A arena da pesca em Tramandaí : os atores sociais e as políticas públicas

Este estudo teve por objetivo analisar as políticas públicas implementadas na arena da pesca no município de Tramandaí/RS - Brasil, a ação dos mediadores sociais, os efeitos das políticas públicas e a ação dos pescadores artesanais mobilizando e construindo a suas estratégias organizativas e participativas. O estudo se baseou na Perspectiva Orientada pelo Ator que permitiu acompanhar os atores sociais, entender como se mobilizam e se articulam, a relação com os mediadores sociais, como acessam, de que forma são percebidas e no que as políticas públicas modificam a vida das famílias pescadoras. Foram realizadas entrevistas com pescadores artesanais que residem em diversas comunidades do município e com os mediadores sociais que atuam na arena da pesca e, realizada a observação participante em eventos da pesca. Na arena da pesca em Tramandaí encontrou-se diversos mediadores sociais que são percebidos pelos pescadores artesanais de acordo com a sua atuação e envolvimento: alguns são considerados atuantes e engajados com a categoria, outros percebidos como envoltos em seus projetos pessoais e interesses políticos e ainda alguns são vistos como autoritários e que invadem o seu mundo de vida. Os pescadores artesanais consideram fundamental a interface com os mediadores, pois promove o encontro de diversos conhecimentos. As políticas públicas mais citadas e consideradas pelos pescadores foram: RS Rural Pesca Artesanal, Pronaf Pesca, FEAPER, Seguro Desemprego, Aposentadoria e a feira do peixe. Analisou-se os efeitos das políticas públicas na vida das famílias de pescadores e o poder de agência dos próprios pescadores, sendo que estes consideram que as políticas públicas abriram espaço para a diversidade de grupos sociais, mas que tiveram que exercer pressão para haver essa visibilidade. Através das políticas públicas, readequaram os espaços de processamento e comercialização do pescado de modo que possibilitou novos mercados; adquiriram novos equipamentos e apetrechos de pesca que proporcionou maior segurança e agilidade na locomoção até os locais de pesca e a diminuição da penosidade do trabalho, ao mesmo tempo em que foram consideradas importantes para a manutenção familiar e a própria continuidade da pesca. Houve algumas limitações na compreensão de como funcionam os processos burocráticos dessas políticas, resultando em algumas desconfianças. A agência dos pescadores pode ser considerada em construção, acessando espaços de aprendizagem e construindo gradativamente um processo de participação social, mantendo suas estratégias de lutas, demandas e discursos. / The aim of this study was to analyze the public policies implemented in the fishing arena of Tramandaí/RS - Brazil, the action of social mediators, the effects of public policies and the action of handicraft fishermen while mobilizing and constructing their organizational and participatory strategies. The study was based on the Actor-Oriented Perspective, which allowed to perceive the social actors, understand how they mobilize and articulate themselves, the relationship with social mediators, how they access, the way they perceive and how public policies change the lives of fishing families. There were conducted interviews with handicraft fishermen who live in several communities in the municipality and with social mediators who work in the fishing arena, and participant observation in fishery events. In the fishing arena of Tramandaí were found many social mediators who are noticed by fishermen according to their acting and involvement: some are considered active and engaged with the category, others are perceived as being involved in their personal projects and political interests, and some are seen as authoritarian, or invasive regarding the world of life of fishermen. The fishermen consider fundamental the interface with mediators, as it promotes the exchange of diverse knowledge. The most cited and considered public policies by the fishermen were: the RS Rural Handicraft Fishing, the Pronaf Fishing, the FEAPER, the Unemployment Insurance, the Retirement benefits and the Fish Fair. It was analyzed the effects of public policies on the lives of fishermen families and the acting strength of the fishermen. According to them, the public policies allowed the diversity of social groups, but they had to put pressure to have this visibility. Through the public policies, they improved the spaces used for fish processing and selling, enabling to reach new markets, acquired new equipment and fishing gear that provided greater safety and agility in locomotion to the fishing sites and reduction of labor stress. They were also considered important for the familiar sustenance and the fishing continuity. There were some limitations in understanding how the bureaucratic processes of these policies work, resulting in some mistrust. The fisheries agency may be considered in a process of building, accessing learning spaces and gradually building a process of social engagement, keeping the strategies of struggle, demands and speeches.

Compreende a educaÃÃo para diversidade, seja na escola ou na prÃtica cotidiana da pesca. Teve por objetivo entender como se desenvolvem as prÃticas culturais e educativas de pescadores nas comunidades pesqueira das Ilhas de Abaetetuba/ParÃ. Na primeira fase da pesquisa, foi realizada ampla revisÃo bibliogrÃfica e documental, com anÃlises de textos escritos e fotografias em busca do conhecimento das atividades pesqueiras da regiÃo. Na segunda fase, foi adotada a Pesquisa Participante, utilizando o mÃtodo âhistÃria de vidaâ; para compreender a relaÃÃo dos pescadores com o ambiente natural, seu modo de vida e suas prÃticas educacionais, tanto na educaÃÃo formal, quanto informal, pertencentes ao cotidiano dos pescadores e pescadoras artesanais nas Ilhas: Maracapucu, Tabatinga, Tucumanduba e Sirituba, na regiÃo de Abaetetuba/ParÃ. O estudo concluiu que ao analisar a prÃtica educacional pela memÃria de pescadores artesanais, nas Ilhas de Abaetetuba - regiÃo amazÃnica, de acordo com a histÃria do tempo presente, hà uma atividade pesqueira e histÃrica de cunho cultural e familiar, e no processo educacional, na maioria das vezes, sem apoio pedagÃgico eficiente. In the second phase, we adopted the Research Participant utlizando the life story method to understand the relationship of fishermen with the natural environment, their way of life, and their educational practices in both formal education and informal, belonging to the daily life of fishermen and artisanal fishers on the islands, Maracapucu, Tabatinga, and Tucumanduba Sirituba region Abaetetuba Parà the study concluded that when analyzing educational practice, the memory of fishermen on the islands of Abaetetuba, Amazon region, the history of the present time, there is a fishing activity historic cultural and family die, and in the educational process, in most cases without educational support efficiently, the memory of those who work in the fishing activity, rebuilds new horizons for the history of education in which the role of teacher and turns of the fisherman and changes in net local streets, no electricity, and schedules consistent with the financial strength of the students, dependent on tidal liquid ways, this story, which turns over time, to give place to the teaching of quality coastal communities in the region.

Análise socioambiental dos pescadores de lulas (Mollusca: Cephalopoda) na região de São Sebastião, Estado de São Paulo / Environmental analysis of squid fishing (Mollusca: Cephalopoda) in the region of Sao Sebastiao, State of São Paulo

O objetivo deste estudo foi obter um diagnóstico socioambiental incluindo aspectos do etnoconhecimento dos pescadores de São Sebastião e Ilhabela (litoral norte de SP) associado à pesca de lula. Para o estudo, foram selecionados sete pontos no município de São Sebastião e dois pontos em Ilhabela. Para obtenção de dados, foi aplicado um questionário semiestruturado, contendo perguntas sobre condições socioeconômicas, infraestrutura comunitária e individual, etnoconhecimento, custos da pesca e primeira comercialização, assim como a origem da arte de pesca. As respostas foram divididas em dados qualitativos e quantitativos. Posteriormente, os dados qualitativos foram pontuados como dados quantitativos para a análise de correlação não paramétrica e de agrupamento. Aspectos históricos sobre o surgimento do zangarilho foram também explorados. Os resultados apontaram que: 1) a pesca da lula tem importância econômica, pois representa um aumento na renda do pescador; 2) não houve nenhuma correlação entre o rendimento com a pesca de lula e condições sociais ou infraestruturais; 3) a maioria dos pescadores tem idade entre 41-50 anos e, quanto ao nível escolar, a maioria possui o 10 grau incompleto e a maior parte tem emprego para complementar a renda; 4) a maior parte dos pescadores obtém em média entre R$800,00 e R$4000,00, com um ganho significativo nos meses de verão; 5) em relação à infraestrutura comunitária, foi verificada carência de acesso a escolas e hospitais; 6) a maioria dos entrevistados possui residência em São Sebastião, sendo a maior parte delas de alvenaria e com fornecimento de energia elétrica deficiente em praias mais afastadas; 7) a maioria dos pescadores considera a pesca da lula lucrativa; 8) quanto à comercialização, os melhores rendimentos são obtidos quando a venda é feita diretamente para o consumidor; 9) em termos históricos, a pesca da lula não é somente passada de pai para filho, mas também passada entre eles e amigos, tornando possível dizer que constitui um processo cultural; 10) o etnoconhecimento em relação à lula demonstrou ser significativo no que diz respeito à época de ocorrência, locais onde há fêmeas com ovas, conhecimento sobre a reprodução, sobre seus hábitos alimentares e teia alimentar. Os resultados obtidos a partir dessa pesquisa podem servir para um futuro plano de manejo. / The aim of this study was to carry out a socio environmental diagnosis which included the ethnoknowledge aspects of the fishermen from San Sebastian and Ilhabela regarding the squid fishery. We selected seven points in San Sebastian and two in Ilhabela. To obtain the data, we applied a semi-structured questionnaire covering the socioeconomic, regional infrastructure, squid sales and values, origin of the fishing skills and ethnoknowledge. The responses were initially split in qualitative and quantitative data. Afterwards, the qualitative data were scored as in quantitative parameters for cluster and non parametric correlation analysis. Historical aspects regarding the emergence of the squid jig (zangarilho) were also explored. The results showed that: 1) the squid fishery is economically important because it represents an increase to the fisherman\'s income; 2) there was no correlation between the squid fishery income and social and local infrastructure conditions 3) the majority of the fishermen community is composed of: men who are 41-50 years old; have incomplete high school degree; and work to supplement income; 4) most of the fishermen earning is about R$ 800 and R$ 4,000 with a major income in the summer; 5) the community infrastructure shows a significant lack of schools and hospitals facilities; 6) most of the fishermen live in San Sebastian, in masonry houses, and have problems regarding the electricity supply in remote beaches; 7) most of the fishermen consider squid fishing a lucrative activity; 8) the best yields are obtained when the squid is sold directly to the consumer; 9) historically, the squid fishing is handed down from father to son and among friends, which characterizes a cultural process; 10) the squid fishery ethnoknowledge shown to be significant concerning the occurrence period, places where females can be found, knowledge about feeding habits, reproduction and food web. The results obtained from this research may be useful for a future management plan.

In this region we find four types of fishing sport fishing, commercial fishing, fishing ornamental and subsistence fishing that sustain the economy Barcelense throughout the year, with particular emphasis on sport fishing, that each year increases its stake in local economy. Each type of fishing has a kind of fisherman, and these fishermen, with the exception of sports fishermen, are associated with the Colônia de Pescadores de Barcelos Colpesca Z 32, and also the Associação dos Pescadores e Pescadoras do Médio e Alto Rio Negro Ornapesca. This thesis aims to describe the fishing activity in Barcelos municipality; analyze social relations present in different forms of fishing, as well as understand the social conflict between the fishermen of commercial fishing and the other fishermen and social agents involved in fishing. / Na Região do Médio Rio Negro, especificamente no Município de Barcelos AM, a pesca se tornou a principal atividade econômica. Nessa Região, encontram-se quatro modalidades de pesca pesca esportiva, pesca artesanal comercial, pesca artesanal ornamental e pesca de subsistência que sustentam a economia Barcelense durante todo o ano, especialmente a pesca esportiva, que a cada ano se destaca mais na economia local. Cada modalidade de pesca possui um tipo de pescador, e esses agentes, com exceção dos pescadores esportivos, associam-se na Colônia de pescadores de Barcelos Colpesca Z-32, e na Associação dos Pescadores e Pescadoras Ornamentais do Médio e Alto Rio Negro Ornapesca. Com esta dissertação, objetiva-se descrever a atividade da pesca no Município Barcelos; analisar as relações sociais presentes nas diversas modalidades de pesca, bem como compreender o conflito social entre os pescadores artesanais da pesca comercial e os demais pescadores e agentes sociais envolvidos nessa atividade.

In its edge, they are practiced fish capture activities for more than six decades by artisanal and commercial fishermen originally reside and riverside communities located in the municipalities of Rio Solimões. After the 1970s, with the advent of De Manaus Free Trade Zone and the creation of the infrastructure of the neighborhood, many fishermen migrated to the location in order to fix residences in the immediate vicinity of the fishing desktop. This migration allowed the creation of a fishing community in an urban area of Manaus that, over the decades, shaped peculiar characteristics modus vivendi, and such characteristics analyzed in this work, and compared with the characteristics established in the original group communities. / O bairro Mauazinho, em Manaus, apresenta grande parte de seu território às margens do Rio Negro. Em sua orla, são praticadas atividades de captura de pescado há mais de seis décadas por pescadores artesanais e comercias que originalmente residem e comunidades ribeirinhas localizadas em municípios do Rio Solimões. Após a década de 1970, com o advento da Zona Franca De Manaus e a criação da infraestrutura do bairro, muitos pescadores migraram para a localidade no intuito de fixarem residências em local próximo da área de trabalho pesqueiro. Essa migração permitiu a criação de uma comunidade de pescadores em uma área urbana de Manaus que, ao longo das décadas, moldou características peculiares em modus vivendi, sendo tais características analisadas neste trabalho, e comparadas com as características verificadas nas comunidades originais do grupo.

As subjects respondents were 63 students who participated in the survey in January 2013.This study aimed to identify and analyze social representations of two different moments of life of those subjects, using two instigating issues for this verification: What were the difficulties in life and work before entering the PROEJA FIC Fishing? What were the changes found in life and work after entering PROEJA FIC Fishing? It was used the technique of ALP as instruments of collecting data and thus the subjects evoked five words that were hierarchical and categorized for processing in software EVOC. It can thereby gather the corpus of social thought of the fishermen students. It was also presented the route of professional education and education of young people and adults in Brazil, registering the historic brands of exclusion of those workers in the educational process. Thus, shone through the worth and the importance of PROEJA FIC as historic achievement of the working class. For analysis, was elected as a theoretical foundation the Theory of Social Representations, by Serge Moscovici, having as a complement to the Central Nucleus Theory by Jean-Claude Abric, by the extraction capacity of the consensus of social thought. In the first question, it was ascertained the representation of the students difficulties due to the lack of the education, and from this is possible to find the appearing of the categories Qualification and Citizenship with attributes reading, work, learn and study. The appearing of these elements, in difficulties, leads to the understanding that these issues are absent and necessary in subject's lives. Living in a society where the work an essential element, it can not be admitted that the conditions for access to this right are curtailed the weakest layers, since these prerogatives are constitutional guarantees. There for, it can be observed that the difficulties presented are obstacles for the processing of the subjects' qualification, and this prevented them from the practical exercise of their citizenship. In other words, the lack of education, denied right, prevented the qualification and this is what allows improvement of work. On the other hand, the implantation of PROEJA FIC remounts the reparation of a debt and modifies the life of the subjects. In regard to the changes, it can be verified the appearing of learning, reading and writing, as elements of the central nucleus, synthesized in the categories Qualification and Autonomy. This result of evocations indicates that the PROEJA FIC contemplated the needs of qualification and autonomy of the fishermen. And so characterizes the verifiable transformations in the evocations and statements: changes in the relation of the subject with the nature, the conquest of traits of autonomy and independence, the access of new knowledge and the emergence of school as space of interaction that improves the interpersonal relationships. This all confirms the importance of PROEJA FIC as a tool for inclusion, and the research contributes to reclaim the perennial of supply and the consolidation of the program to serve as a public policy for the layers and vulnerable communities. / Apresenta-se o estudo realizado com os pescadores part?cipes do PROEJA FIC, no IFMT Campus C?ceres, com o intuito de levantar as representa??es sociais das transforma??es decorrentes da escolariza??o. Totalizam-se como sujeitos respondentes: 63 estudantes, que participaram da pesquisa no m?s de janeiro de 2013. Objetivou-se identificar e analisar as representa??es sociais de dois momentos distintos da vida dos sujeitos, utilizando duas quest?es instigadoras para essa verifica??o: Quais as dificuldades na vida e no trabalho antes do ingresso no PROEJA FIC Pesca? E quais as mudan?as encontradas na vida e no trabalho ap?s o ingresso no PROEJA FIC Pesca?Utilizou-se a t?cnica de ALP como instrumento de coleta, e assim os sujeitos evocaram cinco palavras que foram hierarquizadas e categorizadas para processamento no software EVOC. Assim, p?de-se reunir o corpus do pensamento social dos estudantes pescadores. Apresentou-se ainda o percurso da educa??o profissional e da educa??o de jovens e adultos no Brasil, registrando as marcas hist?ricas da exclus?o dos trabalhadores do processo educacional. Com isso, destacou-se o valor e a import?ncia do PROEJA FIC como conquista hist?rica da classe trabalhadora. Para a an?lise, elegeu-se como fundamento te?rico a Teoria das Representa??es Sociais, de Serge Moscovici, tendo como complemento a Teoria do N?cleo Central de Jean-Claude Abric, pela capacidade de extra??o do consenso do pensamento social. No primeiro questionamento verificou-se a representa??o das dificuldades dos estudantes pela falta de escolaridade, e a partir disso foi poss?vel encontrar o comparecimento das categorias Qualifica??o e Cidadania com os atributos leitura, trabalho, aprender e estudar. O comparecimento desses elementos, nas dificuldades, nos conduzem ao entendimento de que essas quest?es s?o qualidades ausentes e necess?rias na vida dos sujeitos. Se se vive em uma sociedade em que o trabalho ? um elemento fundante, n?o se pode admitir que as condi??es para o acesso a esse direito sejam cerceadas das camadas mais fragilizadas, j? que essas prerrogativas constituem-se garantias constitucionais. Assim, observa-se que as dificuldades apresentadas obstaculizavam o processo de qualifica??o dos sujeitos, e isso lhes impedia o exerc?cio pr?tico de sua cidadania. Ou seja, a falta de escolaridade, direito negado, impedia a qualifica??o e esta ? que possibilita o aperfei?oamento do trabalho. De outro lado, implanta??o do PROEJA FIC remonta a repara??o de uma d?vida e modifica a vida desses sujeitos. No tangente ?s mudan?as, verifica-se o comparecimento dos atributos aprender, leitura e escrever, como elementos do n?cleo central, sintetizados nas categorias Qualifica??o e Autonomia. Fishing-Dependent Communities on the Gulf Coast of Florida: Their Identification, Recent Decline and Present Resilience

U.S. fisheries legislation requires National Marine Fisheries Service (NMFS) to attend to the critical social and economic issues surrounding the definition and identification of fishing communities, and to the effects that changes to the physical environment and regulatory decisions can have on such communities. To fulfil their mandate, National Marine Fisheries Service (NMFS) sponsored the research entitled "Identifying Fishing Communities in the Gulf of Mexico" to study the economic, social and cultural status of potential fishing communities along the Gulf of Mexico. NMFS contracted the research project to Impact Assessment, Inc. to study 80 plus potential fishing communities in the Florida Gulf Coast. I worked as an intern in the research and visited the communities with other team members. The task of our project was to provide NMFS with basic profiles of fishing communities for NMFS to develop a culturally appropriated intervention. Research methods include Rapid Assessment Procedures (RAP), semi-structured key informant interviews, participant observation, and archival and secondary research mainly for community histories. Apart from my internship research, I also conducted some additional interviews and observations for my thesis. My findings indicate that fishing communities along the Florida Gulf Coast encounter with challenge from increased regulation, "dumping" seafood imports and virtually uncontrolled waterfront development. By a comparison of three groups of fishing communities, i.e., "diminished communities," "residual communities," and "resilient communities," the thesis explores how communities respond to the challenges and encourages fishermen to take action to preserve their generation-long fishing tradition. In conclusion, the thesis suggests that a solution to ease the decline of fishing communities requires cooperation of all parties concerned, including the fishery regulatory agency, commercial fishermen, and the federal and local government.

<p>Mobile phones have had a tremendous diffusion rate in Africa in recent years. This has brought access to telecommunication to new user groups, among them Tanzanian fishermen. But how does mobile phone use affect the way fishermen live their lives, how they pursue economic activities and how they protect themselves from vulnerability to risk?</p><p>During a field study in Tanzania, interviews with fish boat captains were conducted in order to investigate what impact mobile phone use has on the livelihood indicators empowerment, opportunity and vulnerability to risk. Our research shows that increased access to information, enabled by mobile phones brings positive effects to all indicators. Mobile phone use empowers, both through increased bargaining power and increased control over external events. Mobile phones give increased knowledge about market opportunities and a possibility to work more efficiently. Furthermore, mobile phones give fishermen a possibility to take measures to decrease the risks they are exposed to, such as emergencies out at sea. The negative effects are found negligible. These effects are most likely not isolated to Tanzanian fishermen. Communication through mobile phones can bring similar advantages to other groups that have earlier been excluded from the communication system.</p>

To fulfil their mandate, National Marine Fisheries Service (NMFS) sponsored the research entitled "Identifying Fishing Communities in the Gulf of Mexico" to study the economic, social and cultural status of potential fishing communities along the Gulf of Mexico. NMFS contracted the research project to Impact Assessment, Inc. to study 80 plus potential fishing communities in the Florida Gulf Coast. I worked as an intern in the research and visited the communities with other team members.
