The visit to the parks of the city of Manaus cause impacts in natural environments by opening tracks or deforestation of a certain area, which cause changes in the dynamics of an entire ecosystem, among these changes the fauna is one of the impact targets. Examples of negative impacts on fauna can be ascertained by conducting studies on the ecology of the species at these sites, which demonstrate changes in diet and animal habitats due to the changes they are exposed in these environments. Some plant species essential to the feeding of these animals are extinct with simple changes in the environment, behavioral changes in the fauna and increase in mortality rates are also observed. The social impacts, in general, are also often related to the visitor's misconduct during the visitation. One example concerns visual pollution. It is considered visual pollution, acts of vandalism that depreciate the beauty of the natural landscape, the trash that is taken by the visitor and discarded unduly, or the noise of the conversations that drives animals, or the fact that mechanical damage is caused on the vegetation, by trampling , resulting in loss of copies. In this way, it is questioned: Since the constant presence of the Municipal Guard of Manaus, in the respective Conservation Units, can favor a preventive interaction with the public, thus avoiding environmental degradation. The methodological procedures of the study constitute a bibliographic research of the analytical and descriptive type, and a field research. In the bibliographical research the data on the subject were collected in books, publications as scientific articles, periodicals, consult to pertinent sites in the internet. Parallel to the bibliographical research, documents such as: IBAMA, SEMMAS, information on the legal instruments (Laws, Decrees, Ordinances) on the Municipal Guard were analyzed. The field research included the application of a semi- structured questionnaire, with 10 (ten) open questions, addressed to 16 Municipal Guard professionals and 10 (open) open questions addressed to 04 Managers of the PAs: 05 of Mindú Park, 05 Rising from Mindú, 05 from the Tupé Reserve, 05 from the Sauim- Castanheira Refuge. It occurs that of the 16 professionals of the Municipal Guard scaled to answer the questionnaire, only 10 were present, because according to the Director of the Municipal Guard, there was reduction of effective. As a result of the research regarding the duties of the Municipal Guard in the Manaus CU, of the 10 municipal guards interviewed, it was observed that 03 municipal guards have knowledge about the assignments, 01 municipal guard more or less has knowledge about the assignments, 02 are not aware of its attributions, another 04 responded to assist environmental agents by providing support regarding the safetyof visitors to the Park. Thus, the question of the absence of a specific preparation by the Guards interviewed was manifested when asked if they feel prepared to act in the CU. Therefore, it is concluded that the Municipal Guard has the mission of protecting the ecological patrimony, acting in the public space, parks, historical monuments, with educational actions and practices focused on the conservation of the environment, but the results show that the Municipal Guards is unsatisfactory, due to a lack of understanding on the part of the agents about their attributions to work in the CU. It is recommended that managers equip their corporations so that it is possible to exercise the activity by making this category an instrument of their Municipal Environmental policy. / O trabalho tem como o objetivo geral avaliar como a Guarda Municipal atende às demandas de serviço na área ambiental das Unidades de Conservação no município de Manaus. A visitação aos parques da cidade de Manaus ocasionam impactos em ambientes naturais por abertura de trilhas ou desmatamentos de uma determinada área, que provocam alterações na dinâmica de todo um ecossistema, dentre estas alterações a fauna é um dos alvos de impacto. Exemplos de impactos negativos sobre a fauna podem ser averiguados ao se realizarem estudos sobre a ecologia das espécies destes locais, os quais demonstram alterações na dieta e nos habitats animais em decorrência das mudanças a que são expostos nestes ambientes. Algumas espécies vegetais essenciais à alimentação destes animais são extintas com simples alterações no ambiente, também são constatadas mudanças comportamentais na fauna e aumento dos índices de mortalidade. Ressalta-se também os impactos sociais, de uma maneira geral, que estão relacionados muitas vezes a má conduta do visitante durante a visitação. Um exemplo refere-se à poluição visual. É considerada poluição visual, atos de vandalismo que depreciam a beleza da paisagem natural, do lixo que é levada pelo visitante e descartada indevidamente, ou o barulho das conversas que afugenta animais, ou o fato que são causados danos mecânicos sobre a vegetação, pelo pisoteio, resultando em perda de exemplares. Desta forma, questiona-se: Como a permanência constante do Guarda Municipal de Manaus, nas respectivas Unidades de Conservação, pode favorecer uma interação preventiva com o público, evitando assim, a degradação ambiental. Os procedimentos metodológicos do estudo constituem uma pesquisa bibliográfica do tipo analítico e descritivo, e uma pesquisa de campo. Na pesquisa bibliográfica os dados sobre o assunto foram coletados em livros, publicações como artigos científicos, periódicos, consulta a sites pertinentes na internet. Paralelamente à pesquisa bibliográfica, foram analisados documentos tais como: IBAMA, SEMMAS, informações sobre os instrumentos legais (Leis, Decretos, Portarias) sobre a Guarda Municipal. A pesquisa de campo incluiu a aplicação de um questionário semi- estruturado, com 10 (dez) questões abertas, dirigidas a 16 profissionais da Guarda Municipal e 10 (dez) questões abertas, dirigidas a 04 Gestores das UCs: 05 do Parque do Mindú, 05 da Nascente do Mindú, 05 da Reserva do Tupé,05 do Refúgio Sauim-Castanheira. Ocorre que dos 16 profissionais da Guarda Municipal escalados para responder ao questionário, somente 10 estavam presentes, pois segundo o Diretor da Guarda Municipal, houve redução de efetivo. Em resultado a pesquisa quanto às atribuições da Guarda Municipal nas UC’s de Manaus, dos 10 guardas municipais entrevistados, observou-se que 03 guardas municipais possuem conhecimento acerca das atribuições, 01 guarda municipal mais ou menos possui conhecimento acerca das atribuições, 02 não têm conhecimento das suas atribuições, outros 04 responderam auxiliar os agentes ambientais dando suporte no que se refere à segurança dos visitantes no Parque. Dessa forma, a questão da ausência de um preparo específico por parte dos Guardas entrevistados foi manifestada quando questionados se estes se sentem preparados para atuar na UC. Portanto, conclui-se que a Guarda Municipal tem a missão de proteger o patrimônio ecológico, atuando no espaço público, parques, monumentos históricos, com ações e práticas educativas voltadas a conservação do meio ambiente, mas os resultados mostram que a forma de atuação dos Guardas Municipais é insatisfatória, devido a uma falta de entendimento por parte dos agentes sobre suas atribuições para atuar na UC. Recomenda-se que os gestores equipem suas corporações para que seja possível exercer a atividade fazendo com que essa categoria seja um instrumento de sua política Ambiental Municipal.

Objetiva-se investigar se a inclusão da Guarda Municipal na agenda governamental da cidade tenha sido motivada em decorrência da necessidade de tratamento ou da resolução de um problema social percebido como coletivamente relevante ou, se esta tenha sido motivada por propósitos simbólicos. Ou seja, pretendese discutir se essa demanda política surgiu autonomamente na comunidade ou se o governo municipal criou condições para que tal demanda fosse produzida a fim de dar a impressão que o mesmo estava tomando atitudes. / The main objective of this research work, a study of political agenda setting, is to analyze how public security issues became important and politically significant, making Municipal Civil Guard be part of Juiz de Fora political agenda during Carlos Alberto Bejani’s mandate. This work aims to investigate if the inclusion of Municipal Civil Guard in the city’s political agenda was motivated by the lack of treatment or solution for a social problem recognized as a collectively relevant challenge, or if this action was motivated by symbolic purposes. In other words, it aims to discuss if this political necessity arose freely in the community or if the local government created conditions to produce this necessity in order to show that strategies to solve the problem were being developed.

James Mahoney & Kathleen Thelen (2010) desenvolveram um modelo teórico que permite observar e classificar os padrões de mudança institucional gradual e comparar os casos empíricos observados. A teoria liga modelos particulares de mudança institucional incremental a características do contexto político e às propriedades das instituições, que permitem estabelecer tipos específicos de agentes e de estratégias de mudança. De acordo com os autores, a mudança institucional gradual frequentemente ocorre quando há problemas de interpretação e execução de regras, criando a lacuna necessária para os atores interpretarem as normas existentes e implementarem a política pública de novas maneiras. Esta dissertação pretende demonstrar, de acordo com Mahoney & Thelen (2010), o processo de conversão institucional em curso nas Guardas Municipais brasileiras após a indução promovida pelo Governo Federal, na esteira de reformas da Política Nacional de Segurança Pública, iniciada nos anos 2000. A relevância do trabalho reside na tentativa de entender a evidência trazida pelo Instituto Brasileiro de Geografia e Estatística (IBGE), na pesquisa do Perfil dos Municípios Brasileiros realizada em 2006 (MUNIC 2006), de que as Guardas Municipais extrapolam suas funções na medida em que exercem atividades típicas de polícia ostensiva, em desacordo com o Artigo 144 da Constituição Federal, que estrutura a política de Segurança Pública brasileira. / James Mahoney & Kathleen Thelen (2010) developed a theoretical model that allows us to observe and classify the patterns of gradual institutional change and compare the observed empirical cases. The theory conect particular models of incremental institutional change to political context characteristics and properties of institutions that allow the establishing of specific types of agents and strategies of change. According to the authors, the gradual institutional change often occurs when there are problems of interpretation and enforcement of rules, creating the necessary gap for the actors to understand the existing standards and implement public policy in new ways. This thesis intends to demonstrate, according to Mahoney & Thelen (2010), the process of \"institutional conversion\" taking place in Brazilian Municipal Guards after the induction promoted by the Federal Government in the row of reforms of the National Public Security, which began in the years 2000. The relevance of the work lies in trying to understand the evidence brought by the Instituto Brasileiro de Geografia e Estatística (IBGE) - Brazilian Institute of Geography and Statistics - in the research profile of Brazilian counties held in 2006 (MUNIC 2006) that the Municipal Guards go beyond their duties when they perform typical ostensible police activities, in discordance with Article 144 of the Constitution, which structures the Brazilian Public Security Policy.

Este estudo tem como objetivo principal examinar os processos sociais referentes ao grau de profissionalização dos agentes da Guarda Municipal de Porto Alegre. Para tanto, estabelecemos quatro indicadores relacionados à profissionalização, são eles: formação, carreira, requisitos cognitivos e requisitos éticos. Buscamos, também, compreender as questões relacionadas às possíveis identidades profissionais formadas pelos agentes em estudo no que se refere à execução do seu trabalho. The importance of the evaluation of public policies in this context consists in a possible control tool, monitoring and necessary adjustments to the government to make the necessary changes. Given this reality, it is thought the research problem: how Mossor? (RN) city has implemented his public security policy? In general guideline of the research, we work with the following hypothesis: the own formulation of the National Policy of Public Safety there are elements that hinder the implementation of a public policy of municipal security in Mossor?. The objective of this research is to evaluate the existing security public policy in the city of Mossor?, by the elements that facilitate and/or hamper its implementation, through the actions of municipal government in the activities of the Mossoro Civil Guard (GCM). For this, a review of the implementation process was conducted, specifically its subprocesses of selection, training, and logistical or operational. Was used bibliographical research, documental primary and secondary, and field research, with conducting of interviews. It was found that with a staff of 197 guards, and with five years of creation, the actions developed by this institution refer to an early implementation of the municipal security policy. The guard has the basic pattern selection, part of function relocation and part of public tender. The formation occurs in an introductory way, however, not complete and specific, for the function performance. Its operability is limited by the number of existing effective and by the physical structure that has not matching the demand yet, which touches on the municipal budgetary reality of direct resource intended to safety. It was found the absence of a municipal plan of public security with principles, guidelines and goals that could direct the actions of the guard. It is concluded that despite of the implementation of the GCM Mossor? have not achieved, within the parameters of efficiency, efficacy and effectiveness have played their actions, projects and programs, it could trigger a process of opening for construction of a municipal security policy. As well as break with the paradigm of municipal actions just meant for surveillance of public property, interaction affirmative for the prevention of violence and crime / A tem?tica da seguran?a p?blica faz parte das discuss?es acad?micas e populares devido a v?rios fatores que atuam na sociedade e que culminam em um aumento crescente da criminalidade. A relev?ncia da avalia??o de pol?ticas p?blicas nesse contexto constitui-se em uma poss?vel ferramenta de controle, monitoramento e ajustes necess?rios ao poder p?blico para que realize as mudan?as necess?rias. (GCM). Para isso, foi realizada uma avalia??o de processo de implementa??o, especificamente dos seus subprocessos de sele??o, capacita??o e log?sticos ou operacionais. Utilizou-se pesquisa bibliogr?fica, documental, prim?ria e secund?ria; e de campo, com a realiza??o de entrevistas. Constatou-se que com um efetivo de 197 guardas, e com cinco anos de cria??o, as a??es desenvolvidas por esta institui??o remetem a um in?cio da implanta??o da pol?tica de seguran?a municipal. A guarda possui o padr?o b?sico de sele??o; parte de remanejamento de fun??o e parte de concurso p?blico. A metodologia a ser empregada consiste em dois métodos, diferenças-em-diferenças com correção espacial e o método de regressão descontínua (regression discontinuity design – RDD). O primeiro método visa avaliar o impacto das guardas municipais na taxa de crimes entre os anos de 2004 e 2012, visto que houve um grande aumento no número de municípios com guardas municipais dentro deste período. O segundo método analisa o uso de armas letais ou não-letais por parte das guardas municipais no ano de 2009 a partir da descontinuidade em torno dos municípios com cinquenta mil habitantes, valor este definido pelo Estatuto do Desarmamento, que estabelecia que apenas municípios com população superior a este valor poderiam possuir guardas municipais com armamentos letais. Os resultados encontrados apontam que a presença de guarda municipal, bem como o uso de armas de fogo pela mesma, não impacta significativamente a taxa de criminalidade / The aim of this dissertation is to evaluate the impact of municipal guards on the crime rate, and also to evaluate if the use of lethal and non-lethal weapons by these institutes cause any impact in crime. The methodology consists of two methods, spatial differences in differences and the regression discontinuity design (RDD). The first method is to evaluate the impact of municipal guards on the crime rate between 2004 and 2012, since there was a large increase in the number of municipalities that implemented municipal guards within this period. The second method analyzes the impact of the use of lethal or non-lethal weapons by municipal guards in 2009, as a result of the discontinuity around municipalities with fifty thousand inhabitants, a value defined by the Disarmament Statute, which established that only municipalities with population above this value could have municipal guards with lethal armaments. The results indicate that the presence of municipal guard, as well as the use of firearms by them, does not significantly impact the crime rate.
