The level of access to educational information is pertinent to the attainment of quality education by learners. Librarians play a key role in facilitating access to such information. Access to educational information equips the possessor with the power of knowledge to assert their rights under any right regime, and a right to education cannot be fully exercised without corresponding access to educational information. Set in the Fort Beaufort Education District of the Eastern Cape Province of South Africa, this study evaluates the level of access to educational information as an enabler of quality education. Research revealed that despite the acclaimed educational improvement in South Africa, the quality of education in many black constituencies and provinces remains low. Therefore, the objectives of this study include inter alia an investigation of the educational information needs of high school learners in the Fort Beaufort Education District, the educational information available and accessible to them, how the learners access information, the services and technologies accessible to the learners, challenges confronting their access and means of improving learners’ access to educational information in the district and by extension in South Africa.

A Study of the Developmental Problems of an Educational Counseling and Information Brokering Center for AdultsHarkness, Helen Leslie 08 1900 (has links)
The purposes of this study were to identify the problems and issues encountered in the development of an educational information and counseling brokering service for adults and to determine their relative significance to the success of an educational brokering service. To accomplish this, the relevant developmental issues were identified by a search of the literature. These were sent to a consultant of the National Center for Educational Brokering who selected forty issues and problems as salient. These statements were formulated into a questionnaire to determine their significance in each stage of development. The initial questionnaire was submitted to four additional consultants for recommendations. The questionnaires were then mailed to the directors of 135 educational brokering centers listed in the Directory of the National Center for Educational Brokering. Based on the findings of the study, eleven issues were considered very significant by the total population of respondents. The three most significant issues were: flexibility and responsiveness in service, maintaining clarity of purpose while attempting to meet diverse needs, and insuring continuing financial viability.

The aim of this research is to evaluate the process and impact of outsourcing information technology (IT) services of Eastern Cape Treasury Department (ECTD) to State Information Technology Agency (SITA). This research study has been prompted by the fact that the South African Government through the National Department of Public Service and Administration has established SITA with a sole purpose of improving service delivery by all national, provincial and local government departments. The researcher’s concern is whether the relationship between SITA and these departments is working or not. The research paradigm adopted is a constructivist approach and the ontological position adopted assumed multiple realities. The research method used in this study is the evaluation research method. Key to the research procedure was the fact that four senior officials were interviewed using audio recording, where in two were each chosen from SITA and ECTD. The researcher used document analysis and interviews as a means of collecting data. Separate open-ended questions for SITA and ECTD were structured in such a way that it would be easy to extract themes describing the details of a particular question. The researcher made use of thematic analysis. The theory drive-code development process was key in the research analysis. ECTD outsourced to SITA the following IT services, namely, provision or maintenance of a private telecommunication network (PTN) or a value-added network (VAN); transversal information systems and its data-processing or associated services; training in IT/IS; application software development; maintenance services for IT software or infrastructure; data-processing or associated services for specific IT applications or systems such as website development; and IT support. The interviewed officials from ECTD contend that they used the SCM Guide and SITA ACT when pursuing IT outsourcing for projects such as those listed above. One of the key projects outsourced to SITA is the IFMS, which is a project programme of the National Treasury Department working closely with provinces (e.g. ECTD), National Department of Public Service and Administration (NDPSA) and SITA. The IFMS project has been implemented following the SCM guidelines. The key SCM Guide components are demand, acquisition, logistics, and disposal management. The engagement model used by SITA to guide them on the process of engaging in an IT outsourcing relationship has, according to the officials interviewed, been a success. SITA uses a standard contract wherein other specific contracts receive minor adjustments. The impact of IT outsourcing has shown increases in customer satisfaction improvement, transformation of government procurement and provisioning practices, appointment of Consultants, interpretation of the Preferential Procurement Policy, promotion of the consistent application of Best Practices, information systems security environment, and improving service delivery.

This thesis is an autoethnography exploring the engagement of records management (RM) through the vehicle of a computer mediated communication (CMC) focused co-operative inquiry. CMC is defined as, “communication that takes place between human beings via the instrumentality of computers” (Herring, 1996, p.81). The PhD stance was that with the advent of new technologies, such as CMC, the role and place of RM has been challenged. RM practitioners needed to evaluate their principles and practice in order to discover why RM is not uniformly understood and also why it fails to engage many CMC users and information professionals. The majority of today’s information is generated as the result of unstructured communications (AIIM, 2005 and 2006) that no longer have a fixed reality but exist across fragmented globalised spaces through the Cloud, Web 2.0 and software virtualisation. Organisational boundaries are permanently perforated and the division between public and private spaces are blurred. Traditional RM has evolved in highly structured organisational information environments. Nevertheless, RM could lie at the heart of the processes required for dealing with this splintered data. RM takes a holistic approach to information management, establishing the legislative requirements, technical requirements and the training and support for individuals to communicate effectively, simultaneously transmitting and processing the communications for maximum current and ongoing organisational benefits. However RM is not uniformly understood or practiced. The focus of the thesis was to understand how RM engagement can and should be achieved. The research was conducted by establishing a co-operative inquiry consisting of 82 international co-researchers, from a range of disciplines, investigating the question, ‘How do organisations maximise the information potential of CMC for organisational benefit, taking into account the impact of the individual?” The PhD established a novel approach to co-operative inquiry by separating, managing and merging three groups of co-researchers (UK Records Managers, UK CMC users, international Records Managers and CMC users). I was embedded as a co-researcher within this wider inquiry personally exploring as an autoethnography the relevance of RM to the wider research question, the ability of RM practitioners to advocate for RM and the co-researchers’ responses to the place of RM within this context. The thesis makes several contributions to the research field. It examines how records managers and RM principles and practice engaged through the inquiry, articulating the reasons why users sometimes failed to engage with RM principles and practice, and what assists users to successfully engage with RM. It was found that national perspectives and drivers were more significant as to whether or not individuals engaged with RM concepts than age, gender or professional experience. In addition, users engaged with RM when it was naturally embedded within processes. In addition, as a result of the inquiry’s discussions and actions, the thesis suggests that RM principles and practice need to be refined, for example in regards to the characteristics that define a record. In this respect it concludes that there is rarely likely to be an original archival record surviving through time given the need for migration. The research delivered a novel approach to co-operative inquiry whereby merging groups through time produced new learning at each merger point. The thesis recommends further research to build upon its findings.

This twofold study is concerned with the status of library skills within the realm of undergraduate students' information handling skills. The main problem under investigation is whether students require library skills in order to be information literate. In the first phase of the study, a conceptual analysis is done of information literacy and information skills, and a typology of information skills is drawn up. The skills in the typology range from lower level locating skills to higher level cognitive skills such as synthesizing and evaluating. Library skills (as taught in user education programmes) are identified and placed within the information skills typology, resulting in a model of library and information skills. This model indicates that library skills can be subsumed under generic information skills but that they fall only within the lower level of information handling skills. It therefore cannot be concluded that library skills are integral to information literacy. However, it is proposed that library skills represent a prototype of information gathering strategies, and if taught as such they would be more relevant to the lifelong learning aspect of information literacy. The second phase of the project consists of three empirical studies, where the role of library skills at first year level in a distance learning institution is investigated, using the University of South Africa (Unisa) as an illustrative example. The grounded theory style of qualitative research is used to explore the attitudes of lecturers towards the need for library skills in students. Based on the findings, two grounded theories of library skills requirements are proposed: a theory of library skills nescience at Unisa, and a generalized theory of library skills requirements at a distance learning institution. It is suggested that if librarians intend to be involved in information literacy teaching, they need to convince lecturers of the importance of independent information seeking for students, should promote the prototype of information gathering strategies, and form a partnership between themselves and lecturers with the intention of teaching information gathering strategies across the subject curriculum. / Information Science / D. Thesis (MBA)--Stellenbosch University, 2012. / There is no doubt as to the important role of small businesses in the creation of employment and development of the South African economy. Unfortunately support services for the small business are generally hard to come by and expensive if not sponsored by government, an NGO or corporate entity.
For the small business owner who has been operating for a number of years and knows what is required to operate successfully, it is difficult and time consuming to find an affordable solution. This paper aimed to find a business model framework that would bring support services closer to small and medium enterprises (SMEs) in the services industry in South Africa. It must have the capability to relieve an SME of resource-intensive support burdens (administrative and otherwise) and thereby allow an increased focus on its core service-delivery value proposition.
Based on systems theory it is safe to say that all entities in the economy are somehow interrelated and exert some influence on each other. It is therefore well within reason to conclude that the output of this research could be beneficial to SMEs on the supply- and demand- side of the service industry.
For the purpose of this report, an SME was defined as a company that had the following characteristics: active owner involvement on all levels, a relatively small market share, had a staff complement of between 3 and 50 employees and provided a service (i.e. solving a problem). In creating an appropriate solution, it was important to understand the target audience, the business owner, much better.
The data source for this research was the data gathered during the Finscope South Africa Small Business Survey 2010. Underlying the research was a hybrid approach that utilised both quantitative and qualitative methodologies. The data was gathered throughout South Africa by means of a structured questionnaire created by a team of experts. It focused on measuring specific perceptions, attitudes and behaviour of SMEs and SME owners.
A multi-sided platform or catalyst showed the most potential for satisfying the need to reduce the barriers between SMEs and service providers. A catalyst has three primary activities – building, stimulating and governing. These activities create and sustain a successful catalytic reaction and partnership.
The research provided a wide range of South African SME and owner characteristics that were most beneficial in developing a business model framework.
