Approaching towards the global information society, the development of information technologies in the Lithuanian regions in which there is a high level of digital divide becomes very topical. To develop the topic of the paper, the analysis of literary sources, legal documents, projects under implementation was carried out and qualitative questionnaire of experts was done. Having analysed the e-government situation, factors constructing digital divide, the present policy of the development of information technologies and the projects under implementation, solution models enabling to integrate separate regions successfully were suggested.

Kompiuterinių incidentų augimo tendencijos, evoliucionuojantys informacijos sistemų funkcionalumo pažeidžiamumai, grėsmių identifikavimas ir priežastingumo nustatymas paskatino tyrimo objektu pasirinkti elektroninių tinklų ir informacijos saugumo poreikį kaip socialinį - technologinį - teisinį reiškinį. Kadangi informacijos technologijų raida ir jomis apimamos gyventojų dalies bei įvairių gyvenimo sferų skaičiaus ir įvairovės augimo teigiamas poveikis, pati mintis, kad IT yra socialinės susieties ir darnios plėtros katalizatorius, nekelia abejonių (Prokopčik, 2006), todėl svarbu aktualizuoti šiuos naujus bei dinamiškai kintančius tinklų ir informacijos apsaugos poreikio aspektus. Kiberterorizmo akivaizdoje, pasaulinė bendruomenė XXI amžiuje privalo užsitikrinti kibererdvės saugumą, atsižvelgiant į jos daromą įtaką valstybių ekonomikai, politikai ir socialiniam jos saugumui. Tinklų ir informacijos saugumą galima nagrinėti skirtingais požiūriais vertinant jų patikimumą ir funkcionalumo kokybę, būdus kuriais jie pasiekiami versle, valstybės valdyme ir privačiame gyvenime, bet interneto saugumas tampa daugelio organizacijų ir įvairiausių sričių specialistų pagrindine diskusijų tema. Theses deal with opportunities of e-government, possible changes in the society after implementation of e-government projects, provision of high level electronic public services (EPS) which are recommended by the EU program documents. They also analyse supply and demand of e-government services in the society, level of society satisfaction by e-government services, influence of e-government to the sphere of rapidly developing and improving technologies. Theses present and analyse samples of e-government services of foreign countries which enable to assess shortcomings of services, future perspectives of other countries. Magistro darbo objektas – Lietuvos mokslinė biblioteka, labiausiai orientuojantis į šiandienos ir ateities situaciją. Darbo tikslas – išsiaiškinti mokslinių bibliotekų vietą bei vaidmenį Lietuvos informacinėje infrastruktūroje. Pagrindiniai darbo uždaviniai: išsiaiškinti informacinės visuomenės, valstybės informacijos infrastruktūros sąvokas, surasti jų apibrėžimus; apžvelgti ir išanalizuoti valstybės ir visuomenės raidos veiksnius, turinčius įtakos šiandienos mokslinių bibliotekų egzistavimui informacinės visuomenės kontekste; apibrėžti, kas yra mokslinė biblioteka bei surasti jos vietą Lietuvos bibliotekų sistemoje; atlikti Delphi metodu pagrįstą ekspertų apklausą. Jos tikslas – atsižvelgiant į informacinės visuomenės plėtrą, įvertinti mokslinių bibliotekų vaidmenį Lietuvos informacijos infrastruktūroje, sužinoti svarbiausias mokslinių bibliotekų veiklos sritis ir galimybes aktyviau prisidėti prie šiandienos iššūkių. Rengiant darbą, naudoti literatūros bei teisinių ir strateginių dokumentų analizės, aprašomasis, Delphi ekspertų apklausos bei duomenų apdorojimo metodai. Svarbiausios magistro darbe prieitos išvados: šiandienos mokslinių bibliotekų egzistavimo tikslus ir uždavinius labiausiai įtakoja informacinės visuomenės kūrimas. The following tasks were raised, seeking to achieve the fixed goal, i.e. to clarify the notions “the information society” and “the state information infrastructure”, to find their definitions; to review and analyze the factors of evolution of the state and society, which influence the current existence of scientific libraries in the context of the information society; to define what is meant under “the scientific library”; to clarify and define the system of libraries in Lithuania, to fix the position of scientific libraries in it; to carry out interrogation of the experts, substantiated by the Delphi method. Its purpose is to evaluate the role of scientific libraries in the information infrastructure of Lithuania, with taking into consideration expansion of the information society; to find out the most important spheres of activity of scientific libraries and their possibilities to join the contemporary challenges more actively.
