This study investigated the contribution of staff training and development programmes to effective library and information services in selected university libraries in Ghana. The rationale of the study was to establish the relationship between training and development of library staff and work performance of individual library staff, university libraries and the institutions as a whole, which should reflect in effective and efficient provision of library and information services. The researcher reviewed extensively literature on relevant subject areas related to staff training and development including: the concept of training and development, training needs analysis and assessment, staff training and development, monitoring and evaluation of training, effects of training on job performance, measuring return on investment in training and effectiveness of library and information services. The researcher adopted a survey research method because of the large geographical areas over which the university libraries are located and therefore dispersed population. The researcher adopted mixed methods research approach and thus data was collected using interviews, observations and questionnaires. The researcher also used a mixed sampling method where the researcher combined both probability and non-probability sampling methods in sampling the population. The population for the study comprised library staff, faculty and students from five selected universities in Ghana. The total population from the five universities was 139,463 based on which a sample of 860 was chosen. Thematic content analysis technique was use to analyse qualitative data, while statistical package for service solution was used to analyse quantitative data. The main findings of the study were that staff training and development programmes contributed to the improvement of the knowledge, skills, abilities and experiences of library staff in the universities in Ghana, thereby made university library staff in Ghana more effective and efficient in the provision of library and information services to the university community. However staff development practices alone did not contribute to job performance. Staff development practices were supported with human resource management strategies such as rewards, promotions, bonuses, salary increase and other motivational strategies. Finally the study identified inadequate funding and short falls in the training policies as some of the challenges facing the implementation of staff training and development initiatives in the university libraries in Ghana. It recommends the establishment of training units within the university libraries and adequate budgetary provisions to invest in staff training and development programmes for library staff as well as the adoption of train the trainer concept where staff who participated in training and development programmes are asked to train colleagues and submit a report for the benefit of colleagues as a way of improving staff development practices in the university libraries in Ghana. This study contributes to the existing body of knowledge on staff training and development and work performance in university libraries. / Information Science

The customary law of intestate succession

The title of this thesis is: The Customary Law of Intestate Succession. The African customary law relating to intestate succession has always been known to discriminate against women. The thesis therefore focuses on the customary law of intestate succession in the countries of South Africa, Ghana and Swaziland and the inroads they have made in improving the rights of women in this discriminatory field of African customary law. This thesis consists of six chapters. Chapter 1 introduces the reader to the topic of the research. It highlights the organisation of the intended research which comprises: a statement of the problem, the legal framework, research methodology and a summary of the chapter. Chapter 2 defines the general terms and concepts used in the customary law of intestate succession. This facilitates an understanding of the general principles comprising the body of law known as the customary law of intestate succession and lays the foundation for the country specific issues that are investigated in the following chapters. Chapter 3 discusses the recognition, application and development of the customary law of intestate succession in the country of South Africa. Chapter 4 considers the rules and laws of the customary law of intestate succession in the West African country of Ghana. Chapter 5 explains the current rules and laws of the customary law of intestate succession prevailing in the Kingdom of Swaziland. Finally, chapter 6 brings the thesis to a meaningful end, by criticizing the approaches adopted by the countries of South Africa, Ghana and Swaziland in improving the rights of women as far as the customary law of intestate succession is concerned. A governance framework for sustainable development in the built environment

This project was inspired by a declaration made by built environment professionals at the World Summit on Sustainable Development (GABS, 2002), of the need for a common framework to improve decision making for sustainable development. Priori theorising indicated the suitability of governance as a topic of consideration and the possibility that a governance framework offered a potential solution. The research question was therefore: “would a governance framework for the built environment sector provide a framework in which decision making for sustainable development could be improved for all built environment stakeholders?” With an added dimension of testing for developed and developing countries, the research project was constructed on the case study methodology using the built environment sectors of the UK and Ghana. The project commenced with a review of literature which confirmed that governance is a core component of sustainable development and of increasing relevance to built environment stakeholders in both developed and developing countries. A significant gap in the literature concerning governance and the built environment sector was identified. Through analysis of literature a governance framework was constructed to act as the theoretical framework for testing. A comparative analysis of the current governance arrangements impacting on the built environment sectors in each of the case studies provided data to test the theoretical framework. A contingency valuation carried out with built environment policy makers and practitioners in Ghana provided data to further test the acceptability and applicability of the theoretical governance framework. It was concluded that a governance framework provided a robust framework in which decision making for sustainable development could be analysed and improved. Furthermore, evidence indicates that the completeness of a sector’s governance framework is a key indicator of performance for sustainable development in the built environment sector. The framework developed in this project has been used to analyse performance in Ghana’s built environment sector and the resulting policy guidance has informed the development of policy and institutional reforms in Ghana.

Framework for digital preservation of electronic government in Ghana

The global perspective on digital revolution is one that has received a rapturous approval from information professionals, scholars and practitioners. However, such an approval has come at a great cost to memory institutions as the preservation of digital information has proved to be a complex phenomenon to memory institutions. Guided by the multi method design and underpinned by the triangulation of questionnaires, interviews, observation and document analysis, the study examined digital preservation of e-government in Ghana. Findings revealed that the creation of databases, digital publication, emails, website information and tweets were often ocassioned by the use of ICT, e-government, and application of legislations and public policies. It observed that these types of digital records were in urgent need for preservation as most of the ministries and agencies were unable to access their digital records. While the application of a digital preservation tool (Lots of Copies Keeps Stuff Safe) was a familiar terrain to the ministries and agencies, there was expressed lack of awareness about digital preservation support organisations and digital preservation standards. The study identified funding, level of security and privacy, skills training and technological obsolescence as factors that pose key threats to digital preservation. It noted backup strategy, migration, metadata and trusted repositories as the most widely implemented preservation strategy across the ministries and agencies. On the other hand, cloud computing, refreshing and emulation were the least implemented preservation strategies used to address the digital preservation challenges . The study recommends that the ministries and agencies can address many of the digital preservation challenges if they leverage on collaborative and participatory opportunities. Such collaborative and participatory opportunities involve the use of experts from other institutions to share resources and use a common protocol through cloud computing and Open Data. It further recommends that the process of developing a digital preservation policy can be guided by a template document from other jurisdictions / Information Science / D. Litt et Phil. Understanding entrepreneurial resilience development within institutional constraints : a case of Ghana

This thesis contributes towards understanding the dynamic phenomenon of entrepreneurship by exploring how entrepreneurs developed resilience within institutional constraints at the lived experience level. This is a qualitative research based on several assumptions of the phenomenological paradigm. The research describes the experiences of thirty-four participants - twenty-three practising entrepreneurs, and eleven Directors whose institutions support entrepreneurship, particularly the dimensions of the institutional profile, as well as how they developed resilience within institutional constraints. The study proposes that entrepreneurial resilience development is dynamic reflecting the context in which it arises. Institutions determine the rule of the game for entrepreneurs, in that entrepreneurs fit within the limitations provided by the institutional framework (North, 1990). The institutions shape opportunity fields for entrepreneurship, determine the ease and transaction cost of entrepreneurship, determine the stability and certainty of the environment, guide the strategic activities of entrepreneurs, confer legitimacy on entrepreneurs, (re)allocate entrepreneurship, and counter market failures for entrepreneurs. The experiences of the individuals indicate such constraint limits what the entrepreneurs are capable of doing. The research therefore focuses on how the entrepreneurs survived within such constraints, especially operating within underdeveloped institutions. In particular, the participants described how they were able to survive within such institutional constraints. The term 'resilience' can sometimes be trivialized to mean 'ego-resilience', which basically talks about certain characteristics that individuals' exhibit to show their resilience. Instead, apart from individuals exhibiting certain characteristics, there are several contextual activities that must be put in place to ensure survival or recovery within institutional constraints. These activities represent the resilience strategies that the entrepreneurs designed and implemented so as to survive institutional constraints - breakthrough, circumvent, destructive, and other strategies. The study concludes that entrepreneurial resilience strategy occupies a central role within three complex, interactive and interdependent processes - institutions, entrepreneurship, and resilience. Furthermore, entrepreneurship is engulfed in institutions, which act as the "determinant", "promoter", and "inhibitor" of entrepreneurial activities. Hence, entrepreneurs need to develop resilience through preventative, reactive or agility strategies, so as to be able to survive the institutional arrangements. The research therefore works towards a more integrated perspective of entrepreneurship development.

Transitions to adulthood : the experiences of youth with disabilities in Accra, Ghana

Youth with disabilities are amongst the poorest and most marginalised of young people worldwide. Approximately 80 per cent of disabled young people live in countries of the Global South. Despite a growing body of research problematising youth transitions in situations of poverty and increasing interest in disability issues beyond the Global North, little is known about how youth with disabilities in the Global South make their transitions to adulthood. This thesis addresses this gap by reporting on a qualitative study on the transitions to adulthood of young people with different impairments living primarily in Accra, Ghana. Using innovative, participatory methods, it explores young people s individual narratives within the areas of education, employment, and social and community life, and the ways in which these shape their life trajectories. The study shows that the transitions to adulthood of youth with disabilities in Accra are substantially influenced by disability-related factors and processes that are socio-spatially embedded and intricately intertwined. Disabling social and physical environments restrict disabled young people s participation in education, employment, and social and community life, which increases their vulnerability to marginalisation and exclusion in society. As a consequence, their transitions to adulthood are even more complex, protracted, and uncertain than for their non-disabled peers. Youth with disabilities, however, use a variety of coping strategies to navigate the challenges they face associated with school, work, and social life in their attempts to achieve adulthood. Foregrounding the voices of young people with differing categories of social difference challenges the hitherto existing homogenisation of the lives of youth with disabilities in the Global South highlighting their agency and capabilities as well as the complex ways in which they negotiate transitions during the life-course.

Social and cultural context of rural water and sanitation projects : case studies from Ghana

The research underpinning this work took place in the context of two rural water and sanitation projects carried out in the Eastern Region of Ghana. The focus of study was on the way engineers can make water and sanitation projects more sustainable. In particular, emphasis was placed on the broad range of non-technical factors engineers need to incorporate into the design of water and sanitation systems and the processes they need to follow in order to achieve this, looking specifically at the implications of community participation for design process, project management and health and safety management. The current high failure rate of rural water and sanitation projects provided the impetus for carrying out this work. There is an urgent need to improve engineering ability to provide vital life-saving infrastructure in developing countries as this infrastructure is a pre-requisite for poverty reduction. A critical realist perspective framed the research to allow socially constructed realities to be combined with scientific and technical facts, and to allow inquiry in a ‘real world’ scenario where variables cannot be controlled individually. The research questions were explored through the author’s involvement in two community development projects involving water and sanitation system implementation. The key methods employed were interview, both informal and group, observation and reflection. The contribution to knowledge made by this investigation is an increased understanding of the relevance of social and cultural context for engineers engaged in rural water and sanitation infrastructure provision through exploration of these issues in a particular context. Also examined are health and safety aspects of rural water and sanitation projects where the community participate in construction. Whilst health and safety had been explored in a developing country context there is a lack of previous work looking at these issues in a community self-construction context. It was found that a broad range of factors need to be considered in the engineering design of water and sanitation systems if projects are to have a chance of being sustainable in the long term. In order to understand and design appropriately for the context of rural projects with direct community involvement it is necessary to adapt the engineering process to incorporate community participation fully into the design and construction of water and sanitation facilities. Where communities are involved in construction particular issues arise with regards to health and safety management; many of the issues originate in the socio-cultural context and motivations for community members to engage in hazardous construction activities need to be understood and considered to properly manage the construction process. To truly incorporate the ideas of local communities into engineering design, engineers need a greater awareness of the assumptions they hold arising from their scientific outlook. Further research is required in different contexts in order to more clearly define the boundaries of the findings of this study and begin to overcome the limitations of the case study method. However, this research contributes to understanding how engineers can improve their designs of water and sanitation infrastructure and the processes they use to create more sustainable projects by looking at these issues in one particular context. This contribution adds to understanding of how a lack of access to water and sanitation infrastructure in rural regions of developing countries can be overcome, which is ultimately necessary to meet the Millennium Development Goals and as a pre-requisite to reducing poverty in the developing world.

Dividing lines, converging aims : a moral analysis of micro-regionalism in Ghana and Côte d'Ivoire

This thesis provides a moral analysis of micro-regional forces in Ghana and Côte d’Ivoire, using the framework of the New Regionalism Approach (NRA). It presents an original contribution to the field through the addition of the Ghanaian-Ivoirian case study, as well as a unique application of Martha Nussbaum’s Capabilities Approach to the NRA. In an attempt to counter the view that borders in Africa are artificial, arbitrary and the result of colonial imposition, this research employs the Capabilities Approach, providing a narrative of both positive and negative impacts resulting from the opportunity created by borders in West Africa. The way in which the Ghanaian-Ivoirian border is used by individuals in their security strategies in the face of economic deprivation and physical threats represents a positive impact of borders. Conversely, the role of borders in the continued prevalence of human trafficking in West Africa is also questioned in this piece, providing a balanced account of the impact of borders. This research concludes that the Ghanaian-Ivoirian border presents opportunities that can be exploited to both positive and negative ends at the micro-regional level. This interpretation suggests that any complete account of borders in West Africa more broadly ought to employ a moral framework in addition to a multi-levelled scale of analysis.

Transition States in Africa : A Comparative Study: The Case of Ghana and Zambia

<p>Abstract</p><p>Background & Problem</p><p>The author believes that there are important lessons to be learned from the states in Africa that have managed to achieve successful transitions from one-party regimes to multy-party regimes. However, Africa today displays countries that suffer from enormous problems and many of them are mired in political and economical development. A main theme of this thesis is the search for the differences, how can we explain the transitions and the outcomes of them?</p><p>Purpose</p><p>The purpose of this thesis is to describe the nature of transitions as Bratton & de Walle explain them and to see if their suggested explanations hold true in Ghana & Zambia. A secondary purpose also includes a comparison between the two cases and the differences between them.</p><p>Method</p><p>A combination of a traditional literature study and a focused comparative study has been used in order to fulfil the purpose.</p><p>Theoretical Framework</p><p>The second, third, fourth and fifth chapter represent the bulk of the theoretical framework. The theories stem from Bratton & de Walle and will be weighted against the empirical information found in the two cases.</p><p>Analysis & Conclusions</p><p>The latter chapters of this thesis summarize the results from the comparison and include a discussion and comment chapter. The conclusion argues that the causes and results of a transition to a large extent can be found in the political. The phases that Bratton & de Walle describe are also accurate in relation to the two cases. An important feature that Ghana has been successful with is that they have managed to withhold a higher political activity throughout their democratization.
