Educator representation through trade unions

Submitted in fulfillment of the requirements for the degree of DOCTOR OF EDUCATION in the Department of Educational Planning and Administration at The University of Zululand, 2004. / The study evaluates the efficiency and effectiveness of representation of educators, by their unions. Questionnaires and open-ended interviews were used to collect data from educators, union officials and school principals. Data is analysed both quantitatively and qualitatively. The study reveals that, while union officials recognize the significance of their role in educator representation, there are challenges in performing this role. Chief among these are: > Inadequate communication between union officials and educators. > Limited ability of union officials to: □ Build the capacity of educators as professionals. □ Familiarize educators about legislation such as the Labour Relations Act, Employment of Educators Act and others. Lack of capacity of both union officials as representatives of educators and educators as the constituency, presents a potential to threaten accountable industrial democracy. The candidate makes a series of recommendations to foster educator representation. These recommendations culminate in a model tabled in the last chapter of the study. This model gives guidelines on systems and processes, which underpin and enhance efficient and effective educator representation. The model is a contribution to building responsible democracy in general, but industrial democracy in particular, within the educator system in the country.

A psycho-educational programme to facilitate principals’ management of union members’ aggression in schools

Ph.D. (Educational Psychology) / The researcher explored and described principals’ management of union members’ aggression in schools. The overarching aim was to assist principals who experience aggression from union members in the schools they head. To accomplish this, the researcher developed, implemented and evaluated a psycho-educational programme to manage union members’ aggression through the facilitation of their mental health. Union members’ aggressive behaviour and attitudes have become the order of the day in schools. This hampers the quality of teaching and learning, and also contributes to the increased levels of stress and frustration for principals, who are the school managers. Notwithstanding the traumatic environment in the workplace, principals are still expected by the Gauteng Department of Education (GDE) as well as the community, to fulfil their day-to-day functions: Principals impute violence and aggression as foremost reasons why schools have become dysfunctional and ungovernable. The research design was structured into four chronological research phases. Phase One: the situation analysis was conducted according to a qualitative research approach through individual phenomenological interviews with a purposive sample of school principals. Tesch’s descriptive approach to data reduction was applied. Thereafter a literature control was conducted. Practical logic : curriculum structures in an adult education program

This case study examines influences on the selection and delivery of knowledge in the employment preparation provision of a trade union in British Columbia. Bernstein's theories of curricular code and Bourdieu's perspectives on social and cultural capital are used to analyse data collected by interviews, observation, and documentary analysis. The emergent themes are organisational structure, pedagogic practice, diversity and difference, and the good employee ideal, with each of these demonstrating the tension between the philosophical orientation of the organisation, as a representative of the labour movement, and the demands of the funding and policy structures within which it operates. Analysis illustrates the way curriculum is shaped by forces external to the immediate educational setting, the most pervasive being the requirement to function as an effective means of transferring cultural and social capital to unemployed people. The possibility of using employment preparation as a mechanism to achieve progressive ends is severely limited by the need to acknowledge the priorities of funders, administrators, learners, and the neo-liberal backdrop against which the programs operate. The study implies approaches to curriculum emphasising decisions taken by instructors and learners mask wider structural influences on knowledge formation, and more research on the sociology of knowledge in adult education is called for.

The research relies on the theory that the union structure of State drives the political activity of the unions; include those from the middle class. In that sense, the analysis from Sinproesemma‘s activity considers: 1) the reform in the unionist structure during Lula´s administration, encompassing Sinproesemma´s operation in light of that structure; 2) the 2017´s Labor Reform. Flavio Dino‘s election represented the end, on the state level, of the oligarchic cycle known as sarneyismo, thus unleashing a new moment on Maranhão‘s education – one that impacted both the union‘s activity and the teacher‘s base on the state as a whole. This work outlines an analysis of policies undertaken by a PCdoB administration, particularly on the behalf of the implementation of educational policies, as well as those from a teacher´s union which board is predominantly led by that party / Esta dissertação apresenta os resultados de uma pesquisa sobre a atuação do SINPROESEMMA – Sindicato dos Trabalhadores em Educação Básica das Redes Públicas Estadual e Municipais do estado do Maranhão -, a partir de suas lutas econômico-corporativas e política, desde a vitoriosa campanha eleitoral de Flávio Dino (PCdoB) para governador, em 2014. A pesquisa parte da perspectiva teórica de que a estrutura sindical de Estado é condicionante da atividade política dos trabalhadores; inclusive os de classe média. Neste sentido, a análise da atuação do SINPROESEMMA leva em conta: 1) a reforma da estrutura sindical durante o governo Lula, perpassando a atuação do Sinproesemma à luz dessa estrutura; 2) a reforma trabalhista de 2017. A eleição de Flávio Dino marcou o fim de um longo ciclo oligárquico (o sarneyismo) nos governos estaduais, e também abre um novo momento para a educação do Maranhão, com impactos na atuação do sindicato e em sua base docente. Aqui se esboça a análise das práticas de um governo dirigido pelo PCdoB, particularmente, no que diz respeito à implementação de políticas educacionais, e de um sindicato docente cuja direção a presença deste partido é predominante

Trade unions have been in existence for many years. Although their introduction was generally met with resistance, since their establishment trade unions have been important agents of social change worldwide. Over the years, trade unions have been involved in politics and other societal activities. In South Africa, trade unions for many years not only fought for worker’s rights within the workplace but also beyond the workplace. Trade unions started as friendly societies aimed at assisting their members with various matters, including offering financial help for education purposes and also in cases of illnesses. Although the main purpose of trade unions is to regulate relations between employees and their employers, trade unions perform other functions in society which can be broadly referred to as their social responsibility role. Unlike corporate social responsibility, which is recognised and formalised, trade union social responsibility is not, with the role and importance of social responsibility for trade unions having been largely ignored. This thesis aims at changing this by investigating their core responsibilities and their social responsibilities and subsequently making recommendations on how trade unions could recognise and accommodate their social responsibilities in their activities. It also considers factors that could assist trade unions in fulfilling their social responsibilities. Trade unions generally obtain legislative support for their core responsibilities, but not their social responsibilities; however this should not obstruct trade unions in such endeavours. As modern organisations it is high time that trade unions make a contribution towards sustainable development through their social responsibility role. / Private Law / LLD
