During the first decade of its membership in the EU, the Czech Republic received through the EU Cohesion Policy valuable financial resources to reduce regional disparities and catch up with the economic level of the more advanced EU member states. Now, after ten years of membership in this integration group, it is time to evaluate and analyze the implementation structure of the Structural Funds in the Czech Republic, but also the impact of this instrument on the economy of our country. The aim of the doctoral dissertation is to evaluate to what extent the implementation structure of the Structural Funds in the Czech Republic meets the needs of economic and social development of the Czech Republic. The amount designated for the cohesion policy in the Czech Republic is quite high, so it is appropriate in this connection to examine the efficiency of this financial resources.

The development of the Children's Centre Programme in England : the importance of context in understanding policy development and implementation

The thesis examines the Children’s Centre Programme in England and develops an understanding of its development at national and local level by using Kingdon’s (1995) streams model. Central to the thesis is a case study of the Children’s Centre Programme which looks at influential factors in the development at national level and implementation of the programme in one local authority. Traditionally Kingdon’s (1995) model has been used to understand the way that a wide range of factors interact to enable policy change at national level but a small number of authors have also used the model at local level showing that the range of factors that impact on the local implementation of a policy are also many and varied. One of the most well know aspects of Kingdon’s model is in showing how the problem, policy and politics streams come together to create a window of opportunity which allows or drives policy change and or enactment. This thesis will use the model in a broader sense showing that although this window of opportunity is important the interaction of the three streams is ongoing and not only does it lead to significant policy change but it also informs debates and policy development on an ongoing basis.

Bendrasis lavinimas – tai viena svarbiausių dalių Lietuvos švietime. Būtent šioje pakopoje vaikas praleidžia daugiausiai laiko. Čia formuojasi jo pasaulėžiūra, charakteris, įgaunamos pirmosios kompetencijos, įgyjami socialiniai įgūdžiai. Todėl bendrojo lavinimo politikai turėtų būti skiriamas ypatingas valstybės dėmesys. Švietimą ir formuojamą bei įgyvendinamą švietimo politiką įtakoja nuolatiniai besikeičiantys veiksniai, globalizacijos tendencijos. Tad politikos įgyvendintojai turi atsižvelgti į nuolatinius pokyčius, bendras pasaulines bei Europos tendencijas. Lietuvoje bendrojo lavinimo sistemoje galima pastebėti nemažai problemų - iki šiol nesuformuotas optimalus bendrojo lavinimo mokyklų bei kitų švietimo įstaigų tinklas ir infrastruktūra, joms skiriama nepakankamai lėšų, stinga pastangų mokymo kokybei gerinti. Nors nacionalinės išlaidos švietimui kasmet didėjo, tačiau jų santykis su bendruoju vidaus produktu per pastarąjį dešimtmetį sumažėjo. Daugelyje savivaldybių vėluojama pertvarkyti mokyklų tinklą, tad daugiau lėšų reikia jų remontui, mokymo priemonėms ir kitoms reikmėms. Dėl mokinio krepšelio lėšų perskirstymo tarp savivaldybės teritorijoje esančių mokyklų, neužtikrinamas mokinio krepšelio finansavimo principas – „pinigai paskui mokinį“. Child acquires his first competences and social skills. Therefore, state should give particular attention to general education policy Education and the formation and implementation of educational policy are affected by the permanent changing factors, the trend of globalization. So the policy implementers must take into account the ongoing changes in the overall global and European trends. There can be observed a number of problems in Lithuania general education system - until now there are no optimal infrastructure in general education schools and other educational institutions, the insufficient funding, lack of efforts to improve the quality. Restructuring of the municipal school network is delayed in the majority of municipalities, so as a consequence more funds needed for their maintenance, training facilities and other items. This work discusses the role of non-government non-profit organisations in implementation of the integration policy in relation to migrants within the territory of the Capital City of Prague. The integration policy means both the integration policy of the Czech Republic and also the actual integration policy of the Capital City of Prague expressed in the Prague integration concept. The purpose of this work is to find out what role non-government non-profit organisations play during the process of implementation of this policy, their standing among other parties involved in the integration policy, and it also primarily focuses on the phenomenon of the implementation deficit arising during implementation of policies. The theoretical section describes Czech migration and integration policies, the Prague integration policy and the theoretical starting points on which this work is based. The work is based on data acquired directly from interviews with selected representatives of non-profit organisations and also on secondary sources about formation and realisation of integration policies. A qualitative study of policy and action : how the Scottish Government has implemented self-management support for people with long-term conditions (LTCs)

Objective: The promotion of self-management support for people with LTCs is a health policy priority across the UK (LTCAS 2008; DoH 2012). Self-management support is designed to change and improve care for people with LTCs, who form an increasing proportion of the population requiring healthcare and treatment. For health organisations models of care, which support self-management, require greater emphasis on person-focused rather than disease-focused manifestations of health and represents a new model of care delivery requiring changes in practice. Current research demonstrates that health policies are increasingly complex, involve multiple organisations and often fail to translate into effective practice (Noyles et al. 2014). The deficit between what works and what happens in practice is referred to as the “implementation deficit” (Pressman and Wildasky 1984) and traditionally it has been difficult to breakaway from the idea that the policy process is best viewed from the top-down (Barett and Fudge 1981). However, there remains a need to understand the processes of implementation, which takes account of the variation, the multiple layers and interactions which takes place between policy-maker and -implementer as policy becomes practice (Hupe 2011). Implementation of self-management is a contemporary focus in UK health policy and this thesis explains what processes are used to implement self-management policy for people with LTCs into everyday practice in one health board. Methods: A case study approach was used to investigate the policy process with data collected using thirty-one semi-structured interviews with policy-makers and regional and local policy-implementers plus eight hours of observation of national and regional policy meetings. To provide context to the implementation process data also included thirteen policy documents. Data analysis used the retrospective application of NPT as a theoretical framework with which to explore the implementation processes. NPT is an emerging theory that is being promoted as a means of understanding implementation, embedding and integration of new ideas in healthcare (McEvoy et al. 2014). The application of NPT focuses on four mechanisms, termed work (May and Finch 2009: 547), which promote incorporation of new ideas in practice. These areas of work are coherence, cognitive participation, collective action and reflexive monitoring (Mair et al. 2012). Findings: The findings suggest that there are a number of important influences operating behind or as part of the policy implementation process. These included the need for a shared understanding, getting stakeholders involved to drive forward policy, work promoting collaboration and participation was the most detailed and important in the process of policy implementation; the course of policy was affected by factors which facilitated or inhibited stakeholders acceptance of self-management; and NPT fosters key analytical insights. Conclusion: Understanding the process of policy implementation in healthcare and how practice changes as a result of policy is subject to a wide range of influences. What emerges are five key recommendations relating to understanding policy implementation. (1) understanding the concept of self-management is important in promoting policy implementation. This understanding benefits from dialogue between policy-makers and -implementers. (2) stakeholder involvement supports implementation particularly the role of clinical leadership and leadership through existing networks but also value in establishing new organisational structures to create a receptive context. (3) develop participation and collaboration through use of the patient voice which helped simplify the policy message and motivate change. (4) other resources help policy implementation and where these are evident then policy is implemented and where they are absent then implementation is not embedded. Lack of evidence was a particular area of constraint. (5) NPT has shown that social context is important, and provides for this. But in addition there is evidence that historical perspectives and previous experience are also important influence on receptivity to implementation. This research contributes to the development of theory and practice in the area of implementation science. The exploration of the policy implementation has revealed the action and work which policy-makers and -implementers are engaged in while implementing policy. It has tested the utility of NPT in a real-life setting using all four mechanisms.

Este estudo objetiva compreender e analisar o processo de implementação da Política Estadual de Gestão do Trabalho e Educação na Saúde (PGTES) na Bahia, no período de 2008 a 2012, identificando os fatores que facilitaram ou dificultaram esse processo. Para tanto, utiliza o referencial da teoria do ciclo da política pública e caracteriza-se como uma pesquisa qualitativa exploratória, do tipo estudo de caso. Entrevistas semi-estruturadas foram realizadas com 19 informantes chave que tiveram participação na implementação da PGTES. Foram analisados relatórios de gestão e documentos referentes às estratégias de desenvolvimento e implementação da PGTES. Os dados obtidos foram submetidos à análise de conteúdo categorial. Os resultados apontaram ações importantes implementadas pela PGTES, quais sejam: novo Plano de Cargos, Carreiras e Vencimento, ampliação da qualificação de trabalhadores de nível médio e de nível superior, melhor relação e aproximação com as instituições de ensino, fortalecimento das diretorias na capacidade de ampliar ações, cursos de formação em gestão do trabalho, aumento do número de profissionais concursados, institucionalização do planejamento, maior interlocução com lideranças do controle social, regulamentação dos estágios, aula pública do SUS, dentre outros. O estudo revelou que dificuldades técnicas e de operacionalização de recursos para processos educativos, assim como fragilidade no financiamento das ações de gestão do trabalho, representaram os maiores obstáculos à implementação da PGTES na Bahia. / The consolidation process of the SUS has posed problems and challenges to managers and technicians in the health sector, which include issues related to workers. This study aims to understand and analyze the implementation process of the State Policy-Making for Work and Education in Health (PGTES) in Bahia, in the period 2008-2012, identifying the factors that facilitated or hindered this process. We also use the public policy cycle as the theoretical framework and is characterized as an exploratory qualitative research, the case study type. Semi-structured interviews were conducted with 19 key informants who have participated in the implementation of PGTES. Management reports and documents relating to the development strategies and implementation of PGTES were analyzed. Data were subjected to analysis of categorical content. The results showed significant actions taken by PGTES, as: new plan posts, career and salaries, expansion of qualifying mid-level and higher-level workers, better relationship and proximity to educational institutions, strengthening the ability of boards to expand actions, training courses on management of work, increasing the number of gazetted professionals, institutionalization of planning, greater dialogue with leaders of social control, regulation of internships, public class SUS, among others. The study revealed that technical difficulties and in the operationalization of resources to educational processes, as well as fragile financing of the actions of work management, were major obstacles to the implementation of PGTES in Bahia.

This study perceives the implementation stage of a policy cycle as an area, which may influence whether the policy has the intended effects. The author focuses on the implementation of the instruments of the Bologna Process in the field of foreign diploma recognition in the Czech Republic and asks, what can one learn about the implementation of a policy in general from studying this specific policy area? To answer this questions the study develops a conceptual and research framework, based on which the author presents propositions as tentative answers to the research questions. The conceptual and research framework is then used to analyze the sources of data, which include a questionnaire survey, analysis of documents and semi- structured interviews. Based on these the author presents recommendations for the implementation of the instruments of the Bologna Process in the area of foreign diploma recognition in the Czech Republic. At the end of the study, the shortcomings and benefits of the application of the conceptual and research framework are evaluated. The main contribution of this study therefore lies in producing recommendations and evaluations in the specific area of foreign diploma recognition in the Czech Republic and also by testing a practical application of a conceptual and research...
