HISTORY FROM THE MIDDLE: THE STUDENT INTERPRETERS CORPS AND IMAGINED AMERICAN ECONOMIC IMPERIALISM IN CHINA, 1902-1941

The project of American economic imperialism in China during the first half of the twentieth century was first and foremost an imagined enterprise. This dissertation examines the role of the Student Interpreters Corps (SIC) in this endeavor. Studying language-trained intermediaries, this treatment is a first step towards studying history with an approach that is neither top-down nor bottom-up but rather middle-outward. Examining hitherto neglected personnel records and State Department correspondence, this study reveals the SIC as part of an imagined but unsuccessful program of economic imperialism. Although effective in garnering American business interest and support for Foreign Service reform and expansion, efforts to entice American merchants and companies to enter Asian markets (particularly in China) failed to yield a coherent, successful trade empire. However, the largely unstated goal of increased American power was achieved as the result of a bureaucratic imperative for specialization, professionalization, and institutional expansion set in motion during the establishment of the SIC. Examining the evolving roles and views of SIC-trained intermediaries, this dissertation finds that while the imagined trade empire failed to materialize, the SIC contributed to a developing American perception of China that envisioned increasingly greater American intervention in East Asia. In this millieu, a “Peking” order emerged by the mid-1920s that became influential in American East Asia policy towards the eve of Word War II that saw China as vital to American interests. Established as precursor of American economic empire in China, the SIC was instrumental in shifting discourse away from economic empire towards an interventionist American Orientalism. Trade expansion rhetoric waned and Orientalist language solidified as Japanese aggression became more blatant and the ascendance of Communism in China ever more certain. Highlighting the bureaucratic intermediaries as new method of studying history, this study indicates that the project of American economic imperialism was largely imagined, but one that transformed to accommodate evolving visions of expanding American power in East Asia. These conclusions offer new challenges to and opportunities for scholars of American foreign relations.

This is the first study of official relations between South Africa and Australia as conducted through resident High Commissions or Embassies. It reaches the conclusion that, though neither country loomed large on the other's scale of priorities, the relationship was at the outset perceived to be of greater value to Australia than to South Africa. It was initiated by the Australian government in 1945 as was the airlink which connected the two countries in 1952. Then flown by propeller-driven aircraft, the air route led to the expansion of Australian territory when the United Kingdom transferred to Australia sovereignty over the Cocos (Keeling) Islands in the Indian Ocean, eight hours flying time from Perth and an essential refuelling stop en route to Southern Afnca. The first Australian High Commissioner, Sir George Knowles, arrived in South Africa in August 1946. The Smuts government did not attach much value to the relationship. Pleading shortage of staff, and to the embarrassment of the Australian government, it had not reciprocated with its own appointment by the time of its fall in May 1948. On assuming office the following month the new Prime Minister, Dr Malan responded positively to an Australian reminder about the lack of a South African High Commissioner. Dr P.R. Viljoen was appointed to the position and arrived in Canberra in June 1949. The relationship lacked substance and for relatively lengthy periods in the 1950s the High Commissioner's post was left vacant on both sides. The Australian government had proposed the establishment of relations on grounds inter alia that members of the British Commonwealth should be informed about each other's attitudes, policies and problems in the work of the United Nations. Yet it was the United Nations, particularly its composition, which subjected the relationship to its greatest strains. In focusing on the role and functions of individual diplomats the study throws light on what the profession or occupation of diplomacy encompassed at the time. Authority and identity : Malawian soldiers in Britain's colonial army, 1891-1964

This thesis examines the experience of Malawian soldiers serving in Britain's colonial army between 1891 and 1964. Until recently, the experience of East African colonial soldiers in particular has been largely overlooked, and African soldiers in general have been perceived either as collaborators in the machinery of colonial oppression or, conversely, as victims at the hands of the military authorities. However, little attempt has been made to unify these two views of military service. Using Malawi as a case study, this thesis investigates social relations within the colonial army and examines perceptions of their often-violent role within wider colonial society. Developing and expanding upon previous scholarship, this thesis provides the first sustained and unified study of the colonial army in Malawi. The project is based principally upon archival sources in Britain and Malawi, but also draws upon interviews with British and Malawian veterans. Chapter one provides an overview of the institutional history of the Malawian forces. Chapter two outlines the development of recruitment policy, with special reference to the concept of 'martial races', and examines the motivations behind Malawian enlistment. Chapters three and four investigate the reactions of African soldiers to the formal military environment and to barrack life. Chapter five examines perceptions of soldiers' roles in warfare and internal security, and contrasts this with the place of soldiers in their own communities. The thesis highlights the extent to which Malawian soldiers were successfully co-opted by the military authorities, but also stresses the capacity of soldiers to influence the conditions under which they served. This, combined with the unusually long association which many Malawians had with the army, fed into a growing perception of the colonial army as a Malawian institution.

Another Brick in the Wall: Three Essays on Diversity and Inequality in Organizations

In recent years, organizations have sought to address historic inequities by adopting ameliorative policies ranging from providing merit-based avenues of entry and promotion to members of underrepresented and disadvantaged groups to creating a new organizational function that promotes diversity, equity, and inclusion (hereafter DEI). My dissertation comprises three case studies of the implementation and unanticipated consequences of such policies. I find that in all three cases, even the most far-reaching attempts at reform tend to reproduce existing ethnoracial and class barriers, thereby illustrating the dynamic of “reproduction through change” (Bourdieu 1988). The first paper is a case study of what happens when a relatively limited form of inclusion is introduced into a context marked by firm class boundaries. The analysis is based on interviews and participant observation with administrators and recipients of a prestigious and merit-based scholarship to an elite university in Peru. While administrators described themselves as committed to inclusion, their message to scholarship recipients was ambiguous, often counseling them to hide their scholarship status. This more insidious form of gatekeeping, together with evident class boundaries, entailed enormous social-psychological and interactional costs for scholarship recipients and transformed their pride in winning the scholarship into shame. The second paper describes a similar dynamic but in a different and more surprising context. Drawing from in-depth interviews conducted with current and former Foreign Service Officers to explain how recipients of the Pickering Fellowship, a U.S. Department of State fellowship, learn to accept a devaluing status belief about this accolade once they enter the Foreign Service. Within this organizational context, there is an established belief that Foreign Service Officers who are not the prototypical “Male, Pale, and Yale” workers must be “diversity hires” who entered the U.S. Department of State through a “back door” and have a “leg up” because of their race. This racialized negative evaluation gets linked to the Pickering fellowship and affects all fellows. This paper offers insights into the intersection of racial diversity and status processes in organizations. The third paper analyzes the structural tension concentrated in the position of Black DEI workers, explicitly hired as part of an organizational effort to implement a more thoroughgoing set of reforms addressing historical inequities. The case study examines the work lives of DEI workers in an elite public university. Between 2019 and 2021, we conducted in-depth interviews with DEI workers, students, and high-status organizational actors. The analysis suggests that DEI workers and their organizational colleagues envision the prototypical DEI worker as a member of a minoritized racial group. This race-typed prototype dictated (1) how colleagues and organizational leaders evaluated the expertise of DEI workers who belong to different racial groups and (2) how DEI workers of color intertwined their life narratives in accounts of their expertise, while White DEI workers did not do so. The development of this form of racialized expertise leads to a (3) racial task segregation among DEI workers of different groups. Even as the organization seeks to implement a far-reaching form of inclusion, minority DEI workers are assigned the task of managing internal and external organizational boundaries.

Women in the Foreign Service: A Case Study of Margaret Parx Hays, 1942-1964

This project seeks to include the historical significance of women in the Foreign Service and subsequently the United States Department of State between 1942 and 1964. Using the life and experience of Margaret Parx Hays, one of fewer than three hundred female foreign service officers before 1960, this study explores the importance of examining women at the "ground level." This narrative examines the life of Hays at several different duty stations and her experience navigating a male-dominant workplace congruent to the political and diplomatic missions of each stations. Hays was stationed in Buenos Aires, Argentina (1942-1945); Bogota, Columbia (1945-1947); Rio de Janeiro, Brazil (1948-1950); Washington D.C., U.S. (1951-1954; 1959-1962); Manila, Philippines (1954-1956); Mexico City, Mexico (1956-1958); and Hong Kong, China (1962-1964). Throughout the deployment at each station, Hays was confronted with major political events in her duty station's history or in the intersection of American foreign and domestic policy. Through the use of Hays's archived collection of personal papers, including letters and newspapers, this thesis presents a more representative story about women and about the Department of State as a larger whole than previous scholarship that has ignored how gender affected diplomatic history.

For many, a position within the civil service went hand in hand with attaining a certain prestige and rank within society, although the financial situation of lower and even mid - ranking civil servants was problematic at best. The foreign service, especially its diplomatic and central administration branch, undoubtedly ranked among the most prestigious parts of the civil service. Candidates, apart from being required to have the necessary level of educational attainment, were subject to a rigorous selection process focusing especially on their language skills. The diplomatic service also maintained its exclusivity by requiring candidates to provide proof of sufficient income, which limited access to candidates from among the wealthy elite, that is especially from among the traditional and new nobility a s well as from among the well-off individuals of bourgeois descent.
