Para a consecu??o dos objetivos partiu-se de um referencial te?rico prioritariamente fundamentado nos estudos de Saviani; Cury e Chiavenato sobre as perspectivas hist?ricas, conceitual e estrat?gica. Quanto ? metodologia, no percurso da pesquisa documental foram analisadas a Constitui??o Federal de 1988, a LBDN 9394/96, a Lei 10.172/2001, o Plano Nacional de Educa??o vigente, as leis municipais instituidoras dos Planos de Educa??o do universo estudado e as fichas de Monitoramento e Avalia??o dos referidos planos. Foram constru?das categorias de an?lise que buscaram a averigua??o espec?fica do cumprimento de prazos legais, representa??o e participa??o na produ??o dos planos; sele??o e an?lise de metas e estrat?gias para constata??o da coer?ncia, planejamento e integra??o institucional na aplica??o das pol?ticas educacionais e a vincula??o das metas e estrat?gias a outros instrumentos de planejamento utilizados pela gest?o municipal nos documentos das cidades de Diamantina, Itamarandiba e Veredinha. Os resultados indicam que a maior parte dos Planos Municipais de Educa??o foi produzida em conformidade com os prazos legais e que, nos planos dos tr?s munic?pios selecionados para a pesquisa, as respostas ?s indaga??es decorrentes da an?lise indicam lacunas que podem ser adequadas a partir de um processo de monitoramento e avalia??o. Entretanto, tais adequa??es n?o impedem que os Planos possam ser considerados como instrumentos de planejamento e de suporte ?s pol?ticas educacionais aplicadas nos territ?rios dos munic?pios. / Disserta??o (Mestrado Profissional) ? Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / The purpose of this research is to study the municipal education plans of the counties located in Alto Jequitinhonha, according to the administrative sphere of the Regional Superintendence of Teaching of Diamantina, Minas Gerais. The study proposal seeks to answer if such plans are aligned with the National Plan Education and linked to other local management instruments, as they can be understood as support to the planning of educational policies that are established in the counties. In order to achieve the objectives, it developed a theoretical framework based mainly on the studies of Saviani; Cury and Chiavenato on how were the historical, conceptual and strategic perspectives?. For the methodology, it were analyzed the Federal Constitution of 1988, LBDN 9394/96, Law 10.172 / 2001, the National Education Plan in force, the municipal laws that instituted the Education Plans of this studied, and also the monitoring and assessment plans. Consequently, it were formulated categories of analysis to point out the specific investigation of compliance with legal deadlines, representation and participation in the production of the plans. In addition, there were examination related to the selection and analysis of goals and strategies to establish coherence, planning and institutional integration in the implementation of educational policies, as well as the linkage of objectives and strategies with other planning instruments used by the municipal administration in the cities of Diamantina, Itamarandiba and Veredinha. The results indicate that most of the Municipal Education Plans were in accordance with legal deadlines and that, in the plans of the three municipalities selected for the research, the answers to the questions arising from the analysis reveal gaps that may be appropriate from a process of monitoring and evaluation. However, such adjustments do not prevent the Plans from being considered as tools for planning and supporting the educational policies applied in the territories of the counties.

From the analysis of the remaining railway assets along the line and its relation with the formed urban tissues, it is intended to reflect on the selection and preservation criteria of the cultural heritage. To understand the dynamics that operate in the studied territory, two groups of territorial analysis are developed that cover the three municipalities: the first group presents the urban physical expansions in spots, dated for periods of 20 in 20 years; The second presents the land uses of the Cia. Paulista railway. The analyzes are intended to interweave changes in the territory and the remaining rail heritage in this set of cities, where the railway and its stations formed the whole responsible for the first urbanization of these cities. As a result of this process is obtained the conformation of a characteristic landscape, conformed by the railway axis. For the recognition of these remnants, the analysis of new concepts of protection, such as the cultural landscape and the cultural itinerary, both published by UNESCO, made it possible to note how the preservation, conservation and promotion policies of cultural heritage in the municipal spheres are still fragile and Unprepared to face the preservation of more complex sets. / A pesquisa prop?e-se a estudar a implanta??o da antiga Cia. Paulista de Estradas de Ferro e a import?ncia da linha na forma??o e configura??o das cidades m?dias e pequenas paulistas, especificamente as cidades de Vinhedo, Valinhos e Louveira, do trecho da linha entre Campinas e Jundia?. A partir da an?lise dos patrim?nios ferrovi?rios remanescentes ao longo da linha e sua rela??o com dos tecidos urbanos formados, pretende-se refletir sobre crit?rios de sele??o e preserva??o dos bens. Para entender as din?micas e os fen?menos que atuam no territ?rio estudado, desenvolvem-se dois grupos de an?lise territorial que abrangem os tr?s munic?pios: o primeiro grupo apresenta as expans?es f?sicas urbanas em manchas, datadas por per?odos de 20 em 20 anos; o segundo apresenta os usos do solo do entorno da ferrovia da Cia. Paulista. As an?lises t?m o intuito de entrecruzar as mudan?as ocorridas no territ?rio e o legado ferrovi?rio remanescente neste conjunto de cidades, onde a ferrovia e suas esta??es formavam o conjunto respons?vel pela primeira urbaniza??o destes n?cleos. Como resultado desse processo obt?m-se a conforma??o de uma paisagem caracter?stica, conformada pelo eixo ferrovi?rio. Processo participativo da popula??o na constru??o da agenda 21 local:o caso de Parnamirim

Demonstrating the relevance of municipal districts and the local communities, during the definitions of new development standards compromised to the transformation of the society, socia1ly and environmentally well-balanced world, it was also agreed on that places under the responsibilities of the municipal districts would promote their own local Agenda 21. We need to point out though that the government has the prerogative and the responsibly of facilitating the population participation process in the construction of national and local Agenda. This made it possible again, to plan the scheming process directly towards the insertion of population participation at the different levels, involving the entire local sectors while establishing a new local partnership through the local municipal government. Thus, we decide to verify the participation of the population in the construction of their local Agenda 21, choosing for the study case Parnamirim municipality from RN. The question which originated the objectives and analysis was formulated on the following terms: Up to which stage was the process of population participation effective in the elaboration of Parnamirims's local Agenda 21? Based on this uneasiness, it was defined as the general objective, the verification of population participation process during the elaboration of Parnamirims's local Agenda 21, aiming at its effectiveness as well as specific objectives; to identify the population representivity, the construction of the local AG 21 in order to identify on which level is the participation based, to verify the strategies used in order to promote the process participation, to identify the motives guiding those involved in the construction of the local Agenda 21. The identification of numerous contaminations - old and recent - in the soil and water medium has affected the population, caused numerous health problems, and the environment, with the commitment of flora and fauna. In addition, economic activities carried out both in urban and rural areas have been hampered by the juxtaposition of the industrial production means that generate various types of contamination. The actions carried out by the public managers have not followed the breadth and expansion of the cases already detected. Generally the role played by public managers, especially municipal power, has been marked by great leniency and is evoked from their clearly technocratic and patrimonialist management structures . The legal competence regarding the licensing of activities with risk of contamination, national and state elevation in Brazil and in other countries studied, with sectorial and disciplinary perspective, in which industry is always seen as a positive factor, does not reach the problem as a territorialized phenomenon, with implications for the current and future use of localities. The study in question proposes new guidelines for the treatment of contaminated areas, with emphasis on the managerial integration of levels of government, access to information and monitoring of society. They were elaborated from the analysis of several occurrences of contamination, observing the causes, effects, agents and, mainly, the position adopted by the public managers, in particular the municipal ones, since they are the direct responsible by the regulation of the territory, through the legislation of land use and occupation in the municipal space. / La cuesti?n de las ?reas contaminadas representa un problema que ha aumentado en las ?ltimas d?cadas. La identificaci?n de innumerables contaminaciones - antiguas y recientes - en el suelo y medio h?drico ha afectado a la poblaci?n, ocasionado innumerables problemas de salud, y al medio ambiente, con el comprometimiento de la flora y la fauna. Adem?s, las actividades econ?micas, ejecutadas tanto en el espacio urbano y rural, han sido perjudicadas por la yuxtaposici?n de los medios de producci?n industrial que generan diversos tipos de contaminaciones. Las acciones ejecutadas por los gestores p?blicos, no han acompa?ado la amplitud y la expansi?n de los casos ya detectados. Generalmente el papel ejercido por los gestores p?blicos, en especial el poder municipal, ha sido marcado por una gran lenidad y que es evocada a partir de sus estructuras gerenciales claramente tecnocr?ticas y patrimonialistas. La competencia jur?dica sobre el licenciamiento de actividades con riesgo de contaminaci?n, alzada nacional y estadual en Brasil y en otros pa?ses estudiados, con perspectiva sectorial y disciplinaria, en la cual la industria es siempre vista como factor positivo, no alcanza el problema como fen?meno territorializado, con implicaciones en el uso actual y futuro de las localidades.
