Dynamic Data Extraction and Data Visualization with Application to the Kentucky Mesonet

There is a need to integrate large-scale database, high-performance computing engines and geographical information system technologies into a user-friendly web interface as a platform for data visualization and customized statistical analysis. We present some concepts and design ideas regarding dynamic data storage and extraction by making use of open-source computing and mapping technologies. We implemented our methods to the Kentucky Mesonet automated weather mapping workflow. The main components of the work flow includes a web based interface, a robust database and computing infrastructure designed for both general users and power users such as modelers and researchers.

University Staff Perspectives on Change Management Strategies in Student Information System Adoption

The process of information technology adoption and use is critical to deriving benefits of information technology. Thus, one of the most challenging issues in information systems research is to understand how people have experienced the adoption process that may lead to insights to why they accept or reject the information technology (Davis, Bagozzi, & Warshaw, 1989). There are many factors affecting the adoption process of information technology innovations within an organization. To ensure successful adoption of information technology innovations, organizations develop a planned approach to change and employ change management strategies such as communication, training, and functional users support groups to serve as leverage for the adoption. The purpose of this study informed by phenomenological perspectives was to better understand the lived experiences of university staff in the Student Information System (SIS) adoption process. By following Moustakas’ (1994) four primary steps in phenomenological research and his systematic approach, the inductive data analysis process assists in revealing the essence of Big University (Big U) (pseudonym) staff’s lived experiences of the change management strategies put in place for the SIS adopting process via long, in-depth interview sessions. The 24 participants were grouped by criteria profiles with the textural descriptions clustered by the ten emergent themes. Structural descriptions for each participant were developed based on the textural descriptions. The validated textural and structural descriptions were then used to develop the composite textural-structural descriptions. The composite textural-structural description for each criteria profile integrated the experiences of all the individual participants within the criteria profile. The validated composite textural-structural descriptions were then used to develop the synthesis textural-structural descriptions to reveal the universal experiences of all the participants. Thus, this study provided a detailed account of the Big U staff’s experiences which revealed how the change management strategies informed their decision in adopting and using the SIS. The universal experiences indicated that the success of the Big U SIS adoption and use after the initial SIS implementation was greatly enhanced by these planned change efforts. Thus, Big U upper administration declared the success of the SIS implementation when the project was completed on time and under budget. However, while the universal experiences reflected the success of the initial SIS adoption and use due to the planned changed efforts, a very different picture emerged for the SIS post-implementation for unit functions on-going support.

Interface between the Marketing and Sales and Product development departments : A case study

Globalization creates for companies’ new opportunities for business development, as well as new challenges. One of the most prevailing challenges is the ability to create new products and services in accordance to diverse customer needs and requirements, as well as implementation of new technologies in future lines of products. Therefore, companies realize the importance of the Marketing and Sales (M&S) and Product Development (PD) departments. The interface between those two departments plays a decisive role in realization of customer needs and requirements, and application of the right technologies in new products. The speed and accuracy with which the information between the M&S and PD department is exchanged directly influences success of one’s products on the market. Consequently, companies strive to achieve greater level of cross-functional integration within the interface, by overcoming barriers to integration, and improving the quality of internal services by utilizing computer based Information Systems (IS). The role of IS in supporting cross-functional work environment is growing, thus companies of all size make investment in IS. Nonetheless, these investments very often fail or not bear expect results, due to lack of alignment of the investment with the business. This thesis documents a diagnosis undertaken for the Case Company. In recent years the Case Company experienced rapid international expansions and fast growth, which in turn exposed a whole new range of problems. The existing work routines turned out to be inadequate to maintain international expansion and growth. A great deal of these problems was enrooted directly in the interface between the M&S and PD departments. Therefore, the company realized a need to isolate and eliminate them, and further foster the cross-functional integration and information flows within the interface by implementation of a computer based Information System. The purpose of this thesis is to enhance the understanding of the integration and communication process within the M&S and PD departments at the Case Company. In order to fulfil the purpose the Enterprise Knowledge Development modelling technique was employed. This allowed tracing the problems to their roots, by mapping business processes, goals, rules, actors, as well as clarification of concepts. As a result an objective snapshot of the current cross-functional integration between the M&S and PD departments was created. Further, this snapshot was compared against a great body of literature in the field of Product Development and Management and Process Management. The comparison made it possible to indicate areas for potential future improvements. The proposed change needs aimed at enhancing the internal customer satisfaction. Last but not the least in deep analysis of the current cross-functional relations within the interface made it feasible to suggest (with literature assistance) initial vital functions of a computer based Information System to enhance the integration and information flows within the studied interface at the Case Company. The proposed functionality corresponds to the current, as well as anticipated needs of the interface that has been derived based on requirements of the actors to fulfil goals and satisfy organizational processes.

A Plan for Implementation of Hospital Information System in Developing Country: Recommendation from socio-technical perspective.

Hospital Information System (HIS) is considered as an important factor in health care sector for managing the administrative, financial and clinical aspects of a hospital. A large number of hospitals from both developing and developed countries are adopting hospital information system to bring efficiency in their current system. Current study is conducted to contribute to the literature regarding HIS implementation in developing country settings as there is scarce literature. This study attempts to improve the understanding of HIS implementation in developing countries.  In this study, socio technical model is used to understand the current working system of cardiology department of Combined Military Hospital (CMH). Qualitative case study is conducted for this research. Data is collected with the help of interviews done online via Skype and some secondary data resources to highlight the problems and solutions before HIS implementation. The data collection, generation of results and analysis is done on the basis of structure, people, technology, and process perspective originating from the socio-technical model. Findings of this study are presented in the form of recommendations which need to be considered for making a HIS implementation plan.

Real Options Valuation of Integrative Information Systems

Spending on investments in integrative information systems (IIS) has considerably risen during the last few years due to a high need for linking various information systems. The demand for integrating the systems stems from developments like mergers and acquisitions and is typically satisfied in practice using Enterprise Application Integration solutions, Enterprise Resource Planning systems, Portals, or Data Warehouses. For the valuation of such an investment previous literature recommends the use of a real options analysis (ROA) since traditional capital budgeting methods such as the Net Present Value underestimate its value. Contrary, the ROA is able to conveniently account for managerial flexibility, represented by the possibility to implement follow-on opportunities, generated by the IIS. However, in practice ROA suffers from a lack of appliance mainly because of its complexity. This thesis precisely closes this gap and develops a simplified process model for a ROA by exactly tailoring the broad real options concept to the requirements of an investment valuation of IIS. For that, it reviews option pricing models from the financial world as well as previous research in the area of ROA and creates the desired model by conducting a ROA for four case studies in detail. The study reveals new findings concerning the question of how a decision-maker can apply the real options method and at the same time, when he/she is able to abandon a detailed ROA or a ROA at all. Background: Today also smaller companies (SME) are implementing enterprise resource planning systems. One difference is that the SME have smaller resources regarding people and finance which can cause some problems if they are not aware of this. The company we have studied have undergone an organizational change and simultaneously implemented an ERP. Two parts of the implementation of the ERP worked just as intended and the third and last part experienced some major difficulties. Purpose: The purpose of this thesis is to examine the situation in which a small company undertake two major changes almost simultaneously, one of which is the implementation of an ERP. This matter when an SME is implementing an ERP is not well researched since it is only in the more recent years that this type of organization feel the need for it and therefore have ventured into this. The aim of this thesis is to add to the theoretical field of small organizations introducing enterprise information systems. Method: This is a qualitative study conducted in the form of a case study. The main data sources have been semi structured interviews, combined with observations and a document study. The data have been analyzed inductively. Conclusion: The implementation of this ERP has gone bad in one area due to several cooperating mistakes. SME’s have some circumstances that does not apply to the larger organizations. In a SME every person carries greater importance in the success or failure of the implementation. Preparation is equally important in an SME as in larger organizations. Suggestions for further research: The field of ERP in SME's have not been very thoroughly studied since it is a comparatively new field. Further research in this matter would be of some value.

Study on Service-Oriented Medical Quality Management Model

After the implementation of national health insurance, the health care industry has entered into a new era. The public not only ask the hospital for medical technology and expertise, but also more focus on the quality of care. The quality of health care has become a successful key factor for hospital management. The biggest problem of quality management faced by a hospital is that no one can clearly describe the organizational structure, business process, and information system which are related with the medical quality management. Provided that no one could completely describe the quality management system, neither a tool to represent and analyze the quality management system, it is impossible to achieve a nice and sound quality management throughout the hospital. This research uses a quality management model as an example, introducing service-oriented medical quality management model (SOMQMM) to corporate restructuring and process improvements. Service-oriented management model, using the service-oriented theory and method, is able to effectively describe the organizational structure, business process, and information system all in one. ontribution of this research is through the structure-behavior coalescence (SBC) service-oriented theory and method to create a new management tool and quality management model. From this model, we can clearly describe how we can do better quality of care for the medical industry, and integrate the quality management to the organizational structure and business process. Hence, provide the dynamic quality of information system to the manager as the basis for adjustment and management.

Development of management strategies for Kaoping River Basin using NPS pollution and river water quality models

The Kaoping River basin is the largest and the most intensively used river basin in Taiwan. It is 171 km long, drains a catchment of more than 3,257 km2, and has a mean flow of 239 m3/s. It serves as a water supply to the Kaohsiung City (the second largest city in Taiwan), several towns, two counties, and a number of large industries (electronic, steel, petrochemical, etc.). Although the mean annual rainfall in this river basin is close to 3,000 mm, over 90% of which appears in the wet season. The period of high flow rate in the stream usually occurs in the late spring and summer due to the impacts of monsoon and typhoon. Non-Point Sources (NPS) pollutants, which are associated with stormwater runoff from agricultural land uses can be quite diffuse and difficult to treat. In this study, land use identification in the basin was performed by properly integrating the skills of geographic information system (GIS) and global positioning system (GPS). Remote sensing image and Digital Elevation Model (DEM) of Kaoping River Basin were applied for the land use identification task. An integrated watershed management model (IWMM) was applied for simulating the water quality and evaluating NPS pollutant loads to the Kaoping River. The watershed was divided into catchments and river segments. The land use patterns were defined by the surface coverage of each catchment. The underneath soil can have several layers, and each land use has its vegetation characteristic and erosion coefficient. The model was calibrated and verified with field data from water quality monitoring stations. The calibrated model was used to develop best management practices (BMP). Moreover, the Water Quality Analysis Simulation Program (WASP) was also applied for the water quality simulation. The model was calibrated and verified with water quality data, and the model was used to analyze the impacts of NPS loading on water quality. The major objectives of this study were to (1) investigate and identify the current contributions of NPS pollutants to the Kaoping River pollution, (2) perform the land use identification and construct the watershed GIS to effectively manage the watershed, (3) perform water quality and soils sampling and analyses, (4) apply multimedia models for NPS pollution evaluation and water quality simulation, and (5) evaluate the effectiveness of the applied remedial strategies on watershed management and water quality improvement. This study identified major land-use patterns in Kaoping River Basin using SPOT images and GIS/GPS/RS techniques. The major findings from the GIS, field, and modeling tasks include the following: (1) Fourteen types of land-use patterns in the watershed area of the basin were classified with the aid of the Erdas Imagine process system; (2) Orchard gardens, rice paddies, sugarcane fields, betel palm farms, and tea gardens dominate the farmland areas in the basin and are scattered around on both sides of the river corridor; and (3) Simulated results indicate that NPS pollution plays a significant role in the deterioration of the downstream water quality of Kaoping River and caused a significant increase in suspended solids loads into the basin¡¦s water bodies. Concern about the deteriorating condition of the river led the Government of Taiwan to amend relevant legislation and strengthen the enforcement of discharge regulations to effectively manage the river and control pollution. Based on the results of this study, application of BMPs [e.g., source reduction, construction of grassy buffer zone, and land-use management] for NPS pollutant control are required. Multimedia modeling results indicate that the application of the following specific BMPs can reduce the effects of NPS suspended solids pollution on the water quality of Kaoping River: (1) Conversion of farmlands on hillsides of the upper catchment to forest; and (2) Conversion of rice paddies and agricultural lands to buffer zones (e.g., grassy strip, detention pond, and constructed wetland) along the riverbank areas of the three sub-basins. With application of these two proposed BMPs, the peak suspended solids concentrations in the wet seasons could be significantly reduced. Results and experience obtained from this study will be helpful in designing the watershed management strategies for other similar river basins.
