A presente dissertação analisa os processos participativos como alternativa para o planeamento face às circunstâncias de crise atuais. A pesquisa, desenvolvida a partir do estudo de um caso concreto, a zona industrial de Santa Cruz do Bispo, Matosinhos, está estruturada em quatro partes:1. O enquadramento do problema, em que se desenvolve uma leitura das dinâmicas territoriais, socioeconómicas e urbanísticas que concorrem para a produção do contexto de impasse e incerteza contemporâneo. Nomeadamente, destaca-se o carácter "transgénico" e fragmentário da porção de território considerada, a importância e a irreversibilidade da recessão económica em ato e a incapacidade pelos instrumentos de gestão territorial de lidar com a presente situação. Os efeitos dessa combinação de fatores reproduzem-se a nível territorial na forma de um significativo desperdício de recursos espaciais e económicos, alvos de uma possível intervenção de regeneração urbana.2. A formulação da hipótese da implementação da participação pública, qual possível solução para tornar as práticas de planeamento atuais em processos flexíveis e capazes de aproveitar as oportunidades latentes no território. Nomeadamente, propõe-se a inclusão nos processos de planeamento à escala municipal de dinâmicas bottom-up descentralizadas. Desta forma pretende-se integrar com a contribuição ativa e estruturada dos cidadãos a produção do conhecimento sobre o território indispensável para intervir no espaço urbano.3. A resposta teórica, que constitui uma análise das diferentes alternativas para a montagem de um processo de planeamento participativo, em relação aos objetivos que se pretende alcançar, aos momentos em que incluir os principais stakeholders, ao papel por eles desempenhado e às técnicas utilizadas na implementação do processo. O discurso é dirigido em particular às administrações públicas, entidades responsáveis pela promoção, pela gestão e, em certa medida, pela execução do processo, juntamente com os atores locais, que neste contexto se tornam nos verdadeiros protagonistas da ação regeneradora do espaço de uso coletivo.4. O estudo de caso, em que se procura regressar à área de Santa Cruz do Bispo para testar em objetivos concretos as contribuições teóricas anteriormente propostas e confirmar a hipótese inicial. A partir da análise das características peculiares da freguesia e do potencial representado por elementos que atualmente se encontram desqualificados, propõe-se uma ação de regeneração urbana participada focando em três casos específicos: a reativação de terrenos disfuncionais para uso agrícola; o melhoramento da fruição das margens do rio Leça; a integração urbana do parque escolar da Portela.Através destes exemplos, pretende-se despertar o interesse para um tema ainda pouco investigado em Portugal, mas que acredita-se essencial para operar no espaço urbano de forma democrática e abrangente, nomeadamente nas conjunturas de precariedade atuais, onde a falta de recursos para o planeamento do território pode ser integrada com a contribuição ativa de um conjunto de atores locais. Na procura de uma resposta concretamente viável, é analisada a possibilidade de implementar a participação pública nos processos de planeamento municipais, sem entrar em conflito com a estratégia geral, mas desenvolvendo um trabalho em paralelo a contacto com a realidade local e aumentar desta forma a eficácia dos instrumentos de gestão do território. / This dissertation analyses participative processes as an alternative for planning in present circumstances of crisis. The research, developed from the case study of the industrial area of Santa Cruz do Bispo, Matosinhos, is structured in four parts:1. The framing of the problem: a description of territorial, socioeconomic and planning dynamics that contribute to the development of the stagnant and uncertain present-day context. In particular, we highlight the "transgenic" outline of the territory examined, the importance and irreversibility of the current economic recession and the incapacity by urban planning tools to deal with this situation. The effects of this combination of factors is visible on the territory as a significant waste of spacial and economic resources, targets for a possible intervention of urban regeneration.2. The formulation of the hypothesis: the implementation of public participation, as a solution to convert current planning practices in flexible processes, capable to seize the opportunities latent in the territory. In particular, we propose the inclusion in municipal planning processes of bottom-up, decentralized dynamic. In such way, we intend to integrate with the active and structured contribution of citizens the production of the local knowledge, essential to intervene on urban space.3. The theoretical response: an analysis of various alternatives for setting up a participative planning process, according to the goals to be achieved, the time to involve key stakeholders, the role they play and the techniques used in the implementation of the process. This question is mostly addressed to public administrations, responsible for the promotion, management and, to a certain extent, execution of the process, alongside local players, which in this context become the actual protagonists of the regeneration of public space.4. The case study: going back once again to the area of Santa Cruz do Bispo to test on concrete objects the previously proposed theoretical contributions and confirm the starting hypothesis. From the analysis of local features and the potential of elements which are currently disqualified, we propose a participative urban regeneration process, focusing on three specific cases: the reactivation of dysfunctional land for agricultural use; the improvement of the Leça river banks; the urban reintegration of Portela school park.Through these examples we intend to arouse interest for a topic not yet sufficiently investigated in Portugal, but that we believe is essential to operate on urban space in a democratic and comprehensive way, particularly in the present instable context, where the lack of resources for spatial planning can be integrated with the active contribution of a set of local actors. In seeking a concrete response, we analyse the possibility of implementing public participation in municipal planning processes, without diverging from the overall strategy, but developing a parallel work, in contact with the local reality and thus increasing the effectiveness of territorial management tools.

A presente dissertação aponta para o estudo da influência dos transportes públicos no desen- iiivolvimento urbano da cidade portuária de Valparaíso, no Chile, cruzando o seu passado com asperspectivas de futuro que a cidade enfrenta._Partindo de uma ideia geral de regeneração urbana das cidades contemporâneas através dostransportes públicos que inclua, simultaneamente, a grande e pequena escala, a cidade portuáriade Valparaíso apresenta-se como um objecto de estudo com um papel especial nesta dualidadepois representa, em muitos aspectos, um desvio interessante no que toca à cidade hispano americanaconvencional. Valparaíso é hoje reconhecida como património mundial da Humanidade eparte desse reconhecimento incluí o seu sistema de transportes urbanos complexo com especialdestaque nos antigos funiculares.Apresenta-se uma análise histórica que pretende recuperar alguns dos costumes instauradosnos finais de século XIX com o surgimento dos transportes públicos em Valparaíso através do estudode como estes modificaram a cidade de forma distinta àquela produzida pelo recente adventodo transporte individual motorizado.Como denominador comum ao estudo e à posterior estratégia de intervenção está o conceitode movimento, conceito fundamental que molda simultaneamente a geografia, a morfologia e osmodos de viver da cidade.Finalmente é apresentado um projecto que define uma estratégia compreensível de intervençãoà grande e pequena escala que, numa tentativa de clarificar e adaptar o papel dos transportes públicosna cidade, desencadeie um processo de regeneração urbana na cidade. / The following essay aims for the study of the public transportation's influence in the urban de- vvelopment of the harbour city of Valparaíso, Chile, crossing its past with the future perspectivesthat it faces.Starting from a more general idea of urban regeneration of contemporary cities through thepublic transportation that includes, simultaneously, the large and small scale, the harbour city ofValparaíso stands as a case study with a special role in this duality for it represents, in many ways,an interesting deviation of the conventional Latin American city. Valparaíso was recently recognizedas a World Heritage site and part of that recognition includes its urban transportation with specialfocus on its set of old funiculars.A historical analysis is presented seeking to recover some of the habits established in the lateXIX century after the emergence of public transportation in Valparaíso through the study of the wayit modified the city differently from the posterior arrival of the more recent individual motorizedtransportation.The common denominator to the study and subsequent intervention strategy is movement, keyconcept that shapes simultaneously the geography, the morphology and the ways of living in thecity.Finally it is presented a project that defines a comprehensive strategy in large and small scalethat, through an attempt of clarifying and adapting the public transportation in the city, would triggera process of urban regeneration in the city.

Este trabalho desenvolve-se no sentido de articular dois temas específicos da arquitetura, a casa e o habitar com o ato de projetar a primeira habitação. Neste sentido, a presente dissertação pretende refletir e validar os métodos projetuais de dois grandes mestres da Arquitetura Portuguesa, Álvaro Siza Vieira e Eduardo Souto de Moura, a fim de compreender os seus processos e metodologias e, com isso, construir uma 'estrutura' que possa funcionar como ferramenta de trabalho no desenvolvimento de um projeto para uma habitação unifamiliar.Para tal, aborda-se alguns conceitos da casa contemporânea segundo as perspetivas dos dois arquitetos referidos e, consequente análise das suas primeiras habitações unifamiliares, procurando desta forma indicadores de organização do espaço que promovam e estimulem um conjunto de competências na integração de um jovem arquiteto à realidade projetual.Neste sentido, cruzam-se temas como o Habitar Contemporâneo, a Primeira Casa, o Método e o Processo, com o intuito de se perceber de que modo o estudo e análise destes modelos de habitar e destas primeiras casas, podem contribuir para o desenvolvimento de um projeto para uma habitação. Com isto, é exposto o processo projetual de uma casa - a primeira casa - servindo ao propósito de questionar, relacionar e até mesmo incorporar no anteriormente analisado.Esta pesquisa serve de inspiração e suporte para a apresentação de possíveis abordagens, por parte dos arquitetos, tendo em atenção referências do passado como influência direta no método projetual da habitação unifamiliar. / This work is developed in order to articulate two specific subjects of architecture, the house and the living with the act of designing the first home. In this respect, the present dissertation intends to approach and validate the project's methods of two great masters of the Portuguese Architecture, Álvaro Siza Vieira and Eduardo Souto de Moura, in order to understand their processes and methodologies and thereby build a 'structure' that can function as a tool in developing a design for a single-family house.For this purpose, some concepts of the contemporary house are covered under the perspectives of both architects, and consequently the analysis of their first single-family houses, looking for spatial organisation indicators, in order to promote and stimulate a set of skills in integrating a young architect to a projectual reality.In this regard, there will be a crossing of subjects such as Contemporary Living, First Home, Methodology and Process, in order to understand how the study and analysis of this type of living and these first houses, can contribute to design a house. Due to this fact, the conceptual process of a house is exposed - the first house - serving the purpose of questioning, relate and even incorporate the previously analysed.This research intends to be an inspiration and encouragement for the staging of possible approaches made by architects, taking into account references to the past as a direct influence on project's method of a single-family house.

Sobre A Singularidade Do Lugar é um estudo que se debruça sobre aquestão do LUGAR, tema frequentemente estudado e essencial para a arquitetura.Contudo, nesta tese o foco está em lugares com característicasexcecionais - incontornáveis, incontroláveis, extraordinários,impossíveis, imprevisíveis -, que promovem e propulsionam a produçãode arquiteturas inteiramente ligadas e dependentes da envolvente emque se inserem. Lugares que pelas suas características tenham uma influênciadireta sobre a arquitetura, sobre o Homem, sobre a sua formade habitar.O estudo pretende realizar uma análise não só formal e construtiva,como também experiencial. Ambiciona-se demonstrar que as circunstânciasque envolvem a arquitetura - as restrições, condicionantes equalidades - permitem e proporcionam oportunidades de superação paraos arquitetos. O foco deste trabalho está sobre o processo de criaçãoarquitetónica, procurando compreender as questões com que os arquitetosse debatem no encontro entre o lugar e arquitetura.Os casos selecionados sublinham a interação entre a arquitetura e olugar e reforçam a questão da influência do carácter do lugar no resultadofinal da arquitetura. Poderiam ter sido selecionados muitos outroscasos de contextos, ambientes e autores distintos. No entanto, esteestudo foi direcionado para lugares singulares, assim denominados peloseu carácter excecional que afetam de forma muito expressiva as opçõesdos arquitetos deixando marcas facilmente reconhecíveis nas soluçõesarquitetónicas pelo seu diálogo intenso com a envolvente. Os contextosexcecionais em estudo promoveram soluções arquitetónicas inovadoras,exclusivas e surpreendentes, que permitiram elaborar conclusõesdistintas que densificam a dimensão do processo de trabalho em que seenvolve a produção da arquitetura.Nesta tese, há um aproximar da lente, um cingir da observação a obrasdependentes da sua relação com a envolvente. Ou seja, há uma limitaçãoao estudo de projetos em que todos os elementos, decisões e soluçõesestão envolvidos íntima e indissociavelmente ao contexto em que seencontram. Estas arquiteturas são um reflexo das circunstâncias, masnão um espelho. Imergem nas condições singulares em que se encontram,dialogando intensamente com elas; mas sem se esconder ou abandonar asua identidade arquitetónica. Os projetos selecionados para o estudosublinham a vontade da arquitetura em se afirmar como mais uma camadada envolvente, marcando e definindo o seu espaço no contexto, vinculando-se ao lugar de forma permanente.Esta tese revela a intenção de estudar o processo de criação, de observaçãoe de integração que é feito pelos arquitetos em cada projeto.Para que pudesse haver a compreensão destes momentos definiram-selinhas gerais de estudo e questões que permitiram a interpretação dosprojetos. E, limitou-se o estudo a seis casos de arquitetura com característicassingulares que nos aproximaram de forma mais evidente dequestões de interação entre o processo de criação da arquitetura e ainfluência que o lugar tem nas decisões de projeto. / Sobre a Singularidade Do Lugar it´s a study that has the landscape andthe surroundings as the primary interest. This subject is frequentlystudy in architecture and is considered an essential matter. However,in this thesis, the focus will be only in places where the landscapeis so exceptional - incontrollable, extraordinary, impossible, and unpredictable-, that promotes the production of architectural projectscompletely linked and dependent to the surroundings. Environments,places and landscapes whose characteristics have a direct influence onarchitecture, on Men, and in his way of living.This study is not only formal and a constructive analysis, but also anexperiential one. The ambition is to show how the circumstances surroundingarchitecture - the restrictions, limitations and qualitiesof places - promote opportunities for architects to achieve higher andsearch for exceptional solutions. In this work the interest is on theprocess of architectural creation, searching to understand questionsraised in the encounter between landscape and architecture. This thesissinks to comprehend what are the matters and conditions imposed bythe surroundings to architecture, and how architects respond to thecircumstances around them.The study cases that were selected for this work underline the interactionbetween architecture and landscape, and also empathizedthe influence on the final project solution that the character of thelandscape has. There could be other projects selected, in differentenvironments and made by different authors. However, this thesis wasdirected to the analysis of singular and exceptional landscapes thatdetermine and affect clearly the options of architects. The intensedialog that is created between this kind of excisional places and architectureleaves marks on this projects that are easily spotted. Andalso provides the right environment to produce new, exclusive and surprising architecture solutions. This solutions promote many distinctiveconclusions that amplify the real dimension of the process thatinvolves architecture creation.In this thesis we focus on the study of cases that are completelydependent and related to the surroundings. This work only examinesprojects whose elements, decisions and solutions are fully and intimatelyconnected to the context. This architectural cases reflect thesurroundings, but they don't mirror it. They immerge in the landscape,in an intense dialog with the qualities and conditions that define thecontext; but this projects never hide behind the circumstances orabandon their architecture identity. The projects selected for thisstudy show the will of architecture to become a part of the landscape,to mark the place, and are linked permanently to the surroundings.This work reveals the intention of studying the process of creation,analysis and integration that architects make in every architecturalproject. To reach the comprehension of this we define guide lines andquestions to interpret the projects. And limited the spectrum of studyto six cases that reveal more clearly the relation between architecturecreation process and the influence of the projects surroundingcircumstances in final architectural solution.

Um certo modo de viver a memória que somos nós pretende propor uma intervençãoque possa, eventualmente, no futuro ser vinculada a uma metodologia de reabilitação.Uma abordagem que serve de alerta para a perda de autenticidade e identidadeprovocada por intervenções que não cumprem o objetivo de garantir a preservação dopatrimónio.Procura-se sugerir a intervenção através do estudo do testemunho quer teóricoquer prático deixado por Raffaele Stern numa época em que se começava a sentir necessidadede se salvaguardar memórias arquitetónicas para as gerações futuras.O trabalho desenvolve-se em cinco capítulos, centrando-se a demonstração daaplicação dos princípios delineadores da intervenção no terceiro capítulo. O Capítulo 1retrata, fundamentalmente, o conteúdo dos escritos de Raffaele Stern sobre arquiteturacivil e das suas duas únicas intervenções de restauro - o Coliseu de Roma e o Arco de Tito.O Capítulo 2 apresenta uma perspetiva histórica das abordagens, na disciplina de restauro,a produção de documentos internacionais e conclui com a enunciação dos fundamentosque estarão na base da intervenção. O Capítulo 3 introduz o caso de estudo - a Casa deSanto Tirso - relevando as suas caraterísticas e história, sem esquecer o contexto em quese integra. O Capítulo 4 surge como concretização teórica da proposta de intervenção,onde se reflete sobre os estudos de salvaguarda do património e da memória efetuados noscapítulos anteriores. O capítulo 5 apresenta as considerações finais.O objetivo é estudar uma nova forma de intervir que se desenvolve com a intençãode se preservar a identidade, autenticidade, história e memória através da conservaçãodas marcas do edifício, prolongando a sua vida, tornando-o útil no presente e com valorde documento. / "A certain way of leaving the memory which we are" tries to propose an interventionthat eventually may be linked to a methodology of reabilitation. An approach whichworks as an alert to the loss of authenticity and identity caused by interventions that don'tfulfill their purpose of guarantee the preservation of patrimony.It is through the study of the theoretic and pratical legacy left by Raffaele Stern, ina time when it was starting to feel the uprising care necessity of the protection the architecturalmemories for the future generations, that the intervention is suggested.The work is divided in five chapters, whereas the demonstration of the principlesof the intervention are present in the third chapter. The 1st chapter is about the writtenlegacy of Raffaele Stern and his two works of restoration - the Collosseum and the Archof Titus. The 2nd chapter portrays the historical perpective of interventions, in restoration,the production of the international Charters and concluds with the enunciation ofthe ideas that will be the base of the present proposal. The 3rd chapter introduces the casestudy - "a Casa de Santo Tirso" - revealing its characteristics, history and general context.The 4th chapter is the intervention, in a theoretical perpective, where is shown the reflectionof the studies of the protection of patrimony and memory made in the previouschapters. The 5th chapter presents the final conclusions.The goal is to study a new way of intervention which unrolls on the intentionof preserving the identity, authenticity, history and memory through the of the building,extending its life, making it useful in the present with a document value.

É com base na ideia da arquitectura enquanto acção única e irrepetível, sobre uma circunstância espacial, que se desenvolve este trabalho. A singularidade do processo criativo e ao mesmo tempo a transversalidade das questões primárias do acto arquitectónico, mostram como cada autor parte de uma génese comum, e a partir daí vai construindo o seu corpo consoante as escolhas que vai fazendo.Ingressamos assim numa digressão sobre os mundos interiores de três autores - Lacaton & Vassal, RCR Arquitectes e SANAA - das suas origens e das suas referências. Num procedimento inverso, olhamos para uma obra de cada colectivo e recriamos o seu processo de construção. Os aspectos mais arbitrários e subjectivos de cada arquitectura fazem parte da discussão, ao mesmo tempo que procuramos identificar as leis compositivas estruturais que são comuns a toda a organização do espaço. / It is based on the idea of architecture as single and unrepeatable action, about a spatial circumstance, that is developed this work. The singularity of the creative process and, at the same time the universality of the primary issues of the architectural act shows how each author starts from a common origin and from there builds his body depending on the choices he makes.We enter in a excursion about the interior worlds of three architects - Lacaton & Vassal, RCR Arquitectes e SANAA - about their origins and their references. In a reverse procedure, we look for a singular work of each group and we recreate its construction process.The more arbitrary and subjective aspects of each architecture are part of the discussion, while we seek identify the structural compositional laws that are common to the entire organization of space.

Pretende-se, com esta investigação, contar o processo que levou à definição de um projecto.Um projecto que resulta da encomenda para a transformação de uma casa existente numa casa de férias em Cugnana, Olbia (Itália).A dissertação encontra num primeiro volume a abordagem em palavras aos vários desafios do projecto. O lugar, a pré-existência, os desejos e as necessidades do cliente, elementos que se cruzam entre eles e conduzem ao desenho da proposta que se vai apresentar. A descrição factual das varias componentes de projecto é intervalada por referências pessoais. Alterna-se condicionantes físicas e referências próprias sedimentadas ao longo do tempo, reunidas num conjunto de lembranças, imagens e textos. Propõe-se o objectivo de tornar o leitor partícipe da complexidade do iter projectual, acompanhando o processo desde o momento da encomenda até a definição da proposta.No segundo volume apresenta-se as representações rigorosas e objectivas do caso de estudo, elementos gráficos destinados a explicar o processo, desde os primeiros esquissos até os desenhos finais.A integração entre os dois volumes permite encostar os textos aos desenhos, os riscos às palavras, com o desejo de tornar a leitura uma experiência flexível e pessoal.Conclui-se um ciclo de estudos com um exercício que oferece um primeiro contacto com o "mundo real", constituído, como neste caso, por pessoas e por edifícios.Conclui-se um ciclo de estudos com um exercício que torna um fim num novo início. / The aim of this investigation is to tell about the process that led to the definition of a project.A project that results from the commission for the transformation of an existing building in a holiday house in Cugnana, Olbia (Italy).The thesis finds in the first booklet the approach, in words, to the different challenges offered by the project. The place, the pre-existence, the client's desires and needs, elements that cross between them and lead to the design of the proposal that will present here.The rigorous description of the many components of the project is spaced out by personal references. It is alternated physical constraints and personal references, sedimented over time, gathered a set of memories, images and texts. It is proposed in order to turn the reader participant of the complexity of the project iter, following the process from the moment of order to the definition of the proposal.The second booklet presents the rigorous and objective representations of study, graphic elements to explain the process, from the first sketches to the final designs.The integration between the two volumes allows to put together texts and drawings, lines and words, in order to make the reading a flexible and a personal experience.A course of study is closed by an exercise that offers a first contact with the "real world", made, as in this instance, by people and buildings.A course of study is closed by an exercise that transform a end in a new beginning.
