For this, use has been made, respectively, of the following assessment tools: the evolutionary theory, a microeconomic perspective and input-output model. The first approach emphasized the way in which innovations generate growth not only to innovative companies, but to economy as a whole, the second synthesized some specific characteristics to information goods: the high fixed costs, low marginal costs, customization mass, significant economies of scale, both on the supply side, the demand side, competition for patterns, among others, the third and final approach, analyzed the production structure in general and to focus on the Information Services found that their integration with other economic activities is still not consolidated, since the analysis of its supply chain and its linkage indices proved to be very significant. Furthermore, regarding the structure of the labor market, there was an almost generalized reduction of the labor market, whose causes are estimated to be due to the intensification of capital at the expense of job in the production function and the significant increase imports during the period / Esta dissertação teve por objetivo analisar o setor de Serviços de Informação entre os anos de 2002 a 2007, sob três diferentes perspectivas, quais sejam: sua dinâmica interna centrada no papel da inovação, a relação entre as empresas que competem no mesmo setor, bem como a interação das empresas desse segmento com os demais setores da economia. Para tanto, fez-se uso, respectivamente dos seguintes ferramentais de análise: a teoria evolucionária, a ótica microeconômica e o modelo insumo-produto. A primeira abordagem enfatizou o modo através do qual as inovações geram crescimento não apenas às empresas inovadoras, mas à economia como um todo; a segunda sintetizou algumas características específicas aos bens de informação: os altos custos fixos, os baixos custos marginais, a customização em massa, as significativas economias de escala tanto pelo lado da oferta, quanto pelo lado da demanda, a competição por padrões, entre outras; a terceira e última abordagem analisou a estrutura produtiva de modo geral e ao focar nos Serviços de Informação constatou que sua integração com as demais atividades econômicas ainda não está consolidada, uma vez que as análises de sua cadeia produtiva e seus índices de ligação mostraram-se pouco expressivos. O Serviço de Verificação de Óbitos (SVO) foi criado para elucidar causas de óbitos naturais mal definidas por meio de exames necroscópicos e registrar informações mais completas sobre as causas de morte no Sistema de Informação de Mortalidade (SIM). Desde a criação da rede nacional de SVO, poucos estudos avaliaram a qualidade dos registros de óbitos dos SVO no SIM. Foram estudados 19780 registros de óbitos não fetais de residentes no Estado do Tocantins entre os anos de 2012, 2011 e 2012, obtidos por download do site do DATASUS do Ministério da Saúde. Além de estabelecer o perfil social demográfico dos óbitos, foram estudadas a completude das informações, as cinco principais causas de morte e as causas básicas registradas pelo SVO e demais atestantes dentro do SIM. Óbitos do sexo masculino, cor parda, casados, sem escolaridade, hospitalares de aposentados e maiores de 75 anos predominaram. A incompletude de dados registrados no SIM para o Estado do Tocantins foi superior a 10% e não houve diferença estatística significativa entre a completude de dados registrados pelo SVO e pelos demais atestantes. As doenças do aparelho circulatório foram as principais causas de morte registradas pelos atestantes, exceto pelo IML, onde as causas externas predominaram. 15% dos registros de causas básicas externas não pertenciam ao IML e o SVO apresentou uma grande proporção de registros de causas básicas mal definidas. A qualificação das informações sobre mortalidade, imprescindível à elaboração de políticas públicas sanitárias, persiste desafiadora no Estado do Tocantins. A criação de uma cultura da informação epidemiológica passa pela inserção curricular, educação e sensibilização médica continuada. / The Death Verification Service (SVO) was created to elucidate causes of natural deaths poorly defined by postmortem examinations and record more complete information on the causes of death in the Mortality Information System (SIM). Since the establishment of the national network of SVO, few studies have evaluated the quality of death records of SVO SIM. We studied 19780 no fetal death records of residents in the State of Tocantins between the years 2012, 2011 and 2012, downloaded the DATASUS website of the Ministry of Health. In addition to establishing the demographic social profile of the deaths were studied completeness information, the five leading causes of death and root causes recorded by the SVO and other informers within the SIM. Esta pesquisa propôs-se a analisar a capacitação do Profissional da Informação na área de Gestão da Qualidade em Serviços de Informação, para tanto foi verificado, por meio de uma pesquisa de campo, o nível de atuação do Profissional da Informação, bibliotecário, na área de Gestão da Qualidade em Serviços da Informação em empresas e também foram pesquisados e identificados as ofertas de cursos stricto e lato-sensu com foco na Gestão da Qualidade em Serviços de informação. Refletiu-se sobre as carências no processo de formação e qualificação do Profissional da Informação e inserção no mercado, analisando-se as exigências de conhecimentos baseados nos estudos internacionais da Special Libraries Association, SLA, competências essas voltadas para a Gestão da Qualidade. Concluiu-se que a pesquisa de campo confirmou a demanda do profissional por capacitação na área da qualidade. Com relação às buscas por ofertas de capacitação, foi possível constatar a diversidade de formas do profissional adquirir este conhecimento, mas também se demonstrou a importância de a Ciência da Informação oferecer tal formação em seus cursos de Pós-graduação. / This research analyzed the Information Professional in the Quality Management in Information Services, for this, was verified through a field research the level of performance of the information professional, librarian, in the Quality Management in Information Services in companies and it was also searched and identified. Concluded that, the field research confirmed the demand for qualification in quality area, exactly the professional to demonstrate that already acts with sights to the quality in services. The strategic planning process of GCIS (2012-2017)

Research is presented for the degree of Masters of Management in Public and Development Management to the Faculty of Commerce, Law and Management of the University of the Witwatersrand , March 2016 / The study examines the GCIS strategic planning process of 2012/13-2016/17 Strategic Plan that failed the requirements of the National Treasury Frameworks (NTF). This is in accordance with the 2012/13 AGSA report (Department of Government Communication and Information System, 2013). Although the strategic plan covers the period of five years, the financial years discussed are from 2012/13-2015/16 because the 2016/17 has not been implemented. A qualitative research approach was followed in identifying challenges in the GCIS strategic planning process; the purpose of the study is to offer recommendations to the GCIS management on improvement of the planning process. The South African public sector introduced an outcome-based planning approach in 2009, and developed the long-term plan which is the National Development Plan: Vision 2030 (NDP). In addition, NTF were drawn up and implemented to support the outcome-based approach. This approach to planning shifted the focus of government from outputs to outcomes and to the impact of service delivery on the lives of South Africans. The GCIS was mandated to ensure that there was a constant flow of information between the government and its citizens. The GCIS is responsible for providing strategic leadership in government communications within national, provincial and local government. In order to do this, it embarks on two planning processes, one to develop the National Communication Strategy and the other to develop the strategic plans of the GCIS. The NCS, in particular, guides communication within the government-wide communication system (GWCS). This study was conducted to answer the primary research question: (1) To what extent does the GCIS meet its strategic planning process? The literature review focuses on strategic planning processes in general and within the public sector in particular. The strategic planning process of the South African public sector gives context to the GCIS strategic planning process. A qualitative research design is followed, with in-depth interviews with the GCIS management, government communicators, members of the oversight bodies and a journalist. The findings from the research illustrate that the GCIS strategic planning process is not effective and does not meet the requirements of the NTF. It is not institutionalised as a management tool to improve the performance of the organisation. The challenges with the GCIS strategic planning process were identified as follows: (1) inadequate application of research to inform the strategic planning process, leading to poor formulation of strategies; (2) failure to set appropriate performance indicators and targets for the organisation as well as within the GWCS; (3) misalignment between the strategic plan and the National Communication Strategy (NCS), causing poor implementation of both documents; (4) prolonged acting leadership within the GCIS, which has caused instability in the organisation and unclear strategic direction; and (5) the need to identify planning approaches that are suited to addressing the dynamic and fluid communications environment. The study concludes with recommendations for the improvement of the GCIS strategic planning process to produce a credible strategic plan to meet the NTF requirements. The implementation of such a plan could enhance the efficient functioning of a GWCS. / MT 2018

On the Use of Bibliometrics for Domain Analysis : A study of the Academic Field of Political Science in Europe / Om bibliometrins tillämpbarhet inom domänanalysen : En studie av det akademiska statsvetenskapliga fältet i Europa

The academic field of political science in Europe is studied in this thesis which examines the application of bibliometrics for domain analysis. It takes its point of departure in the domain analytic approach outlined by Birger Hjørland and Hanne Albrechtsen, which claims the study of domains as central for information specialists to be able to identify information needs in their fields of practice. Three features of the domain were studied by the use of bibliometric methods. Data was extracted from the Web of Science. Impact Factor was used to select 50 journals from each of the years 1999, 2004 and 2009. Only items published by authors with European addresses were included. Co-word analysis was used to study topics within the discipline and several kinds of citation analyses were conducted to examine citation patterns of the domain. Lastly core journals, authors and works were identified by the use of citation analysis and co-citation maps were drawn for the analyses.Several subfields within the domain, as well as some differences in citation patterns of the subfields, were possible to distinguish. The domain showed to be multifaceted, yet specific European research areas were identified. Some significant changes of the citation patterns were apparent between 1999 and 2009. In 2009 there were more references per article, journal articles were cited to a higher degree, relatively older publications were cited to a greater extent and the most cited journals received a larger share of the total amount of citations.The existence of a specific European domain within political science is discussed as well as the diverse characteristics of the subfields and their implications for the bibliometric methods. Finally suggestions are presented of how bibliometrics can be used for domain analysis within library and information science as well as by information service institutions.This paper is a two years master’s thesis in Library and Information Science. / Det akademiska statsvetenskapliga fältet i Europa studeras i denna uppsats, vilken utforskar bibliometrins tillämpbarhet inom domänanalysen. Den tar sin utgångspunkt i det domänanalytiska perspektivet formulerat av Birger Hjørland och Hanne Albrechtsen, vilket hävdar studier av domäner som centrala för att informationsspecialister ska kunna identifiera informationsbehov inom sina verksamheter. How people affected with laryngeal cancer source and use different types of information over time : a longitudinal qualitative study

Due to changes in UK and Scottish policy and NHS directives, there have been many changes and improvements in the way information is provided to patients affected by cancer and their families over the last decade. The information provided should be accurate, detailed and tailored to the individual’s needs across the whole of their cancer trajectory. People affected by laryngeal cancer could be classed as a “Cinderella” group as there is a lack of research with this group of patients and their families, in comparison to other types of cancer, even though the impact of treatment can have a profound and debilitating effect on the individual and their family’s quality of life. How this group of patients and their families use and source information to help them make sense of their experiences across their trajectory is unknown, therefore this study explored the role of information based on the experiences of people affected by laryngeal cancer across their cancer trajectory. The study adopted an interpretive prospective longitudinal approach, using two in-depth qualitative interviews with twenty patients and eighteen carers from across the main treatment pathways associated with this type of cancer. The data were analysed using Framework Analysis and influenced by Dingwall’s Illness Action Model. Four broad thematic headings were developed to explain the role of information: “Search for Normality”, “Illusion of Certainty”, “Reality of Uncertainty” and “Culture of Caring”. Relationships were identified between these headings at four key stages across the cancer trajectory. The ii broad theme “Search for Normality” overarched the whole of the cancer trajectory explaining how information was sourced and used to help this group understand their experience of symptoms. The main findings from the study show that two broad categories of information are used: information from health professionals and experiential information from one’s own and others’ experiential knowledge of health and illness. Both categories of information are sourced and used in different ways at different stages over the course of the trajectory and become inextricably linked over time. The study shows that information is not an entity that can be studied on its own but needs to be studied and explained in the ways it is situated, used and experienced within the context of the complex needs and experiences of this group of patients and their families. This study is the first longitudinal study to provide an explanation of the role of information with people affected by laryngeal cancer across their cancer trajectory. The findings show how the different types of information used from the various sources influence how people affected by laryngeal cancer perceive and understand their diagnosis, treatment and the outcome of treatment. The study findings suggest that health professionals need to situate information in the context of the individual’s understanding and prior knowledge of health and illness to ensure that it does not set unrealistic expectations, with a clear need for continuity and supportive care identified in the post-treatment and follow-up phases.
