Mexican Immigration Policy: Candil en la Calle, Oscuridad de la Casa

This dissertation addresses the theorization of immigration policymaking from a perspective that encompasses all possible roles held in migration management. It discusses how simultaneous roles as a sending, receiving and transit country in the migration phenomenon can become intertwined and inherently affect policymaking on all fronts. Using Mexico as a case study, this dissertation finds that the most compelling variables in the construction of immigration policy are: consideration of the state’s relationship with its emigrant population; grievances expressed by civil society; and complaints of regional partners. Mexico combined emigration and immigration policy in order to produce an optimal situation for all aspects of migration management, which was done through the strategy of soft reciprocity. By utilizing international human rights norms in the construction of its new Migration Law, Mexico was able to secure legitimacy and moral authority to broaden emigration policy and enhance protection of Mexicans abroad. / acase@tulane.edu

Immigration Policy as a Challenging Issue in the EU Policy-Making Process: A Study of Immigrant Integration Policy

<p>Issue of immigration was for a long time controversial concern throughout the Europe. Because of its demand for labor, Europe needs certain level of qualified immigration. However, in late decades a big amount of refugee immigration flow created serious challenges as well. Perceived ‘threat’ of immigration resulted in restrictive policies at both national and EU level. EU level policies in this respect are very interesting to research on. Because of great sensitivity of immigration issues to state sovereignty, formulation of EU level policy also faces challenges in terms of balancing intergovernmentalist and supranationalist logic of integration. Therefore, we have studied those policy and decision-making processes in immigration policy focusing on two issues: first, the motives behind the cooperation at EU level and the role of supranational institutions in shaping these EU level policies, second, the scope and capabilities of those policies. </p><p>Immigrant integration policy have been chosen as a case to comprehend issue more closely and detailed. Immigrant integration policy is very important for the social cohesion of European societies and is inseparable part of immigration policies. Immigrant integration debate is very new in EU agenda; it is just getting its way to Brussels. Although EU has no competence on this issue, we found out that there are quite real opportunities for EU to have its own way of helping with member states’ policies. The paper identifies and discusses important aspects of immigration and immigrant integration policies at EU level, the reasons why EU level policies are not pro-active and not suprantionalised yet. It further explores the available EU level instruments and sources for constructing strategy of integrating immigrants. All these study is done in the light of theoretical framework which is the combination of several theories, due to the complexity of the immigration matters. Every theory explains either some stage in the development of EU level policies (liberal intergovernmentalism and new institutionalism) or the possible EU level policy-making framework (intensive transgovernmentalism and policy coordination/benchmarking) for the studied issues.</p>

In thesis, the way wended by European Union immigration policy is addressed under the light of historical background. Essentially, the arguments regarding immigration and free movement aroused and gained momentum in EU in 1980s. During 1990s, the justice and home affairs subjects obtained a central point among EU policies abruptly. However, despite all the efforts since then, it is still early to say that there emerges a uniform European immigration policy. In fact, it is quite hard to reach such a common policy, due to the unique structural requirements, different priorities and expectations of the Member States. It is examined in dissertation then why the Member States&rsquo / policymakers still insist on a common EU immigration policy in spite of this. The researcher asserts that some aspects of the common EU immigration policy serve as a new migration control mechanism in order to be able to take additional measures limiting third country nationals&rsquo / access to the rights of EU citizens by transferring restrictive national approaches and legislation into a supranational venue. It is also scrutinized in thesis in what ways Turkish citizens composing considerable population within Community borders and Turkey as a candidate state conducting negotiations on the membership process are affected from these efforts for a common EU immigration policy. It is examined whether this process generate any new breaking point in Turkish-EU relations or not.

Essays on immigration, innovation, and trade

This thesis comprises three essays on immigration, innovation, and trade. The first essay utilizes an enhanced gravity model to estimate the effect of lagged immigration waves on Canadian imports and exports, by province. Empirically, this model was tested using Canadian data on import and export flows to the top 40 countries of origin for immigrants to Canada based upon the composition of the most recent wave of immigrants. The results are consistent with previous studies, where immigrants increased both import and export trade flows. By adding the provincial immigrant wave variable, it was also found that new immigrants affect imports almost immediately, whereas for exports, the immigrant effect is not significant for at least 5 years and may take as long as 20 years to reach full impact.<p>The second essay utilizes an enhanced gravity model to estimate the effect of innovative capability on Canadian provincial exports to Canadas top 60 importing countries. Empirically, this model was tested using Canadian data on export flows to Canadas top 60 importing countries. The results are supportive of a provinces innovative capability leading to increased exports, where innovative capacity is measured by international patents, scientific journal articles, and R&D expenditures. For example, in terms of innovative capacity as measured by international (U.S.) patents, provinces with higher levels of international patents had higher levels of total exports, where this effect was greater for exports to developing versus developed countries. Furthermore, provincial R&D expenditures as well as the number of provincial scientific publications (in addition to provincial international patents) were found to be significant drivers in increasing the amount of provincial hi-tech exports to developed countries.<p>The third essay utilizes an augmented national ideas production function to examine skilled immigrants impact on Canadian innovation at the provincial level. Empirically, this model was tested using Canadian data by province on innovation flow over an 11 year time period, where innovation flow is defined in terms of international (U.S.) patents. It was found that skilled immigrants, who are proficient in either English or French, have a significant and positive impact on innovation flow in their home province. Further, in examining skilled immigrants by source region, it was found that skilled immigrants from developed countries have the greatest impact on their home provinces innovation flow. This is true of North American/European skilled immigrants for all skill-level categories including language proficiency, education, and immigrant class. For immigrants from developing countries, only highly educated Eastern Europeans and Low Income Asians classified as Independent Workers are both significant and positively related to their home provinces innovation flow.

Svenskt kommunalt flyktingmottagande : politik och implementering

This thesis consists of three empirical case studies, originally published as MERGE- papers ('Papers on transcultural studies' published at MERGE, Centre for Studies on Migration, Ethnic Relations and Globalisation at the Department of Sociology, University of Umeå), brought together and framed by a lengthier introduction. The empirical studies examine Swedish refugee reception activities, including the experiences of refugees themselves, with a focus on organisational and inter-organisational matters, and, in this context, the suitability as well as problems, mechanisms and issues, of implementation. According to Swedish policy aims since the mid-70s, immigrants are guaranteed equality, freedom of choice and partnership in relation to social, political and cultural rights. Based upon this background, an ambitious institutionalisation of refugee reception and integration policy was initiated in 1985, implicating the setting up of a new reception system involving almost every Swedish municipality. However, this political reform came to meet with fundamental problems, such as the absence of clear political goals and a remarkably low priority in the work of local political bodies. As a consequence, the ability and the ambitions of civil servants to apply an integrated approach to the reception process, and to foster growing co-operation among relevant local institutions to improve services and opportunities for integration, have not materialised as intended. These deficiencies of local integration policies appear to be connected with implementation problems, issues and obstacles, such as a lack of developed inter-organisational co-ordination mechanisms, lack of a clear division of labour and responsibility among concerned parties, economic obstruction etc. In addition to this, the resources that local refugee receptions have had at their disposal have been a high degree varying and unstable, with the consequence that the reception's organisation, e.g. as immigrant bureaus, has been subjected to constant remoulding. Continuous initiatives for restructuring the reception procedures seem seldom have been well suited, and in addition to this, there has been a lack of opportunities for influence by the refugees themselves concerning conditions of reception and inroads into integration. The conclusion is, somewhat paradoxical, that many of the refugee reception's political-administrative problems are fabricated by and within the refugee reception system and immigrant policy itself. In the thesis, a general background for necessary improvements of the service for refugees is outlined, making possible a lot of reformistic suggestions. While the thesis lays bare the problems with refugee reception, its policy and implementation, it also acknowledges important positive achievements of Swedish refugee reception and its political-administrative ambitions and framework. The reason that the effects of these positive efforts and achievements haven't materialised in successful integration to a higher degree, is also due to 'external' factors, like exclusion from the labour market, social exclusion through segregation, marginalisation and discrimination, processes of racialisation etc. These kinds of ramifying 'external' factors can only to a limited extent be influenced by local actors alone. The conclusion is that a successful integration cannot be achieved solely through measures within the practical institutional setting of the local refugee reception system itself, but must be underpinned and enforced by a more generalised inclusionary or anti-exclusionary politics, a generally more decided political will and over-all more purposeful measures securing a higher degree of suited implementation. / digitalisering@umu

Foreign-born scientists in the United States –do they perform differently than native-born scientists?

Are foreign-born scientists different from native-born scientists with respect to research activity and performance? This question has important policy implications not only for immigration policy but also for science policy because a substantial part of scientific research in the United States is conducted by foreign-born scientists. This study examines the differences between foreign-born and native-born scientists in research collaboration, grants, and publication productivity. The data for this study are 443 curricula vitae (CVs) and survey of scientists and engineers that Research Value Mapping Program (RVM) at Georgia Tech conducted from 2000 to 2001. By using the multiple indicators, the findings show that foreign-born scientists do not differ significantly in research collaboration and grants from their native-born counterparts. But in terms of publication productivity, foreign-born scientists are consistently more productive than their native-born counterparts. This study also examines the impact of being foreign-born on research collaboration, grants, and productivity, and which factors account for the differences between foreign-born and native-born scientists in collaboration, grants, and productivity. When other relevant variables are controlled for, being foreign-born still has a strong positive effect on publication productivity. Collaboration and grants have a significant positive effect only on the productivity of native-born scientists, whereas strong research preference of foreign-born scientists contributes to their relatively higher productivity. Differences are also found among foreign-born scientists, largely depending on their national origin categorized by the similarity of language and culture. The theoretical and policy implications are also discussed.

The purpose of my study is to study Social Democrats immigration policy over the period 1990 and 2013. My material consists of party programs and motions that social democracy has raised in Parliament. As a research method I used McGee´s ideograph theory. I use a cluster analysis inspired by Kenneth Burke to analyze the meaning of those found ideographs. I also present and use Bitzers rhetorical situation in my analyze With help of Burke´s rhetorical situation I could see how the Social Democrats' rhetorical approach to immigration policy in the different periods in society. My investigation of the Social Democratic Party program and motions / propositions revealed the following ideographs: Democracy, solidarity, equality and freedom. keywords that went to associate to the ideographs relating to immigration policy was school, adults, racism, equal rights, democratic freedom. Rhetorical could be interpreted as a way to show that in year 2013 the party stands behind a more solidarity, equality of human beings in society. Groups such as migrants and refugees should not stick out like a social group, but the group should be included in the collective Sweden.
