Baigiamajame magistro darbe nagrinėjamos problemos, susijusios su kelių infrastruktūra, atsiradusios po pastarosios žemės reformos Lietuvoje, užsienio šalių patirtis vykdant žemės konsolidacijos projektus, kuriuose kuriami ir pertvarkomi kelių infrastruktūros aptarnavimai, taip pat apžvelgiama žemės konsolidacijos patirtis Lietuvoje. Darbe išnagrinėti pagrindiniai žemės konsolidacijos principai bei su žemės konsolidacija susiję Europos Sąjungos ir Lietuvos Respublikos teisės aktai. Tiriamojo darbo pradžioje buvo iškeltas tikslas – išanalizuoti žemės konsolidacijos pritaikymą kelių infrastruktūros aptarnavimų kūrimui ir pertvarkymui Lietuvoje. Siekiant esmines problemas identifikuoti ir jas pabrėžti Lietuvoje, buvo: (1) apklausti automobilių ir geležinkelių atstovai, (2) atliktos eismo įvykių ir žemės paėmimo visuomenės poreikiams procedūrų statistinių duomenų analizės, (3) išanalizuotas parengtas žemės konsolidacijos projektas bei, naudojantis geografinėmis informacinėmis sistemomis, (4) atliktas žemės konsolidacijos poreikio pasirinktoje kadastro vietovėje tyrimas. Visi atlikti tiriamojo darbo rezultatai pateikti išvadose, patvirtina, kad yra poreikis pertvarkymams, o žemės konsolidacija, kaip žemės tvarkymo instrumentas, plačiai naudojamas daugelyje Vakarų Europos šalių, galėtų būti taikomas kelių infrastruktūros aptarnavimų kūrimui ir pertvarkymui Lietuvoje. [toliau žr. visą tekstą] / This master’s thesis analyses problems related to road infrastructure that appeared after recent land reform in Lithuania; reviews experience of foreign countries implementing land consolidation projects where road infrastructure facilities are developed and rearranged; as well as overviews experience on land consolidation in Lithuania. The paper analysis the main land consolidation principles and legal acts related with land consolidation in European Union and Lithuania. At the initial stage of the thesis main aim was stated – to analyse the abilities to apply land consolidation for the development and rearrangement of road infrastructure facilities’ in Lithuania. Seeking to identify and highlight main problems in Lithuania, following steps were taken: (1)road and railroad representatives were interviewed; (2) statistical data of accidents and procedures for land acquisition for public needs were analysed (3) implemented land consolidation project was studied, (4) as well as with GIS support demand for land consolidation in selected cadastral territory was revealed. All conclusions of the thesis witness the demand for rearrangement and land consolidation, as land management instrument, that is widely used by many Western European countries and therefore could be successfully applied for the development and rearrangement of road infrastructure facilities in Lithuania. Nuo 2010 m. liepos 1 d., kuomet įsigaliojo Žemės įstatymo ir Žemės reformos įstatymo pakeitimai, valstybės politiką žemės tvarkymo ir administravimo srityje įgyvendina ir dalyvauja ją formuojant pagrindinė institucija Nacionalinė žemės tarnyba. Lietuvos Respublikos žemės fondo administravimo nagrinėjimas turi tiek teorinę, tiek praktinę reikšmę. Svarbu pažymėti, kad valstybinės žemės tvarkymo ir administravimo reglamentavimas painus, sudėtingas, su egzistuojančiomis teisės aktų spragomis, todėl darbe išsamiai išnagrinėta žemės santykius reguliuojančių institucijų veikla, valstybinės žemės ūkio paskirties žemės pardavimo teisniais aspektai. Taip pat įvertinta ar apskričių panaikinimas užtikrino geresnį žemės fondo administravimą. / Since 1 July 2010 after the commencement of amendments of Land law and Land reform state policy in the area of Land resources management and administration has been implemented and led by the main authority National Land Service. The analysis of the Land fund administration of the Republic of Lithuania has both theoretical and practical significance. It is important to point out that state land management and administration regulation is rather intricate, complicated, with existing legal loopholes, therefore, the paper analyses in detail the work of institutions regulating land relations, and legal aspects of the sale of state agricultural land. The work also assesses whether the abolition of counties can ensure better Land fund administration.

Šiame darbe nagrinėjama Vidurio Europos visuomenių kultūrinė transformacija perėjimo į demokratiją procese. Remiantis skirtingais liberalų ir sociologų požiūriais į kultūros transformaciją, darbe siekiama empiriškai įvertinti kultūrinės, politinės ir ekonominės transformacijos sąveiką, išryškinant kultūrinę transformaciją įtakojančius veiksnius. Kultūros raidos specifika analizuojama pagal keturių skirčių schemą: nacionalizmas vs. kosmopolitizmas, sekuliarumas vs. religingumas, komunizmas vs. antikomunizmas ir liberalizmas vs. autoritarizmas. Darbe daroma išvada, kad politinių / ekonominių reformų radikalumas tik ribotai lemia kultūros transformaciją demokratijai palankia linkme. Tyrimas atskleidžia, kad kai kurie pamatiniai kultūriniai elementai praktiškai nereaguoja į politines ir ekonomines reformas, todėl, bent jau kultūrinės transformacijos prasme, demokratijos konsolidacijos perspektyvos Vidurio Europos šalyse artimiausiu metu yra ribotos. / The collapse of communist rule in Central Europe (CE) and the third wave of democratization gave a significant impulse for development of theory of political sciences. Though the democratization process in CE is analyzed from various perspectives, key attention is paid for procedural aspects of regime transformation: institutional reforms, the creation of market economy, consolidation of democracy, CE integration to the European Union are the most attractive topics for researches of political sciences. Still there is a lack of theoretical approach towards systemic transformation that includes not only political or economical, but also cultural factors. Therefore it is worth to complement this gap of theoretical literature by focusing on aspects of the cultural transformation in the postcommunist region. The main purpose of the master dissertation is to analyze the dynamics of cultural transformation in four CE countries: Poland, Hungary, Czech Republic and Slovakia. The results of research of cultural cleavages in CE countries shows that the cultural transformation in each country does not depend particulary on radical political and economical reforms. Culture developes according its own logic, and non of the theories is adequate to explain cultural transformation. Research shows that some cultural elements (trust, tolerance) are not in the phase of transformation at all: they are stagnant, not reactive to reforms. При томе,<br />циљ је обезбеђење могућности да развој свих аспеката<br />информационих система буде подржан оваквим приступом.<br />Ова дисертација треба да пружи одговарајући допринос у<br />остварењу наведеног циља. By that, the<br />goal is to have all elements of an information system supported by<br />this approach.<br />This dissertation should provide a contribution towards fulfilling the<br />given goal. In the dissertation, author presents algorithms for<br />check constraint model into executable code transformations and<br />algorithms for testing subschema consolidation with respect to<br />check constraints.</p>
