In this projectthe success factor analysis, a performance measurement instrument, is selected,modified and finally applied in two Swedish municipalities to investigate thesignificance of this instrument and its ability to identify significant factors of success.With interpreting the data gathered using on-line surveys, similarities and comparablecriteria as well as eight significant factors could be identified that are genericthroughout all surveys done.</p>

Empowerment of IT Manager and Performance

Today, computers and communications have changed the relationship among firms, the structure of some existing companies, the advancement of information technology (IT), and increased competition among enterprises. IT plays an important role in enterprise. IT Managers face global competition, and therefore, must be prepared to respond to abrupt changes. They need to ensure their capabilities and resources are sufficient to cope with the environmental challenges that arise. Therefore, this research will concentrate on investigating the relationships among empowerment, leadership style, personality of IT manager and IT department performance. The moderating effects of organizational culture and organizational structure on the relationship between IT manager characteristics and IT department performance are also considered in the study. The result shows four major findings. First, empowerment of IT manager has a significant positive effect on IT department performance. Second, the presence of a transformational leadership style of IT manager has positive effects on IT department performance. Third, IT managers classified as Internal LOC have significantly higher departmental performance than IT managers classified as External LOC. Finally, organizational culture and organizational structure were shown to have no moderating effect between empowerment of IT manager and IT department performance. The findings of this research can serve as a reference for organizations to improve selection of managers with potential for improving department performance.

The public sector healthcare system is facing challenges of demographical changes. The solution of digitalization is expected to decrease costs and increase efficiency. Digitalization is the collective concept of differing and interrelated phenomena which are rearranging traditional market conditions and causing a turbulent and competitive environment. In response to these impacts, organizations seek organizational change through digital transformation. IS researchers has contributed with limited findings of digital transformation within the public sector healthcare. This thesis investigates organizational response towards digitalization and conditions of digital transformation through a case study within public sector healthcare in Sweden. The study successfully identifies external tensions of digitalization which underlie the reorganization and internal tensions which motivates progress towards digital transformation.

Ce travail de recherche se donne pour ambition d'explorer les effets de la multiplicité des normes et des référentiels de bonnes pratiques en systèmes d'information au niveau de la direction des systèmes d'information. L'enjeu principal de cette thèse est de mettre en évidence une question qui n'a pas été traitée auparavant dans la recherche académique. Les carences de littérature sur le sujet ainsi que le manque de lisibilité révélé dans la littérature praticienne soutiennent la singularité et le bien-fondé de notre question.Notre stratégie de recherche a été élaborée dans le but de contribuer à la connaissance d'un objet méconnu dans la recherche académique. La question de recherche a été mise à l'épreuve de la réalité professionnelle à l'aide d'un dispositif empirique qui s'articule autour de trois éléments. Tout d'abord, trois entretiens exploratoires nous ont permis d'affiner notre question de recherche et d'affirmer son intérêt vis-à-vis de la communauté professionnelle. Ensuite, dix entretiens semi-directifs auprès de cinq entreprises françaises ont eu pour but d'approfondir la compréhension des effets de la multiplicité des normes et des référentiels pour la direction systèmes d'information. Enfin, une étude de cas unique basée sur deux vagues d'entretiens approfondis avec le DSI d'une société française cotée à Wall Street, a eu pour ambition de prolonger la réflexion en se focalisant sur un aspect particulier de notre objet de recherche.Ces éléments ont été complémentaires et pertinents pour apporter un éclairage sur la multiplicité des normes et des référentiels en systèmes d'information. S'agissant d'une thématique non spontanément maîtrisée par les répondants, nous avons suggéré une mise en perspective de nos résultats à travers des clés de compréhension théoriques. En tenant compte de la nature exploratoire de notre recherche, les résultats de cette thèse constituent principalement des propositions plausibles et acceptables dont le but de suggérer des pistes de réflexion pour des projets de recherche ultérieurs. / The purpose of this research is to explore the effects of multiple standards and frameworks of best practices in information systems at the level of the Information Technology Department. The main challenge of this thesis is to highlight an issue that has not been addressed before in academic research. The lack of literature on the subject and the failure to grasp its scope the practitioner literature support the uniqueness and the merits of our research question.Our research strategy was developed in order to contribute to the knowledge of an unknown object in the academic research. The research question has been submitted to the professional reality using an empirical device based on three elements. First, three exploratory interviews allowed us to refine our research question and to highlight its importance to the professional community. Then, ten semi-structured interviews within five French companies have aimed to deepen the understanding of the effects of the multiple standards and frameworks of best practices for IT Department. Finally, a single case study based on two waves of extensive interviews with the CIO of a French company listed on NYSE, had the ambition to extend the reflection focusing on a particular aspect of our research object.These elements were complementary and relevant to shed light on the multiple standards and frameworks of best practices in Information System. As this is a theme that was not spontaneously controlled by respondents, we suggested a perspective of our results through theoretical understanding elements. Considering the exploratory nature of this research, the results of this thesis are mostly plausible and acceptable proposals which aim to suggest lines of inquiry for future research projects.

Lättvikts-IT i den offentliga förvaltningen / Lightweight IT in the public administration

Den kraftfulla vågen av digitalisering är idag en prioriterad fråga hos regering, myndigheter, offentliga förvaltningar, företag och privatpersoner samt har inspirerat till att ett nytt sätt att tänka inom informationsteknologin växt fram: IT Consumerization. Med IT Consumerization menas den IT som utvecklas för konsumentmarknaden men vars produkter därpå flyter över till företag och statliga organisationer genom dess användare. Som ett resultat av fenomenet har nya trender, som Internet of Things, Bring Your Own Device, sensorer och appar vuxit fram. Trenderna har samlats under paraplybegreppet “Lättvikts-IT” vilket symboliserar den innovativa explosionen av konsumentorienterade produkter på marknaden som ofta är flexiblare, snabbare och billigare att utveckla. Trenden har stor inverkan på hur IT används i organisationer idag. Utvecklingen påverkar inte bara privatpersoner eller företag utan även den offentliga förvaltningen, som till skillnad från de två första är tungt regelstyrd och saknar samma frihet som den privata sektorn. Därför ämnar denna studie till att undersöka hur Lättvikts-IT påverkar de svenska offentliga förvaltningarna och öka förståelsen för hur verksamheterna förändras till följd av trenden, samt hur deras IT-avdelningar hanterar både trenden och de lagar och regelverk som påverkar dem själva och Lättvikts-IT.Studien grundas i tidigare forskning inom digitalisering, IT Consumerization, Lättvikts-IT, offentliga förvaltningar och IT-avdelningar. Författarna har valt att genomföra semi-strukturerade intervjuer med personer som arbetar med IT inom den offentliga förvaltningen. Detta för att sätta Lättvikts-IT och den offentliga förvaltningen i samma kontext. Därefter har insamlad empiri analyserats i ett försök att skapa en bild av hur förvaltningarna ser på utvecklingen och hur de har bemött den. Studiens slutsats visar på att Lättvikts-IT har gett sig i uttryck i de offentliga förvaltningarna genom det växande införandet och användningen av applikationer och mobila enheter samt en önskan att använda molntjänster. Dock står trenden många gånger i konflikt med de lagar och regelverk som är uppsatta och att detta skapar en frustration hos IT-avdelningarna men också hos användarna som önskar nya och flexibla sätt att utföra sitt arbete. Samtidigt visar studiens resultat på att införandet av Lättvikts-IT har gjort hanteringen av IT-säkerhet mer komplex och att IT-avdelningen inte längre har kontroll över varken hårdvara eller mjukvara inom förvaltningarna, vilket ligger till grund för stor frustration. Förvånande nog omfamnar de offentliga förvaltningarnas IT-avdelningar lättvikts trenden. / Prioritized by the government, authorities, public administrations, businesses and citizens, the powerful wave of digitalization has inspired the emergence of a new way of thinking about information technology: IT Consumerization. IT Consumerization refers to the IT developed for the consumer market but whose products pour over to companies and governments through its users. As a result of the phenomenon new trends, such as Internet of Things, Bring Your Own Device, sensors and apps, has emerged. These trends have been gathered under the umbrella term “Lightweight IT” which symbolizes the innovative explosion of consumer-oriented products on the market that are usually more flexible, faster and cheaper to develop. The trend has had a major impact on how IT is used in organizations today. The expansion does not only affect citizens and companies but also the public administration, which unlike the first two, are heavily ruled by regulations and lack the freedom of the private sector. Therefore, the intention of this study is to examine how Lightweight IT affects the Swedish public administration and how they change as a result of the trend, but also how their IT departments manage both trends and the laws and regulations affecting them and Lightweight IT.The study has been founded by previous research within digitalization, IT Consumerization, Lightweight IT, public administration and IT departments. Following the theoretical framework, semi-structured interviews with employees working with IT within the public administrations was conducted in order to put theory into practice. Additionally, collected empirical data was analyzed in an attempt to understand how the administration themselves perceives the development and how they have chosen to respond to it. The study concludes that the effects of Lightweight IT can be seen by the growing adoption and use of applications and mobile devices in the public administration, as well as the desire to use cloud services. However, the trend frequently appears to be in conflict with established laws and regulations thus creating annoyance both among employees of IT departments but also among users wanting to conduct their work in new and flexible ways. The result of the study show that the introduction of Lightweight IT has made the management of IT security more complex and that IT departments can no longer exercise control of either hardware or software in the administrations, thus causing much frustration. Curiously enough, the trend seems to be embraced by the public administrations' IT departments.

Sharing IT knowledge within a Swedish bank : A survey based case study of IT related training, help functions and communication / Delning av it-kunskap inom en svensk bank : En enkätbaserad fallstudie av it-relaterad utbildning, hjälpfunktioner och kommunikation

An efficient, functioning IT environment is vital to many companies, even to those not calling themselves IT companies. How to assimilate the IT skills needed and get the IT department to share their knowledge with the rest of the organization can, however, be difficult. The aim of this thesis is to find differences between how a company’s IT department employees and other employees experience and use IT training and IT help functions. The aim is also to identify and make suggestions on what artifacts and help functions can be further developed in order to enhance learning and sharing of IT knowledge. A case study was conducted at the Swedish bank Handelsbanken. The employees’ experiences and use of IT related training, artifacts and help functions were studied through a survey that was complemented by interviews and observations. A Mann-Whitney U test was conducted on the survey answers. The result shows differences between the IT department employees and other employees in three areas: IT introduction, wish for more IT training and frequency in calling the IT help desk. Further, the result indicates that the new employee orientation, the internal handbook, e-support and IT help desk all have room for improvements. / En effektiv, fungerade it-miljö är nödvändig för i stort sett alla företag, även för dem som inte benämner sig själva som it-företag. Hur företagen kan ta till sig de it-kunskaper som behövs och få it-avdelningen att dela med sig av sin kunskap till resten av organisationen, kan dock vara svårt. Syftet med detta examensarbete är att hitta skillnader mellan hur ett företags medarbetare på it-avdelninen och andra medarbetare i organisationen upplever och använder it-utbildning och it-hjälpfunktioner. Syftet är också att identifiera och ge förslag på vilka tjänster och hjälpfunktioner som kan vidareutvecklas för att främja lärande och delning av it-kunskap. En fallstudie genomfördes på Svenska Handelsbanken. Medarbetarnas upplevelser och användning av it-relaterad utbildning, tjänster och hjälpfunktioner studerades genom en enkätundersökning, som kompletterades med intervjuer och observationer. Ett så kallat Mann-Whitney U-test genomfördes på enkätsvaren. Resultatet visar på skillnader mellan it-avdelningens medarbetare och andra medarbetare i organisationen inom tre områden:  it-introduktion, önskan att få mer it-utbildning samt frekvensen i hur ofta de ringer till it-supporten. Resultatet visar också att introduktionen för nyanställda, den interna handboken, e-supporten och it-supporten alla har förbättringsområden.
