11	Competitive intelligence with specific reference to the challenges facing the Competitive Intelligence Professional in South Africa Odendaal, Bernardus Johannes 09 February 2005 (has links) Natural tension exists between decision-makers and intelligence professionals. The main problems involve control over the gathering, interpretation, presentation, and the use of intelligence products in the decision-making process. Competitive intelligence (CI) professionals are rarely in a management position, and few managers and decision-makers have the necessary understanding of the value of intelligence products and thus intelligence is often misused or discarded. This situation results in intelligence failures and inappropriate strategic decisions by management. The methodology for the study was to determine the perceptions of CI professionals with regard to the current state of affairs of the CI function in the private sector. The study was conducted among members (n=74) of the South African Association of Competitive Intelligence Professionals. An overview of the development of CI within the South African context was also done, and interviews with key personalities practising CI in South Africa were conducted. The results indicated that many issues and challenges still face the CI professional in the South African environment, such as control over intelligence and the way in which it is used. There is a worrying tendency of third parties gathering intelligence, resulting in a situation where plausible denial is possible. Management perception/ignorance of the capabilities of intelligence in the decision-making process still needs to be addressed. There is also a need for recognition among CI professionals with regard to standards and representation. The CI field is still almost exclusively a male-dominated industry, with high barriers of entry in terms of academic qualifications. The conclusions are that a greater understanding of the requirements and needs of decision-makers, with regard to intelligence products, should be created. Decision-makers also need to understand the limits of intelligence products, and that intelligence products can only be compiled from information that has been gathered in a legal and ethical way. 12	Utilisation of the financial intelligence centre as a crime intelligence source Mostert, Derick 11 1900 (has links) The research was conducted as a result of the researcher‟s concern that the possibility exists that members of the different law enforcement agencies in South Africa might have a misconception about the mandate and functions of the Financial Intelligence Centre. If such a misconception in fact exists, it poses a huge challenge towards fruitful co-operation among the Centre and the different law enforcement agencies. The researcher identified certain practical problems, namely, that investigators are not aware of the types of intelligence that the Centre could provide them with, and that investigators might not be informed about the specific procedures to follow when they need to request intelligence from the Centre. The research has shown that, in the past, the Centre has been a useful source of crime intelligence concerning a range of predicate offences including narcotics, fraud and tax related crimes. The research has further found that, although the majority of participants gained a lot of experience in law enforcement and investigations, they had limited awareness about the Financial Intelligence Centre and its functions. 13	Le renseignement au prisme des sciences de l'information / Intelligence through the prism of information science Beau, Francis 01 April 2019 (has links) Afin de légitimer une approche des systèmes d’information plus documentaire que technologique bien peu en accord avec l’air du temps, le besoin impérieux s’est fait ressentir de faire appel aux fondements théoriques de la fonction renseignement et de son exploitation étroitement dépendante de la maîtrise d’une information devenue surabondante. Ce regard, plus analogique que numérique, s’est intéressé à la construction de sens dans une mémoire partagée, organisée autour d’un besoin collectif de savoir qui la conditionne entièrement. Il s’agit d’assurer la cohésion des actions individuelles en s’appuyant sur la synergie des intentions qui orientent l’action collective et lui donnent ainsi tout son sens. Cette recherche s’est fondée sur une expérience professionnelle ponctuellement réussie, bien que peu suivie par une administration trompée par le mirage d’une technologie omnipotente. Ses résultats sont décrits pour tenter de les pérenniser, dans l’idée d’en élargir la portée et d’en promouvoir l’usage chez d’autres professionnels aux besoins analogues, dans des domaines différents comme, par exemple, celui de la recherche scientifique. / Despite the current trend, the pressing need arose to legitimize a documentary approach to information system rather than a technological one, based on the theoretical foundations of intelligence and its exploitation, which is directly connected to the control of an information that has become overabundant. This vision, rather analogical than numerical, focuses on creating sense within a shared memory that is organized around a collective need of knowledge, which directly impacts this memory. The aim is to ensure the cohesion of individual actions by relying on the synergy of intentions, which orient the collective action and give it its meaning. This research was built on a professional experience successful, although little followed by an administration mistaken by the mirage of an omnipotent technology. Its results are described in an attempt to perpetuate them, with the idea of extending their scope and promoting their use to other professionals with similar needs, in different fields such as, for example, scientific research. The cell phone industry is growing each year, and millions of people worldwide possess a cell phone. Some of these people are involved in criminal activities – which mean that cell phones, with their advanced capabilities, hold evidence which relates to crime. The activation of cell phone activity is contained on a cell phone record, and, when analysed, such information becomes intelligence which has a positive impact on CCT investigations.
