Educação Popular em Saúde e Institucionalização

In the beginning, it was just peripherical activities but from 1988 - with the institution of the Public Health System (SUS) and now on, the Health Popular Education (EPS) conception is included at many areas of health production, like education, work and manegement. The studying object of this work has its focus in the process of institucionalization of EPS policy in the SUS, analysing the Health Municipal Secretary s Office of Recife, especialy the Executive Management of Basic Care, and those interfaces with another experiences of health education in the SUS. For understanding the contradictions of the Inside-Outside process of Popular Education in the Secretary s Office is necessary a refletion about the health popular education history and contributions, concerning the extended conception of health and the democratic and participative Management of Public Health System.The research shows EPS amid educators and managers as an ideological struggle process between the different compreensions of technical and political skills, for guarantee the institutionalization and legitimation of EPS. It shows also a try of overule these struggles, showing limits and possibilities on constructing strategies and a public agenda for the enpowerment of EPS policy in the SUS context. / Desde 1970, a Educação Popular tem sido incorporada na área da saúde. Inicialmente em atividades pontuais e mais periféricas e a partir de 1988 com a construção do Sistema Único de Saúde (SUS) a concepção de Educação Popular em Saúde (EPS) se fez presente em vários espaços da produção da saúde, como a educação, o trabalho e a gestão da saúde. O objeto de estudo deste trabalho está centrado no processo de institucionalização da EPS no SUS na gestão Municipal de Saúde da cidade do Recife, mais especificamente na Diretoria Executiva de Atenção Básica (DEAB) e tendo interfaces com outras experiências da EPS no âmbito do SUS. Para compreender as contradições no processo de inclusão e exclusão da EPS no âmbito do SUS na Secretaria de Saúde, faz se necessária uma reflexão sobre sua história e contribuições, através da concepção ampliada de saúde e de gestão democrática e participativa do SUS. A pesquisa revela que a EPS apresenta-se entre educadores e gestores de saúde como um processo de embate ideológico entre diferentes formas de compreender o técnico e o político, na perspectiva de garantir a institucionalização e legitimidade da EPS. Mostra, ainda, a tentativa de superar estes embates, evidenciando limites e possibilidades de construção de estratégias e agenda de ações para o fortalecimento da Educação Popular em Saúde no contexto do SUS.

Tensões entre as concepções e as políticas públicas de Educação Profissional em Saúde de nível médio no Estado do Rio Grande do Sul / Tensions between the conceptions and policies of Health Professional Education in the average level in the state of Rio Grande do Sul

A presente tese parte das questões relativas às tensões políticas/organizativas ou de concepção, existentes historicamente entre a saúde e a educação, referentes à Educação Profissional em Saúde; busca responder até que ponto as políticas educacionais respondem às necessidades de formação dos trabalhadores técnicos da saúde no Estado do Rio Grande do Sul, como também de que forma a autonomia estadual repercute sobre as políticas de saúde e de educação na área da educação profissional em saúde, visto que o processo de descentralização se dá de forma distinta nestes dois campos. O objetivo geral do estudo foi apreender as tensões de natureza conceptual, política e legal, historicamente construídas, na relação entre as necessidades de formação técnica em saúde e as políticas educacionais, identificando implicações sobre a regulação da Educação Profissional em Saúde no Estado do Rio Grande do Sul. Esta tese sustenta-se no materialismo histórico como teoria e método. Parte das concepções marxianas sobre o trabalho constituído das relações sociais em diferentes épocas históricas, da educação formal como parte da totalidade dos processos sociais e do Estado como um complexo de relações que materializa o modo de produção capitalista da sociedade. Estas concepções teóricas subsidiaram a revisão da literatura sobre a organização do trabalho em saúde e as políticas públicas de formação dos trabalhadores do nível médio na área da saúde. O caminho metodológico percorrido partiu da análise de documentos legais e escuta dos agentes formuladores das políticas de Educação Profissional em Saúde, membros dos Conselhos de Saúde e de Educação do Estado do Rio Grande do Sul. Os resultados mostraram que as políticas de Educação Profissional, tanto do setor saúde como da educação, são ainda transversalizadas pela dinâmica da sociedade do capital, onde o Estado alinha-se na defesa dos interesses do setor privado, tanto na prestação de serviços, como na formação dos trabalhadores de saúde. Foi confirmada a hipótese de que as contradições dos campos da saúde e da educação se refletem nas políticas públicas, dificultando a transformação dos modelos de atenção à saúde e de formação dos trabalhadores do nível médio. A superação destas dificuldades poderá ser alcançada a partir de propostas de políticas públicas integradas entre os campos da saúde e da educação, sustentadas na reflexão teórica, no sentido da integração entre trabalho e ensino, para a formação dos trabalhadores de saúde do nível médio. / This thesis cares about the issues relating to the historic political/organizational tensions between health and education fields, related to Health Professional Education; it searches to answer the scope to which educational policies respond to training of the technical health workers needs in the state of Rio Grande do Sul, as well as how the state autonomy affects on health and education policies in the area of professional education in health since the decentralization process occurs differently in those fields. The overall purpose of the study is to understand the historically constructed tensions of conceptual, political and legal nature of the relationship between the need for technical health training and education policies, identifying implications for the regulation of Health Professional Education in the state of Rio Grande do Sul. This research is supported in the historic materialism as theory and method and starts from Marxist conceptions of the work as social relations in different phases of formal education as part of the totality of social processes. The study analyzes the state as a complex of relationships that materializes the capitalist mode of production in society. These concepts could support the review of literature on the health work organization and the public polices for mid-level health workers training. The methodological path followed departed from the analysis of legal documents and from listening the Professional Health Education polices formulators who are members of the Health and Education Council. The results of the research evidence that the policies of vocation, where the state lines up to defend the interests of the private sector, even in the provision of services and in health workers training. The hypothesis that the contradictions of the fields of health and education are reflected in public policies, making the transformation of health care models and workers training in the technical level was confirmed. The overcoming of these difficulties can be reached with the integration of the public polices proposals from both fields, health and education, with the support of the in theoretical reflection on the integration between work and school, for the technical health workers training.

Clínica de uma vida : estilhaços de educação e[m] saúde

A presente dissertação busca produzir um movimento rizomático de escoar e avessar as imagens do pensamento em/na saúde coletiva. A medicalização da vida é o tema central dessa pesquisa. Ela faz-se presente, não apenas na intervenção médica diretiva, stricto senso, das subjetividades. Ganha outras formas no contemporâneo como aquilo que [des]potencializa o viver, como captura das produções dos eus. Nas brechas do texto, se quis pensar, em como se compõem as imagens, sendo esse o tema do entre, do meio. Nesse trabalho tentou-se operar com uma imagem do pensamento a partir do pensamento da imagem sobre medicalização da vida. Desenvolveu-se como campo de pesquisa o projeto de Extensão “Por Uma Clínica de Uma Vida: Políticas de Cuidado na Educação e Saúde”, operando com quatro encontros agenciados pelas linguagens da arte, conceitualizando-se o termo_palavra_conceito Oficinaulas. Esta pesquisa inscreve-se na perspectiva teórica da Filosofia da Diferença, como interlocutor, Gilles Deleuze. Os lampejos de Georges Didi-Hubermam ajudaram a atravessar à noite escura de nosso tempo. Utiliza-se como metodologia a cartografia. Apresenta-se a ideia força de Clínica de Uma Vida, como uma operação micropolítica, para movimentar os processos imanentes na saúde e na educação. Finaliza-se trazendo como processo de pensamento três instantes, que diz do "como se faz": o Instante Utópico como sustentação das pequenas luzes; Instante Quaisquer de produção de estilhaços e Instante Ludopedagógico como possibilidade de um devircriança. O que resulta dessa pesquisa são imagens pensamento que falam sobre os modos de cuidar e produzir saúde; de uma clínica [dos pormenores] de uma vida; das oficinaulas como um dispositivo de aprendizagem que se faz necessário para produzir lampejos escritos, por mais frágeis e fragmentados que sejam, sobre medicalização da vida. Pesquisar uma Clínica de Uma Vida para dizer de um lugar, onde a vida acontece na imanência, que é [por]menor, que diz de uma política de vida que lampeja pequenos pontos de luz nas noites escuras. / This work tries to produce a rhizomatic movement flow and 'avessar' images of thought in / on public health. Culturally sensitive and community-based HIV/AIDS prevention messages for African American women

These epidemiological data highlight a critical need to develop intervention campaigns that communicate risk reduction strategies to this population. Using the framework of the Information-Motivation-Behavioral skills (IMB) model, the current study recruited African American women to view one of four brochures in which two experimental treatments were crossed: African American/individual prevention; Caucasian/individual prevention; African American/community prevention and Caucasian/community prevention. Attitude toward the message, risk perception, self-efficacy and community responsibility were measured through a survey questionnaire. Results showed that participants who viewed brochures featuring African American women displayed more favorable attitudes, increased self-efficacy, increased community responsibility and increased perceived risk for other African American women. The limitations of this study and implications for future research and development of HIV/AIDS prevention strategies are discussed.

Racial and ethnic disparities in access and utilization of dental services among children in Iowa:

Even though the oral health of Americans has improved greatly in the last 50 years, some specific groups of the population have been left behind. Latinos, children and adults, bear a disproportionate burden of oral diseases. Latino children, the fastest growing minority group of children in the US, are affected disproportionately by oral diseases like dental caries compared to other groups. Understanding the difficulties and barriers that these children have to utilize dental care will help us in the future to develop effective programs to reduce health disparities in this segment of the population. The purpose of this study is to identify the factors that determine dental services access and utilization by children in the state of Iowa. Emphasis will be given to differences in utilization of dental services among different racial/ethnic groups. Additionally, the study will describe and compare difficulties in utilization of care among Latino children whose parents answered the survey in English (LE) and those who answered it in Spanish (LS). In order to address these objectives existing data from the Iowa Child and Family Household Health Survey 2005 (HHS) were analyzed. The dependent variable for the study was utilization of dental services. This outcome variable was dichotomized as whether or not the child had a dental visit in the last year. Characteristics of study subjects were first analyzed through descriptive statistics. Bivariate analyses were conducted to assess associations between the dependent variable and independent variables. Multiple logistic regression was used to identify factors associated with utilization of dental services in Iowa's children, and for each different racial and ethnic group. Seven factors were related to the time of the last dental visit for Iowa children: Having a regular source of dental care, dental insurance status, having a dental need in the past 12 months, brushing habits, the age of the children, and family income. The same seven factors were correlated to having a dental visit for white children. For African-American children, having a regular source of dental care, dental insurance status, and having a dental need in the last 12 months were the factors that were found associated to the time of the last dental check-up. For the Latino Spanish children, having a regular source of dental care and the age of the children were factors associated to dental utilization. Finally, for the Latino English children, the only factor associated with having a dental visit was having a regular source of dental care. Information from this research gives policy makers, public health workers, and clinicians an overview of oral health disparities affecting children in the state. For those agencies in Iowa interested in the improvement of access and utilization of dental services for minority children, this project gives important inside about the factors related to the use of services for different racial/ethnic groups in the state.

Title: Exemption from physical education in a secondary school Objectives: The main goal of the thesis is to examine the extent and also main reasons for partial and full exemption of pupils from physical education in a secondary school. That will be reached per analyzing results from survey whose participants will be headmasters from Prague grammar schools. There will be also explained how lessons absence of pupils is compensated and how the schools solve final classification. Methods: For obtaining data, the electronic questionnaire examining the topic of exemption from physical education was made. The questionnaire was sent to fill to competent persons at Prague grammar schools. Their answers were then organized and analyzed for final results. Results: Every monitored school had at least one student partly exempted from physical education. Only one school had not a single student fully exempted. Compared with Czech School Inspection data from 2016 the average numbers of exempted students were lower. Ratio of girl and boys was almost equable. The most frequent medical cause for exemption was weakening of muscular- skeletal system, from nonmedical causes it was sport aktivity out of school. Nacionální ideologie sokolského hnutí v prvních dvou desetiletích jeho existence / National Ideology of the Sokol Movement in the First Two Decades of its Existence

The aim of this work is to analyze the linguistic representations in the early texts of Sokol and to show to what extent and how the discourse of Sokol is built on national- ideological grounds. I understand national ideology as a complex principle, yet unbounded and undefinable, which connects and develops certain assumptions, ideas and, in the case of the 19th century, especially ideals for their massive expansion and acclaim. This is happening through a specific Sokol discourse. Within this discourse, I will distinguish between different levels on which the ideals connecting gymnastic and nationalist interests are produced using different argumentative and narrative devices. The work contains of three analytical parts. The first one deals with the discursive mechanisms - repeated argumentation or narrative strategies and rhetorical devices. In the second part, I deal with Sokol conception of the ideal man and the third part deals with question, how specifically the ideal person is involved in the prosperity of the nation, therefore in the declared main objective of Sokol efforts.
