Frederick Robert Moor and native affairs in the colony of Natal, 1893 to 1903.

This dissertation is concerned with the public life of Frederick Robert Moor during the period 1893 to 1903. Moor served as Secretary for Native Affairs during the first ten years of responsible government in Natal in the ministries of Sir John Robinson (1893 - 1897), Harry Escombe (1897) and Alfred Hime (1899 - 1903). His policy towards the Africans and his handling of specific issues that faced the Native Affairs Department are examined. This study shows that the political nature of his office and his responsibility to the White electorate influenced his determination of policy and its implementation. Control was the key-note of Moor's policy and continuing in the tradition of the Native Affairs Department he believed that the tribal system and customary law were the best means of effecting this control. He therefore opposed anything that threatened this system such as the system of exemption from customary law which freed Africans from tribal control. This desire to protect the traditional system of government as well as his paternalism explains Moor's reluctance to allow Africans to appeal against the decisions of the lower courts to the higher courts or to permit the employment of lawyers by the Africans in the courts that administered customary law. Moor was opposed to granting the franchise to Africans even though he realised that he, as Secretary for Native Affairs, could not adequately represent their interests. He was also against alienating land in freehold to the Africans. Moor's policy made it impossible for him to find a place in his system for those Africans who wanted to shake off traditionalism and he found it difficult to handle the specific problems faced by them. Moor's location policy was motivated primarily by the desire to control the Africans and this was made more urgent with the spread of the Ethiopian movement. Yet he wished also to improve the Africans ability to support themselves and for this reason he initiated irrigation projects. Moor wanted to bring the mission reserves under the control of the government in the same way as the locations and in achieving this he caused tension between the government and the missionaries. No study of the relations between African and White in colonial Natal can exclude the labour issue. Moor had an individual approach to the labour question but was constantly torn between the demands of the colonists for cheap and abundant labour and his obligations to the Africans. He is revealed as being sympathetic to the position of the Africans. His unwillingness to prevent African labour in Natal from going to the Transvaal and his appOintment of J.S. Marwick to see to the interests of these Africans in the Transvaal were controversial. By 1903 Moor had acquired considerable experience as Secretary for Native Affairs and had formulated his policy. Despite his good intentions his policy succeeded in sowing the seeds of dissatisfaction amongst the Africans. The Africans appreciated his honesty but were critical of his failure to deal with specific issues such as the improvement of their educational facilities. Moor did not have to deal with an uprising in this period but three years after he left office the storm broke over Natal and Moor's responsibility for this is briefly discussed. Moor returned to the government in 1906 as Prime Minister and Minister for Native Affairs but this is outside the scope of this dissertation. / Thesis (M.A.)-University of Durban-Westville, 1980.

O presente estudo possui características de uma pesquisa de natureza exploratória, cujo objetivo é comparar a Reengenharia e a Qualidade Total, através de Critérios de Relevância identificados a partir de uma revisão dos clássicos da literatura administrativa. A idéia aqui esboçada é procurar identificar o que é essencial nestes novos modelos, e quais seriam suas contribuições mais significativas para entender tais tecnologias enquanto instrumentos eficazes para que as organizações façam aquilo que elas se propõem a fazer. O produto do presente estudo visa oferecer subsídios para o entendimento das duas abordagens, bem como representa a tentativa de sugerir alternativas para a ampliação das mesmas. / The present study has the characteristic of an exploratory research . The objective is to compare Reengineering and Total Quality based on relevance criteria identified through the sutdy of selected authors of the administrative theory. The main ideia here outlined isto look for the essential elements in each model and find out which are their most significant contributions to the understanding of these new technologies as efficient instruments for carrying out the, organization objectives. The final product of the present study is a better understanding of both approaches and na attempt to contribute to their improvement.

It reveals, at least, three aspects: a Metaethics, a Normative and an Applied Ethics, which will be detailed in the present investigation. Before this, we will try to present chronologically the development of his ideas related to this topic. We conclude that the Skinnerian Ethics may be considered as a Naturalistic one. We attempt to describe it. Inside the Naturalistic Ethics, Skinner proposes something interesting, relevant, well founded, both in relation to a methaethics as well as in relation to the principles for an applied ethics. There are questionable points, one of them indicated in our last work, that is the attempt to traduce/reduce prescriptive aspects into descriptive ones, disregarding the difference between the causal determinants for tacts and those for mands. In this approach, we will essay a depth analysis, identifying what maybe is the core, or final, aspect of this tension: the defense of a technocracy, a huge problem found in the Skinnerian Ethics. What would be the limit for the technical authority? Prescriptions based on scientific knowledge are fully appropriate and acceptable, but what would be the limit for the derivation of mands from scientific evidence? Is there an alternative? Our thesis is this: Skinnerian Ethics is a kind of Naturalistic Ethics, and its main limitation is the defense of a technocracy. / Partimos da suposição de que há uma ética na obra de Skinner. Ela se apresenta em, pelo menos, três aspectos: o metaético, o normativo e o aplicado, os quais serão detalhados neste trabalho. Antes disso, porém, ao longo da obra de Skinner, tentaremos acompanhar cronologicamente o desenvolvimento de suas propostas em relação ao tema. Concluiremos que a Ética Skinneriana pode ser classificada como naturalista. Buscaremos descrevê-la. Dentro do Naturalismo Ético, Skinner nos traz uma proposta interessante, relevante, bem fundamentada, tanto em relação a uma metaética, quanto aos princípios para uma ética aplicada. Há pontos questionáveis, um deles constatado em trabalho anterior, que diz respeito à tentativa de traduzir/reduzir aspectos prescritivos aos descritivos, desconsiderando-se as diferenças entre os determinantes dos tatos e aqueles dos mandos. No presente trabalho, aprofundaremos a questão, identificando o que talvez seja o aspecto central, ou final, dessa tensão: a defesa da tecnocracia, um grande problema encontrado na Ética Skinneriana. Qual seria, então, o limite da autoridade técnica? Prescrições fundamentadas em conhecimentos científicos são plenamente cabíveis e aceitáveis, mas qual seria o limite da derivação de imperativos a partir de evidências científicas? Há alternativas? Nossa tese, portanto, é esta: a Ética Skinneriana é uma variante do Naturalismo Ético, sendo sua principal limitação a defesa da tecnocracia.

To Reforge the Nation: Emancipatory Politics and Antebellum Black Abolitionism

One aim of emancipatory social movements is to make political communities more inclusive. The way in which a movement pursues transformative political change depends on its account of how political actors understand one another as members of a shared community. Drawing on the antebellum political thought of Black abolitionists Frederick Douglass and Martin Delany, I argue that acknowledgement is a mode of practical understanding that effectively combats exclusionary ideas of political community. I acknowledge you as a fellow member of my political community because you enact a commitment to the community's fundamental principles; enacting such a commitment is what makes you a member of the community. My acknowledgement itself consists in a responsiveness to the fact—independent of my own judgment— that you are a member of the community. This responsiveness manifests in how we comport ourselves in relation to one another in daily political life, which is the primary locus of intervention for effective efforts at making political communities more inclusive.

Sites of Inscription: Writing In and Against Post-Plantation Geographies

“Sites of Inscription” argues that creative works allow us to trace black epistemologies of space and time in the United States. Reading works of literature and art from the 19th century to the present, I trace how black people have creatively mis-used, reimagined, and transformed the spatial technologies of the plantation and its geographic afterlife. My project specifically asks how the “literary” in black literary geographies reveals and preserves black spatial praxes in ways that exceed the capacities of dominant modes of Western spatial representation such as conventional maps, blueprints or land surveys. Each chapter considers literary form in particular to be intimately related to the production and representation of space by black people—both as ways of expressing the experience of living under spatial technologies of racialized management, enclosure and exploitation, and as ways of expressing resistance to these technologies and the underwriting epistemologies they reproduce. Employing a palimpsestic practice of reading, I gather texts written across periods but which cohere around a single spatial formation that stages the tensions of (post)plantation geographies—fences, city blocks, apartments, and rooftops. Reading works by W.E.B. Du Bois, Frederick Douglass, and Zora Neale Hurston, I consider the relationship between writing and enclosure in the South during and immediately after slavery. Moving North and into the 20th century, I consider representations of the city block in work by Romare Bearden, Tonya Foster, and Langston Hughes. The art of apartment living in Chicago is explored through readings of Kerry James Marshall and Gwendolyn Brooks. I conclude on the rooftop, where Claude Brown, Piri Thomas, and Faith Ringgold document its creative re-production. All four chapters explore the impact of these radical acts of counter-planning, and efforts to represent them, on literary form and genre—concluding that formal experimentations are precisely what allow literature and visual art to archive these fugitive and fleeting engagements with space.
