Na informação os impactos têm sido diretos, levando em consideração a concomitância do processo de tecnologia à explosão informacional e sua aplicabilidade no ambiente organizacional. Nesse sentido, surge como problema o impacto que a tecnologia aliada à informação tem sobre a construção de valores sociais da cultura de uma organização. Este trabalho busca compreender a maneira como a tecnologia e a informação vem trabalhando na sua disseminação e, desta maneira, construir os valores que são discursados pelas organizações socialmente responsáveis, diante da realidade do novo contexto da revolução das TIC's - Tecnologias da Informação e Comunicação. O trabalho segue como norte eixos de discussão e estudo, sendo: tecnologia - informação - cultura organizacional e responsabilidade social. No intuito de organizar a busca por esse conhecimento, dispõem-se do método comparativo para formar o cenário das organizações socialmente responsáveis, utilizando-se de dois instrumentos de coleta de dados, a entrevista e o questionário. Através dos dados coletados, procura-se chegar á compreensão da realidade das organizações, analisando o cenário da tecnologia e informação e seu papel em meio a construção da cultura organizacional, tendo por base a relevância que ambos possuem para o processo da disseminação dos valores da Responsabilidade Social para sua incorporação no público interno das organizações. / Abstract: In the last decades the technology has been incorporated to the way reality to reconfigure the current scene all, bringing I obtain deep transformations that excessively impact in all the fields of the human knowledge and in the social behavior. In the information the impacts have been right-handers, leading in consideration the concurrence of the technology process to the informational explosion and its applicability in the organizational environment. In this direction, it appears as problem the impact that the allied technology to the information has on the construction of social values of the culture of an organization. This work searchs to understand the way as the technology and the information comes working in its dissemination and, in this way, to construct the values that are make a speeched for the socially responsible organizations, ahead of the reality of the new context of the revolution of the TIC's -Technologies of the Information and Communication. The work follows as north axles of quarrel and study, being: technology -information -organizational culture and social responsibility. In intention to organize the search for this knowledge, they are made use of the comparative method to form the scene of the socially responsible organizations, using itself of two instruments of collection of data, the interview and the questionnaire. Through the collected data, understanding of the reality of the organizations is looked to arrive á, analyzing the scene of the technology and information and its paper in way the construction of the organizational culture, having for base the relevance that both possess for the process of the dissemination of the values of the Social Responsibility for its incorporation in the internal public of the organizations. / Mestre

Resumo: Na modernidade, foi a imprensa com tipos móveis inventada por Gutenberg a tecnologia que propiciou mudanças nas formas de produzir, disseminar e usar a obra intelectual e levou segmentos da sociedade a exigir formas de proteção para a produção intelectual. No mundo contemporâneo, o advento da Internet propiciou o ambiente informacional Web Colaborativa onde a produção descentralizada e compartilhada de conhecimento gera uma nova configuração cultural de exponencial representatividade no fluxo da informação. Nesse ambiente, as práticas de colaboração e remix que o caracterizam são contempladas por uma legislação estabelecida para um contexto anterior ao desenvolvimento da Web e cria-se, portanto, um descompasso entre o que a tecnologia propicia e o que a lei estabelece quanto a produção intelectual. Assim, em beneficio da produção do conhecimento, torna-se imprescindível saber não só quais os limites que a legislação impõe, mas também verificar as alternativas emergentes que contribuam para o fluir da informação no âmbito da Web Colaborativa dentro dos padrões que a lei estabelece. Assim, o estudo, caracterizado como pesquisa bibliográfica e qualitativa com uma abordagem de observação direta não participativa, apresenta o texto dissertativo baseado em levantamento bibliográfico com revisão de literatura teórica e exploratória de aspectos relativos à Web Colaborativa (abordados a partir da observação de fenômenos como blogs e wikis e os websites Flickr e YouTube) e à legislação que regra o direito autoral. In the present-day world, the advent of Internet has favored the informational environment collaborative Web where decentralized and shared production of knowledge creates a new cultural configuration of exponential representativeness in the flow of information. In this environment, collaboration practices and remix typical which characterize it are ruled by a legislation established for a context prior to the development of the Web and an imbalance between what technology promotes and what is established by law as to intellectual work is created. Therefore, for the sake of knowledge production, it is essential to know not only what limits are set by the legislation but also to check the emerging alternatives that promote the information flow in the realms of collaborative Web according to standards established by the law. Thus, the study, characterized as a bibliographic and qualitative research with a direct non-participative observation approach, presents the dissertation based on bibliographical survey with review of theoretical and exploratory literature of aspects related to the collaborative Web (approached from the observation of blogs and wikis and the websites Flickr and YouTube) and to the legislation that rules copyright. Com novas formas de processamento informacional, novas estruturas e tecnologias, a chamada sociedade da informação vai criando novas possibilidades para os setores econômico, político, cultural e social. No entanto, se percebe novas fronteiras sendo erguidas ao privar a população, em seu todo, de ter acesso e condições de uso das tecnologias da informação e comunicação (TIC) e de toda a estrutura oferecida pelas redes digitais. Esta tese busca discutir como a exclusão digital pode ser contornada com a participação do Estado e da Sociedade Civil, a partir de um estudo sobre a informação, desde sua origem, até como o usuário passa a apropriar-se dela. O objetivo geral desta tese é: Desenhar um mapa conceitual que possa contribuir para a construção de Políticas Públicas de Apropriação de Informação que leve em conta as destrezas necessárias para abarcar o conhecimento gerado pelas tecnologias da informação e comunicação, em especial as utilizadas pelos programas de inclusão digital, que, em conjunto com o âmbito da Ciência da Informação, contribuam com a apreensão interativa do conhecimento na rede. With new ways of processing information, new structures and technologies, the so called Information Society creates new possibilities for the economical, political, cultural and social sectors. However, there are also new barriers being raised by depriving the population from access and usability conditions for such new Information and Communication Technologies (ICT) and the whole structure offered by digital networks. By studying information, since its origin until its appropriation by an user, this thesis aims to discuss how digital exclusion may be solved with the participation of political and public spheres. The overall objective of this thesis is: Design a conceptual map that can contribute to the construction of Public Policy Ownership of information that takes into account the skills needed to embrace the knowledge generated by information technology and communication, particularly those used by programs digital inclusion, which, together with the scope of Information Science, contribute to the seizure interactive knowledge network. It is regarded as specific goal: to analyze the information and services available on the network to the public, especially in digital inclusion programs of the National Digital Inclusion of the Federal Government. Este cenário impulsionado pelo uso de ambientes informacionais digitais, especificamente a Internet, impera novas reflexões no nível de qualquer ator social sobre as potencialidades do uso estratégico das TIC em prol da revitalização dos processos internos, com vista à inserção na sociedade de informação. O comércio eletrônico e a publicação de serviços públicos on-line que vêm sendo adotados pela maioria das organizações são exemplos elucidativos dos ganhos que as tecnologias proporcionam para o desenvolvimento em todas as dimensões políticas, sociais e econômicas. Neste processo observa-se uma dual necessidade, tanto na arquitetura dos ambientes informacionais digitais para uma maior usabilidade e acessibilidade, como no aperfeiçoamento dos repositórios digitais de modo a garantir a recuperação das informações preservadas para o uso e re-uso. A Polícia da República de Moçambique (PRM) é uma organização de prestação de serviços de natureza público, mormente a segurança pública, defesa da legalidade democrática e dos direitos dos cidadãos que se circunscreve neste espécime. Deste modo, o estudo visa explorar as potencialidades da criação do banco de dados (BD) e do ambiente informacional digital para a gestão de informações sobre a segurança pública em Moçambique pela parte da PRM. This scenario driven by the use of digital information environments, specifically the Internet, reign new reflections on the prevailing level of any social actor on the potential strategic use of ICTs towards the revitalization of internal processes with a view to inclusion in the information society. E-commerce and publishing on-line public services that have been adopted by most organizations are clear examples of technologies that provide gains for development in all political, social and economic dimensions. In this process there is a dual need, both in the architecture of digital information environments for greater usability and accessibility, as the improvement in digital repositories to ensure the retrieval of information preserved for use and re-use. The Police of the Republic of Mozambique (PRM) is a service of public nature, especially public safety, democratic legality and rights of citizens is limited in this specimen. Thus, the study aimed to explore the potential of creating the database (DB) and the digital information environment for managing information about public security in Mozambique for the part of the PRM.
