Propondo uma relação de fundo interdisciplinar entre Direito e Música, esta dissertação procura explicitar os termos em que a construção de uma certa ordem do trabalho no Brasil (1930-1943) pode ser pensada a partir do comentário das canções populares (os sambas). A relação entre o samba e o trabalho nesse período é bastante reconhecível, tanto por práticas de controle da produção cultural no Estado Novo, como pela construção de temas alternativos à visão laboral positivada na CLT, servindo como espécie de síntese de todos eles a ideia, entre ambígua e eloquente, de malandragem. É justamente por um jogo dialógico, criado sob oposições insolúveis, que um conjunto de visões em torno da adaptação ou não à ordem regular se apresenta, transparecendo no discurso das canções, até o ponto de sua estrutura formal. Os constantes binarismos e dicotomias, que serão verificados em análise, aludem, no limite, ao próprio caráter transitório do período, em que subjaz um processo de intensificação normativa, expandindo, detalhando, melhor especificando, uma ordem das relações de trabalho. De outro turno, também essas estruturas servirão para caracterizar a própria ordem, ela mesma um fato redutor de experiências intermediárias, recriadas, no entanto, à sua revelia nos sambas, e com grande diversidade. A premissa de que parte a dissertação é, portanto, que a nova visão que terá a CLT como produto também passou por ser um processo aceito e discutido culturalmente, tarefa em que a canção popular toma parte, e, em especial, um gênero de grande sucesso, como o samba. Em um processo histórico de oscilações e promessas, o compositor capta o estado transitório enquanto conjunto de possibilidades criativas, dando-lhe a sua própria tradução nos rádios e nos discos. / With the proposition of an interdisciplinary relation between Law and Music, this dissertation aims to explicit the terms in which the construction of a certain labor order in Brazil (1930-1943) can be thought about, based on the comments of popular songs (sambas). The relationship between samba and labor in this period is easily recognizable, both by control practices of the cultural production during Estado Novo, as well as by the development of alternative themes to the positive outlook of labor present on the Consolidation of Labor Laws (CLT), which are synthetized in the ambivalent and eloquent idea of malandragem (trickery). Through a dialogical interplay, created by insoluble oppositions, a set of perspectives about the adaptation or non-adaptation to the regular order is presented. This is reflected in the songs\' lyrics as well as in their formal structure. The constant binarisms and dichotomies, that will be verified in the analysis, allude to the period\'s own transitory character, on which lies a process of normative intensification, that expands, details, better specifies an order of labor relations. On the other hand, the same structures serve to distinguish the order itself, which, in its turn, is a reducing factor of intermediate experiences, recreated, however, by default in sambas, and with great diversity. The premise of the present dissertation is, therefore, that the new perspective of CLT as a product was also subject to a culturally accepted and discussed process, a task taken by popular music, and by largely successful music styles, such as samba. In a historical process of oscillations and promises, the composer captures the transitory state as a set of creative possibilities and provide it with his own translation on the radio and records.

The labor regulation is carried out in different areas with different effects. Regulating the work of a state civil servant is a complex theoretical problem. However, in the practice of regulating the activities of state civil servants, there is an urgent need for its regulation. The purpose of the thesis: to study modern approaches and directions of development of regulation of civil servants timetable in the Russian Federation. In the theoretical part of the work there is an analysis of existing approaches and directions to this problem, it is presented in detail and thoroughly, the assessment and certain conclusions are made. The legal bases of regulation of labor regulation in the civil service are characterized. In the practical part of the work, an attempt was made to normalize the activities of the state civil servants of the Department for working with citizens of the Governor of the Sverdlovsk region and the Government of the Sverdlovsk region. The work is structured and worked out in detail. The information is presented clearly with the use of appropriate theoretical concepts. Graphic methods of presentation are used. / Нормирование труда осуществляется в различных сферах с различным эффектом. Нормирование труда государственного служащего является сложной теоретической проблемой. Однако в практике регулирования деятельности государственных служащих имеется настоятельная потребность в ее нормировании. Цель работы: исследовать современные подходы и направления развития нормирования труда государственных служащих в Российской Федерации. В теоретической части работы подробно и основательно представлен анализ существующих в РФ подходов и направлений к данной проблеме, сделана оценка и определенные выводы. Охарактеризованы правовые основы регулирования нормирования труда на государственной гражданской службе. В практической части работы предпринята попытка осуществить нормирование деятельности государственных гражданских служащих Управления по работе с обращениями граждан Губернатора Свердловской области и Правительства Свердловской области. Работа структурирована, детально проработана. Информация изложена понятно с применением соответствующих теоретических понятий. Используются графические методы изложения.
