Part of the work focused on upgrading existing network will be based on the applicable standards of cabling systems, security design itself will be solved by the project from the perspective of project management, including assessing the risk of liability and the draft guidelines.

Empowering Youth in Resource Poor Community in Kenya through ICT Training

This thesis contributes to the area of Information and Communication for Development and emphases on bridging the digital divide between developed and developing society. Particularly, this project focuses on the empowerment of youth in resource poor community trough ICT training. This thesis conducts a one month field study in Kenya and applies case study method. The aim of the thesis is to evaluate the outcome of Craft Silicon Computer Training Bus project from two perspective, individual empowerment and economic empowerment. Then, practical suggestions are proposed for improvement. Individual empowerment refers to the students’ attitude and skills gained during the training. The economic empowerment indicates employment promotion in ICT-related industry. The case target is Craft Silicon Computer Training Bus project which provides ICT training to youth living in Kibera slum in Nairobi, Kenya. The evaluation framework of this thesis combines the core indicators of computer training outcomes which proposed by Daniel A. W, et al and the pathway model which proposed by O’Donnell, et al. After the evaluation, practicing suggestions are provided to improve the training program regarding provide high quality training and promote employment opportunities simultaneously. Firstly, the result of this thesis could help Craft Silicon Foundation to recognize the pros and cons of this project and to improve the training. Secondly, the participants of the training could benefit from the improvement and achieve a better study result. Finally, other training programs could learn from the experience of Craft Silicon Computer Bus Project and improve their own programs.

The role of Information Communication and Technology (ICT) in enabling eGovernment in a metropolitan area / Itumeleng Mofikoe

The study examines the role that Information and Communication Technology (ICT) can play in order to make e-government possible in the metropolitan areas of the Republic of South Africa. The primary objective of the study was to investigate the current state of e-government in the metropolitan areas and any challenges that are encountered in rolling out e-government. Recommendations are made on how the challenges encountered can be addressed to speed up the implementation of e-government. The literature review on e-government focused on the definition of e-government and related terminology and examined the role it plays in the ordinary life of the citizens. Challenges facing e-government in South Africa and Africa in general were addressed through the literature review and the study also looked at how other technologically advanced countries have dealt the issues of e-governance to formulate the recommendations and any lessons to be learned. The study focused on ICT officials across eight metropolitan municipalities in the country. From a total of 160 questionnaires sent out to the different municipalities; 130 were returned of which103 were returned fully completed, 27 were rejected and the remaining 30 questionnaires were not returned by the participants. The completed questionnaires were then sent for statistical analysis to the North-West University, Potchefstroom Campus where they were tested for reliability of the data by using the Cronbach alpha technique. The mean and standard deviations of the responses were tested as well. The conclusions are based on literature, data analysis and interpretation. Recommendations are made from information gathered across the different topics associated with e-government in the study. In the recommendations, it is proposed that a base framework for e-government be crafted. The main task of this thesis is to find the ICT activator of a carotenoid spheroidenone in the pigment-protein complex LH1 of Rhodobacter sphaeroides. The ICT state is characterized by a red-shifted positive transient absorption signal around 750 - 800 nm. We hypothesize that the presence of the ICT state is associated with the pigment-protein interaction of a carotenoid keto group and specific amino acid in the protein. To perform the experiment, four mutant complexes with amino acids substitutions, which should result in decreased intensity of the ICT signal due to a weaker or missing pigment-protein interaction, were obtained and measured using femtosecond time resolved pump-probe spectroscopy.

The research aims to understand the nature of ICT diffusion at the intra-organisational level. It uses both quantitative and qualitative research approaches to identify factors and processes influencing ICT diffusion at the actual implementation phase. The result indicates that management, individual and technology group factors are essential to ICT diffusion at the initial adoption stage. In addition, the integration of change management and knowledge sharing and learning theory to diffusion of innovation theory can help to better explain ICT diffusion at the actual implementation stage.

In this paper, we can get the evidences that ICTs and ICT labors make Taiwan optoelectronic industry raise their productivity and inner organizational change.

To go from murkiness to clarity: How do course members perceive the teacher’s role in an online learning environment?

The advent of the internet has changed the mode of delivery for many courses in the tertiary sector and courses are now offered in an online learning environment with variable success. There has been a range of studies concerning online learning however there is little research about the role of information technologies in promoting professional learning for teaching practitioners. Initially courses were posted online using the resources from a face-to-face course for the course members to download. Now the capabilities of the internet allow for a range of technologies to be used to enhance the learning in an online learning environment. Educational practitioners undertake professional development to either develop their skills and knowledge to improve student learning in their classrooms or for promotional reasons. Educational practitioners want to be inspired by their teachers when undertaking professional development. Some researchers point to the relationship between the teacher and the course members as being an important factor in the success of a course. As many professional development courses are being delivered in an online learning environment the course members never meet the teacher and the teacher needs to develop strategies to allow these relationships to develop. The aim of this study was to explore the perceptions of educational practitioners who are undertaking an online professional development course. It sought to understand the teaching practitioners’ expectations of the teacher in the online environment. A range of strategies was used to collect the data including questionnaires, data gained from the online learning environment, email correspondence and semi-structured interviews. The findings from this study identify the importance of the teacher designing an online learning environment to enhance learning, by having tasks and assignments related to the course members’ own practice, and by having a range of interactions that provide reflection opportunities to enhance thinking and learning. Other important findings included the importance of the teacher taking an active role in the interactions. .
