An exploration of the exit plans of the beneficiaries of the foster care grant in Soweto.

Most social assistance programmes have exit strategies in place which require beneficiaries to end their participation in the programme either on an involuntary or voluntary basis. This can occur when the socioeconomic circumstances of the recipients have improved so they accomplish programme objectives and no longer need programme benefits (World Bank, 2000). Despite this ideal of being able to exit the grant system it seems that the withdrawal of the foster care grant can erode quality of life, particularly in circumstances where the foster parents do not have exit plans put in place. The aim of the study was to explore the exit plans of the recipients of the foster care grant in Soweto and the challenges they face in coming up with these plans. The study adopted a qualitative approach and it was exploratory in nature. Ten foster parents and four key informants from the Department of Social Development were selected using purposive sampling. Data were collected using two separate semi-structured interview schedules for participants and key informants. The data gathered was then analysed using thematic content analysis. The results of the study revealed that there was little knowledge and understanding about the foster care grant and what it seeks to do. The study also revealed that there were no exit plans put in place by foster parents. These results of the study found that the participants had very little knowledge of what an exit strategy was and they did not have set exit plans to exit the grant. Other findings indicated that there was no support for participants from their social workers in terms of the sharing of information and the development of exit plans. This study will thus contribute to the discourse on social assistance in general and foster care grants in particular. Furthermore, it will help to sensitise social workers on the need for exit plans for the recipients of foster grants.

The impact of government grants on poverty in Sharpeville / Boitumelo Reneilwe Hatla

South Africa, like international countries, has been experiencing an increase in the levels of poverty over the years. Poverty affects vulnerable groups of society more intensely and these groups include children, the old, disabled people and women, especially those who are single parents. This dissertation studies the role social grants have on the level of poverty in households of Sharpeville. This study focuses on two areas namely the theoretical background of poverty and social grants; and what the impact is of income from social grants. The South African government provides its citizens with eight different social grants to help those in need and/or vulnerable. From these social grants only six are investigated for the purpose of this study. These grants include the old age grant, child dependency grant, foster care grant, child support grant, disability grant and the war veteran grant. Poverty is defined as the inability to attain a minimal material standard of living by the World Bank. The different indicators used in this study to profile poor households in Sharpeville include the Household Subsistence Level (HSL) as the poverty line, the poverty gap ratio, the headcount index and the dependency ratio. This dissertation shows that poverty within the township has increased over the five years. And to do this the results from the data survey conducted in 2009 are compared to the results from Sekatane‘s 2004 data. The poverty gap ratio and the headcount index for the township in 2009 were estimated at 0.86 and 0.654 respectively. In the year 2004 the headcount index was estimated at 0.431 indicating a 22.3 percent increase in the number of people living in poverty. This means that an estimated 5 477 households in Sharpeville, in 2009, were regarded to be poor When government grants are excluded from the household‘s income within the township both the poverty gap ratio and the headcount index decrease to 0.93 and 0.705 respectively. This means that when government grants are excluded from households‘ income within Sharpeville, the depth of poverty within household‘s increases. The income from government grants might be regarded as minimal, however it assists in moving households further from the poverty line. This study recommends that activities within the informal sector should be encouraged as this will increase employment opportunities for those unemployed in the township. As the vast majority of the unemployed people have skills from trading/retail sector; employment creation should be focused in this sector. Lastly, the income threshold used in the means test equation to check affordability of social grant applicant should be decreased as people meeting the current criteria are already living in dire poverty. / Thesis (M.Com. Examining the contribution of child support grant towards the alleviation of povery :a case of South African Social Security Agency, Masodi Village, Limpopo Province, South Africa

Thesis (MPA.) -- University of Limpopo, 2017. / The study was undertaken to examine the contribution of child support grant (CSG) towards alleviation of poverty in South Africa. This is necessary because CSG is meant to support children from poor background in order to improve their general wellbeing. The literature review undertaken in this study shows that CSG is contributing towards alleviation of poverty in Masodi village. The literature review further highlights that there are various challenges that disturbs the strategies of the government in delivering world class social assistance to the citizens of South Africa. Another finding are that there are barriers in the utilization of system that are used to pay CSG as it is outdated, and need to be updated. This challenge justifies why there are several corruption cases in the social pension system (SOCPEN). One of the findings of the study is that CSG plays a direct role in the life of beneficiaries in improving socio-economic conditions in their lives; children are able to attend school, improve on nutrition and access health services. The main recommendation of the study is that government should increase the amount of CSG; it should be extended to the age of 21 to enable the children to attend higher learning institutions. In order to assist children to overcome the challenges of poverty, accessing higher education would reduce dependency on the government in the long run, as they will acquire skills that will make them employable. / South African Social Security Agency

Factors contributing to the neglect and abuse of foster children : social workers’ perspectives and suggestions

The child protection system includes foster care. Yet some foster children are neglected, physically or emotionally abused and are used to obtain Foster Care Grants. The essence of this study is to develop a thorough and comprehensive understanding from the frame of reference of social workers on the factors that contribute to the neglect and abuse of foster children as well as their suggestions about possible interventions. The qualitative research approach was applied. The researcher utilised purposive sampling to select social workers. Semi-structured interviews were conducted to gather information and data was analysed. It is clear from the findings that the foster care system needs to be reviewed to minimise or stop neglect and abuse of foster children. / Social Work / M.A. (Social Work)
