Resumé The topic of my thesis is the employment of people with disabilities. In the thesis I deal with legal status of persons with disabilities and the instruments for protection and support in the area of employment. The thesis is divided into the introduction, nine chapters divided further into sub-chapters and sections, the conclusion and the annexes. The first chapter defines the term person with disability under international law, specifically in documents of International Labour Organisation, World Health Organisation, United Nations Organisation, Council of Europe, and under Czech legal system. In the second chapter I deal with the provisions of working conditions of persons with disabilities under the above international organisations. Furthermore, this chapter presents the actual actions of Council of Europe in the area of the rights of persons with disabilities. The third chapter briefly covers the European Union legislation of employment of people with disabilities The fourth chapter covers the fundamental rights and the principles related to employment of people with disabilities. The fifth chapter deals with the provisions of Labour Code, which impose obligations on employers employing people with disabilities, and further with the significant provisions of remuneration and its changes...

Essays on Ethnic Segregation and Economic Outcomes

Essay 1: This paper studies tipping behaviour in the residential mobility of the native population inSweden between 1990 and 2007. Using regression discontinuity methods, we find that thegrowth in native population in a neighbourhood discontinuously drops once aneighbourhood’s immigrant share exceeds the identified tipping point. In the 1990s the dropcan be attributed both to increased out-migration of natives (native flight) and to thedecreased in-migration of natives (native avoidance) while native flight appears to be drivingthe segregation pattern between the years 2000 and 2007. Further, we find native migrationfrom neighbourhoods that have tipped is selective, in the sense that natives with a high levelof educational attainment are the most likely to move from such neighbourhood. We concludethat the native residential mobility has contributed to increased ethnic segregation but it alsoappears to have increased socio-economic segregation in Sweden between 1990 and 2007. Essay 2: This paper focuses on second-generation immigrants and analyses the short- and long-termeffects of immigrant and ethnic group concentration in childhood neighbourhood on earnings,unemployment, reliance on income support and educational attainment. The results show thata high immigrant concentration in a childhood neighbourhood is negatively associated witheconomic outcomes of both second-generation immigrants and natives. Ethnic groupconcentration seems to work in the opposite direction, improving economic outcomes forsecond-generation immigrants. Furthermore, the results highlight the importance of includingtime dynamics in any analysis of the effect of childhood neighbourhood ethnic compositionon economic outcomes.

The role of employability in the labour market transitions of older workers : a cross-national study in Europe

In light of current population dynamics across Europe, employability has been highlighted in policy circles as a way to enhance the employment situation for older people and to extend working lives. This research examines the concept of employability in the context of older workers (aged 50-64) in a number of European countries. The definition of employability is elaborated through prior research to develop a conceptual framework for analysis. This multidimensional framework is then applied using multiple waves of the English Longitudinal Study of Ageing (ELSA) and the Survey of Health, Ageing, and Retirement in Europe (SHARE). The analysis identifies the associations of indicators representing the dimensions of employability on labour market status through a cross-sectional approach, before expanding to explore their relationship with labour market transitions in and out of employment. This is first done using English data before introducing macroeconomic variables in a multilevel model of 13 European countries to incorporate the cultural and contextual factors that may impact trends in labour market outcomes of older workers. Overall, the findings suggest that, while some of the conceptual dimensions of employability are associated with labour market outcomes, many of these relationships relate to broader socio-economic factors as well as the contextual environment in which older workers find themselves. In other words, for policy approaches to improve employment in later life, a focus on the concept of employability may be a less effective approach than concentrating on more specific factors that shape the structure of opportunities for older workers.

Zaměstnávání znevýhodněných osob v ČR a EU / Employment of disabled persons in the Czech Republic and European Union

The objective of this thesis is to suggest possible improvements and ways to increase the efficiency of employment support and subsidies for disabled people in the Czech Republic. The thesis is divided into a theoritical and a practical part. The theoretical part focuses on the employment of disadvanatged groups of people in the labour market, legislation adjusting this issue, tools and financial subsidies from the Czech government, as well as the current state and problems of the Czech labour market itself. The practical part contains an employment analysis of disabled persons in the European Union with a closer focus on certain countries. Two surveys were carried out, targeting both employers and disabled employees. Based on the results of the questionnaires, proffessional literature, previous analyses and a comaprison between selected European countries, potential improvements and ideas are suggested to improve the current system of employment and financial subsidies for disabled people in the Czech Republic.

Human society is dependent on women who ensure their sustainability in the role of mothers. At the same time women participate in the economic prosperity of the family and society. The combination of these two roles puts them at a disadvantage in the labour market. This thesis aims at analyzing the current situation of women from the point of view of motherhood and position on the labour market. The theoretical part deals with two primary areas including social policy and the labour market. Social policy gives information about family policy and state support to mothers in comparison with other countries. The practical part, which is based on methodology, is dedicated to the analysis of the current situation of women and is divided according to the origin of the data. The secondary data were obtained from the public statistical database and the primary one through the questionnaire survey. The outcome of the work reveals significant factors influencing the age at which women have their first child, the dependence between parental leave income, the length of parental leave, and other answers to the research questions.

Neplatená práca v domácnosti / Unpaid housework and its impact on the labour market in the Czech republic

This thesis aims to find out the range of unpaid work in the Czech Republic and whether there are significant gender differences in the terms of unpaid work. This target was reached by evaluating experience from abroad, specifically from the research of OECD, research of HETUS and research based on a survey in the Slovakia in 2011. Measure of unpaid work in the Czech Republic was determined by present surveys, but was mainly based on my own survey. The thesis also contains a theoretical part that specifies the importance and influence of unpaid work. Gender inequalities in society but mainly in the labour market were also specified. This thesis summarises past results of surveys that addressed the topic of unpaid work. The main asset of my work is the research in the Czech Republic, which is directly focused on the range of unpaid work as there only had been series of research that dealt with unpaid work briefly. Another benefit of this work is proposing possible amendments because the assumption that women spend more time on unpaid work than men was confirmed. These changes could help to compensate the inequality.

The effect of labour legislation in the promotion and integration of persons with disabilities in the labour market

It is argued that a lack of adequate legislation in pre-1994 South Africa resulted in inequality in the workplace and in society in general. The new democracy intended to address this by promulgated legislation and today the South Africa Constitutional and legislative provisions promoting equality are viewed as amongst the most progressive in the world. Conversely, this progressive legislation aimed to protect against discrimination, still seems to fail the very people it intended to promote and protect. The new legislation created awareness of the need for equality; the right of workers to employment – or at least to decent working conditions. The right to equality is accorded to everybody through the Constitution of South Africa. The Bill of Rights is based on the notion of equality before the law, and the prohibition of discrimination on various grounds. Despite this, the perception exist that persons with disabilities as a minority group are still being marginalised and are restricted in their right to exercise the right to participate and make a meaningful contribution to the labour market. This not only seems to be in contradiction with the Constitutional right to choose an occupation, but has wider social and economic consequences. The ethos of equality legislation is to ensure that the workplace is representative of the society we live in. It is understandable that labour as a social phenomenon is not only concerned with workplace related issues but with aspects encompassing the whole of the socio-political and economic scene. South African labour legislation drafted over the last two decades strives to align with the conventions and recommendations of the International Labour Organisations and in terms of the obligations of South Africa as a member state. However, the question prevails: is this legislation adequate to address the discrimination and inequality experienced by persons with disability? If so, why do statistics indicate such high unemployment amongst this group? Yet, there is a growing awareness that persons with disabilities represent enormous, untapped economic potential. According to the ILO report on The Right to Decent Work of Persons with Disabilities (1997), much has been accomplished in the international arena in recent years to improve the lives of persons with disabilities in the workplace. This treatise will attempt to evaluate the efficacy of South African legislation in the promotion and integration of persons with disabilities in the labour market.

L'émigration au Mali : impacts sur les ménages d'origine et insertion des migrants de retour / Emigration in Mali : the impacts on households of origin and integration of returning migrants

Cette thèse analyse les effets de la migration sur le comportement des membres des ménages d'origine à un moment où les drames de l'immigration clandestine continuent de faire la une de l'actualité mondiale. Alors que la plupart des travaux s'intéresse uniquement aux effets des migrations internationales, notre étude, appliquée au Mali, élargit l'analyse aux migrations internes qui sont de forte intensité dans ce pays. Pour ce faire, nous mobilisons les données de deux enquêtes originales d'envergure nationale. Le travail est organisé en quatre chapitres. Plus descriptif, le premier chapitre dresse un panorama des deux types de migration, présente les caractéristiques des migrants et évalue les montants des transferts et leur contribution aux conditions de vie des ménages récipiendaires. Les chapitres suivants mobilisent des techniques micro-économiques qui notamment permettent d'estimer les effets de la migration tout en contrôlant des problèmes d'endogénéité. Le chapitre II examine les effets des deux types de migration sur la scolarisation des enfants des ménages d'origine, notamment leur réussite scolaire. Dans le troisième chapitre, nous évaluons l'impact des migrations sur la productivité agricole. Nous testons l'hypothèse d'apparition d'un comportement opportuniste du fait de l'existence d'un contrat implicite entre les migrants et leurs exploitations d'origine. L'insertion sur le marché du travail des migrants de retour est abordée dans le chapitre IV. De façon générale, cette thèse met en évidence l'impact négatif des migrations, notamment sur le comportement des membres des ménages d'origine. Non seulement, elles font apparaître un comportement opportuniste marqué par un moindre effort de leur part tant à l'école (pour les enfants) que dans les activités agricoles. Enfin, l'expérience migratoire n'influence pas significativement les chances d'insertion sur le marché du travail. / This thesis analyses the effects of migration on the behaviors of household of origins members, when newspapers' headlines focus on tragedies related to illegal immigration. Our thesis, applied to Mali, is an in-depth analysis of external and internal migrations both very important in this country, whereas most of the studies only focus on the impact of international migration. We use data from two national large-scale surveys which were fully conducted under our control. The thesis is divided into four chapters. The first chapter is a descriptive analysis of the two types of migration and highlights the characteristics of migrants. It also evaluates the transfer amounts and their contribution to the living conditions of recipient households. The next chapters resort to micro-econometric techniques which allow us to estimate the effects of migration by controlling for endogeneity problems. The second chapter examines the effects of the two types of migration on schooling of children from households of origins, namely their schooling success. In the third chapter, we evaluate the impact of migrations on agricultural production. We test the hypothesis of an opportunistic behavior because of the existence of an implicit contract between migrants and members of the household of origin. Insertion of return migrants in the labour market is investigated in the fourth chapter. The thesis shows negative impacts of internal and foreign migrations, especially, on the behavior of original household members. Migrations reveal an opportunistic behavior marked by least effort at school (from children's side) and from agricultural workers. In addition, migration experience does not have significant influence on the insertion in the labour market.

The Experiences of Professional Moroccan Women in the Canadian Job Market

In Canada, the non-recognition of foreign credentials remains a considerable policy issue as well as a challenge for skilled immigrants. Many studies have shed light on the difficulties that foreign professionals face when seeking a placement in the Canadian job market. This thesis focused on the experiences of professional women from Morocco on the basis of the premise that every racialized group’s immigration experience deserves a space in the literature to voice their realities and inspire policy considerations. As a result, this study focused on examining the experiences of Moroccan women in the Canadian job market and the impact thereof, on their socio-economic status, and as such, health and well-being. In order to effectively capture the experiences of this particular community, a fieldwork study was conducted in the form of semi-structured individual interviews with twelve women who immigrated to Canada from Morocco with professional qualifications. Based on the participants’ accounts, I described that systemic discrimination as manifested in Othering and racialization remain major obstacles to the realization of equal access in the Canadian labour market. All in all, this research provides valuable insight into the plight of skilled immigrants in Canada and thus, offers strong policy recommendations to facilitate a more effective integration process for this group into the Canadian Job market.
