Plan estratégico del Puerto de Ilo

xix, 203 h. : il. ; 30 cm / La presente tesis desarrolla el Plan Estratégico del Puerto de Ilo para los próximos diez años, con el objetivo de ser el principal puerto de la región sur del Pacífico, a través de la implementación de estrategias propuestas como resultado de analizarlos desde múltiples perspectivas. La metodología empleada consistió en revisión bibliográfica y en visitas a instituciones como: (a) APN, (b) ENAPU, (c) SPCC, y (d) ENERSUR, y (e) TRAMARSA y se siguió el Modelo Secuencial del Proceso Estratégico, mediante el cual se analiza la situación actual con el fin de diagnosticarlo, concluyendo que posee serios problemas de infraestructura y de gestión que lo hacen poco competitivo respecto a sus competidores; Se analizaron puertos exitosos a nivel mundial con el fin de tomarlos como referencia para revisar y adoptar sus buenas prácticas en el planteamiento de estrategias. A través del análisis de los factores externo e interno se identificaron como: (a) fortalezas: la ubicación geográfica e intermodalidad; (b) debilidades: estructura administrativa jerárquica y burocrática, infraestructura obsoleta y limitadas vías de acceso; (c) oportunidad: la integración ferroviaria Brasil – Bolivia – Perú, ejecución y ampliación de proyectos mineros y la diversificación de rutas marítimas de empresas brasileñas y bolivianas; y como (d) amenaza: excesivo tiempo de improductividad por el oleaje y tendencia mundial de circulación de buques de gran tamaño. Finalmente, luego de realizar el análisis competitivo se ha determinado los factores críticos de éxito para elevar su competitividad y con ellos contribuir al desarrollo del país. Las estrategias propuestas se enfocan en: desarrollo de mercado, penetración en el mercado, desarrollo de producto, basado en la concesión del puerto y generación de acuerdos comerciales con empresas de Brasil y Bolivia. Mediante el Balanced Scorecard (BSC) se hará el seguimiento y control de los objetivos a corto plazo permitiendo en el año 2025 ser un puerto productivo y competitivo. / This thesis develops the Strategic Plan of the Port of Ilo for the next ten years, with the goal of being the main port of the southern Pacific region through the implementation of strategies proposed as a result of analysis from multiple perspectives. The methodology consisted of literature review and visits to institutions such as :(a) APN, (b) ENAPU, (c) SPCC, y (d) ENERSUR, y (e) TRAMARSA and continued Sequential Model of the Strategic Process, where analyzed the current situation with the finality of diagnose it, concluding that has serious problems in management and infrastructure that make it uncompetitive compared with its competitors. This material analyzes worldwide successes ports to take them as a reference to review and choose the best practices in the formulation of strategies. Through the analysis of external and internal factors this thesis identified as: (a) strengths: geographic location and intermodal port; (b) weaknesses: hierarchical and bureaucratic administrative structure, outdated infrastructure and limited access roads; (c) opportunity: the railway integration Brasil – Bolivia – Perú, implementation and expansion of mining projects and diversification of routes maritime from Brazilian and Bolivian companies; and as (d) threat: excessive unproductive time by waves and global circulation of vessels size. Finally, to perform the competitive analysis of the port of Ilo it determined critical success factors required to increase their competitiveness, and they contribute to country’s development. The proposed strategies are focused in the following topics: market development, market penetration, product development, based in the concession of the port and making commercial agreements with the companies in Brazil and Bolivia. The Balanced Scorecard (BSC) will do the supervision and control of the short-term objectives, expecting being a productive and competitive port in 2025. / Tesis

Contaminación de las playas urbanas de la provincia de Ilo con huevos de nemátodo de importancia zoonótica (Toxocara canis y Ancylostoma spp)

El presente estudio se realizó en la provincia de Ilo, departamento de Moquegua, que cuenta con cuatro playas urbanas, la problemática corresponde a la gran cantidad de perros vagabundos y con dueño, que existen en la ciudad y que acuden a estas playas, eliminando ahí sus heces. El objetivo del presente estudio fue determinar la contaminación por huevos de nematodos (Toxocara canis y Ancylostoma spp) y determinar el grado de contaminación con huevos de nematodos (Toxocara canis y Ancylostoma spp) en las playas urbanas de la Provincia de Ilo. El estudio comprendió la identificación de huevos de Toxocara canis y Ancylostoma spp, en las muestras de arena de las 4 playas urbanas que comprende la provincia de Ilo, a través de la prueba de flotación sobresaturada con Na Cl, en positivos y negativos y grado de contaminación, teniendo como resultado playas positivas a presencia de huevos Toxocara canis: la playa del Diablo 12%, la playa Boca del Río 14.26% y la playa Media Luna 16.6%, prevalece el grado de contaminación ligero con un 90% seguido del grado de contaminación moderado con un 10% y el grado de contaminación intenso con un 0%y negativo en presencia de huevo y en grado de contaminación para Ancylostoma spp, en la totalidad de las playas muestreadas. Con los resultados obtenidos se puede concluir: la presencia de huevos Toxocara canis en las playas mencionadas y ausencia de Ancylostoma spp y el grado de contaminación es ligero en las playas que presentan huevos de Toxocara canis.

Syftet med undersökningen är att beskriva hur levnads- och arbetsförhållanden inom svensk sjöfart har förändrats till följd av MLC-2006. Undersökningen visar hur dessa förändringar till följd av MLC-2006 upplevs av sjökaptener och representanter från Seko, SFBF och Transportstyrelsen. Examensarbetet har genomförts med hjälp av intervjuer för att ge en bild av hur MLC-2006 upplevs i svensk sjöfart. Informanternas upplevelse är att svensk sjöfart inte har förändrats nämnvärt till följd av MLC-2006. Däremot medförde MLC-2006 en högre standard på fartygen i hela världen, för att främja en mer rättvis konkurens mellan olika flaggstater samt för att tillgodose sjömännens rättigheter. / The purpose with this study is to describe how standard of living and working conditions in Swedish ships has changed as a result of the MLC-2006. This study shows how the changes have been experienced by the Swedish crews unions, the Swedish ship officers associations and the Swedish transport agencies representatives and two captains as a result of MLC-2006 implementation. The study was carried out by means of interviews in order to display implementation of MLC-2006 has been experienced in Swedish shipping. Results show that the representatives experienced no significant change in Swedish shipping after the MLC-2006 implementation. MLC-2006 resulted in higher standards in ships, a fair competition between flag states and to the advancement of seamen's rights in global shipping.

Informal Workers in India: Reconceptualizing Labour Law to Promote Capabilities

The Constitution of India provides the basis of labour jurisprudence in the country. It promises right to work, right to livelihood, right against forced labour, right against child labour, equal treatment of all workers, equal pay for equal work, appropriate conditions at work, and the overall social, economic and political justice to the people. These constitutional promises find specific expression in the numerous labour-related statutes enacted in furtherance of workers’ welfare. However, the constitutional promises remain unrealized for the approximately 92% of informal workers who are largely excluded from the purview of the labour laws and accordingly, lead marginalized and precarious lives devoid of dignity. Against this backdrop, I analyze whether a capabilities-inspired approach to labour law can address the concerns of informal workers in India and promote their dignified life. After reviewing the literature around informal economic activities, I argue that it is important to adopt a worker-centered approach that focuses on informal employment. Informal employment is varied and because of this the problems and concerns associated with the different categories of informal workers differ. For this reason, I focus on one specific category of informal activity – waste-picking – in one city – Kolkata – in order to ascertain whether a human development approach to labour law is capable of addressing the specific concerns of these waste-pickers. Drawing on the work of labour law scholars who develop the capability approach formulated by Amartya Sen, I consider whether it is suitable as a basis for labour law designed for informal workers in general and waste-pickers in particular. Using a case study of the informal activity of waste picking in Kolkata, I identify the specific capability deprivations suffered by waste-pickers and argue that the capabilities approach can supplement the International Labour Organization’s social dialogue pillar of its Decent Work Agenda to address the work-related concerns of waste-pickers. Based on the International Labour Organization’s social dialogue strategy, I envisage a mechanism through which waste-pickers along with other stakeholders could be integrated in a democratic dialogue process leading to the formulation of a capability-promoting labour law. / Graduate / 0510 / 0398 / 0629 / supriyonujs@gmail.com

Les procédés de gestion par l'OIT de la discrimination au travail dans les Etats africains. / ILO's Management Processes of Discrimination in Employment in African Countries

En matière de travail, la discrimination est une atteinte aux droits humains notamment les principes et droits fondamentaux garantis par l'Organisation Internationale du Travail (OIT) à travers sa Constitution (1919) et surtout la Convention N°100 (1951) portant sur l'égalité de rémunération entre homme et femme pour un travail de valeur égale, et, la Convention N°111 (1958) relative à l'élimination de la discrimination en matière d'emploi et de profession. La pratique de la discrimination dans les Etats africains semble être liée au contexte de pauvreté et d'exclusion alimentant les sentiments d'injustice ou d'inégalité entre homme et femme, entre les travailleurs en fonction, les travailleurs potentiels et les employeurs. Parmi les victimes de ce fléau, les femmes sont les plus exposées en toute méconnaissance des normes nationales et internationales de protection de leurs droits ; il y a aussi les personnes appartenant aux minorités, et, certaines personnes marquées par des caractéristiques particulières dont l'ethnie, l'origine familiale ou politique. Elles sont confrontées à de nouvelles formes de discrimination qui présentent des caractères plus subtiles. Ce travail de recherche analyse alors les mécanismes de gestion par l'OIT de la discrimination au travail dans les Etats africains lorsque survient un différend fondé sur le sexe ou la race d'un travailleur. En faisant ressortir la pertinence des procédés politique et juridique de gestion par l'OIT de la discrimination au travail, cette étude montre que des facteurs socioculturels, le manque de volonté politique et la fragilité de la culture juridique favorisent considérablement les difficultés d'application effective du principe de non-discrimination au travail dans certains Etats africains. Elle apprécie l'efficacité des deux procédés tout en insistant sur leur caractère complémentaire. Dès lors, ce travail vient contribuer d'une part, à la recherche de solutions aux conflits sociaux qui naissent des inégalités homme/femme et des exclusions ethniques sur le lieu de travail ; et d'autre part, à aider à comprendre les comportements des acteurs et des agents sociaux ainsi que les enjeux dans l'organisation et l'administration du travail dans les Etats africains notamment lorsque s'imbriquent des intérêts divergents. / In the matter of labour, discrimination is a violation of Human Rights particularly the principles and fundamental rights guaranteed by the International Labour Organisation (ILO) through its Constitution (1919) and especially Convention No. 100 (1951) related to the equal remuneration between men and women for a work of an equal value, and Convention No. 111 (1958) on the elimination of discrimination in employment and occupation. The practice of discrimination in African countries seems to be related to the context of poverty and exclusion entertaining feelings of injustice or inequality between men and women, between workers in a same office, between potential workers and employers. Among the victims of this scourge, women are most at risk in any breach of national and international standards of protection of their rights ; there are also persons belonging to minorities, and marked by some special features including ethnicity, family origin or political affiliation. They face new forms of discrimination that are more subtle. This research then analyzes the ILO's management mechanisms on discrimination at work in some African countries when there is a litigation based on a worker's sex or race. Highlighting the relevance of the ILO's political and legal processes of management on discrimination at work, this study attests that socio-cultural factors, lack of political will and the deficiency of the legal culture greatly enhance the difficulties of application of the principle of non-discrimination at work in some African countries. It also assesses the effectiveness of both methods while emphasizing on their complementary nature. Therefore, this research is to contribute firstly, to look for solutions to social conflicts that arise from male/female inequalities and ethnic exclusion in the workplace, and secondly, to help understand the actors and social agents' behavior and the issues in the organization and administration of labour in African countries such as overlap of interests.

El proyecto consta de un Mercado Minorista que tiene como enfoque principal integrar el funcionamiento óptimo, que garantiza que la actividad comercial se desarrolle de forma ordenada y fluida, con la flexibilidad de un lugar de encuentro e interacción para la población. La ciudad de Ilo, la más poblada del departamento de Moquegua al sur del Perú, se escogío como emplazamiento del proyecto, dada la alta demanda de productos alimenticios de la creciente población y la inadecuada infraestructura para atender esta necesidad. Ante este panorama, se presenta la oportunidad de implementar nueva infraestructura y crear un hito en la ciudad, un nuevo punto de referencia arquitectónico que contribuya con proyectar la imagen moderna de la ciudad de Ilo. / Tesis

Global economical crisis has set high expectations to national politics. Working issues are highly connected to many political principles and actions. This is why concentrating on the form and efficiency of interventions of the International Labour Organization (ILO) can be seen as a very current topic. In this study there are two case countries, Ar-gentina and Finland. In democratic point of view they have fairly similar paths in the field of labour and the activity concerning these issues has been quite noticeable in the past, even though they are in different stage of development.Work is seen as a human right and fair conditions of work are presented through impor-tant international covenants. The ideology of social justice, as presented by John Rawls, is introduced here as the concept is central to the work of the ILO. In order to under-stand the meaning of social justice to the functionality of the ILO and to get a clearer picture of organizational relations in the labour markets, the organizational theoretical approaches by Starbuck and Scherer are brought up. This is also done in order to under-stand whether an international organizational actor, within field that is still seen to be highly under the control of sovereign countries themselves, can work efficiently.There were no directly related former studies found concerning not only the work of national labour organizations but also of the ILO. The indicators are based on most gen-eral and central subjects covered by the International Labour Standards, provided by the ILO. Indicators used to measure the efforts of the countries to appreciate the contents of international covenants are: ratification of international conventions, national legislation and labour organizational structure. The ones used to measure the efficiency of the ILO interventions are: activity of the ILO in the national level, functionality of the complaint system and the number of complaints. By analysing the information found through the indicators is meant to find out if the ILO has had effective interventions to the labour markets of the case countries in 1990s and the early 21st century. The hypothesis is that concerning the developing countries the ILO has more flexibility and power to its inter-ventions, and in question of highly developed and generally democratic countries more challenges are met concerning how to keep the response system active and abreast.
