The Immigration issue was, during quite long period of time, a disputable concern within the European territory. European countries, as many others, require a certain degree of qualified immigration, due to developments of the labour market. Along with the issues of immigration and migration, the matter of immigrant’s integration is becoming the focus point of consideration for the European Union as a whole, its single Member States and various other international organizations. The matter of integration has been imbedded in immigration policies because of the discovery that migration of labour throughout Europe, which was considered to be an interim feature for EU’s Member States, has transformed to the permanent one. Another reason is the fear that badly integrated immigrants might become an extraordinary problem for the population’s majority.

Integration – the Tool for a Better Future? : A Descriptive Ethical Analysis of the Dutch Integration Policy

This master thesis in applied ethics is a descriptive ethical analysis of the current integration policy in the Netherlands. The main purpose is to describe and critically discuss the Dutch integration policy. In the recent years there has been a major shift in the Dutch integration directive, from a liberal to a harsher integration policy. This thesis contributes with a characterization of integration by the United Nations High Commissioner for Refugees, European Commission and within the Dutch context, particularly a characterization of values and ideals in integration policies. Also, an attempt is made to analyze what the underlying motives and core values are, and which values should be fostered. Moreover, an overview is given of the various dimensions of integration. The second part of this thesis explores the Dutch integration policy in light of the European Commission's eleven common basic principles for immigrant integration policy in the European Union. In addition, ethical implications concerning the Dutch integration policy will be stated. Finally, the consequences of failing integration will be identified and some practical recommendations for the Dutch integration policy will be provided.

The aim of this thesis is to analyse the approach of the United Kingdom to immigration and integration of third country nationals. The analysis is joined by comparison with the situation and measures taken within the European Union. The paper depicts the development and changes of the EU integration policy and the current system of immigration policies in the United Kingdom. Attention is also drawn to the public opinion and perception of immigrants in the host societies. Since the 90s, the integration policies of the EU Member States seem to be converging to the "civic integration" model. Emphasis is placed on the individual integration of immigrants, but their group affiliation is also accepted. Integration has to be a two-way process, with efforts made by the immigrants as well as the host society. Despite that, it has rather become a precondition which has to be fulfilled by the immigrants in order to gain more rights. The United Kingdom is also starting to condition the admission and citizenship acquisition by fulfilling language and knowledge criteria, regarding the history, institutions and life in the country. Even though its integration policy is one of the most successful, the current steps raise doubts.
