material. The process models were developed using Computational Fluid Dynamics (CFD) and Finite Element Analysis (FEA). Thermocouples were installed at key locations on the stubbox headers to monitor metal temperatures and the measured metal temperatures served as boundary values and for validation of the CFD results. The thermocouple data was analysed for three different steady state boiler loads, namely full load, 80% load and 60% load. It showed that the temperature distribution across these headers was not uniform, with a maximum temperature difference across the outlet stubbox of 40℃ at full load and 43℃ at partial loads. Other relevant power plant data, such as steam pressure, was provided from the power plant's Distributed Control System (DCS) and was used as boundary conditions for the CFD models. The exact mass flow distribution across the inlet stubs of the outlet stubbox header was unknown and was estimated using a CFD model of the inlet stubbox header and steam mass flow values from power plant's DCS system. A CFD model was created for each of the three boiler loads at steady state conditions. The CFD results provided the metal temperature profile, internal steam temperature distribution and pressure distribution across the header. The CFD solid temperatures were validated using the thermocouple readings and found to be in agreement. The CFD results were exported to the FEA models, where specific displacement constraints for thermal expansion were utilised. The FEA models were used to assess the extent of thermal stresses due to thermal expansion only, as well as stresses due to thermal expansion combined with internal pressure. High local stresses were found at the borehole crotch corners of the rear outlet branch and inlet stubs. However, these are below 0.2% proof strength at elevated temperatures. The high local stresses thus did not result in local plastic deformation but contribute to exacerbate steady state failure mechanisms such as creep.
