The School Food and Beverage Policy: Examining Schools' Readiness to Implement the Policy with Organizational Readiness for Change

Food and nutrition are an integral part of daily life and can have an effect on social, cognitive, and physical development as well as the prevention of negative health outcomes. The development of the School Food and Beverage Policy was targeted to both elementary and secondary schools in Ontario as a proactive approach to health and wellbeing by eliminating the sale of foods that do not meet nutrition criteria. School food policies can play an important role in students’ overall health and well-being, but little is known about schools’ readiness for implementing these policies. The purpose of this study was to examine schools’ readiness to implement the policy with an organizational readiness lens. This study consisted of a policy analysis and qualitative interviews with 8 administrators who were directly involved in the planning and preparation for the policy and 4 teachers who were recommended by their respective principals as key stakeholders in assisting in the process. Policy analysis uncovered the inconsistencies within the policy, while interview data revealed emergent themes surrounding: pre-implementation planning, policy technicalities, and challenges of confronting implementation. The variability in perspectives of readiness illustrates the complexity of preparing for policy implementation across schools and even within schools. Findings suggest that there is a need for more effective dissemination, in-service training, and education for school stakeholders in order to engage and stimulate interest and compliance of the nutrition standards. Having appealing and nutritious foods that students will enjoy is an area that requires more work. Developing supportive partnerships within and outside the school to reinforce consistent messages to students is also an area that needs attention. The results of this research serve as a framework for potential solutions to school nutrition policies, strategies, and interventions and may also inform key stakeholders and policy makers in adapting and refining policies as a means of supporting the implementation process for successful outcomes. / Thesis (Master, Education) -- Queen's University, 2012-05-25 15:28:52.064

Politiques et pratiques alimentaires pendant la dernière décennie communiste de Roumanie / Food policies and practices during the Romanian last communist decade

Cette thèse se propose d’examiner l’hiatus « à la roumaine » entre les contraintes normatives exercées par la politique d’Etat et les pratiques quotidiennes des habitants dans les années 1980 en Roumanie. L’hypothèse principale de la recherche est fondée sur les pratiques alimentaires des acteurs qui s’apparentent à une véritable culture de résistance face aux politiques nutritionnelles menées pendant la dernière décennie communiste roumaine. A partir de l’approche théorique de l’espace politique de la santé (en l’occurrence, de l’alimentation) proposée par Didier Fassin, cette étude se construira selon trois axes qui constituent l’espace mentionné ci-dessus : le gouvernement des corps par la nourriture (« Gouverner et nourrir »), le pouvoir médical et sa limitation devant l’instance de l’Etat communiste (« Médicalisation de la nourriture »), et les disparités sociales face à l’alimentation (« Stratégies de ravitaillement et pratiques alimentaires »). Cette recherche sera conduite à partir d’une démarche associant l’analyse macroanthropologique (décorticage des actes législatifs, des traités médicaux de l’époque concernant la nutrition, des textes des articles de presse des quotidiens ou des périodiques, officiels ou de spécialité.) et l’analyse micro- anthropologique (observation des pratiques quotidiennes des habitants, entretiens, recueil des témoignages accrédités du point de vue scientifique). / This thesis intends to analyse the peculiar hiatus between the Estate normative constraints exerted on and the everyday practices of the Romania’s inhabitants during the eighties. With this aim in view, we have formulated the principal hypothesis of this research, as follows: the food practices of the actors resemble a genuine resistance culture facing the nutritional policies of the Romanian last communist decade. Based on the theoretical approach of the political space of health (in this case, of food), proposed by Didier Fassin, this study will be built upon three axis, which form the abovementioned space: the bodies’ government by food (“Gouverner et nourrir”, “Rule and feed”), the medical power and its limitation confronted with the communist Estate’s authority ( “Médicalisation de la nourriture”, “Physicians and food” ), the social disparities toward the food (“ Stratégies de ravitaillement et pratiques alimentaires “, “ Supplies strategies and food practices”) respectively. This research has been conducted on the basis of an approach that brings together the macro-anthropologist analysis (dissection of legislative acts, of medical treaties of that period, concerning the nutrition, of official daily, periodical or specialty papers), and the microanthropologist analysis ( observation of everyday food practices, interviews, scientifically accredited collection of people stories) as well.

En el departamento de Puno el problema aún es mayor por sus condicionantes socio-económicas y políticas. Después del ajuste estructural provocado por los cambios del sistema económico, la mitad de la población peruana, pasó al estado de pobreza y una cuarta parte a la extrema pobreza; siendo afectado el acceso a los alimentos por parte de las familias peruanas, es aquí donde la política alimentaria formó parte del programa. En el periodo del gobierno de Alberto Fujimori y Alejandro Toledo se incrementó el financiamiento en programas alimentarios, trabajándose aún innovaciones en la gestión de estos programas. Producto de esta realidad social, el Perú se encuentra en la inseguridad alimentaria. Pese a las iniciativas y esfuerzos realizados por el estado peruano por disminuir la inseguridad alimentaria se observa aún instituciones públicas y privadas en la yuxtaposición de implementación de políticas alimentarias. El objetivo de la investigación fue describir y analizar el proceso de formulación de las políticas de seguridad alimentaría en el departamento de Puno – Perú durante el periodo 2001 al 2006. Utilizamos el enfoque teórico - metodológico del ciclo de la política enfatizando sobre el modelo de las ―múltiples corrientes‖. Este estudio de caso utilizó la revisión documental y las entrevistas en profundidad aplicadas a los ―informantes clave‖. Estas informaciones fueron procesadas, descritas y analizados para caracterizar el contexto nacional y regional; obtener las racionalidades de los actores en el proceso de formulación de la política de seguridad alimentaria; así como identificar a los emprendedores políticos que facilitó la reconstrucción del momento de predecisión, decisión y la apertura de la ―ventana política o de oportunidad‖ que condujo a la formulación de la Estrategia Nacional de Seguridad Alimentaria 2004-2015 y la Estrategia Regional de Seguridad Alimentaria – Puno 2006-2015. Constatamos que estas políticas aún tienen dificultad para implementarse, existiendo vacío de responsabilidades y articulación con los planes sectoriales, a pesar de haber obtenido apoyo general de la comunidad política para su formulación. Observándose que el gobierno de Alejandro Toledo (2001-2006) promovió el dialogo y la negociación con la sociedad civil, todavía insuficiente para el enfrentamiento de la inseguridad alimentaria. / Salvador

A qualitative analysis of calorie menu labeling: Point of sale conversations with cashiers at fast-casual retsaurants

Indiana University-Purdue University Indianapolis (IUPUI) / The study was conducted to examine the communication between the customer and the cashier at the point of purchase in the process of determining the impact of the labeling laws. This study used an inductive qualitative design for data collection and data analysis. Data from this study suggest that calorie counts on menu labels are discussed frequently between the customer and the cashier at the point of sale at fast-casual restaurants. The data found gives us a framework and rationale as to why previous research on the effectiveness of the calorie labeling law in the Affordable Care Act have yet to make a significant impact in reducing consumer’s total daily caloric intake when eating food away from the home and found three specific reasons as to why the calorie labeling law may not be working the way the government intended it to. First, consumers at fast-casual restaurants rely on the cashiers as calorie guides because they are not aware or knowledgeable about the recommended daily caloric intake and often underestimate the total calories in their meals. Secondly, the study’s findings indicate that when restaurants offer lower calorie choices and downsizing options like a “small pita” at Pita Pit instead of a “regular pita”, many consumers buy the downsized item or smaller portion but food chains are not downsizing their signature items. Third, the study examined if the cashiers are trained in any way to discuss new regulations and calorie count/nutritional value and not one cashier was trained specifically about the calorie labeling law and why certain foods on the menu have more calories than others even though they are influencing decision making. Conversations at the point of sale have been routinely ignored in research about the calorie labeling law and this research helps to understand the choices consumers are making with the newly implemented calorie labeling regulation. The results from this study helps us further advance our understanding as to why consumers make the food choices they do while eating at restaurants.
