O estudo foi desenvolvido com sete organiza??es em seis bairros da cidade, a partir de entrevistas, observa??es e leitura dos projetos pedag?gicos. As ONGs, situadas em comunidades em situa??o de vulnerabilidade, desenvolvem a??es de forma??o com o p?blico infanto-juvenil complementando o ensino formal. A atua??o dessas institui??es sem fins lucrativos se configura como uma estrat?gia, especialmente no novo mil?nio, de combater a pobreza com a educa??o por meio da inclus?o social e qualifica??o para o trabalho. Para tanto, compartilham dessa responsabilidade o Estado, o privado e a sociedade. A perspectiva de an?lise desse estudo se deu a partir da constru??o de categorias relacionadas com a literatura. Os resultados apontam que a cidadania ? o principal foco do trabalho desenvolvido por meio de atividades nas ?reas de artes e cultura. A concep??o de educa??o se fundamenta na perspectiva de transforma??o em n?vel individual, atrav?s de inser??o social, melhoria de vida e compreens?o da realidade. A luta pelos direitos sociais constitu?dos na sociedade ? uma das bandeiras das organiza??es. Na pr?tica, atividades l?dicas e recreativas s?o realizadas em todas as ONGs e, em algumas, h? tamb?m o desenvolvimento de um trabalho reflexivo e cr?tico. Conclui-se que o trabalho das ONGs ? significativo para as crian?as e adolescentes atendidas, por terem acesso a conhecimentos e ao desenvolvimento de capacidades e habilidades art?sticas. Dessa forma, as mudan?as que as ONGs conseguem produzir acontecem atrav?s de uma educa??o que visa auxiliar no processo de empoderamento e criticidade do p?blico atendido. No entanto, limites do trabalho foram encontrados no que se refere ? dist?ncia entre o prescrito no projeto pedag?gico e o que acontece na pr?tica e nos desafios quanto ? sustenta??o dos projetos das ONGs. / This work aimed to investigate the role of non - governmental organizations (NGOs) in the education of children and adolescents in the municipality of Jo?o Pessoa/PB. The study was developed with seven organizations in six districts of the city, from interviews, observations and reading of pedagogical projects. NGOs, located in communities in vulnerable situations, develop training actions with the children and youths complementing formal education. The performance of these non-profit institutions is a strategy, especially in the new millennium, to combat poverty through education by means of social inclusion and job qualification. To this end, the State, the private sector and society share this responsibility. The analysis perspective of this study was based on the construction of categories related to literature. The results indicate that citizenship is the main focus of the work developed, through activities in the areas of arts and culture. The conception of education is based on the perspective of transformation at the individual level, through social insertion, improvement of life and understanding of the reality. The fight for social rights constituted in society is one of the flags of the organizations. In practice, recreational and playful activities are carried out in all NGOs, and in some, there is also the development of reflective and critical work. It is concluded that the work of NGOs is significant for the children and adolescents served, because they have access to knowledge and the development of artistic skills and abilities. In this way, the changes that the NGOs can produce take place through an education that aims to help the process of empowerment and criticality of the public served. However, the limits of the work were found regarding the distance between what is prescribed in the pedagogical project and what happens in practice and in the challenges regarding the sustainability of NGO projects.

Em n?vel nacional, o modo de lidar com este p?blico sempre esteve em pauta, ora pela manuten??o de um tratamento assistencialista, ora pela express?o coercitiva e repressiva com a qual estes sujeitos em tratados. Diante do exposto, esta pesquisa apresenta um estudo aprofundado das pol?ticas sociais voltadas para inf?ncia e adolesc?ncia no Brasil, com a finalidade geral de investigar como se deu este o processo de implanta??o das pol?ticas p?blicas para as crian?as e adolescentes pobres no estado do RN. Em levantamentos pr?vios, foi identificado que n?o h? registros oficiais, no estado do RN, do processo de implementa??o das pol?ticas para esta popula??o. Foi realizado um retrospecto da aten??o voltada para a crian?a e para o adolescente no Brasil desde o s?culo XXVIII, passando pelo per?odo de assist?ncia at? chegar ao per?odo hist?rico no qual a crian?a passou a ser pensada a partir de uma pol?tica. Com isso, foi realizado tamb?m um recorte temporal, de modo que, atrav?s do m?todo hist?rico de pesquisa, este estudo se concentrou em levantar dados acerca da aten??o voltada para inf?ncia e adolesc?ncia no RN, entre os anos de 1964 e 1988. Os dados foram coletados em arquivos jornal?sticos que circularam neste per?odo. Este recorte indica o per?odo que corresponde a reg?ncia da Pol?tica Nacional do Bem Estar do Menor. No RN, a implanta??o da FUNBERN e, em seguida, da FEBEM, n?o fugiu no padr?o nacional, posto que foram executados muitos projetos e programas de aten??o ? crian?a e ao adolescente pobres, neste per?odo. A a??o desta institui??o revelou a preocupa??o do estado em resolver a problem?tica do ?menor? diante das situa??es de abandono ou ?delinqu?ncia? na qual eles se encontravam. Entretanto, a modo de amparo por parte do estado, em rela??o a este seguimento populacional, foi efetivado atrav?s da ideologia que sustentava o sistema pol?tico desta ?poca, que foi a ditadura militar. Deste modo, a principal forma de dispensar cuidados a este p?blico foi atrav?s da institucionaliza??o destes sujeitos, desde as crian?as, em creches, at? os adolescentes, nos institutos de ?reeduca??o? para ?menores?. / Childhood and adolescence care has frequently caused theoretical and methodological discussions. At national level, the way of dealing with this public has always been on the agenda, either by maintaining a paternalistic treatment, or by coercive and repressive expression with which this public is treated. Given the above, this research presents a thorough study of social policies focused on children and adolescents in Brazil, with the overall purpose of investigating how this process of implementation of public policies for poor children and adolescents in the state of Rio Grande do Norte was. In previous studies, it was identified that there are no official records regarding the policy implementation process for this population in the state of Rio Grande do Norte. A retrospective study about the care towards children and adolescents in Brazil was held. It ranged from the XXVIII century, through the period of assistance, until the historical period in which the child started to be considered from the perspective of a policy. Thus, a certain period was framed, so that, through the historical research method, this study could focus on gathering data about the attention focused on childhood and adolescence in the state of Rio Grande do Norte, between the years 1964 and 1988. Data was listed from newspaper files that circulated in the state during period mentioned above. This time framing corresponds to the regency of the National Policy of Child Welfare. In the state of Rio Grande do Norte, the implementation of institutions such as FUNBERN and then FEBEM did not differ from the national standard, since many projects and care programs for poor children and teenagers were executed in this period. The implementation of these institutions revealed the concern of the state in solving the problem of ?minors? regarding to situations of abandonment or "delinquency" which they were involved with. However, the kind of protection provided by the state toward this population was based on the current ideology that supported the political system at the time: the military dictatorship. Thus, the main way to provide care to this population was through its institutionalization, through taking children to daycare centres and adolescents to ?reeducational? institutes for ?minors?.

Therefore, it is based on the analysis of how those involved in this process comprise this Service that makes up the Special Social Protection of High Complexity. It was researched how this Program was implemented and how it is organized to meet this protection measure; Such as the extended family, the welcoming families and the technical staff realize that this type of reception is being developed, which represents an alternative to institutionalization. In order to get these answers, we chose as a methodological approach the research under mixed focus and for the analysis of the data collected - through interviews with semi-structured forms applied to nine (9) subjects (six (6) One (1) extended family and (2) staff of the technical team) and a systematic and documentary observation route made possible by three (3) pioneering agents ((1) a coordinator, (1) a social assistance secretary, and Judge) - the analysis of content according to Bardin (1977) in the light of the Materialist Historical Dialectic Method. The research was carried out at the headquarters of the Family Warm-Up Program and in the homes of families that temporarily shelter children and adolescents who were separated from the original family by judicial means. Reception services were considered to have segregated the hosted public for a long time, distancing them from their communities, depriving them of their freedom through hospitalization, offering no references of support in the institutions to the turnover of professionals and hardly welcoming them (according to the legislation), making it impossible for the family to live together. It is pointed out in this study the family reception as a possibility to guarantee fundamental rights historically neglected by the other reception modalities. It is evident the need to unite efforts, investing and directing the professional action of the teams to preserve the existing links with the extended family. In this sense, it is pointed out that the Program allows that links can be strengthened and, in addition, new ones are formed. It is warned that much more must be invested and directed the professional action of the teams and the intersectoral network for constant qualification of the families that they host, as well as orientation and social and family support to the definitive families. It was found, through the present research, that some experiences can generate good results so that the family and community coexistence is effectively guaranteed. / Neste estudo discute-se o Programa Fam?lia Acolhedora na Regi?o das Miss?es a partir da experi?ncia que vem sendo desenvolvida no munic?pio de Santo ?ngelo/RS atrav?s de parceria entre a pol?tica p?blica de Assist?ncia Social e o Poder Judici?rio. Para tanto, parte-se da an?lise de como os envolvidos nesse processo compreendem este Servi?o que comp?e a Prote??o Social Especial de Alta Complexidade. A pesquisa realizou-se na sede do Programa Fam?lia Acolhedora e nas resid?ncias das fam?lias que acolhem temporariamente crian?as e adolescentes afastados da fam?lia de origem por medida judicial. Considera-se que os servi?os de acolhimento, durante muito tempo, segregavam o p?blico acolhido, distanciando-os das suas comunidades, privavam a liberdade atrav?s da interna??o, n?o ofereciam refer?ncias de apoio nas institui??es pela rotatividade de profissionais e dificilmente tornavam breve o acolhimento (conforme enfatiza a legisla??o), impossibilitando a conviv?ncia em fam?lia. Aponta-se nesse estudo o acolhimento familiar como possibilidade de garantir direitos fundamentais historicamente negligenciados pelas outras modalidades de acolhimento. Evidencia-se a necessidade de unir esfor?os, investindo e direcionando a a??o profissional das equipes para preserva??o dos v?nculos existentes com a fam?lia extensa. Nesse sentido, aponta-se que o Programa propicia que elos possam ser fortalecidos, al?m de que, novos se formam. Alerta-se que muito ainda se deve investir e direcionar a a??o profissional das equipes e da rede intersetorial para capacita??o constante das fam?lias que acolhem, bem como orienta??o e apoio s?cio familiar ?s fam?lias definitivas. Descobriu-se, atrav?s da presente pesquisa que algumas experi?ncias podem gerar bons resultados para que a conviv?ncia familiar e comunit?ria seja efetivamente garantida.

This research?s goal is to investigate how this relation happens and what is the school psychology?s role when facing this scenario. Starting from the comprehension concerning social politics and the need of children and adolescents? full protection and considering them as human beings with rights, we aim at discourse about politics? intersectoriality, thus the network may act by means of breaking with the vulnerabilities concerning children and their families. Based on the studies from the Critical Psychology and the Dialectical Historic Materialism we have been present at the school and the community through the ECOAR Project ? Convenience Action and Reflection Space. The region?s mapping was made to delimit the existing services on the territory, also there were conversations with teachers and managers, observation on the TDCs (Collective Teacher Work), there were meetings with the families and the protection network, analysis of student?s folders who are accompanied by some network service and interviews with the Pedagogical Counsellor at the school. All the procedures previously described were registered in diaries by the ECOAR team and the data was considered by means of constructive-interpretative analysis. The results found from the sources analyzed showed a disarticulation inside the network, the existence of a pathologizing and medicalized culture in the services, the tendency of blaming families for children?s conditions and at last the need for changes inside the institutions so it will be possible to have intersectoral articulation. We understand that in this scenario, school psychology acting possibilities are diverse, as long as professionals in this area are aware of the contractions on the capitalist system and by doing so they adopt practices based on cooperation and dialogues, aiming at enhancing each other and adding up efforts to build, together, an education capable to dialogue with life demands from Brazilian population. / O presente trabalho aborda a rela??o entre uma escola p?blica de educa??o integral e os demais equipamentos da rede de prote??o ? inf?ncia e adolesc?ncia na regi?o noroeste de Campinas, tendo como objetivo de pesquisa analisar como acontece essa rela??o. A partir da compreens?o acerca das pol?ticas sociais e da necessidade de prote??o integral das crian?as e adolescentes, considerando-os como seres de direitos, discorremos sobre a intersetorialidade das pol?ticas para que a rede atue de forma a romper com a vulnerabilidade das crian?as e suas fam?lias. Partindo das contribui??es da Psicologia Cr?tica e do Materialismo Hist?rico Dial?tico, estivemos presente na escola e na comunidade por meio do Projeto ECOAR ? Espa?o de Conviv?ncia A??o e Reflex?o. Foi realizado mapeamento da regi?o, demarcando os servi?os existentes no territ?rio, conversas com professores e gestores, presen?a nos TDCs (Trabalho Docente Coletivo), reuni?es com fam?lias e com profissionais da rede de prote??o, an?lise das pastas de estudantes que s?o acompanhados por algum servi?o da rede e entrevista com o Orientador Pedag?gico da escola. Todos os procedimentos descritos foram registrados em di?rios de campo pela equipe do ECOAR e os dados foram considerados por meio da an?lise construtivo-interpretativa. Os resultados encontrados a partir da an?lise das fontes demonstraram a desarticula??o da rede, a exist?ncia de uma cultura patologizante e medicalizante nos servi?os, a tend?ncia em se responsabilizar as fam?lias pelas condi??es das crian?as e a necessidade de que haja mudan?as no cotidiano das institui??es para que a articula??o intersetorial aconte?a. Percebemos que as possibilidades de atua??o da psicologia escolar diante deste cen?rio s?o diversas, desde que, cientes das contradi??es presente no sistema capitalista, adotemos pr?ticas baseadas na coopera??o e di?logo, visando fortalecermos uns aos outros e somando esfor?os para construirmos, juntos, uma educa??o que dialogue com as demandas de vida da popula??o brasileira.

The Sipia is software installed on Guardianship Councils for storing and processing the registration of violations of fundamental rights advocated by the Statute of Children and Adolescents (ECA). The objective was to study the implementation process of Sipia / PE (general purpose). Therefore, they built up three specific objectives: the first is to register the history of implementation of Sipia / PE; the second is to investigate the importance of Pernambuco School Councils in the use of Sipia; the third is to study the case of the implementation of Sipia the Guardian Council of Garanhuns / PE municipality. During the research it adopted the perspective historic cultural and sociological research predominantly, considering the participation of witnesses-subject. We used the methodology of the case study, which required the use of multiple sources of evidence: direct and participant observation, document review and interviews. The analysis and interpretation of data followed a hermeneutic-dialectic approach. In this study case Guardian Council of Garanhuns it was found that the Sipia deployment only materialized with the use of this software by all members of the college and was a result of the principles adopted throughout history that Guardian Council. There was, also, the importance of Sipia as a tool of guardianship counselors for the diagnosis of the real situation of children and adolescents in the city and as contribution to the rights councils and governments to build public policies in the country / Esta disserta??o ? resultado de uma pesquisa hist?rica sobre o processo de implanta??o do Sistema de Informa??o para a Inf?ncia e Adolesc?ncia ? Sipia em Pernambuco. O Sipia ? um software instalado nos Conselhos Tutelares para o armazenamento e tratamento do registro das viola??es dos direitos fundamentais preconizados no Estatuto da Crian?a e do Adolescente (ECA). Objetivou-se estudar o processo de implanta??o do Sipia/PE (objetivo geral).
