The challenge of formalising the local economy : South African township retail industryMonyebodi, Monyaku January 2021 (has links)
After more than two decades of democracy, South Africa is still faced with challenges of unemployment, poverty and inequality. The informal sector is one that presents opportunities for making a positive contribution towards solving social problems that South Africa is faced with. While the informal sector is large and offers flexibility in employment, it is associated with low productivity and poor governance as traders in the informal sector are not obliged to register their businesses and therefore cannot make tax contributions. The lack of formalisation of the informal sector not only impacts the government for not being able to account for the sector, but it also creates barriers for those trading in the sector. The study adopted qualitative research methods to gain insights into describing and exploring the meaning research participants use to construct and interpret their world of reality, such as formalising the informal sector to stimulate economic growth in South African Townships. A total of 15 semi-structured interviews were conducted with business owners in the retail informal sector, managers of big corporates in retail in the formal sector and government employees from various departments who were represented by those in relevant positions such as directors, heads of departments, regional and board members. Interviews were analysed by means of thematic analysis.
The key findings from literature indicated that the informal sector is broad and there is no one definition of the informal sector. It was also established that there is a direct relationship that exists between the state and the informal sector, however there is an indirect relationship that exists between the formal and informal sector as further explained in institutional and stakeholder theory. The lack of development in the informal sector can be attributed to the non-existence of policies to guide and regulate the existence of the informal sector. Thesis submitted in fulfillment of the requirements for the award of the Degree of Doctor of Philosophy in the Department of Library and Information Science at the University of Zululand, South Africa, 2002. / The aim of this study was to determine the information needs and uses of the informal sector in Uganda. For this purpose, it was necessary to review literature on the informal sector and to provide an overview of the information systems and services in the country. The demographic, business and cultural characteristics of the informal sector have also been established in order to identify the information needs of the informal sector and to explore the ways in which entrepreneurs seek information and the sources that they use to access such information. The study furthermore explored the uses to which information is put and the impact that it has on the sector. In addition to this, the study identified factors that affect access to information as well as shortcomings in the information services and systems of Uganda. Solutions are suggested to fill gaps that are seen to be present in the system and, finally, an information model, which generates an agenda for further research, is proposed for the sector.
The study made use of qualitative study design, the historical survey, observation, and the critical incident method to achieve its goals. The survey covered the populations residing in the various districts of Uganda, including entrepreneurs working in the informal sector. Samples were taken from six districts, of which twenty-eight persons formed the focal discussion group for the pilot district, while six-hundred-and-two entrepreneurs, twenty-three organisation representatives, and thirty-five informants represented the national population sample. Six research instruments were used in the study.
The findings show that the informal sector in Uganda dates back to prehistoric times. Uganda's information systems and services vary greatly in that they range from indigenous information systems to the more formal kinds. Adults as well as children are employed in the sector and their income is generally low. While the entrepreneurs encountered in the study usually had a very basic educational
background, there were also some well-educated people, including university graduates, working in the sector. Working hours were found to be flexible and depended on the type of activity that the entrepreneurs pursued. The activities of the sector were basically motivated by the need for personal survival, possible opportunities for further training, and the availability of market and specific skills. The study found that some 1,5 million people in the informal sector were employed by about 800,000 entrepreneurial business concerns spread throughout the rural and urban areas. Very little evidence of division of labour and organisation of production was found, while most of the businesses were found to be unregistered. Record keeping, however, was found to be prevalent among the businesses covered in the survey. Personal capital was mostly relied on for starting up the businesses, and products tended to be inferior. There was limited evidence to suggest that cultural beliefs had any influence on the sector's activities and/or performance.
The information needs of the sector were found to be contextual. Entrepreneurs typically needed information with regard to the following areas of activity: training and skills, markets and marketing techniques, cheaper sources of raw materials/supplies, finance, tools and equipment, business management and development, information centres, knowledge of production processes, advocacy and lobbying skills, new areas of investment, record keeping, quality improvement and recognition by government.
Methods of information seeking were largely found to be informal. The informal entrepreneurs made very little use of reading and libraries for accessing information, and informal sources were used more often than formal sources. However, the radio as a source of information found ubiquitous use among the entrepreneurs.
It was found that information is used in marketing, the location of raw materials/supplies, pricing of products and services, improving skills, making decisions, becoming more enlightened, in order to promote self-reliance, and in understanding current affairs, including government regulations and how to deal with and relate to other people.
The impact of information use was judged in terms of business improvement, improved coordination of workers and activities, the upgrading of skills and the creation of better opportunities, improved living standards, sales and increased profits, among others.
Problems encountered among the informal business communities included the inability to obtain required information, lack of specific sources of information, high cost of information and the time factor involved in getting the required irrforrnation. Many entrepreneurs did not know what information facilities existed and were apathetic in this regard. It was furthermore found that language barriers and illiteracy impacted negatively on entrepreneurs in their efforts to obtain information. Entrepreneurs were furthermore found to have the habit of concealing information from one another.
Problems encountered in the usage of information systems in Uganda included the following: limited use of the public library system by entrepreneurs, very few public libraries, the availability of irrelevant information in public libraries for entrepreneurs, lack of information centres for entrepreneurs, very low usage of associations for information, under-developed telecommunications infrastructure throughout the country, wrong timing of programmes on radio, low priority given to information in budgets, the publication of newspapers in a few local languages only, and poor marketing of information services.
The study recommends that, in order to increase information availability to the informal sector, it is necessary to deal with the following problems: illiteracy, languages of packaging information, convenient timing of information distributed by means of radio broadcasts, redefining the role of the public library to society, increased research into the specific types of information needed by the entrepreneurs in their different trades. The study urges'government to establish an information centre for entrepreneurs and to increase publication of information in other local languages and other formats as a means of increasing channels of information dissemination. The Government is furthermore urged to work hand in hand with the private sector to increase programmes meant for the informal sector. Organisations owning radio programmes aimed at the sector are urged to plan convenient times for airing programmes for the benefit of the entrepreneurs. Individual entrepreneurs are urged to take information seriously and to use any means available to them to acquire information. Finally, the study shows that there is an urgent need for the establishment of a policy with regard to informal sector information systems and services, and that policy frameworks need to be developed for the information systems in the country. / Makerere University

Circumventing the state : illegal labour migration from Ukraine as a strategy within the informal economyPatsyurko, Nataliya. January 2008 (has links)
This thesis examines labour migration as an outcome of the interaction between the state and the informal economy, by considering the trends of contemporary labour migration from Ukraine to Southern Europe. It contends that in both the sending and receiving countries, migration policies either disregard or severely limit labour migration, while their informal economies facilitate the development of migration. This basic contradiction sustains migration flows over time. The main argument of the thesis is that migration develops within the system of interacting informal economies. I demonstrate the embeddedness of migration in the informal economy by using the case of Ukrainian migration to Italy. / The role of the informal economy in the development of migration is examined across several dimensions. First, I argue that the recent labour migration from Ukraine emerged as a strategy of the informal economy, continuing the previous strategies of cross-border trading and short-term migration to Central Europe. These economic practices were the innovative responses of the population to the decline of the state economy and to the absence of economic reforms. Migration developed in the space between the state and the market economy. / Second, the flows of labour migration were 'invisible' to states, and developed outside state control and regulation. This thesis demonstrates that the migration policies of the Ukrainian state disregarded the process of out-migration of Ukrainian citizens. Similarly, Italian immigration policies did not recognise the existing flows of labour migration. The informal economy of the receiving state resolved the contradiction between the economic demand for migrant workers and restrictive migration policies and enabled access to the receiving economy. / However, access to the receiving labour market through the informal economy contributed to the disadvantaged incorporation of migrants and prevented their integration into the receiving society. The analysis of economic incorporation demonstrates that the informal economy channelled Ukrainian migrants to the secondary labour market with low earnings, a lack of benefits, and no possibility of professional advancement. The mode of access to the receiving economy and the resulting illegality heavily influenced the position of Ukrainian migrants in the labour market. / Finally, the analysis of Ukrainian labour migration to Italy demonstrates that alternative migration-facilitating institutions were developed in the absence of the state recognition of labour migration. These institutions paralleled the institutions of the official labour markets and allowed migrants to implement income-generating projects. In addition, migration was facilitated by the supporting institutions of the receiving society, which counteracted the restrictive immigration laws and political controls on migration. The migration-supporting institutions were predicated on the strategies of circumventing state control which developed from participation in the informal economy of the sending country. Labour migration from the former Soviet Union would not be possible without these informal practices and the culture of avoiding state control in economic activities. / The proposed analysis answers the challenge posed by the recent Ukrainian labour migration to conventional theories on migration, whose approaches usually omit references to the meso-level of migration processes, and consider either the structural-economic or the micro- determinants of migration. This thesis presents the informal economy both as a structural factor which enables migration and as a characteristic of the migrant agency that facilitates it. / By doing that, the thesis also complements the literature on migration to Southern Europe and argues that migrations are not simply encouraged by the informal economies of the receiving countries, but they emerge from, and are facilitated by, the informal economies of the sending countries. To perpetuate migration migrants creatively use the resources of the informal economy in conjunction with strategies of circumventing the state. This argument holds for a number of ex-Soviet countries, which suffered severe economic crises during the disintegration of the state-controlled socialist economies, and consequently produced significant labour migrations to Western Europe.

This research paper looks at the issues that arise when implementing the
regulatory regime governing street trading in the city of Durban. It does
three things. First, it provides a comprehensive overview of the context of
the street trading policy environment, in an attempt to set out the various
discourses surrounding street trading regulation in the eThekwini municipal
area from colonial times till the present.
Second, the paper looks at the institutional profile of street trading and
related issues within the operations of the city bureaucracy as part of the
argument that its structural location determines, the attention and support
that the sector gets. Consideration of related institutional variables such as
location, budgeting, management strategy, and human resources revealed
that the paradigm shift proposed by informal economy policy has occurred
to some extent. However there are views that the organizational logic and
culture of the municipality undermines speedy problem-solving
mechanisms.
Third, the paper explores issues that have to do with the impact of the
changing regulation and institutional environment on the operations and
livelihoods of street traders. Regulation is operationalised as registration,
spatial allocation, enforcement and system capacity. The related experience
of the regulatory regime suggests that implementation remains a problem in

The processes of globalisation and trade liberalisation promote formal international trade world-wide. The processes have been accompanied by the renewed vigour to improve international competitiveness of the formal enterprises. Amidst these changes, there is a growing interest in the extent of informal sector activity as a form of income generating or subsistence activity within the developed and developing countries. However, little agreement exists in the literature as to what constitutes the informal economy, what activities in addition to monetary exchange make up the informal economy and where these activities are located. The lack of consensus on the proper definition is reflected in the lack of systematic information about all the caveats of this sector. As a result, the informal crossborder trade has failed to attract attention of the academic researchers. Little is known about whether the benefits of globalisation and trade liberalisation trickle down to the lower end of the informal sector. This study explores and describes the problems faced by the Lesotho informal cross-border traders operating between Lesotho and Durban. It provides a profile of their experiences and problems along different stages of their journey. That is between their homes and the border gates, at the border gates on the their way to Durban, on their journey to Durban, in Durban, and the border gates on their return journey to Lesotho. This study examines the relationships between these traders and the traders in Durban. It tracts what happens to their goods once they are imported into Lesotho. The study concludes that trade and non-trade barriers pose a number of serious problems for the informal traders, and therefore hinder the development of international trade in the informal sector. / Thesis (M.Dev.
