First part of this thesis is focusing on history of internet gambling and its shift to the online environment. Other chapter is about psychological aspects which affects the approach to the gambling the most in many different environments with major focus on the online gambling and its characteristic differences. Main goal of this thesis is the evaluation of the present state of the regulation of internet gambling in some of the countries around the world and their comparison with the situation in Czech Republic. One of the outcomes is the summary of recommendations which should be taking into consideration while creating the new gaming act.

Azartiniai lošimai – transkultūrinis fenomenas, egzistuojantis jau tūkstančius metų. Dėl jų daromos įtakos socialiniam ir ekonominiam gyvenimui lošimai įvairiais istoriniais periodais balansavo tarp visuomenei priimtinos ir smerktinos veiklos. Šiais laikais azartiniai lošimai daugelyje pasaulio valstybių yra legalizuoti ir reguliuojami valdžios institucijų. Pastaraisiais dešimtmečiais žmogaus gyvenimą labiausiai paveikė interneto bei kitų elektroninės komunikacijos formų įžengimas į kasdienybę. Azartinių žaidimų ir interneto sintezė leido atsirasti naujam dariniui. Šiuolaikinis lošimų pratęsimas elektroninės komunikacijos medijų pagalba yra internetiniai azartiniai žaidimai. Tai greičiausiai auganti, tačiau dar mažai tyrinėta lošimų sritis. Lošimų internete plėtra įtakoja socialinį gyvenimą bei atveria naujas ekonomines perspektyvas, todėl šios plėtros priežastys ir jų analizė yra aktualios šiuolaikinei visuomenei. Because of its influence on social and economical life gambling in all times balanced between acceptable and reprehensible activity. Nowadays gambling is legal activity and is regulated by the governments in majority of countries around the world. Internet and other forms of electronic communication became a common thing and has done a big influence on people‘s life in a few past decades. Gambling and internet synthesis led to new format. Modern gambling development with the help of electronic communication medias created internet gambling. It is fast developing gambling business field but yet has little research on it. Internet gambling development makes impact on our social life and creates new economical perspectives. That is why this development is actual to modern society. The Swedish Gambling Monopoly : Impacts from Internet competition on Svenska Spel’s prices and advertising expenses

With the fast progress of the Internet the Swedish gambling monopoly is no longer able to control the market. Gambling companies licensed in foreign countries can compete with Svenska Spel via the Internet offering lower prices. The authors investigated whether the competition has lead Svenska Spel to lower their prices. Focus has been put on the years 2000-2006 and on Svenska Spel’s sports betting section Oddset since competition here is high. To help analysing Svenska Spel’s pricing behaviour the dynamic limit pricing model of optimal pricing when faced with entry was used. The effect on Svenska Spel´s advertising expenditures following the competition was also investigated. For this part A dynamic model of advertising and market shares was used. The analysis indicates that when the number of firms on the market increased, prices decreased and Svenska Spel’s advertising expenses increased.

Internetový hazard v USA / Internet Gambling in the USA - regulation and prohibition

This diploma thesis is focused on comparison of two political approaches to a quite new e-commerce industry -- internet gambling. These approaches are prohibition on the one hand and regulation, free market environment, on the other hand. Internet gambling became the worldwide phenomenon. However, American legislators had passed the Unlawful Internet Gambling Enforcement Act 2006 in 2006 which outlawed an internet gambling. The declared purpose of this Act is protection of families against ill effects, such money laundering, underage gambling and problem gambling on society. This paper argues that regulation and free market environment established in Great Britain is much more effective way how to solve these key issues. There is demonstrated in the paper that free market stands for economically preferable option and contains better instruments for solving the issues at the same time.

Towards the regulation of interactive gambling : an analysis of the gambling regulatory framework in South Africa

With the exception of horse racing, any form of gambling was criminalised in South Africa until the dawn of constitutional democracy in 1994. In the same year, the Lotteries and Gambling Board Act, 1993, came into force decriminalising, amongst others, casinos and gambling games within the Republic. This Act has since been repealed and gambling is governed by the National Gambling Act, 2004, as well as by provincial gambling laws. Interactive / online gambling is illegal pending authorisation by a national legislation. Such legislation, the National Gambling Amendment Act, 2008, seeking to regulate interactive gambling awaits proclamation of the date of its commencement by the President. The National Gambling Policy, 2016, dashes any hope of regulation of interactive gambling, however, as it seeks to embargo the introduction of (new) forms of gambling, including but not limited to interactive gambling. The scourge of problem gambling and the protection of traditional forms of gambling, that is, casinos, are the main reasons for advocating for the continued prohibition of interactive gambling. Problem gambling is not unique to interactive gambling, but affects all modes of gambling. South Africa is among countries with a high rate of problem gambling. It is feared that interactive gambling will exacerbate the scourge of problem gambling as gamblers with access to the internet will now have unlimited gambling opportunities around the clock. On the other hand, interactive gambling offers practical solutions to the implementation of harm minimisation strategies to deal with problem gambling such as limitations on gambling deposits, losses and time. Prohibition of interactive gambling is difficult to enforce and deprives the country of an opportunity to control, through licensing, this mode of gambling and possible benefit from taxation and licensing fees. It further exposes gamblers – who despite prohibition choose this mode of gambling – to unregulated and illegal gambling websites. This thesis attempts to provide safeguards for regulation of interactive gambling and to embrace the benefits of the technological development that makes interactive gambling a reality. This thesis is studying the current global as well as Czech gambling industry with the focus on internet gambling activities. The work begins with the description of various gambling activities. The focus is taken on the internet gambling activities with description of the specifics and the current European as well as US legal frame. Next part is dedicated to the psychology of gambling together with the pathological gambling addiction. In next part the thesis studies the current situation on the Czech market - history, main official legal providers as well as main grey market providers. Second part of the work is the case study of the launch of the internet lottery games by Fortuna Entertainment Group. This case study is based on a desk research of previous successful best practices in the internet gambling industry from all around the world.

Governing Gambling in the United States

The role risk taking has played in American history has helped shape current legislation concerning gambling. This thesis attempts to explain the discrepancies in legislation regarding distinct forms of gambling. While casinos are heavily regulated by state and federal laws, most statutes dealing with lotteries strive to regulate the activities of other parties instead of those of the lottery institutions. Incidentally, lotteries are the only form of gambling completely managed by the government. It can be inferred that the United States government is more concerned with people exploiting gambling than with the actual practice of wagering. In an effort to more fully understand the gambling debate, whether it should be allowed or banned, I examined different types of sources. Historical sources demonstrate how ingrained in American culture risk taking, the core of gambling, has been since the formation of this nation. Sources dealing with the economic implications of gambling were also studied. Additionally, sources dealings with the political and legal aspects of gambling were essential for this thesis. Legislature has tried to reconcile distinct problems associated with gambling, including corruption. For this reason sports gambling scandals and Mafia connections to gambling have also been examined. The American government has created much needed legislature to address different concerns relating to gambling. It is apparent that statutes will continue to be passed to help regulate the gambling industry. A possible consideration is the legalization of sports wagering to better regulate that sector of the industry.
