It analyzes the political, ideological, economic, social, cultural and institutional fundamentals that have conditioned the formulation process of the Brazilian information policy, having as empirical reference the Information Society Program, also known as Green Book. The study presents a critical approach of the State's actions, given the dictates of the neoliberalism, to disclose the apologetic discourse of the so-called "information society", in the Brazilian scenario. The approach about information and digital inclusion started up with the idolatry of the individuals towards the Technologies of Information and Communication TIC, resulting from the misleading possibilities of social inclusion, notably in countries with late and peripheral capitalism, as it is the case of Brazil. As we discuss the organic relationship between the State and capital, sustained by the neoliberalism, we come to the conclusion that the origin of the Brazilian information policy derived from the ideological option arisen out of the State-capital binomial, under the strong influence of the information fetishism and of the TIC present in the contemporary capitalism. Then, the SOCINFO has disclosed itself as another capitalist project for the adjustment of the Brazilian State to the political pressure of the hegemonic countries, which main goal was to insert the country in the globalized economy, this time, through the proudly nationalist discourse of the information society . For such, seven action lines presented in the Green Book have been analyzed, such as: Market, work and opportunities; Standardization of services for the citizenship; Education for the information society; Content and cultural identity; Government to everyone; R&D, key-technologies and relevant applications; and Advanced infrastructure and new services. At the stage of analysis of the related lines of action of the Program, our concern was to demystify concepts included in each of them that could represent the context of the dominant ideology. Finally, we have noted that the Information Society Program, in Brazil, was built not to promote the digital inclusion and the democratization of the information in the country, but to preserve and expand the capitalism, bearing in mind that its building blocks shaped the logic of the capitalist exploitation, thus favoring the interests of the dominant class, in detriment of those of our massacred working class. / Avaliação política do Programa Sociedade da Informação SOCINFO. Analisa os fundamentos políticos, ideológicos, econômicos, sociais, culturais e institucionais que condicionaram o processo de formulação da política brasileira de informação, tendo como referência empírica o Programa Sociedade da Informação, também conhecido como Livro Verde. O estudo apresenta uma abordagem crítica da ação do Estado, em face dos ditames do neoliberalismo, para desvendar o discurso apologético da chamada sociedade da informação , no cenário brasileiro. A abordagem sobre a informação e a inclusão digital foi feita a partir da idolatria que os indivíduos têm pelas Tecnologias de Informação e de Comunicação TIC, como decorrência das enganosas possibilidades de inclusão social, notadamente em países de capitalismo tardio e periféricos, como é o caso do Brasil. Ao discutirmos a relação orgânica entre o Estado e o capital, sustentada pelo neoliberalismo, constatamos que a origem da política brasileira de informação decorreu da ação ideológica advinda do binômio Estado-capital, sob a forte influência do fetichismo da informação e das TIC, presentes no capitalismo contemporâneo. Assim, o SOCINFO se apresentou como mais um projeto capitalista de ajuste do Estado brasileiro às pressões políticas dos países hegemônicos, cujo principal objetivo era inserir o País na economia mundial globalizada , desta feita, por meio do discurso ufanista da sociedade da informação . Para tanto, foram analisadas as sete linhas de ação presentes no Livro Verde, a saber: Mercado, trabalho e oportunidades; Universalização de serviços para a cidadania; Educação para a sociedade da informação; Conteúdos e identidade cultural; Governo ao alcance de todos; P&D, tecnologias-chave e aplicações; e Infra-estrutura avançada e novos serviços. Na fase de análise das linhas de ação integrantes do Programa, a nossa preocupação era desmistificar conceitos incluídos em cada uma delas, que pudessem representar o contexto da ideologia dominante. Verificamos, por fim, que o Programa Sociedade da Informação, no Brasil, foi construído não para promover a inclusão digital e a democratização da informação no País, mas, sim, para preservar e expandir o capitalismo, tendo em vista que seus elementos constitutivos sustentavam a lógica da exploração capitalista, favorecendo os interesses da classe dominante, em detrimento dos da nossa massacrada classe trabalhadora.

Tsunami disaster response: A case analysis of the information society in Thailand.

The December 2004 Indian Ocean Tsunami wrecked thousands of lives, homes, and livelihoods - losses that could have been avoided with timely and better information. A resource such as information is needed at a fundamental level much like water, food, medicine, or shelter. This dissertation examines the development of the Thai information society, in terms of the share of information workforce and the level of diffusion of information and communication technologies (ICT), as well as, the role of the Thai information society in response to the tsunami disaster. The study combined the historical and political economy analyses in explaining factors influencing the growth of information workforce and the development of ICT in Thailand. Interviews conducted in 2007-08 revealed the Thai information society responded to the 2004 Tsunami - the first global internet-mediated natural disaster - in two areas: on-site assistance in collecting and recording identification information of tsunami disaster victims and on-line dissemination of disaster relief information. The effectiveness of ICT institutions in providing the tsunami disaster relief efforts and increasing the development of the information society were assessed using statistical procedures analyzing the perceptions of the Internet-based survey respondents. The disaster effects on survey respondents were also assessed. The study's findings include: (1) the Thai information sector development pattern confirmed a key difference between development patterns of information sectors in developed and developing countries, (2) the increasing number of Thai information workers was due more to the expansion of government than the expansion in the manufacturing and service sectors during the 1997-98 Asian financial crisis, (3) Thailand's expansion of ICT infrastructure was influenced not only on the basis of economic profitability but also by political desirability, and (4) volunteers were crucial in humanitarian aid and disaster relief.

Analyse comparative du développement des nouvelles technologies de l’information et de la communication dans l’âge de la mondialisation Partant du constat que le concept “Société de l’Information” est souvent utilisé dans des contextes et des situations très différents, qui ne présentent guère de traits communs, ce travail abouti à une interprétation de ce concept, qui permette de la redimensionner au lieu d’en faire un mythe, comme cela arrive trop souvent. La “Société de l’Information”, malgré son rôle innovant et unificateur qui outrepasse même les barrières étatiques, est confrontée au poids de l’Etat-Nation dans sa conception la plus restrictive. Nous considérons cette analyse comme une réflexion nécessaire dans une période où le défi technologique est particulièrement chargé d’un rôle politique.

The cover pages were analyzed from the categories character, context, and environment.</p><p>Main results: The main results include the observation that both Elles and Café chooses well-known figures from women's fashion industry as prime characters on their covers. In Elles, all main characters are famous women emerging from the music, television and fashion industries. The women in Café are known for similar professions. However, the men in Café are associated with politics, sports and music. Men and women are, through the ideals and styles conveyed in the magazines, associated with gender-specific roles, contrasting and contributing to, a problematic contemporary definition of gender, identity and ideal.</p><p>Keywords: Fashion magazines, semiotic analysis, identity, gender ideal and information society.</p>

The main goal of this thesis is to analyse to what extent piracy on today's Internet is spread; who is responsible for unlawfully shared files from the legal point of view; how it is fought against copyright infringement; how it is possible to identify a person being responsible for copyright infringement and with what kind of punishment the person is to be charged. Moreover, this thesis focuses on in what way the issues mentioned above could develop and presents an outline of legislation changes which would lead to more effective copyright enforcing. The main reason why I have chosen the topic "The Internet and copyright - the scope of responsibility of particular subjects (webhosting, the Internet provider…) and means of protection against piracy (the pirate identification and their punishment…)" is that I find this law field very dynamic and likely to develop further, which makes it appropriate for my future career. What is more, I am close and interested in IT myself. I also believe that the real "boom" of lawsuits has not come to the Czech Republic yet resulting in a good opportunity. Otevřenost českých tradičních medií vůči neuživatelům Internetu / The issue of openness of the Czech traditional media towards Internet non-users

This paper deals theoretically and empirically with the issue of traditional media openness towards Internet non-users and its perception among non-users themselves. The theoretical part of the work outlines the problem of inequality in the information society and how specific content of messages in selected traditional media can contribute to these inegualities. The second part examines through a pilot content analysis the nature of the media content in the traditional Czech mass media with regard to the possibility of interaction and participation with the media and the usage of links to the digital content. On this basis, semi-structured interviews examine perception and reflection of such phenomena on a selected group of elderly non-users. The conclusion of this work consists of the introduction of the scheme of factors influencing the extent of perceived discrimination among non-users of the Internet in relation to traditional mass media.

As redes sociais virtuais são um meio de comunicação que se diferencia da mídia tradicional por uma razão fundamental: a distribuição entre os usuários da capacidade de comunicar. O usuário dessas redes não se limita à posição de espectador, pois ele pode ser também autor, produtor e promotor de textos ou outros materiais. Cai, portanto, o modelo top-down unidirecional, e ganha espaço uma comunicação bidirecional (entre usuários) e difusa, o que representa a transição de uma topologia de árvore para outra, oposta, de rizoma. O objetivo deste trabalho é compreender a comunicação nas redes sociais virtuais, o que será feito analisando-as externa e internamente. Visa-se a formar, dessa maneira, um construto sobre essas redes quanto à sua técnica e seus usuários, sua forma e suas identidades, o que delas irradia e nelas se desenvolve, e, assim, precisar as características fundamentais da comunicação nesses espaços. / Virtual social networks are a means of communication that differs from traditional media due to one fundamental reason: the power to communicate is distributed among their users. In these networks, the user is not merely the spectator, but also the author, the producer, and the promoter of texts or other materials. Therefore, these networks put aside the unidirectional top-down model, giving ground to the emergence of a bidirectional and diffuse communication, which represents a topological transition from tree to rhizome. This research looks for understanding the communication in virtual social networks by analyzing them internally and externally. It seeks building a construct on these networks\' technique and users, their shape and identities, what irradiates from them and what grows in them, thus allowing the understanding of the fundamental communication characteristics in these spaces.

A service oriented mobile augmented reality architecture for media content visualization in digital heritage experiences

Mobile augmented reality has become an influential tool for digital content representation and visualization of media content in terms of enhancing users' experience and improving the adaptability and usability of typical augmented reality applications, such as in e-commerce shopping, virtual museum, or digital heritage scenarios. This research proposes a new Service Oriented Mobile AR Architecture called SOMARA, which includes a novel mobile AR client application. SOMARA takes advantage the ability to integrate third party content through service orientation. The SOMARA architecture enhances traditional standalone mobile AR applications with embedded media content by uniquely integrating a web service framework into an augmented reality client application to create more efficient and flexible mobile augmented reality applications that efficiently supports novel media content acquisition and visualization through appropriate access parameters. The proposed architecture requires access to media content through specific media content service providers, e.g. a museum commissioning an augmented reality based museum interactive — predetermined media content, or any third party with their own service APIs, e.g. the Victoria and Albert Museum API — related external media content. This approach allows relevant third party media content to be ‘mashed' via their public API with museums' augmented reality interactive's ‘embedded' media content in the SOMARA mobile AR client. In this way novel mobile AR interactive applications, such as a museum augmented reality interactive, can be created based on particular museum environment scenarios that integrate a museum visitor's experience with the interactive's cultural objects. Such experiences based on a SOMARA type museum augmented reality interactive can also be saved allowing visitors to take home their museum experience. SOMARA thus allows museum interactive experiences based on visualization of museums and third party media content physically located in the museum to be migrated to the visitor's home environment for further study, enjoyment and understanding. This unique feature, ability to effectively replay the experience at home, of the proposed system utilizes service-orientation to integrate third party media content, which is currently deficient from commercial augmented reality solutions.

Online lead users and social change in Arab conservative societies : the case of Saudi Arabia

This research examines the social use of the Internet at the level of specified online users in conservative Arab societies, who are called in this thesis online lead users. These specified lead users are the ones who are influential in shaping the innovation processes due to their leading role of practice in finding solutions to their needs and problems they have experienced before the emergence of online social networks such as the lack of public sphere and independent civic organizations etc., which led them to utilize the Internet as their new public space to pursue their goals through their online initiatives and collective actions to apply the social change they seek for their societies under the existence of society social norms and censorship. The research has been carried out as mixed-method study, the gathered data done through means of quantitative and qualitative methods, and the chosen country to conduct the research were Saudi Arabia. A survey questionnaire link were distributed among the targeted online lead users in the country under study, and the author chose three cases form the country under study for the qualitative part. The research sought to examine to what extent society social norms and censorship influence online lead user's expression and behaviours, and their effect on the formulation of their online activities and collective actions, and analyzing the characteristics of online lead user's. The significance of this study lies in the fact that it contribute to the gap in the literature on the use of Internet in conservative Arab societies by providing insight into the roles that social norms play in influencing online behaviour, particularly in communities that are seeking to discuss social issues or mobilize collective action, and analysing online lead users characteristic to distinguish between conservative and cosmopolitan ones using the Right-Wing authoritarian measurement.
