跨機關服務協力合作網絡的有效形成,在官僚體制漸漸無法發揮績效的情況下,更顯得重要。為了探討在機關間協力合作的種種問題,本研究以公共網絡管理文獻建構跨機關間協力合作的模型。公共網絡管理的文獻,主要在探索公共管理者的行為與角色,以及機關間的協力合作行為,如何貢獻於服務傳遞協力合作網絡績效,而這兩個研究問題,也存在於本論文的觀察單位-臺北市政府戶政業務之中。資料來源主要是以問卷方式調查臺北市政府負責戶政業務戶政人員的主觀認知性資料。研究方法則是透過描述性統計、相關係數、信度考驗、確認性因素分析(Confirmatory Factor Analysis, CFA)、迴歸分析、迴歸診斷與結構方程式(Structural Equation Model, SEM)。 本研究的問卷抽樣數共524份,有效問卷為338份,回收率為64.5%。在統計分析上,無論在因素負荷量、信度考驗、迴歸模型解釋比率,以及結構方程式的模型適配度皆符合或接近標準。而多元迴歸分析(OLS)與結構方程式(SEM)亦顯示機關之間的資源分享與協助並無助於戶政服務傳遞協力協力合作網絡間的績效,這也解釋部分理論文獻對協力協力合作網絡過於樂觀的質疑。本研究亦發現網絡管理文獻所建構的特定因素如核心機關(民政局)的協調,以及策略與結構的協調與整合是有助於戶政服務傳遞協力協力合作網絡績效。在研究貢獻上,期許檢驗研究問題與研究假設,以及這些規範性理論應用至政府實務的深度。 / The efficient formation for interagency service delivery network is comparatively important when the bureaucracy falis to make it well in public affairs. This research employs the literatures of public network management to construct the model of interagency collaborations. Two research are discussed in public network management and our research with the observed unit of the household registration of Taipei City Government: how the behaviors and roles of public network managers and collaborative behaviors among public agencies contribute to the network performance of interagency service delivery network. The data sources are draw from subjective perceptive data of public managers and public administrators who response for household registration services in Taipei City Government. The research method employs descriptive statistics, correlations, reliability, confirmatory factor analysis, regression analysis, regressive dignosis and structural equation model. The response rates in this research are 64.5%(338/524). In statistics, the the factor loadings, reliability, R2 for the regression model, and the goodness of the fit for structural equation model(SEM) also show that the resources-sharing among the agencies does not benefit the netwotk performance in household service-delivery network, which doubt the celebratory viewpoints from some public network management literatures. This research also finds some factors such as the coordination of network core administrative agency (the Bureau of Civil Affairs), the integration and coordination of strategies and structures, are helpful for network performance in collaborative network of household service-delivery network. For the contributions of research, this research expects to examine our research questions and research hypotheses and then applies these normative theories to the depths of government practices.

Forced repatriation of unaccompanied asylum-seeking refugee children : towards an interagency model / Påtvingade återvändanden av ensamkommande asylsökande flyktingbarn : mot en interorganisatorisk samverkansmodell

Introduction Not all children seeking asylum without parents or other relatives are entitled to residence permits. In the last few years, more than one in four unaccompanied asylum-seeking refugee children have been forced to repatriate, either to their home country or to a transit country. Mostly the children refuse to leave the country voluntarily, and it becomes a forced repatriation. Five actors collaborate in the Swedish child forced repatriation process: social workers, staff at care homes, police officers, Swedish Migration Board officers and legal guardians. When a child is forced to repatriate, the Swedish workers involved must consider two different demands. The first demand requires dignified repatriation, which is incorporated from the European Union’s (EU’s) Return Directive into Swedish Aliens Act. The second demand requires that the repatriation process be conducted efficiently, which means that a higher number of repatriation cases must be processed. The fact that the same professionals have different and seemingly contradictory requirements places high demands on the involved collaborators. Two professionals have a legal responsibility for the children until the last minute before they leave Sweden: social workers and police officers. That makes them key actors in forced repatriation, as they carry most of the responsibility in the process. Further, they often work with children who are afraid what will happen when they return to their home country and often express their fear through powerful emotions. Being responsible and obliged to carry out the government’s decision, despite forcing children to leave a safe country, may evoke negative emotional and mental stress for the professionals involved in forced repatriation. Aim The overall aim of this study is to explore and analyse forced repatriation workers’ collaboration and perceived mental health, with special focus on social workers and police officers in the Swedish context. Materials and methods The study combines a qualitative and quantitative research design in order to shed light at both a deep and general level on forced repatriation. In qualitative substudy I, a qualitative case study methodology was used in one municipality in a middle-sized city in Sweden. The municipality had a contract regarding the reception of unaccompanied asylum-seeking refugee children iv with the Swedish Migration Board. The municipality in focus has a population of more than 100,000 inhabitants. The city in which the data were collected has developed a refugee reception system where unaccompanied asylumseeking refugee children are resettled and await a final decision regarding their permit applications. This situation made it possible to recruit participants who had worked with unaccompanied refugee children without a permit. Semi-structured interviews were conducted with a total of 20 social workers, staff at care homes, police officers, Swedish Migration Board officers and legal guardians. A thematic approach was used to analyse the data. In quantitative substudies II, III and IV, a national survey of social workers (n = 380) and police officers (n = 714), with and without experience of forced repatriation, was conducted. The questionnaires included sociodemographic characteristics, the Swedish Demand-Control Questionnaire, Interview Schedule for Social Interaction, Ways of Coping Questionnaire and the 12- item General Mental Health Questionnaire. Factor analysis, correlational analysis, and univariate and multivariable regression models were used to analyse the data. Results The qualitative results in substudy I showed low levels of collaboration among the actors (social workers, staff at care homes, police officers, Swedish Migration Board officers and legal guardians) and the use of different strategies to manage their work tasks. Some of them used a teamwork pattern, showing an understanding of the different roles in forced repatriation, and were willing to compromise for the sake of collaboration. Others tended to isolate themselves from interaction and acted on the basis of personal preference, and some tended to behave sensitively, withdraw and become passive observers rather than active partners in the forced repatriation. The quantitative results in substudy II showed that poorer mental health was associated with working with unaccompanied asylum-seeking refugee children among social workers but not among police officers. Psychological job demand was a significant predictor for mental health among social workers, while psychological job demand, decision latitude and marital status were predictors among police officers. Substudy III showed that both social workers and police officers reported relatively high access to social support. Furthermore, police officers working in forced repatriation with low levels of satisfaction with social interaction and close emotional support increased the odds of psychological disturbances. In substudy IV, social workers used more escape avoidance, distancing and positive-reappraisal coping, whereas police officers used more planful problem solving and self-controlling coping. Additionally, social workers with experience in forced repatriation used more planful problem solving than those without experience. Conclusions In order to create the most dignified forced repatriation, based on human dignity, for unaccompanied asylum-seeking refugee children and with healthy actors, a forced repatriation system needs: overall statutory national guidance, interagency collaboration, actors working within a teamworking pattern, forced repatriation workers with reasonable job demands and decision latitude, with a high level of social support and adaptive coping strategies. The point of departure for an interagency model is that it is impossible to change the circumstances of the asylum process, but it is possible to make the system more functional and better adapted to both the children’s needs and those of the professionals who are set to handle the children. A centre for unaccompanied asylum-seeking refugee children, consisting of all actors involved in the children’s asylum process sitting under the same roof, at the governmental level (Swedish Migration Board, the police authority) and municipality level (social services, board of legal guardians), can meet all requirements.

User Acceptance of North Central Texas Fusion Center System by Law Enforcement Officers

The September 11 terrorist attacks pointed out the lack of information sharing between law enforcement agencies as a potential threat to sound law enforcement in the United States. Therefore, many law enforcement agencies as well as the federal government have been initiating information sharing systems among law enforcement agencies to eradicate the information sharing problem. One of the systems established by Homeland Security is the North Central Texas Fusion Center (NCTFC). This study evaluates the NCTFC by utilizing user acceptance methodology. The unified theory of acceptance and the use of technology is used as a theoretical framework for this study. Within the study, user acceptance literature is examined and various models and theories are discussed. Furthermore, a brief information regarding the intelligence work done by law enforcement agencies are explained. In addition to the NCTFC, several major law enforcement information systems are introduced. The data for this study comes from the users of the NCTFC across the north central Texas region. Surveys and interviews are used to triangulate data. It is found in this study that performance expectancy and effort expectancy are important indicators of system use. Furthermore, outreach and needs assessment are important factors in establishing systems. The results of the study offer valuable input for NCTFC administrators, law enforcement officials, and future researchers.

This research is an examination of the practical application of intergovernmental relations (IGR) and co-operative government at the City of Tshwane Metropolitan Municipality (CTMM)’s Department of Housing and Human Settlements. By use of questionnaire and direct interviews, the research extracted responses from methodically selected employees and officials at the Department of Housing and Human Settlements in the CTMM. Literature study was combined with document analysis and a part of participant observation to gather data and information that has been examined and analysed in the study that has established the need for training and skilling for officials and employees in financial and project management. The need for the rolling back of political interference, regular review of legislation to keep abreast with the changing environment and international standards and improved institutional communication are but some of the observations and arguments that the research has established from a careful reading of data gathered. The enabling policies, laws and regulations that are in place remain largely good on paper, but still limited in their practical application. It is argued in this research that housing and human settlements are a provision that is central in the democratic and development life of the Republic of South Africa, and that the provision of sustainable human settlements enriches the livelihoods of communities in so far as other services such as education, recreation, health care, electricity, economic opportunities, safety, transport and communication are also dependent on the availability of sustainable human settlements and the amenities that comes with it. It is the recommendation of the present research that if the policies, regulations, laws and goals that govern the IGR towards the delivery of sustainable human settlements are to achieve maximum fruition, there is a need for vigorous monitoring and evaluation mechanisms that will ensure that budgets are efficiently used, that standing decisions are implemented and that partisan politics and corruption and opportunistic tendencies are eliminated as these hinder performance and delivery. / Public Administration / MPA

The implementation of the National Development plan and its impact on the Provision of Sustainable Human Settlements: the case of Gauteng Province

Thi s study aims to assess the implementation of the National Development P lan (NDP) and the impact it has had on the provision of human settlements in Gauteng. Th is dissertation has used qualitative research methodology. This nuanced approach has enabled an e laborate exploration and understanding of the NDP as a policy strategy and provided the tools to measure its impact on the provision of human settlements in Gauteng. For this research, the participants were selected purposively based on their expertise in the field of human settlements. The researcher conducted in depth interviews with 15 senior policymakers in the Gauteng Department of Human Settlements and South Africa’s National Department of Human Settlements and collect ed data on human settlements, wh ich fed, into the findings and recommendations of the dissertation This study has argued that housing policies in South Africa have evolved since 1994, moving away from redress and distribution to an approach of creating sustainable integrated human settl ements. It has also assessed how the Gauteng Department of Human Settlements set out to generate inclusive and integrated settlements through the creation of “new towns”. The building of these “new towns” is in line with the provincial government’s mandate of delivering integrated human settlements in the province. South Africa’s Department of Human Settlements and the Gauteng provincial government introduced the Megaprojects in 2014 as a R100billion economic corridor investment, which aims to provide 800 0 00 housing opportunities across five corridors in Gauteng. Despite these initiatives, the provincial Department continues to face several constraints such as population growth, migration, unavailability of land, housing backlogs, a high rate of informal settlements, corruption, poor implementation of policies, and a lack of economic growth and budgetary constraints. The dissertation’s findings suggest that t hese challenges need to be tackled at the policy level the Department of Human Settlements must pr ioritise implementation, good governance and promote greater professionalism within the housing sector in order to achieve these targets . The study further found that p olicymakers must also view housing as a specialised field that requires extensive consul tation and implementation plans that are carefully tailored to address any challenge s that the Department of Human Settlements could potentially encounter during the implementation phase . Development of Sensitive In Vitro Assays to Assess the Ocular Toxicity Potential of Chemicals and Ophthalmic Products

The utilization of in vitro tests with a tiered testing strategy for detection of mild ocular irritants can reduce the use of animals for testing, provide mechanistic data on toxic effects, and reduce the uncertainty associated with dose selection for clinical trials. The first section of this thesis describes how in vitro methods can be used to improve the prediction of the toxicity of chemicals and ophthalmic products. The proper utilization of in vitro methods can accurately predict toxic threshold levels and reduce animal use in product development. Sections two, three and four describe the development of new sensitive in vitro methods for predicting ocular toxicity. Maintaining the barrier function of the cornea is critical for the prevention of the penetration of infections microorganisms and irritating chemicals into the eye. Chapter 2 describes the development of a method for assessing the effects of chemicals on tight junctions using a human corneal epithelial and canine kidney epithelial cell line. In Chapter 3 a method that uses a primary organ culture for assessing single instillation and multiple instillation toxic effects is described. The ScanTox system was shown to be an ideal system to monitor the toxic effects over time as multiple readings can be taken of treated bovine lenses using the nondestructive method of assessing for the lens optical quality. Confirmations of toxic effects were made with the utilization of the viability dye alamarBlue. Chapter 4 describes the development of sensitive in vitro assays for detecting ocular toxicity by measuring the effects of chemicals on the mitochondrial integrity of bovine cornea, bovine lens epithelium and corneal epithelial cells, using fluorescent dyes. The goal of this research was to develop an in vitro test battery that can be used to accurately predict the ocular toxicity of new chemicals and ophthalmic formulations. By comparing the toxicity seen in vivo animals and humans with the toxicity response in these new in vitro methods, it was demonstrated that these in vitro methods can be utilized in a tiered testing strategy in the development of new chemicals and ophthalmic formulations.
