A Study of Motivation and Capability for Users in ISD Projects to Engage in Co-production Behavior

The management information systems (MIS) department has played a role that supports information systems development, functionality and business operations in the organization. However, information system development (ISD) projects have a high failure rate because the users¡¦ needs cannot be met. Most of the previous literature indicated that users should be involved and participate in ISD projects to enhance project performance. Nevertheless, the failure rate of ISD projects is still high because of the complex relationship between users and developers. To deal with this problem, previous studies indicated that co-production behavior can facilitate project performance and success. They did not discuss the drivers that influence users to work as co-producers in ISD projects. Different from previous studies, and based on the MARS model concept adopted from the organizational behavior field, this study applies some drivers of co-production and implies that the information system is co-produced by users and developers. Via the MARS model, we attempt to explore the critical role of motivation, IT knowledge, role clarity, and organizational support in influencing user co-production behavior. We also expected that co-production behavior has an influence on system quality and user satisfaction from the perspective of service-dominant logic. Data collected from 178 users confirmed our hypothesis that co-production behavior is positively associated with user satisfaction and system quality, and extrinsic motivation has a positively significant influence on user satisfaction co-production behavior. Finally, the implications for academia and practitioners are also provided.

The enterprise mentality ¡§the big get bigger¡¨, for the rapid expansion and market share. Breaking the previous mode of operation alone, corporate mergers and acquisitions have become an important strategy for the rapid growing and maintain competitive advantage. There are many factors that impact mergers and acquisitions integration. The real test is just beginning after mergers and acquisitions transaction is completed. Mergers and acquisitions integration management can help companies to play the synergies of mergers and acquisitions. It¡¦s an important key to determine the success of mergers and acquisitions. Information systems (IS) integration is among the most challenging tasks in corporate mergers and acquisitions (Alaranta and Henningsson, 2008). Corporate mergers and acquisitions generate the integration and remodeling of the corporate culture, business and organizational overlap. The relative makes the complexity of information systems integration becomes higher, and more difficult in the integration. At the same time, considering how to achieve the synergies, through integration of information systems and overcoming the uncertain changes. This study adopts the case study approach to a large panel manufacturer. Summarized the primary and secondary data and actually involved in the observed induction, related aspects of the system functionality, business process, organizational and external supply chain, to find the factors of information systems integration. And then explore the process of information systems integration in corporate mergers and acquisitions in order to establish the mode of information system integration. Finally also provide reference for large-scale merger and acquisitions.

Vulnerability Assessment of an Island City with Respect to Pre-dicted Climate Change: Case Study of Makung City

¡@¡@The isolation, separation, and self-contained characteristics of island environ-ments form the unique systems of ecology, culture, and landscape. Simultaneously, characteristics such as a lack of available area, high population density, and depend-ence on imports cause high vulnerability and low resilience in these isolated islands. There are 11 islands around Taiwan. Penghu is one of the islands in this area with the highest density. Under the impact of climate change, the vulnerability and the adapta-tion of the island¡¦s city may be affected. Therefore, Makung City served as a base for this study, which uses field observations and the collection of relevant literature, fol-lowed by spatial analysis methods and vulnerability assessment model analysis to de-termine the vulnerability of Magong City. The study¡¦s results and recommendations could provide a basis for policy on the island with respect to spatial planning and management. ¡@¡@To determine the sources of vulnerability on the island, vulnerability indicators can distinguish between the environment and society. However, up to now, we have not considered the difference between the islands near Taiwan. Therefore, the gov-ernment could not provide basic data to assess vulnerability. However, according to the limiting data of the vulnerability assessment results, the neighborhoods near the Makung port are in a high vulnerability area. If climate change continues with a sea level rise and storm surges, it may impact buildings near the coastal area of Makung City. In this study, the weight of vulnerability indicators was built by equal concep-tion to analyze the island¡¦s vulnerability wholly. Therefore, vulnerability research could try to build weight of island vulnerability in the future.

A Study on Digitalization and Competitiveness of Far Sea Fishery Industry: A Case of Purse Seiners Fleet of F Fishery Group

Although the government has actively advocating the concept of the ocean-state country promoting sustainable development of fishery resource, there still remains a lack of adequate fishery policy and human resource training program in coherence with the fishery industry. Taiwan¡¦s far sea fishery industry is the earliest pioneer expanding business scope globally. As a result, it shall have the keenest tendency toward digitization. On the contrary, no total-solution for digitization has been ever offered to the fishery industry. This is due to that MIS experts have no knowledge about fishery while fishery experts have no knowledge about Management Information System (MIS). This gap eventually leads to the failure in technology adaptation of fishery industry. This research is based on a strategic analysis study aiming at competitiveness of far sea fishery after digitalization. Six organization competencies are designed and constructed as the framework of the research, relevant information system are later incorporated into the strategic structure. In this industrial scale and case research, six organization competencies, which are competencies in strategy, information, logistic, quality control, and global logistic. It is hoped that the utilization of information system on fishing vessel can help improve the corporate competitiveness by grasping the market changes in time, enhancing corporate effectiveness, and maintaining stable productivity. Furthermore, four recommendations are generated for Company F¡¦s digitalization strategy: 1. Gradually adopt the e-information system according to the corporate digitalization plan to minimize the operation cost. 2. Using the employee needs within the company as the guideline, develop rapid response system and integrate the operation system in order to improve its competitiveness. 3. Fully utilize the science and technology to offset problems caused by lack of manpower. 4. A CEO¡¦s commitment, high-level executives¡¦ insistence, and general employees¡¦ common views are all definitely needed and shared in order to implementing the digitalization strategy. Last, this research proposed the concept of e-fisherman whose intangible assets are to apply the technology when fishing instead of fishing without technological support. An e-revolution definitely needs to be carried out in order to sustain the business and keep competitiveness.

The aims of ¡§Electronic Government¡¨ are to link all government agencies, citizens and information through networking and to establish real time and interaction system services. It improves government operational procedures, promotes service efficiency and quality. There are ¡§Government to Government¡¨, ¡§Government to Business¡¨ & ¡§Government to Citizens¡¨ according to the applications of electronic business. To implement the Government to Government program, The government has deployed a¡§Electronic Gateway Information System¡¨and an E-government Common Platform Guideline to integrate interdepartmental information and simplify related operating processes. There are many important influences to lessen the need for redundant copies of official documents and to improve the efficiency of administrative procedures. The study takes Bureau of National Health Insurance Kao-ping Branch, which practice National Health Insurance in Taiwan as an example to research interdepartmental information sharing and services. That includes its performance, benefits, influential factors, and difficulties of implementation to try to seek the key problems and propose some suggestions for implementation of ¡§Electronic Gateway Information System¡¨. A Co-opetition Model For Information System Integration Company

Past studies often discussed competition strategies in terms of SWOT analysis for establishing development strategies or in terms of game theory for drawing up short-term Co-opetition strategies. Yet, none of them can reveal the cause-and-effect phenomenon of information system integration companies that develop resources for performing contracts and the Co-opetition strategy at tendering period according to the condition of organizational resources; also, the companies improve knowledge and resources that will affect the tender game and the operation strategy. Hence, from a broader view, the enterprise competition strategies were discussed at ordinary and tender periods through case study of an information system integration company for department stores to investigate the Co-opetition model. From the history of the target company, this study analyzed the intended strategy at ordinary times and the emergent strategy for tendering, and investigated how enterprises accomplish strategic goals by means of resource leverage. Findings indicated that enterprises ¡§develop¡¨ the required resources according to the SWOT analysis and ¡§make full use¡¨ of existing resources to win the tender according to the PARTS analysis; and ¡§resource maintenance¡¨ affects the strategy and opportunity in subsequent games. The application of resource leverage in the above three arguments was also investigated. Furthermore, the ¡§synergy¡¨ of organizational resource development can affects the subsequent strategies and operations. Finally, a Co-opetition model for companies of information system integration is proposed as a reference model for Co-opetition strategy analysis.

Expansion Planning of Distribution Substations with Dynamic Programming and Immune Algorithm

The thesis investigates the optimal expansion planning of substations for the distribution system of Taipei City District of Taiwan Power Company. The small area load forecasting is executed with the support of Outage Management System(OMS) database. The capacity expansion of distribution substations is obtained by considering the annual load growth of each service area to achieve the cost effectiveness of substation investment. The geographic information of each service zone has been retrieved form the OMS data. With the land use planning of Taipei City Government, the load density of each small area for the target year is derived according to the final floor area and development strength of the land base. The load forecasting of each small area is then solved by considering the load growth of each customer class, which is then used for the expansion planning of substations. After determining the small area load forecasting for the final target year, the center of gravity method is applied to find the geographic blocks of all substations and the corresponding service areas at the target year. The power loading of each small area is used to calculate the power loading loss of which service area to solve the optimal location within the block for each substation. Based on the annual load forecasting of all small areas, the expansion planning of distribution substations for Taipei City District is derived by Dynamic Programming(DP) and Immune Algorithm(IA) to achieve minimization of power loading loss with subject to the operation constraint. By the proposed methodology, the unit commitment of distribution substations is determined to meet the load growth of service area and achieve power loading loss minimization of distribution systems.

With the rapid advance in information technology (IT), many hospitals seek new IT to cope with the dynamic change in the competitive environment. This study utilizes the net-enabled business innovation cycle theory to analyze the new opportunity, hospital innovation, capability gap, and customer value when hospitals implement a Citrix Information System. A set of critical dynamic capabilities and guidelines for this IT implementation are identified. These results provide great insight for practitioners and scholars for enhancing their understanding of new IT implementation and provide implication guidelines to help practitioners adapt new IT.
