O uso do computador como instrumento de leitura para aquisição do conhecimento: um estudo de caso / The use of computer as a mean of reading for knowledge acquisition: a case study

Esta dissertação tem por objetivo verificar a importância de um trabalho de formação continuada, visando ao uso eficiente das fontes de pesquisa disponíveis na sociedade atual e suas implicações no grau de letramento dos indivíduos. Focando a utilização do computador enquanto uma ferramenta para a aprendizagem, esta investigação deseja refletir o papel das novas tecnologias na construção do conhecimento dos alunos. Como introdução, são apresentadas algumas características da sociedade da informação do século XXI, as ações políticas que tentam garantir o uso eficiente dos instrumentos de pesquisa disponíveis e o papel de escolas e professores nesse novo contexto de ensino. Em seguida, aprofundamos as reflexões a respeito das peculiaridades da leitura nos ambientes virtuais e as implicações do uso do computador nas escolas brasileiras. No capítulo metodológico, mostramos o contexto em que a pesquisa se desenvolveu, a problematização do tema, detalhamos como se caracteriza o estudo, explicamos, ainda, como se deram a coleta piloto e a definitiva. Baseando-nos nas contribuições da Linguística Aplicada, no que diz respeito à leitura, analisamos se um trabalho de formação continuada, com o objetivo de elevar o grau de letramento dos alunos, permite um uso mais eficiente do computador enquanto suporte para leitura. Como resultado, foi possível refletir sobre algumas ações necessárias para que o uso das novas tecnologias no ensino seja bem-sucedido. Tais reflexões são importantes num momento em que o letramento digital tem sido objeto de preocupação de educadores, escolas e do poder público / This dissertation aims at studying the importance of continuing education work, aiming at the efficient use of research sources in the current society and its implications on the degree of literacy of individuals. Focusing on the use of the computer as a tool for learning, this research wants to reflect the role of new technologies in building the knowledge of the students. As an introduction, a number of characteristics of the information society of the twenty-first century, the political actions that attempt to ensure efficient use of research tools available and the role of schools and professors in this new context of education. Then, we deepen the reflections on the peculiarities of reading in virtual environments and the implications of computer use in the Brazilian schools. In the methodological chapter, we show the context in which the research was developed to question the theme, we detail how to characterize the study, explained, still, as it gave the pilot problematization of the subject, we detail as if it characterizes the study, we explain, still, as they had given to the collection pilot and definitive collection. Based on the contributions of Applied Linguistic, with regard to reading, to analyze a work of continuing education in order to raise the level of literacy of students, allows more efficient use of the computer while reading support. As a result, it is possible to reflect on some necessary actions for the use of the new technologies in education to be successful. These reflections are important at a time when computer literacy has been object of concern of educators, schools and of government

As redes sociais virtuais são um meio de comunicação que se diferencia da mídia tradicional por uma razão fundamental: a distribuição entre os usuários da capacidade de comunicar. O usuário dessas redes não se limita à posição de espectador, pois ele pode ser também autor, produtor e promotor de textos ou outros materiais. Cai, portanto, o modelo top-down unidirecional, e ganha espaço uma comunicação bidirecional (entre usuários) e difusa, o que representa a transição de uma topologia de árvore para outra, oposta, de rizoma. O objetivo deste trabalho é compreender a comunicação nas redes sociais virtuais, o que será feito analisando-as externa e internamente. Visa-se a formar, dessa maneira, um construto sobre essas redes quanto à sua técnica e seus usuários, sua forma e suas identidades, o que delas irradia e nelas se desenvolve, e, assim, precisar as características fundamentais da comunicação nesses espaços. / Virtual social networks are a means of communication that differs from traditional media due to one fundamental reason: the power to communicate is distributed among their users. In these networks, the user is not merely the spectator, but also the author, the producer, and the promoter of texts or other materials. Therefore, these networks put aside the unidirectional top-down model, giving ground to the emergence of a bidirectional and diffuse communication, which represents a topological transition from tree to rhizome. This research looks for understanding the communication in virtual social networks by analyzing them internally and externally. It seeks building a construct on these networks\' technique and users, their shape and identities, what irradiates from them and what grows in them, thus allowing the understanding of the fundamental communication characteristics in these spaces.

Based on these case studies, we can say that the use of forms of participatory governance fosters social appropriation of technologies and local development. They provide an environment of cooperation and collective learning essential to the design, management and sustainability of successful digital inclusion initiatives, either for the provision of minimum resources for communication, whether for the production of digital content and software, to align with local development programs and to promote innovation. Cuja missão é a abertura de EICs - Escolas de Informática para Cidadania, em parceria com organizações que desenvolvam políticas de inclusão social. Como fio condutor elaboramos 5 categorias de análise da inclusão digital: alfabetização digital, aprender a conhecer, aprender a fazer, aprender a viver juntos e aprender a ser. Sendo que as quatro últimas se fundamentam nos 4 Pilares da Educação, propostos pelo Relatório da Comissão da Unesco sobre a Educação para o Século XXI, chefiado por Jacques Delors. Partimos ainda da avaliação de que o processo de inclusão digital deve ir além do oferecimento de recursos físicos (computadores e conexão à internet), sendo necessário ainda recursos digitais, humanos e sociais, que possam refletir numa apropriação crítica e significativa das tecnologias de informação e comunicação. Os resultados da pesquisa apontaram que o processo de inclusão digital realizado pelo CDI Campinas está capacitando seus alunos na alfabetização digital. Contudo, a estrutura deficitária das EICs implica na insuficiência do processo de inclusão digital desenvolvido pelo ong. Já a sua proposta político pedagógica pautada na pedagogia do educador Paulo Freire e no aprendizado da informática através da realização de projetos de ação social pelos alunos, representa um diferencial positivo no trabalho de inclusão digital realizado, pois pode repercutir a aquisição das habilidades apresentadas pelo relatório Delors / Abstract: The objective of this dissertation is to present the debate about digital exclusion, and to present the results of empirical research carried in a non-governmental, non-profit organization CDI Campinas - Committee for Democracy in Information Technology. The mission of CDI is to open EICs - Schools for Information Technology and Citizens' Rights, in partnership with organizations that develop policies of social inclusion. We elaborated 5 categories to analyse degrees of digital inclusion: digital literacy, learning to know, learning to do, learning to live together and learning to be. Having in mind that the last four of these categories are based on the 4 Pillars of Education proposed by the Report of the UNESCO Commissionon the Educationfor the 21st Century,coordinatedby Jacques Delors.Digital inclusion processes must go beyond offering physical resources (computers and connection to the Internet), it is necessary to provide digital, human and social resources, that can be reflected in a critical and significant appropriation of information and communication technologies. The results of the research had pointed that the digital inclusion process carried through by the CDI Campinas is enabling its pupils in the digital learning. However, the structure's deficit of the EICs implies in insufficent digital inclusion process developed by the ong. On the other hand its pedagogical politician proposal, showed in the pedagogia do educator Paulo Freire and in the learning of computer science through the accomplishment of social action projects for the pupils represent a positive differential in the carried through work of digital inclusion, therefore it can reverberate the acquisition of abilities showed in Delors report / Mestrado / Sociologia da Tecnologia / Mestre em Sociologia

Exploring Equality of Use and Access to Public E-services for People with Disability: A Study of Disability, Public e-services and IT Policies

Discussion of the equal use and access to public e-services for people with disability does not present a coherent picture of Information Technology (IT) policies, public e-services and disability. Current studies usually take care of one or two of these subjects together, for example use and accessibility issues of public e-services from the viewpoints of users with disability, or IT policies and guidelines regarding use and access to public e-services for all people, or limitations of technology in supporting people with disability to equally use and access public e-services. In this study, in order to explore the equality of use and access to public e-services for people with disability, I will apply a framework proposed by Orlikowski (1992). On this account, I will explore the equal use and access to public e-services from three aspects of experiences and expectations of people with disability, public e-services and disability features available on them, and IT policies in combination.

Les questions centrales de la recherche et de sa problématique, nous ont semblé exiger non pas une approche limitée au seul contexte local – ici, brésilien –, mais bien de jeter un regard investigateur qui tiendrait également compte des implications du contexte international sur le pays en question. Il nous fallait comprendre comment les différents acteurs impliqués dans la définition de politiques pour l’adoption des technologies de l’information et de la communication dans les domaine de la santé se communiquaient, aux différents niveaux d’action politique, mondial, régional ou local. Parmi ces « acteurs », citons l’engagement d’organisations internationales faisant partie des Nations unies, telles l’Organisation Mondiale de la Santé, l’Union Internationale des Télécommunications et celles qui travaillent dans le cadre de l’Amérique Latine, région géopolitique où le Brésil se situe. En soulignant le rôle de ces organisations dans la diffusion de modèles ou recettes politiques dans le monde, notre recherche a pris en considération aussi bien le phénomène de la mondialisation que la question délicate de la régulation internationale. À partir des constatations préliminaires, nous avons établi que la recherche devait se concentrer sur l’étude de la caractérisation normative du programme de télésanté brésilien - programme Telessaúde Brasil Redes -, face aux recommandations d’organisations internationales sur la question, et notamment des organisations faisant partie des Nations unies travaillant à l’échelle mondiale ou régionale, à savoir le continent latino-américain dans le cas qui nous intéresse plus particulièrement. La comparaison (ou confrontation) entre ces deux pôles nous a semblé la meilleure solution pour vérifier les retombées du global et du régional sobre le local. Compte tenu du contexte réformiste et d’autres questions relatives à la santé publique au Brésil et après avoir vérifié les bases normatives du programme Telessaúde Brasil Redes, on peut considérer que « sa création a été la conséquence de l’observance des recommandations internationales » ou au contraire, que « sa création se soit réglée sur les éléments locaux caractéristiques de la santé publique brésilienne et autres facteurs de politique interne ». Pour parvenir à prendre position face à cette dichotomie, nous avons défini nos deux hypothèses et nos méthodes et matériels de recherche. Il a fallu démontrer que les organisations internationales s’appuient sur des structures de sensibilisation qui visent à favoriser l’engagement des États membres pour qu’ils adoptent des modèles ou des recettes de politiques détaillés dans leurs recommandations. La démonstration de la présence des structures de sensibilisation a exigé la définition d’une méthode d’analyse. Pour ce faire, nous avons eu recours aux outils de l’analyse du discours (AD) et de l’analyse du contenu (AC) pour mettre en évidence dans les documents les éléments observables pertinents et pour les associer ensuite aux trois structures de sensibilisation identifiées: légitimité, efficacité et coercibilité. Nous avons associé ces trois structures de sensibilisation à un « processus d’acceptabilité ». Après avoir défini la base épistémologique et le corpus d’analyse, avoir séparé et analysé deux grands groupes de documents, nous avons demontré et interpreté le niveau de corrélation entre les observables associés au cadre normatif du programme Telessaúde Brasil Redes et celui des recommandations internationales sur la télésanté. / The central issues of the research and its problem, we seemed to require non-not an approach limited to the only local context - here, Brazilian-, but to take an investigative look that also consider implications of the international context on the country in question. We needed to understand how the different actors involved in the definition of policies for the adoption of information and communication technologies in the field of health is communicated at all levels of political, global, regional or local action. These "actors", include the commitment of international organizations forming part of the United Nations, such as the world Organization of health, the International Telecommunication Union and those working in the context of Latin America, geopolitical region where the Brazil is located. Stressing the role of those organizations in the dissemination of models or « political recipes » in the world, our research took into account both the phenomenon of globalisation than the delicate question of international regulation. From the preliminary findings, we determined that research should focus on the study of normative characterization of the Brazilian Telehealth Program - Program Telessaúde Brasil Redes - facing the recommendations of international organizations on the issue, including organizations part of the UN working on a global or regional level, namely the Latin American continent in the case that interests us more particularly. The comparison (or confrontation) between these two poles seemed the best solution to check the global and the regional facing the local. Taking into account the reform context and other matters relating to public health in the Brazil and after checking the normative bases of the « Telessaude Brasil Redes program », we can consider that "its creation has been the consequence of compliance of international recommendations" or on the contrary, that "its creation is set to local features of public health Brazilian and other factors of internal policy. Getting to take a stand against this dichotomy, we have defined our two assumptions and our methods and research materials. It was necessary to demonstrate that international organizations rely on awareness-raising structures that are designed to promote the engagement of the Member States that they adopt models policies detailed in their recommendations. The demonstration of the presence of the structures of awareness demanded the definition of a method of analysis. To do this, we resorted to the analysis tools of discourse (AD) and the content analysis (AC) to highlight the relevant observable elements in documents and then associate them with the three structures of awareness identified: « legitimacy, efficiency and coercion. We've combined these three structures of awareness to a "process of acceptability." After defining the epistemological basis and the analysis corpus, have separated and analyzed two groups of documents, we have shown and interpreted the level of correlation between the observable associated with the normative framework of Telessaúde Brasil Redes program and the international recommendations on telehealth.

Gramotnost IS/IT v České republice / Literacy of IS/IT in Czech republic

This thesis deals with the level of information literacy IS/IT in Czech republic based on comparison with surrounding states of European territory. Countries were chosen by number of inhabitants and their membership or long term cooperation with European Union. 16 countries meet given conditions - Belgium, Bulgaria, Denmark, Estonia, Ireland, Greece, Lithuania, Latvia, Hungary, Austria, Portugal, Slovakia, Slovenia, Finland, Sweden and Norway. Countries were divided into 2 categories according the date of admission to European Union. First group were formed by so called "old" countries with Norway and in the second group were countries accepted to European Union in 2004 and 2007. The goal of this work is compare the level of information literacy IS/IT of Czech Republic with 16 chosen countries in 5 areas acting in information society -- i2010 benchmarking indicators and e2005 Policy indicators, computers and the Internet in households and enterprises, e-commerce by individuals and enterprises, structural indicators of information society and research and development. Final thesis analyses/subscribe years 2005 -- 2007 and presumable future development not only in the area of information literacy, but also information society.

Senioři v medializovaném světě / Seniors in the mediated society

The diploma thesis deals with the relationship between seniors and new media, focusing on the current media impact on society and the increasing interest in a media literacy courses for the seniors. The main goal of this work is to capture experiences and opinions of seniors on the use of new media and to point out the benefits of active aging, which seniors can gain through their safe use. The theoretical part of the thesis first focuses on key concepts that reflects the current shape of the old age and the aging process, the position of the media in society and the specific relationship between seniors and new media with reference to the current media literacy programs. The qualitative part of the research reflects attitudes, opinions and experience of seniors using new information and communication technologies through semi-structured in- depth interviews. These findings are analyzed in seven subchapters, which are based on the interviews. Due to the changing attitudes of seniors and the complex generalization of this category, the work can outline their insight into the use of new media and could also be used as a groundwork for further research of this issue.
