Ciclos políticos municipais brasileiros : um estudo empírico

A teoria do ciclo político orçamentário tradicional sugere que os governantes são tentados a manipular os instrumentos de política fiscal aumentando o gasto público ao seguirem o calendário eleitoral. A percepção, por parte do eleitorado, de que o governante mais capaz corresponde àquele que provê o maior número de bens públicos através das funções governamentais, apresenta a evolução recente da teoria. O presente estudo objetiva testar a hipótese de ocorrência do ciclo político orçamentário tradicional nas variáveis representantes de bens públicos, identificando aquelas onde parece haver evidência de manipulação eleitoral, nos municípios brasileiros, entre os anos de 2002 e 2015. Foram utilizados métodos econométricos de regressão de dados em painel nos anos que precedem às eleições, nos anos eleitorais e nos pós-pleitos. Os resultados não descartam a hipótese de que o ciclo político orçamentário no gasto ocorreria e que se privilegiariam algumas funções, possivelmente, alterando a percepção do eleitorado sobre a competência dos prefeitos. / The theory of the traditional budgetary policy cycle suggests that rulers are tempted to manipulate fiscal policy instruments by increasing public spending by following the electoral calendar. The perception by the electorate that the most capable ruler corresponds to the one who provides the greatest number of public goods through governmental functions, presents the recent evolution of the theory. The present study aims to test the hypothesis of the occurrence of the traditional budget political cycle in the variables representing public goods, identifying those where there seems to be evidence of electoral manipulation in Brazilian municipalities between 2002 and 2015. Econometric regression Panel Data Models were used in the years leading up to the elections, electoral years and post-election. The results shows the hypothesis that the political budget cycle in spending would occur and that some functions would be privileged, possibly changing the perception of the electorate on the competence of mayors.

Politický cyklus v období hospodářské krize / Political cycle in times of economic crisis

The diploma thesis analyzes, whether became in the case of the development of real GDP, inflation and unemployment in the Czech Republic and the USA to systematic influence these macroeconomic indicators of the ruling parties and their political orientation. The work is focused on the period from the beginning of the 1990's of 20th century to the present, with an emphasis on the pre-crisis and crisis periods of the current economic crisis. Tested are two fundamental theoretical concepts. The first one is a model of opportunistic theories of the business cycle, then the second one, the model of the ideological theory of the economic cycle. The work also analyzes whether there was in these two states deliberate influencing of government expenditure in electoral periods in order to increase the chances of government politicians for re-election. The work also explores the similarities and differences of the pre-crisis and crisis periods of the current economic crisis to the great depression of the 1930's of 20th century.

The aim of my diploma thesis is to analyse the posibility of existence of a political cycle in the selected european countries (Ireland and Germany). The work describes the various theories of the political cycle. I try to prove the existence of political cycle by analysing of political and economical data (inflation rate and unemployment rate). The work examines two main theories of the political cycle. These two theories are: opportunistic political cycle theory, which suppose that the main motive of the politicians are being re-elected in the next election. And ideological political cycle theory assume that politicians behavior accord to their parties ideological orientation.

É consensual que questões políticas acarretam impactos econômicos significativos, entretanto, saber a direção e magnitude destes não é trivial. A contribuição desta dissertação ao assunto se divide em duas frentes: verificação da existência de ciclo político-orçamentário na execução de investimentos públicos; e estimação de relações macroeconômicas ao longo do ciclo político. Para o primeiro ponto, utilizou-se um modelo estrutural para a série mensal de investimento das Administrações Públicas (níveis federal, estadual e municipal), encontrando ciclos de curto e médio prazo, com duração de, aproximadamente, 2 e 4 anos, respectivamente. Ademais, os ciclos coincidem com o calendário eleitoral, sendo que suas fases de expansão se encontram no período pré-eleitoral e as de contração, sempre em anos ímpares. Para o segundo ponto, um VAR linear e outro com mudança de regime foram estimados, incorporando neste as informações obtidas pelo Modelo Estrutural. Os resultados do modelo linear indicam que investimento público causa crowding-out sobre investimento privado e que tanto investimento público quanto privado exercem efeito positivo sobre o PIB, a magnitude do segundo, entretanto, é consideravelmente superior à do primeiro. O modelo não-linear evidencia que os multiplicadores fiscais são distintos para os períodos pré e pós-eleitoral, salientando que o ajuste fiscal não implica redução da atividade econômica, e sim o contrário. O impacto dos investimentos privados sobre o crescimento, por sua vez, é sempre alto, positivo e independente de ciclo político. / There is consensus that political issues carry significant economic impact, however, it\'s not trivial to determine the direction and magnitude of these ones. The contribution of this thesis to the subject is divided into two fronts: the determination of political budget cycle in the execution of public investments; and estimation of macroeconomic relationships over the political cycle. For the first point, we used a structural model for the general government (federal, state and municipal levels) monthly series of investment, finding short and medium term cycles, with duration of, approximately, 2 and 4 years, respectively. Furthermore, the cycles coincide with the electoral calendar, since phases of expansion are in the pre-election period and the contraction ones, always in odd years. For the second point, a linear and a regime switching VAR were estimated, incorporating in the latter information obtained by the Structural Model. The results of the linear model indicate that public investment causes crowding-out in private investment and that public and private investment has a positive effect on the GDP, the magnitude of the second, however, is considerably higher than the first. The nonlinear model shows that fiscal multipliers are distinct for the pre and post-election period, stressing that the fiscal adjustment does not imply reduction of the economic activity, but otherwise. On the other hand, the impact of private investment on economic growth is always high, positive and independent of the political cycle.

The aim of the thesis is to evaluate financial and economic results of public budgets in the Czech Republic. The analysis concerns all governments between years 1993 and 2010 and shows possible connections with the political-business cycle. Origins of public budgets deficits are investigated in order to classify cyclical and structural deficit. These are established on the basis of political measures and the economic cycle analysis. First part of the thesis is based on the theory of Public finance, Public choice and Political-business cycle. Second part focuses on the analysis of economic cycles within the context of each election period and political decisions. Finally the thesis summarizes results of investigation at the said period and the influence of the economic policy of every government on results of public budgets. The economic cycle analysis demonstrate that between years 1993 and 2010 deficits of public budgets are predominantly structural.

Para tanto, investigou-se a existÃncia do ciclo eleitoral nas variÃveis orÃamentÃrias, tais como: receita total; despesa corrente; e investimento, atravÃs de um modelo economÃtrico com dados montados em painel, adotando o mÃtodo de estimaÃÃo dos momentos generalizados. Os resultados mostraram presenÃa de ciclo polÃtico apenas nas variÃveis da despesa corrente e do investimento. / This study aims to examine the proportionality of the state budget execution with regard to current expenditure and investment subject to the influence of the electoral policy cycle from 2001 to 2011. Therefore, we investigated the existence of the electoral cycle in budget variables, such as total revenues, current expenditure and investment through an econometric model to data assembled panel adopting the estimation method of generalized moments. The results showed the presence of political cycle only in current expenditure variables and investment.

The thesis is concerned with analysis of development of public budget in Czech republic between 1996 and 2014 with focusing on state budget with regard to the progress of political cycles. The analysis provide us the explanations of influences of political cycles on the trend of development of public budget. Based of data source gained from final state accounts. The goal of this thesis is to discover influences whether left wing parties in government have bigger iclination to bigger state budget deficit. Final outcomes don´t confirm the basic hypothesis.
