The journey to positive peace : grassroots peace building in Kosovo

This thesis examines grassroots peace building in Kosovo during the period 2001 - 2008 and seeks to understand how international actors have best supported, or otherwise, a process of deepening peace at this level. The research centres on analysis of thirty-three in-depth interviews with the main actors from this field. Through analysing interpretations of peace and peace building in Kosovo, I identify a contradiction between on the one hand, the dominant approach of building peace through relationships (favoured by international actors); and on the other, the need for peace to address personal needs. This means helping individuals come to terms with the past, and affecting a broader normalization of people’s everyday lives. I assert that a ‘deepening’ of peace in Kosovo will ultimately come about through offering young people more opportunities to ‘open up their hearts and minds’ - to broaden their horizons in ways that they feel empowered to view themselves and the world around them through a critical lens. This research identifies negative attitudes and behaviours amongst external actors in Kosovo, and illustrates how our personal qualities and conduct are of primary importance when it comes to peace building. In doing so, I identify a need for a higher level of self-awareness, commitment and empathy amongst external actors. Whilst reports have emerged which seek to evaluate the impact of peace building in Kosovo, this research examines the experiences of those engaged in such endeavours and encompasses a strong story-telling element. It also seeks to ground the issues at stake within a broader understanding of Kosovo’s social and historical landscape.

La thèse veut revenir sur l'histoire complexe du Kosmet en étudiant trois de ses composantes majeures abordées dans une perspective historique : à savoir la question du Kosovo (qui trouve ses racines dans une histoire de longue durée), la crise du Kosovo (telle qu'elle va se nouer dans les années 1980) et la réaction des grandes puissances européennes face à cette crise. Cette approche permet de voir la naissance, l'essor, l'aggravation et, enfin, l'internationalisation de ce problème ; ce faisant, cette approche permettra aussi de montrer l'évolution des nationalismes serbe et albanais ainsi que la formation et les transformations des États nationaux serbe et albanais, c'est­-à-dire de se pencher sur l'émergence et le développement des deux forces motrices, serbe et albanaise, qui jouèrent un rôle clef dans la question du Kosovo ; et elle permettra également de voir comment les grandes puissances européennes, dans le contexte de la disparition de la Yougoslavie socialiste, ont réagi à la crise et ont été progressivement partie prenante de la question du Kosovo et de son règlement. / Kosovo is the disputed borderland between Serbia and Kosovo Albanians. The Serbs refer to Kosovo as the cradle of the Serb nation. The anniversary of the Battle of Kosovo Plain is the most important date in the Serbian national calendar. In 1981 there were major student protests in Pristina, followed by demands for Kosovo to be given republic status. The Serbian Communist leader S. Milosevic became president of Serbia in 1987 and in 1989 the Serbian parliament passed constitutional amendments reasserting Serbian control over Kosovo. In 1998 the Kosovo Liberation Anny unleashed a major guerrilla offensive. The conflict gained widespread international attention and was resolved with the intervention of the NATO.

The security sector of a state is supposed to deliver a secure environment for its citizens. Security Sector Reform (SSR) are reforms aiming to develop the security sector of a state in order to guarantee human security. In Kosovo SSR is in operation to create a more secure society with greater civil control. The aim of this essay is to examine how Kosovos’ security sector is organized year 2007 and how its development should progress in order to facilitate security and civilian control of the security sector, with focus on three central actors: the Kosovo Police Service (KPS), the Kosovo Protection Corps (KPC) and the security service. The theoretical framework used, with a descriptive purpose, pinpoints Human security, Post- conflict reconstruction, Intrastate Security Dilemma, SSR and Implementation theory for networks as important elements for the study and understanding of SSR. The main findings are that a holistic approach is needed when addressing SSR and that all further SSR in Kosovo are dependent of the future status of Kosovo and a good economic development. Currently, one of the main problems facing the security sector in Kosovo is the lack of civil oversight. Kosovo: Sovereign, Unrecognized or Failed State?

Did Kosovo have right to secede? What was the cause of conflict in Kosovo? How important is Kosovo for international community? This thesis addresses these issues as it seeks, above all, to answer the question - Is Kosovo a sovereign, unrecognized, or failed state? To do so, the chapter I explores critically the definitions of sovereign, unrecognized, and failed states. The chapter I argues that Kosovo does not have full control over the territory it claims, but with help of the international offices this problem has been overcome. On the other hand, the main obstacle to international recognition and full sovereignty is Serbia (parent state), claiming that Kosovo is part of its territory. Therefore, the theories of secession are analyzed in-depth in order to answer whether Kosovo can obtain the missing part of sovereignty without a parent state. The main argument for Kosovo's secession is extensive violence in 1990's, therefore chapter II scrutinizes the history of political violence in Kosovo, showing that Kosovo's secession has its roots in creation of Greater Albania and alleged violation of human rights can be only the trigger but not the cause of the secession. The aim of the study is to explore the trafficking situation in Kosovo, where the focus is on the shelter workers but also other professional’s experiences of working with trafficked women. The study is particularly focusing on the process of entering and leaving trafficking and how professionals support the women in the shelters. The study is carried out through an ethnographic approach, based on interviews inspired by semi-structured and open interviews with shelter workers coming from three different shelters in Kosovo, completed with shelter observations. That also includes aspects of psychologist and victims’ advocates working with trafficking in Kosovo. The findings presented four overlooking themes: Trafficking as created from the outside, Entering and leaving trafficking, In the shelter: The Household concept and lastly Re-integration: “re-trafficked”. The themes proclaimed a retrospective process of entering and leaving trafficking in Kosovo. In conclusion the process showed upon the difficulties the professionals experienced while supporting the women into the society that was related to the collectivistic way of living in Kosovo. Whereas the professionals support the women inspired by the individualistic concept, as they strive to support the women to be autonomous agents of their own lives. When the women leave the shelters and enter the community life, the professionals experience that the women are often stigmatized. This also showed upon the challenge the professional’s work of supporting women’s re-integration, as they experience that the women often end up in the streets.

El presente trabajo tiene como objetivo analizar las implicancias de la determinación definitiva del estatus legal de la provincia de Kosovo como factor de estabilidad que permitiría promover la integración de los países de la región del Sudeste de Europa. De esta manera, si se logra incentivar una mayor cooperación entre los países de la región, esto implicaría una mejor percepción y un acercamiento a la Unión Europea, lo que a su vez, podría favorecer las relaciones que desarrolla este organismo continental con América Latina. Resulta interesante revisar las características del mercado y de las preferencias de los consumidores en los países del Sudeste de Europa, considerando que la oferta exportable peruana no está aún presente en esa región y que tiene potencial para posicionarse en dicho mercado. Para lograr nuestro primer objetivo de analizar la determinación del estatus legal de Kosovo, es muy importante estudiar las condiciones políticas, económicas, sociales, culturales, religiosas y étnicas que vive la provincia de Kosovo en la actualidad, para conocer si reúne los elementos para ser considerado como un Estado independiente. Para ello, es necesario conocer los antecedentes históricos de la región a fin de comprender como se fue poblando la provincia de Kosovo y de donde provienen sus habitantes, las relaciones que ha tenido Kosovo con el resto de los países de la región y las características de la mentalidad de su población.
