Moreover, with the integration of real time police road condition broadcasting and mobile communication technology, an ideal real-time integrated digital traffic information system is built¡Xthe Mobile Messenger, and a mobile communication technology is developed as main point of service infrastructure. Transforming static broadcasting service into mobile information service, road-users are provided with a high-speed, safe and quality driving environment.

Assessment of Civil Servants¡¦ Satisfaction with Electronic Official Document Exchange System: The Case of Kaohsiung City Government
Abstract
This study aims to understand the assessment from Kaohsiung city government civil servants to the performance of Electronic Official Document Exchange System, probing key factors which affect the executing of electronic official document. It will serves as further validation of the impact from executing of Electronic Official Document Exchange System on Administrative Efficiency. This study used the methods of quantitative for survey, and qualitative research for comprehension. 254 organizations and schools of Kaohsiung City Government were the research targets, namely comparing the variables of E-policy, information system software and hardware and E-efficiency. 254 questionnaires were sent out and all were returned, although 230 questionnaires were valid and 24 were invalid. The response rate was 90.55%. Valid responses were collated and analyzed using statistical evaluating software systems of SPSS and AMOS, testing the relationships between different variables. Several findings can be reported as follows:
1¡BThe results of assessing the key factors, such as E-policy, Information system software and hardware and E-efficiency, which affect the performance of the Electronic Official Document Exchange System, are beyond the medium level. The assessment was conducted by questionnaires completed by Kaohsiung city government civil servants. Kaohsiung city government civil servants are satisfied with the performance of the Electronic Official Document Exchange System.
2¡BThe key factors affecting the executing of electronic official document system are as
follows:
(1)E-policy aspect
There are two factors including decision-makers focusing much attention on and completing work plans.
(2)Information system software and hardware aspect
There are four factors including the operating stability, accuracy, security and ease of use of information system facilities.
(3)E-efficiency aspect
Only the Administrative Efficiency aspect.
3¡BThe impact on Administrative Efficiency coming from executing the electronic
document system is as follows¡G
(1)Due to the different characteristics of organizations and schools of Kaohsiung City Government, it brings about significant discrepancies between variables of E-policy, information software systems and E-efficiency for checking the executing efficiency of pushing forward the executing of electronic official documents.
(2)There is positive impact between E-policy and Information system software and
hardware.
(3)There is positive impact between E-policy and E-efficiency.
(4)There is positive impact between Information system software and hardware and E-efficiency.

Based on Austin and Searle¡¦s speech act theory and Argyris¡¦ organizational learning theory, this study investigates how defensive speech routines impact the level of communication comprehension by information system professionals. Relying on the eye tracker as tool to measure information attention of participating IS professionals, the present researcher has conducted experiments to evaluate how indirect and direct speech acts as well as defensive speech routines influence subjects¡¦ understanding of illucotionary forces embedded in the speeches. The findings suggest that the different speech acts exert significant influence on subjects¡¦ comprehension and information attention, and information attention in turn significantly influences comprehension. The results of this study may help researchers to further investigate the congitive processes involved in IS professionals¡¦ communication and aid practitioners in reducing dysfunctional organizational learning due to defensive speech routines.

The purposes of this thesis include promoting the implantation of EMR by introducing the advantages and disadvantages from the user& / #146 / s point of view. The main source of information used in this analysis is gathered from a questionnaire. Hundred and twenty six users of EMR selected voluntarily and randomly from the hospital staffs are included in this survey. The hospital staffs including physicians, nurses, clinicians,
administrative clerks and technicians were included in this survey. Implementation for certain medical tasks and efficiency of using these tasks in EMR are evaluated. The advantages and disadvantages of the system were
surveyed from the user' / s point of view. In spite of the fact that health care professionals understand the benefits of
electronic medical records, barriers to the use of EMR are also important for the current impediments in EMR introduction. While the successful applications of EMR systems are evident in western word, the implementation of EMR to a hospital information system is a new topic in Turkey. There are mainly attempts to convert the paper-based medical record

Today, the application of information and communication technologies to healthcare is on the agenda of many countries. The main aim is to make Electronic Healthcare Records (EHR) of a patient accessible anywhere at any time to all authorized users. This is even valid in the cross-border case / the European Commission has published eHealth interoperability recommendations to the EU Member States, in which the RIDE Project contributed, for the purpose of an interoperable European Health Network. Interoperable cross-border clinical data exchange is an ambitious goal with some challenges, the most obvious one being the variety of standards. This issue gets more complicated with the locally developed standards and coding systems. Each country has its own set of standards and it is not reasonable to make all possible combinations of mappings among them during multi-party EHR exchange. Instead, what needs to be done is keeping the legacy infrastructures of the participants and agreeing on a set of common EHR standards and coding systems. Then, each country shall develop " / Adapters" / transforming local EHR instances to the commonly agreed formats which will most probably be based on widely accepted standards such as HL7 CDA. This approach enables the structure level interoperability. As the second step, in order to achieve semantic interoperability, coded terms from locally defined coding systems shall be translated to international counterparts. In this thesis, our methodology is confirmed on Turkey' / s National Health Information System. " / Transmission Schemas" / are automatically transformed to HL7 v3 CDA R2 and CEN EN 13606 standard formats. The local coded terms are translated by developing a mapping platform based on Unified Medical Language System (UMLS).

The coastal zone including coastal waters and littoral zone are influenced by the interactions between sea and land, and the resources of coastal areas have significant functions and values whatever the regards of nature ecology, industry development, transportation, tourism, national defense, and academic research. Following the population growth, economic advancement, and the change of industry, the land use of coastal zone is more diverse and complex. The incompatible between development and marine environment was happened sometimes. In order to solve the conflicts of coastal resources multiple use and mitigate the negative effects by human activities, integrated coastal zone management was become the most important way for sustainable using the sea. ¡§Integrated Coastal Zone Management (ICZM)¡¨ is a resource management system applying the process of integration, connection, and interaction, to analyze the complicated management problem at coastal areas. It is also a framework of principles and methodology for identification of important environmental priorities and allocation of scarce resources. It is an integrated management planning process emphasizing the comprehensive aspect to achieve the sustainable development of the coastal zone.
Because the laws and regulations about land planning and coastal zone management is under legislation and the ¡§Coastal Zone Management Plan¡¨ of Kaohsiung County is not accomplished, the research attempts to understand the future development concept and direction about coastal areas in Kaohsiung County according to ¡§Kaohsiung County Comprehensive Development Plan¡¨. The research formulates some phenomena at present involving artificial construction causing coastal erosion, making land destroying the ecology, development project standing, development location overlapping, project contents competing each other, objective scale too large, disregard environmental sensitive areas, using a lot of hard structures, etc. Furthermore, we survey the planning and management of coastal zone through the aspects of integration among sectors, between the land and the water sides of the coastal zone, among levels of government, and among disciplines. Synthesizing the discussions of research, we can find the major problem of coastal zone management at Kaohsiung County is not lacking of planning project, instead of having too many but the implement result is not satisfactory. It is perceived that investigating and evaluating of the resource supply and the user demand at advance planning process was insufficient. Besides, it didn¡¦t have a comprehensive development plan which thinks about coastal environment from the first to be a basis of integration and coordination the various land use. Expecting the future coastal zone development and management, the responsible agency and project proponent can discard the departmental egoism, prior consider the integrated environment, proceed to communication, coordination, and integration continuously in search of a common consensus and vision. Only if that, the coastal zone development can be sustainable.

The Process of Implementation Strategy of Enterprise Resource Planning in Large Companies --The Comparison of Two Implementation StrategiesLee, Chieh-Min 03 August 2001 (has links)
¡yEnterprise Resource Planning¡z(ERP) is an integrated information system consists of different business functions including Financial/Cost, Sales/Distribution, Material Management, Production Planning, etc. It facilitates the business flexibility to adjust for environmental changes such as industries, customer needs, and the status of competitor. The purposes are to reduce the cost, enhance work efficiency, and generate sufficient information for the business decisions.
Two enterprises are studied for their ERP implementation in this thesis; they are the InfoChamp Systems Corporation (ICSC) and the Yageo Company (YC). ICSC which started in 2000 A.D. is a spinout company of the China Steel Company after it successfully constructed the ERP system. The strategy of the China Steel Company was to gradually extend the application function from the original management information system. On the other hand, the Yageo Company adopts the SAP package and discards the whole traditional information system. In order to discover how these two enterprises implement the ERP systems, the author interviewed their representatives several times. Besides, the company documents, publish papers and data from their web sites were collected and analyzed. The main conclusions are summarized as the following.
1. The enterprise needs to carefully consider the organization structure associated with possible constraints before the implementation of ERP system. Whether to extend the traditional management information system or to adopt a certain industrial package, the information integration among new systems and old systems is a very complicated issue.
2. The goal of the implementation project should be clarified and specified to all members in the enterprise. In addition, the project manager should be fully authorized to take charge of the whole implementation process.
3. As the enterprise expend their business functions, the information system also needs extra modules. It is not an enduring decision to simply adopt an available package. However, using interface development to integrate the informational system will result in high maintenance cost.
4. The two enterprises emphasis the importance by establishing the project control mechanism. The executive managers serve as the project leader in order to proclaim the ambition of the project success.
5. The contract negotiation with the consulting company requires careful communication. The cost, durations, customization, and the commitment of a successful project should be included.
6. The consistency of the business and information process may enhance business performance.
7. The bureaucratic organization and workflow need a reformation.

In this research we use the process research model methodology that developed by Daniel Robey and Michael Newman in 1992 year and 1996 year, identify the 26 sequences events process in the AACL company¡¦s CEO/CIO for over 8 years, and define them as either encounters or episodes. We enrich and understanding the process of form of CEO/CIO trusts relationship, and other special phenomenon when an organization process information technology or information system changes.

Fault Restoration of Distribution System by Considering Customer Service PriorityYeh, Chao-ching 10 February 2003 (has links)
When a permanent fault occurs in distribution systems, the fault location should be detected, isolated and the un-faulted but out of service areas have to be restored. The outage areas can be minimized by the switching operation based on the system load characteristics. By integrating the Outage Management Information System (OMIS), the connectivity of customers and feeder/transformer, the Customer Information System (CIS), the Automated mapping /Facility Management (AM/FM) with the customer load patterns, the hourly load demand and the service priority index of each distribution feeder and each service zone are calculated. By this way, the service restoration of the most power demand and customers can be obtained for the fault contingency of distribution system. To enhance the effectiveness of switching operation for fault contingency of distribution system, the Expert System with CLIPS has been developed by considering the operation rules in the application software program. A underground distribution system with 26 feeders in Kaohsiung District of Taiwan Power Company has been selected for computer simulation to solve the proper switching operation by taking into account the service priority of customers. It has been verified that the proposed methodology can restore the customer power service effectively by Expert System with distribution operation rules.

Determining transit impact on Seoul office rent and land value: an application of spatial econometricsKim, Jin 17 February 2005 (has links)
This study posits that there may be a systematic bias in measuring the transits
endogenous impact on land values in a built up area due to discrimination by location in
the city. Studies of transit value-added effect report mixed results about the capitalization
of station proximity. The question is not whether a transit station influences nearby
land values, but how and where location determines the impacts.
Examining 731 office rentals and land values in Seoul, this study finds that value
premium over better accessibility to a station decays with increasing distance from the
central business district (CBD) and significantly depends on the development density of
the station area. Overall, station benefits seem to exist in Seoul, but they look more
notable in centers with higher centrality. This makes a hierarchy of regression
coefficients for station proximity by location, i.e. the beta in the CBD is the highest and
those in the subcenters are next, while that in other areas is the lowest. Study findings
imply that the potential of more compact and denser developments within station areas
seems higher in a dense inner city, providing evidence for the concept of compact city.
Questions concerning model specification in the hedonic approach are raised: in
research sampled heavily from the suburbs, the coefficient may be underestimated where
this benefit actually exists. Also, due to the incongruence of station area with station
value-added area, using a dummy variable seems intrinsically risky.
This study shows that estimation with spatial models outperforms OLS
estimation in the presence of spatial autocorrelation. Also, there is a strong spatial
autocorrelation even in the SAR residuals where the omission of key variables still
influences the estimation. Overall, spatial lag and error term variables greatly improve
the fitness of regression equations; however, the latter seemed more useful than the
former in this study. One thing to note is that the latter seems more sensitive to the
choice of weight matrix than the lag variable. There may exist a unique weight scheme
proper for the data structure which cannot be known in advance.
