No. of bitstreams: 1 FranciscodeAssisdaSilvaFerreiraTese2016.pdf: 1490793 bytes, checksum: 723a3751c0bb7200af11e9383d4583c8 (MD5) Previous issue date: 2016-08-29 / This thesis is divided in two main chapters: The first chapter revolves around the decomposing of five Federative Units's expenses, taking in account the revenue of each distinct unit, in healthcare, education and transport and in the search for empirical evidence, supported by a adapted theoretic model, of the impact of the latter in the Consumption Growth Rate of said Federative Units. The data was delated and the econometric estimation of the model parameters was made through a non-linear method. This allowed the derivated model parameters to be calculated and the ascertainment of the influence of transport investiment in the consumption. The second chapter's theme is Urban Mobility, initially discussing the population's necessity of transiting in the urban space, the problematic of traffic jams, the inefficacy of public transportation, and the externalities and diseconomies generated by said factors. In the endeavour of modeling the flow of vehicles through a road network, the so called "Flow Functions" are presented: this family of functions determines the time spent in shuttle between two consecutive bus stations and captures the e effects the increase of users sharing the same route has on the travel time. / Esta tese est?? dividida em dois cap??tulos: o primeiro investiga a decomposi????o de gastos p??blicos com sa??de, educa????o, transporte e seu impacto na taxa de crescimento do consumo em cinco unidades da federa????o, enquanto o segundo versa sobre a mobilidade urbana e as fun????es de fluxo. O primeiro cap??tulo trata da busca por evid??ncias emp??ricas, apoiadas num modelo te??rico adaptado, sobre o impacto do investimento em transporte na taxa de crescimento do consumo. Para isso, foram utilizados dados municipais de gastos com sa??de, educa????o e transporte, al??m das receitas correntes dos munic??pios. Os dados foram deflacionados e foi aplicado um m??todo n??o linear na estimativa econom??trica dos par??metros do modelo. A partir destes resultados, os par??metros derivados do modelo te??rico foram calculados, permitindo avaliar se os investimentos em transporte exercem influ??ncia sobre a taxa de crescimento do consumo. No segundo cap??tulo, a tem??tica ?? mobilidade urbana, discutindo primeiramente a necessidade do deslocamento por parte da popula????o de uma cidade, problemas com congestionamento, a inefici??ncia do transporte p??blico, deseconomia e outras externalidades geradas por engarrafamentos tamb??m foram abordadas. A tentativa de modelar o fluxo de ve??culos numa malha vi??ria serviu de inspira????o para as fun????es de fluxo que ser??o introduzidas aqui. Ent??o, dentro deste contexto, introduzimos uma fam??lia de fun????es com objetivo de modelar o deslocamento de usu??rios do transporte p??blico numa malha vi??ria. Estas fun????es determinam o tempo de deslocamento entre duas esta????es consecutivas e capturam o efeito do aumento de fluxo de usu??rios compartilhando a mesma via.

Border region in Brazil, and its division into the north, central and southern arcs was explained. Public expenditures were segregated by their functional classification and the proportion of expenditures in relation to total expenditures in the Public Security and National Defense, Education, Health and Transportation functions was used in the study, seeking the relation of each function in the economic growth of the states of Border region. In the present study it was verified that the expenses in the functional classification of transport have positive relation and with statistical significance in the economic growth of the border region and the expenses with health have significant, but negative relation with the growth in the period under analysis. There was a non-linear relationship between the economic growth of the border region and the functions of Security and Defense, Transport and Health, with a maximum proportion of security and defense expenditures being 6.79% , 14.78% for transportation expenses, for expenses in health functional classification, there was an opposite effect, since it has a negative effect on economic growth until the percentage of 21.39%, however from this percentage Expenditure has a positive effect. / No presente trabalho realizou-se um estudo emp??rico da composi????o dos gastos p??blicos e sua rela????o com o crescimento econ??mico nos 11 (onze) Estados brasileiros que integram a faixa de fronteira no Brasil, no per??odo de 1995 a 2010. Caracterizou-se a faixa de fronteira do Brasil e explicou-se a sua divis??o nos arcos norte, central e sul. Os gastos p??blicos foram segregados pela sua classifica????o funcional e utilizados no estudo a propor????o das despesas em rela????o aos gastos totais nas fun????es Seguran??a P??blica e Defesa Nacional, Educa????o, Sa??de e Transporte, buscando-se a rela????o de cada fun????o no crescimento econ??mico dos estados da regi??o de fronteira. No presente trabalho verificou-se que os gastos na classifica????o funcional transporte apresentam rela????o positiva e com signific??ncia estat??stica no crescimento econ??mico da faixa de fronteira e os gastos com sa??de possuem signific??ncia, por??m rela????o negativa com o crescimento no per??odo em an??lise. Verificou-se a exist??ncia de uma rela????o n??o linear entre o crescimento econ??mico da regi??o de fronteira e as fun????es Seguran??a e Defesa, Transporte e Sa??de, sendo de 6,79% a propor????o m??xima dos gastos com seguran??a e defesa para que os mesmos sejam produtivos, de 14,78% para as despesas com transporte, para as despesas na classifica????o funcional sa??de, verificou-se um efeito contr??rio, pois possui um efeito negativo sobre o crescimento econ??mico at?? o percentual de 21,39%, por??m a partir deste percentual as despesa possuem um efeito positivo.

The object of analysis is the Budget State of Rio Grande do Sul in 2011. Although the fact of federal government has the main responsibility to correct vertical and horizontal imbalances between the local governments, the influence of state?s budge, considering its proportion in local economies, cannot be neglected, The work is structured in four chapters. A literature review abording the discussion of equity on national and regional levels is contemplated on chapter 2. In Chapter 3, the methodology used to obtain the regionalization of the State budget, both for revenue and for expenses, including Tax Expenditures is detailed. For the results evaluation, the main components of revenues and expenses were unfolded by region and per capita. The reference for comparison is the average income of the State. And so the both sides of the equation budget, revenues and expenses, and, balance, tested to analyze equity. The budget balance resulting from this, show us the less or greater progressivity, of the budget in the regions. In Chapter 4 will also be examined the proportion of servers in regions depending on income per capita, as well as a comparison with the HDI. In Chapter 5 will be the general conclusions of the work. Briefly, it was concluded that although the exaction is neutral on the income of the regions and the expenditure not present mechanisms that enhance equity, on balance, i.e. the budget balance resulting from the exaction and expense signs relative progressivity of the income regions, benefiting, albeit inhomogeneous the poorest regions of the state. The inhomogeneity of the distribution of the balance budget in regions points where concentrate efforts to improve the budgetary income of the poorest regions. / Este trabalho tem por objetivo propor uma metodologia de an?lise da equidade na receita e no disp?ndio total, incluindo as desonera??es fiscais, dos recursos p?blicos dos or?amentos estaduais, em escala regional, tomando como objeto de an?lise o Or?amento Estadual do Rio Grande do Sul em 2011. A justificativa reside no fato de que, ainda que a responsabilidade da corre??o dos desequil?brios verticais e horizontais entre os entes federativos recaia sobremodo ? Uni?o, n?o se pode negligenciar a influ?ncia dos or?amentos estaduais, dada sua propor??o nas economias locais. Em sua estrutura este trabalho conter? uma revis?o bibliogr?fica no Cap?tulo 2 sobre a discuss?o da equidade tanto no ?mbito nacional e regional. No Cap?tulo 3 uma exposi??o da tecnologia utilizada para a obten??o da regionaliza??o do Or?amento Estadual, tanto para as receitas como para as despesas, com a inclus?o dos Gastos Tribut?rios.
