The strategic conception of the communication is an approach in constant evolution, which according to the kind of organization acquires particular aspects. This research describes the communication management of 49 local governments in the Province of Lima and Callao in Peru, analyzed from the strategic communication perspective, starting with the analysis of the documents that establish their institutional policy and the appreciations from direct sources. The context is studied taking into account that these organizations, being public institutions, are subject to specific conditions, which define the communicative dimension supported by setting goals and objectives oriented to encourage good relationships with the diverse audience and with the vision of ensuring the transparency and the access to the information by all the citizens; in this context the organizational policies and guidelines, as well as the performance and responsibilities of the persons in charge of managing the communication areas, play a fundamental role, therefore considering the communication management from strategy requires a distinguishing approach which makes sure that the process develops efficiently. This study brings conclusions that help to understand the current situation and also to recognise opportunities of improvement in this specific scenario.

La presente investigación ha trazado el objetivo de realizar un análisis del diseño de información y cómo aporta a la comunicación entre el Gobierno del Perú y los ciudadanos, usando como muestra las campañas “Yo me quedo en casa” Primero Mi Salud” y “No Seamos Cómplices”, que forman parte de la estrategia gubernamental para difundir información y persuadir a la población. La hipótesis responde al objetivo argumentando que el diseño de información desempeña un papel comunicativo fundamental dentro de la estrategia de comunicación gubernamental debido a que estructura de manera legible y entendible el mensaje de las campañas para la población. El carácter de la investigación es cualitativo y transversal, lo que permite la flexibilidad en el análisis. Las herramientas desarrolladas para obtener los resultados son la entrevista a ocho participantes de un público usuario y la ficha de análisis de contenido para las tres campañas y sus componentes gráficos y comunicativos. Los resultados demostraron coincidencias y diferencias entre lo postulado por los autores en el marco teórico y las declaraciones de los entrevistados, se obtuvo que el diseño de información y persuasivo son elementos que facilitan el entendimiento de las piezas graficas dentro de la campaña, pero que estrictamente no aseguran el éxito de la misma. Se concluyó que el diseño de información es influyente sobre los receptores, hasta cierto punto que es delimitado por las características propias de cada individuo, el carácter ético del diseño considera las vidas que está ayudando con la información que provee. / This investigation has set the goal of analyzing the information design and the way it helps the communication between the Peruvian Government and the citizens of this country. The sample will be the campaigns titled "Yo me quedo en casa" "Primero mi salud" and "No seamos cómplices" as they are part of a strategy the government has used to spread information and persuade the population. The hypothesis responds to the objective, stating that information design plays a fundamental role in the communication strategy the government has; this is because of how it structures messages in a way that makes it easy to read and to understand for everybody.   This paper uses a qualitative investigation and it is transverse, which allows flexibility for analytical purposes. The tools developed to obtain the results are the interview, designed for eight participants from a user’s sample, and the index card, for the graphic and communicative components in each campaign. The results obtained showed coincidences and differences between what authors propose and what interviewed users state, data shows that information and persuasive design are key elements that allow understanding of the graphic work in campaigns, but it does not guarantee the success of them, entirely. It is concluded that information design affects the public it is meant to, at least to the point the character of each person allows it. The ethical component in the design must consider the lives being helped with the information provided in it. / Tesis

Use of Social Media in Crisis Communication in the Federal Government During COVID-19 Pandemic: Analysis of Responses Strategies

Social media has become a prime tool in communicating during crises. Ongoing COVID-19 pandemic illustrates this trend strongly with the Canadian government conveying messaging through many platforms. In this thesis, we aimed to explore how Public Health Agency of Canada (PHAC) and Health Canada (HC) communicate with Canadians through social media, namely Twitter. Based on insights from social media practices drawn from work by Wendling et al. (2013); Lin et al. (2016) and from social mediated crisis communication theory of Austin et al. (2012), we sought to find what type of social media strategies adopted to execute crisis communication during COVID-19 pandemic. We also aimed at understanding to what extent these reflect the theoretical framework of the present study. To undertake this research, we opted for a mix of quantitative and qualitative analysis enabled by thematic analysis to identify categories of meaning and their trend. We found that social media strategies adopted by PHAC and HC have many aspects in common with the theoretical framework, yet they offer many nuances in practices driven mainly by the length of the crisis and the uncertainty it has caused. This thesis brings theory into practice by researching an ongoing crisis, gauging social media use practices against messaging strategies. It also calls on the need for updating theories and good practices in light of the outcomes of the COVID-19 crisis.

Information management in the age of E-government - the case of South Africa

Thesis (MPhil (Information Science))--University of Stellenbosch, 2006. / The purpose of the research study was to explore how information is managed, in selected South African government departments, since the South African government is moving into the age of e-government and electronic service delivery. This study has tested and found that the degree to which information and knowledge are captured and used to support good governance depends on whether a strong underlying information management infrastructure is in place. A descriptive literature study was conducted to obtain information and views from available related literature that also served as the theoretical basis for the subsequent argument that the success of e-government depends on good information management, not just establishing an on-line presence. The primary data collection for this study was conducted from government employees, junior, middle and senior management level, employed by various Departments, in the National Offices. The findings indicate that a carefully considered plan and strategy for information management infrastructure development are required that include generating a shared vision for information management, a strong action and wide awareness and support by the key stakeholders. Various conclusions have been reached through this study i.e.: • The creation, use and preservation of electronic records pose special challenges requiring new techniques and tools but based on traditional information management principles and goals. • A learning culture and strong infrastructure of laws, policies, standards, practices, systems and people are required to support information management for both traditional and e-governance needs. • Good recordkeeping is a core component of good governance, especially in an increasingly information and technology-intensive environment. A number of recommendations are made, including suggestions that the South African Government should develop the information management structures within the Departments and identify the barriers to information sharing, and also barriers related to culture and structure.

This dissertation thesis titled 'Government Communication in the Czech Republic: Or- ganisation, Perception, and New Theoretical Model' is a seminal, exploratory work which contextualizes and maps the development of government communication in the Czech Republic from its foundation to the present time with a primary research emphasis on the years between 2015 and 2017. Stemming from interdisciplinary theoretical sources within media and communication, public policy, and management scholarship, the thesis rede- fines the way of thinking about government communication. It applies stakeholder theory paradigm by researching government institutions, private sector, and news media as three important actors of government communication. Analysing the organization, perception, and tensions of government communication, the dissertation thesis aims to introduce new theoretical model of government communication and provide the government, private sector, and other societal actors with challenging perspectives on their practices and status quo.

An evaluation of the government communication and information system's communication strategy: a case study of the 16 days of activism campaign in Soshanguve

United Nation's (UN) millennium development goal number three is aimed at eliminating gender inequality and empowering women. Gender-based violence is recognised as a global public health and human rights problem that leads to high rates of morbidity and mortality, including sexually transmitted infections, depression, post-traumatic stress disorder, substance dependence and suicide. In responding to this international public health and human rights concern, the South African government has adopted numerous public health communication strategies to highlight the plight of women and children. One of the campaigns that are conducted in South Africa is the 16 Days of Activism for No Violence Against Women and Children (16 Days of Activism Campaign). This campaign was introduced in 1999 but the literature review reveals that to date, no studies have focused on its evaluation. As such, the purpose of this study is to evaluate the 16 Days of Activism Campaign with special reference to the Soshanguve community in Gauteng province. This study builds on two theories, namely the excellence theory and the diffusion of innovation theory. Mixed research methods (also called triangulation) was used whereby in-depth interviews were conducted with representatives from the Government Communication and Information System and the Department of Women, Children and People with Disability to establish the promotion strategies used in the campaign and the methods used to assess the effectiveness of the campaign. Furthermore, a self-administered questionnaire survey was conducted within the Soshanguve community to evaluate the promotion strategies and assess the impact of the campaign.This study revealed a high level of reliance on the television, radio and newspapers in the communication strategies. Both government departments acknowledged that they do not have a tool to evaluate the effectiveness of the campaign from the receivers‟ perspective. The Soshanguve community felt that in essence the campaign is relevant but not on time. The residents viewed the study as an important part of creating awareness about the campaign and they believed the campaign helped them to know what to do when faced with gender-based violence so that they can assist those who are affected by it.

Hur arbetar den svenska Polismyndigheten med relationsbyggande taktiker på Instagram? Genom att undersöka det engagemang, den interaktion och sättet på vilket Polisen bemöter kritik bemöts på plattformen har jag kunnat fastställat hur ett antal av dessa tekniker nyttjas i praktiken. Under en begränsad tidsperiod har samtliga inlägg och kommentarer som publicerats till myndighetens konto studerats utifrån tidigare forskning såväl som utifrån utvalda teoretiska perspektiv. I bearbetningsprocessen av det empiriska materialet uttyddes indikationer på att en konflikt uppstått som resultat av den polisiära närvaroden polisiära närvaron på Instagram. Konflikten konstaterades bero på den spänningen som sker när en statlig instans befinner sig på sociala medieplattformar där den externaa kommunikationen anpassas utifrån plattformarnas medielogik. Denna spänning har vidare problematiserats utifrån ett myndighetsperspektiv. I slutsatsen presenteras ett teoretiskt resultat som tydliggör vilka relationsbyggande taktiker som Polisen har använt sig av på Instagram. I’ve been able to determine how these tactics are being used practically by examining how the Police engages, interacts, and handles critique on this specific social media platform. All posts and comments posted published to the Police’s account during a selected timeframe have been examined through the lens of previous research and theoretical perspectives. As I began processing this material, a conflict emerged as a result of the Police’s use of the aforementioned tactics used to build relationships with the public. This conflict was determined to be the result of athe tension emerging when a government agency is required to adapt its communication afterto the media logiclogics of social media platforms. This tension was also discussed from the viewpoint of a government perspective. The theoretical results presented in the conclusion of thise thesis highlights the challenges that has facesd a government agency the which choses to Swedish Police as it adapts itsadapt its external communications afterto the media logic. I will also account for the relationship building tactics that has been used by the Police on Instagram.

The effectiveness of State of the Province Adress (SOPA) as a public communication campaign in Limpopo Province, South Africa

The dawn of democracy in South Africa ushered an increasing need for government to interact with the citizens. This study assesses the use of the state of the province address (SOPA) as a communication platform to keep the citizens abreast of the government programmes and deliverables in Limpopo province, South Africa. SOPA is broadcasted mainly from the legislature whilst the communities can view the proceedings in identified public viewing areas. Since SOPA’s inception, there is limited academic studies conducted on the effectiveness of SOPA in general and public viewing areas in particular. To fill this paucity of research, this study reviewed the government communication strategy with specific reference to government communication and information systems (GCIS) which emphasises on the need for government to interact with stakeholders at all levels. Using communication effectiveness and stakeholder theories (also called Izimbizo), this study evaluated the planning process of SOPA and citizens’ views on the effectiveness of the public viewing areas. In-depth interviews and survey were conducted with campaign planners and Mokwakwaila citizens respectively. Data was analysed using thematic analysis for interviews and descriptive statistics for survey. This study found that the internal planning process of the campaign (SOPA) is accordingly linked to the strategic objectives of the province, but inadequate funding hinders the longevity of the campaign. It is also this study’s finding that whilst citizens found SOPA to be effective they however feel that government does not do enough to source feedback after the campaign. This study recommends that there could be an exploration of the new media utility to produce more awareness about the campaign in order to accommodate audience that do not use radio and newspapers. The implications on campaign planners is that they should conduct feedback to improve public participation in future government programmes / Communication Science / M.A. (Communication)

From communication to communigation: a conceptual model to strengthen South Africa’s government communication system – the case of Mpumalanga Province

Text in English / This study adopted a quantitative approach in order to produce numbers in relation to the diffusion of the new media. A descriptive quantitative survey was conducted – with sampling done in multi-stage probability – which comprised clustering, simple random, systematic, stratified sampling techniques, convenience and census sampling. A sample size of 379 respondents was selected, comprising 347 citizen-respondents and 32 government communicators (heads of communication). Data was collected utilising two (2) standardised questionnaires – one tailor-made for the citizens and the other for government communicators. Informed by the Diffusion of Innovations theory, this study has established that new media channels have difussed extensively within communities in the Province of Mpumalanga. This has provided a strong motivation to recommend that the communication policy of the South African government be amended, to include new media channels, like social media, as official government communication channels. / Communication Science / D. Selling the republican ideal : state communication in the Dutch Golden Age

This study seeks to describe the public communication practices of the authorities in the Dutch Golden Age. It is a study of 'state communication': the manner in which the authorities sought to inform their citizens, publicise their laws, and engage publicly in quarrels with their political opponents. These communication strategies underpinned the political stability of the seventeenth-century Dutch Republic. Concerned about their decorous appearance, the regents who ruled the country always understated the extent to which they relied on the consent of their citizens. The regents shared a republican ideal which dismissed the agency of popular consent; but this was an ideal, like so many ideals in the Dutch Republic, which existed in art and literature, but was not practised in daily life. The practicalities of governance demanded that the regents of the Dutch Republic adopt a sophisticated system of communication. The authorities employed town criers and bailiffs to speed through town and country to repeat proclamations; they instructed ministers to proclaim official prayer days at church; and they ensured that everywhere, on walls, doors, pillars and public boards, one could find the texts of ordinances, notices and announcements issued by the authorities. In the seventeenth-century Dutch Republic, politics was not the prerogative of the few. That this was due to the determined efforts of the authorities has never been appreciated. Far from withholding political information, the regents were finely attuned to the benefit of involving their citizens in the affairs of state. The Dutch public was exposed to a wealth of political literature, much of it published by the state. The widespread availability of government publications also exposed the law to prying, critical eyes; and it paved the way to make the state, and the bewildering wealth of legislation it communicated, more accountable.
