Previous issue date: 2004-04-16 / The study has focus in the bank user s behavior, presents in the electronic cash dispenser of
the advanced positions of services of the Bank of Brazil and of the Real Bank, located in the
campus of the Rural Federal University of Rio de Janeiro. It is centered in their perceptions of
use of the Internet Banking, what generated the theme for the report of the evolution of the
inclusion of the Technology Information in the banking sector. A questionnaire was
distributed among the users of the electronic cash dispenser, after use, asking them on some
personal characteristics - in order to identify statistical correlations - and also on their
perceptions in the use of electronic cash dispenser and internet banking services, supplying
data to the Bank Institutions, for a better strategic administration of their physical and human
resources. The Study of the Case was the applied methodology, taking advantage of the
natural atmosphere and giving emphasis to the present time, with access to the people and
observation of the process in focus. The sampling is not probabilistic, consists of selecting the
elements in function of it s presence at a specific moment (03-07/03/2003). The approach was
in a driven way, through questionnaire with open and closed subjects and of multiple-choice.
The banks has a relevant participation in the technological development of the country, when
integrating, through the communication nets, the bank agencies, allowing transactions in real
time. The study identified a high level of acceptance of Home Banking, in spite of being little
used, what was justified mainly by the computer lack, as well as also the inaccessibility of the
Internet. The ignorance and the resistance to the new technology were also mentioned, what
implicates in another type of investment, in education, to be implemented for the customers to
have capacity to execute the operations on line, including them to the digital access. A point
of view to be considered is the cost of a customer not getting to accomplish his/her role,
implicating in the loss of his/her self-esteem, need that if will not be taken care of, will be
able to generate as result for the bank, the loss of the customer. For the company positioned in
a competitive atmosphere, the ability to offer information, help in the construction of the
image to the consuming public. / O estudo est? voltado para o comportamento dos usu?rios banc?rios, presentes nos Caixas
Eletr?nicos dos Postos de Servi?os do Banco do Brasil e do Banco Real, localizados no
campus da Universidade Federal Rural do Rio de Janeiro. Ele ? centrado nas suas percep??es
de utiliza??o do Internet Banking, o que gerou o tema para o relato da evolu??o da inclus?o da
Tecnologia da Informa??o no setor banc?rio. Um question?rio foi distribu?do entre os usu?rios

amostragem ? n?o probabil?stica, consiste em selecionar os elementos em fun??o de sua
presen?a em um momento preciso (03-07/03/2003). A abordagem foi de forma dirigida, por
meio de question?rio com quest?es abertas e fechadas e de m?ltipla-escolha. Os bancos
representam um importante papel no desenvolvimento tecnol?gico do pa?s, ao integrar,
atrav?s das redes de comunica??o, as ag?ncias banc?rias, permitindo transa??es em tempo
real. O estudo identificou um n?vel elevado de aceita??o do Home Banking, apesar de ser
pouco utilizado, o que foi justificado principalmente pela falta de computador, assim como
tamb?m, a inacessibilidade da Internet. O desconhecimento e a resist?ncia ? nova tecnologia
tamb?m foram citados, o que implica em outro tipo de investimento, em educa??o, a ser
implementado para que os clientes tenham capacidade para executar as opera??es on line,
incluindo-os no acesso digital. Um ponto de vista a ser considerado ? o do custo de um cliente
n?o conseguir realizar o seu papel, implicando na perda de sua auto-estima, necessidade que

The use of the Web to carry out business on the Internet has become a viable option in all business sectors, and Internet banking in South Africa is no exception. The nature of business on the Internet in South Africa and the World is investigated. The extent of Internet banking in South Africa is ascertained and the expectations and perceived problems of online bankers are discussed. The importance of Human Computer Interface and Web Interface Design for successful business is promoted with a discussion of their guidelines and principles. Web Evaluation techniques and Tools are assessed and The "Gartner" Web evaluation tool is selected to evaluate the three bank Web sites. The results of the evaluation indicate that there are several generally well implemented design criteria used by all of the banks while some criteria are not implemented at all. Each bank is discussed individually to identify strong and weak features of their Web site design. Essential aspects of Web design have been proposed for inclusion during the design of "online" Banking Web sites.

computerisation of the payment system has had a far-reaching effect on fund
transfer systems all over the world. The most important purpose of this thesis is to
indicate the nature of an electronic fund transfer; to set out the relationships of the
parties involved in an electronic funds transfer and to show by comparison with other
legal systems where our law may be deficient in the regulation of the computerised
payment system.
At the outset, the nature and functions of money are compared to electronic fund
transfers and a distinction drawn between paper-based transactions and electronic
fund transfers. In this regard, electronic fund transfers as method of payment is also
discussed.
Automatic computer processing also gave rise to a variety of new kinds of financial
services. A distinction is made between customer-initiated systems (A TM' s, EFTPOS
and home-banking services) and systems used by the banks to effect electronic
funds transfers between banks and to send financial messages. In this regard, the
settlement function of clearing houses and the legal nature thereof are examined. A
description of a local clearing house, the ACB, is included as well as a discussion of the clearing of cheques, the moment of payment of cheques and the status of the
ACB.
Other relevant legal aspects of the computerisation of the payment system which are
examined and discussed are the following: the use of the so-called electronic
signature; the regulation of risks in electronic payments and the creation of sufficient
security measures; the criminal liability of an accused in the case of an unauthorised
withdrawal or transfer; questions and problems surrounding evidential matters; the
putting into operation of procedures to correct errors and the creation of an
ombudsman to settle and resolve disputes; cheque truncation and the right of an
individual to privacy in the milieu of electronic payments. Finally, the legal
relationships between the parties involved in a credit transfer and the moment of
payment is examined. Regulation in this regard is also considered. / Die ontwikkeling van gesofistikeerde rekenaartegnologie en die gevolglike
rekenarisering van die betalingstelsel het 'n verreikende effek op die
fondsoordragstelsels van banke regoor die wereld gehad. Die belangrikste
doelstellings van hierdie proefskrif is gevolglik om die aard van 'n elektroniese
fondsoordrag aan te dui; om die verhoudinge tussen die partye betrokke by 'n
elektroniese fondsoordrag nader te omskryf en om by wyse van 'n regsvergelykende
ondersoek aan te toon waar daar leemtes in ons reg ten opsigte van die regulering
van die gerekenariseerde betalingstelsel bestaan.
Die aard en funksies van geld is ter aanvang met elektroniese fondsoordrag vergelyk
en 'n onderskeid is tussen papierbasistransaksies en elektroniese fondsoordragte
getref. In hierdie verband is elektroniese fondsoordrag as betalingsmetode ook

Looking at the astonishing growth of Internet and the Web, companies are stiU leaming how to use electronic commerce in their business processes as well as in strategies to integrate themselves both internally and externally. Banks have since long been among the companies with the highest leveI of information technology spending in order to support their processes, to reach business efficiency and improve the quality of banking services. Being originated in the technological convergence of computing and telecommunications, electronic commerce open great opportunities to banks, which have been looking for effective ways to offer off-branch banking services for decades. The importance of electronic commerce evolution to banks is even more relevant if it is considered that there is no commerce without payment and they are the main players to keep a trustful and flexible payment system. Therefore, the growing use of the Web and the Internet by banks implies also the consolidation of electronic commerce, either by their importance in controlling the payment system or the trust they mean to electronic fund transfer systems users. This work intends to create ways to evaluate the evolution of electronic commerce in banking services and the diffusion of Web use among banks. Since banks can use the Web to release information, deliver banking products and services and improve customer relationship, Web site analysis, surveys and interviews were taken to identify direction, rate, determinants and implications of Web use evolution among banks. / O comércio eletrônico é uma força que promete mudar definitivamente o cenário das empresas e seu relacionamento com clientes, fornecedores e parceiros. De olho no crescimento explosivo da Internet e da Web, as empresas estão aprendendo a utilizar o comércio eletrônico em seus processos de negócio tanto quanto nas suas estratégias de integração interna e externa. Os bancos têm, desde há muito, estado entre as empresas que mais investem em tecnologia de informação para apoiar os seus processos de negócio, buscar a eficiência empresarial e aumentar a qualidade dos seus serviços. Tendo suas origens na convergência tecnológica entre a computação e a telecomunicação, o comércio eletrônico abre um leque de oportunidades aos bancos que há muito buscam alternativas para oferecer aos seus clientes a possibilidade de operar serviços bancários remotamente, sem a necessidade de deslocamento até Uma agência.
