Tyrimo tikslas: išanalizuoti 2009-2011 m. Kauno mieste patvirtintus detaliuosius planus ir jų rengimo tvarką. Tyrimo uždaviniai: 1. Išanalizuoti mokslinę ir probleminę literatūrą bei teisės aktus teritorijų planavimo klausimais; 2. Ištirti detaliųjų planų rengimo tvarką, nustatytą norminiuose dokumentuose; 3. Ištirti žemės sklypo plano, prilyginamojo detaliojo teritorijų planavimo dokumentui, rengimo tvarką, nustatytą norminiuose dokumentuose; 4. Atlikti 2009-2011 m. Kauno mieste patvirtintų detaliųjų planų analizę; 5. Palyginti žemės sklypo plano, prilyginamojo detaliojo teritorijų planavimo dokumentui, ir detaliojo plano efektyvumą Kauno mieste. Pagrindiniai tyrimų metodai: teisės aktų ir mokslinės literatūros analizė, statistinių duomenų analizė bei grafinio vaizdavimo metodai. Pirmoje dalyje analizuojama teisės aktai bei mokslinė literatūra teritorijų planavimo klausimais. Antroje ir trečioje dalyje nustatoma tyrimo tikslas ir uždaviniai bei aprašomi pagrindiniai tyrimo metodai. Ketvirtoje dalyje išsamiai aptariamos detaliojo plano rengimo procedūros Kauno mieste. Object of the research: Approved detailed plans in 2009-2011 in the Kaunas City. Aim of the research: to analyze approved detailed plans and their preparing procedures in 2009-2011in the Kaunas City. Objectives of the research: 1. To analyse the scientific and the problematic literature and the legislation of territory planning issues; 2. To investigate the preparing procedures of detailed plans, which is determinated in normative documents; 3. To investigate the plan of land parcel which is equivalent to a detailed territory planning document, preparing procedures determinated by normative documents; 4. To analyze the Kaunas City approve detailed plans in 2009-2011; 5. To compare the plans of land parcel which are equivalent to a detailed territory planning document and detailed plans effectiveness in Kaunas city. Nuosavybės teisių į miesto žemę atkūrimo darbai teisiškai buvo sureglamentuoti tik 2002 m. patikslinus įstatymą. Nuo to laiko piliečiams ne tik suteikiami nuosavybėn žemės sklypai prie pastatų ar nauji žemės sklypai individualiai statybai, bet ir grąžinama natūra laisva (neužstatyta) miesto žemė. Bendras žemės plotas, į kurį prašoma atkurti nuosavybės teises Panevėžio mieste – 2482 ha. Iki 2009 m. pradžios Panevėžio mieste atkurtos nuosavybės teisės į 43,6 proc. pretendentų prašymuose nurodyto ploto. Grąžinta natūra 134 ha žemės. 2009 m. pradžioje dar nebuvo suteikta nuosavybėn žemės sklypai 703 asmenims. Esant tokiems žemės reformos tempams, visus žemės reformos darbus Panevėžio mieste bus galima užbaigti tik per 11 metų. Siekiant šį procesą paspartinti, siūloma: miesto savivaldybei rengti daugiau detaliųjų planų, kuriuose suformuojami kompensavimui skirti žemės sklypai; sudaryti sąlygas už miesto žemę gauti žemės sklypus kaimo vietovėje, – ne tik žemės ūkio paskirties žemėje, bet ir miškų ūkio paskirties žemėje. / Reestablishment of urban real property rights legally were regulated in 2002, when legal act was corrected. From that time, the citizens are not only granted for ownership of land parcels near buildings or new land parcels for individual construction, but restored free natural urban land. General land plot, for which is applied to reestablish property rights in Panevezys city is 2482 ha. Till the beginning of 2009, reestablished property rights to the 43.6 percent from all applied land plot. Restored 134 ha of free natural land. In the beginning of 2009 the property rights were not reestablished to 703 citizens. According to the situation all the land reform in Panevezys will finish after 11 years. The way to solve this problem faster, we suggest municipality, to do more detail plans of creation land parcels for compensation, to create conditions for citizens to get a rural land and forest land in accordance of urban land.

Ūkinės veiklos ilgalaikiam planavimui arba žemės naudojimo pakeitimų įteisinimui būtina rengti teritorijų planavimo dokumentus. Utenos apskrityje tokiais dokumentais yra apskrities ir savivaldybių teritorijų bendrieji planai, specialieji planai ir detalieji planai. Specialieji planai yra parengti saugomų teritorijų tvarkymui. Be to, jiems priskiriami žemėtvarkos planavimo dokumentai: žemės reformos žemėtvarkos projektai, žemės paėmimo visuomenės poreikiams projektai, žemės sklypų formavimo ir pertvarkymo projektai, žemės konsolidacijos projektai, kaimo plėtros žemėtvarkos projektai. Magistro baigiamajame darbe buvo analizuojami Utenos rajono bendrojo plano sprendiniai, žemės sklypų formavimo ir pertvarkymo projektai ir kaimo plėtros žemėtvarkos projektai ūkininko ūkio sodybos vietai parinkti. Pagrindiniai Utenos apskrities ir Utenos rajono savivaldybės bendrojo plano sprendiniai apima urbanistinės sistemos planavimą, gamtinio karkaso planavimą, žemės naudojimo planavimą, nustatant žemės naudojimo zonas ir jų reglamentus. Be to, pateikiamos rekomendacijos žemės ūkio gamybos specializavimui ir žemės ūkio paskirties žemės naudojimui. Išnagrinėjus žemės sklypų formavimo ir pertvarkymo projektus nustatyta, kad daug jų rengiami siekiant padalinti žemės ūkio paskirties žemės sklypus. [toliau žr. visą tekstą] / For long-term planning of economic activity or validation of land use changes, it is necessary to prepare spatial planning documents. In Utena county such documents are general plans, specific plans and detailed plans of county and municipal areas. Specific plans are prepared for managing of protected areas. In addition, they include such land-use planning documents as: land-use projects of the land reform, projects of land expropriation for public needs, projects of land plots formation and readjustment, land consolidation projects, rural development land-use projects. In this master thesis there were analyzed Utena district general plan solutions, land plots formation and readjustment projects and rural development land-use projects of choosing location of farm homestead for farmers. The main solutions of general planning of Utena county and Utena district’s municipality include urban system planning, nature framework planning and land use planning by identifying land use zones and their regulations. In addition, recommendations on agricultural production specialization and agricultural land use were drawn. After examining of land plots formation and readjustment projects, it was found that many of them were prepared for subdivision of agricultural land parcels. The purpose of this diploma work is positional and areal comparison of cadastral map with the map of land cover for specified area. The specified locality inhere in agricultural area of the region Vysočina and contain three cadastral territories {--} Žirov, Jelcovy Lhotky and Chvojnov. On the base of map foundations (the cadastral map and the map of land cover) were created single drawings. The results of positional and areal comparison of map foundations were analyse from these drawings.

This diploma thesis looks into farm lands and their trade. The purpose of this thesis is to access the conditions in which the business with estates is happening in our country and make schemes for different types of trades. For each type of the trade in the thesis are added comments and documents which are necessary to make a successful deal.

The main objective is assessment to which extent the usual price of selected houses is affected by the location and type of structure. Further tasks are finding the cost price of houses according to the valid valuation regulations and finding approximate price comparison method according to the valid valuation regulations, including the price of land in a single functional unit. Another task is to create a database of offered prices of comparable objects through which is determined by a direct comparison of the market price of houses. In the final part of the thesis is a price comparison of observed houses.

Paysages emblématiques des campagnes de l’Ouest, les bocages ont connu une série de transformations rapides et importantes ces quarante dernières années : érosion du linéaire de haies, changements des usages du sol, rationalisation et agrandissement du parcellaire, banalisation et massification des bâtiments agricoles, enfrichement des secteurs les plus difficiles à exploiter. L’ampleur des ajustements observés souligne le décalage entre ces formes paysagères héritées d’une longue histoire agraire, et l’évolution des systèmes agricoles qui contribuent à les produire.Si la transformation des paysages de bocage est généralement attribuée au tournant « productiviste » du modèle agricole français, les processus socio-techniques à l’origine de ces évolutions sont plus rarement explicités. L’objet de ce travail est d’évaluer plus spécifiquement la contribution de l’agrandissement des exploitations agricoles à la dynamique d’évolution des paysages bocagers de l’Ouest de la France.Ce travail de géographie s’appuie dans un premier temps sur une analyse statistique à l’échelle du grand Ouest de la France, visant à étudier l’effet des transformations foncières sur les structures spatiales agricoles (assolements, parcellaire, linéaires boisés…). Dans un second temps, les dynamiques paysagères et foncières de quatre espaces d’étude (Bessin, Bocage Virois, Sud Manche, Pays d’Auge), situés en domaine laitier et bocager mais présentant des configurations agricoles variées, ont été étudiées entre 2003 et 2016. Ce travail s’appuie notamment sur un dispositif méthodologique original, articulant au sein d’un système d’information géographique à échelle parcellaire (1) la construction d’un suivi à échelle spatio-temporelle fine des dynamiques paysagères (évolution du maillage bocager, de la trame parcellaire et de l’occupation du sol) et (2) la reconstitution de l’évolution de la mosaïque des parcellaires d’exploitations par appariement de plusieurs millésimes du registre parcellaire graphique. L’exploitation de cette base de données spatio-temporelle a permis de mieux comprendre le rôle de la transformation foncière des exploitations agricoles dans la dynamique des paysages bocagers. Enfin, une enquête de terrain a été réalisée auprès de 150 agriculteurs équitablement répartis dans les quatre espaces d’étude, afin d’appréhender les conséquences sociales, techniques et productives de l’agrandissement à l’échelle des exploitations agricoles, qui diffèrent singulièrement selon le type de trajectoire foncière suivie. / Symbolic landscapes of the countryside of the West of France, the bocage landscapes have undergone a series of transformations these last forty years : decrease in hedgerow density, land uses changes, plots extension, normalization and enlargement of farm buildings, spatial extension of wilderness… The intensity of landscape transformations highlights the contradiction between these landscape forms produced by a long agrarian history and the contemporary evolutions of farming systems. The transformation of hedgerow landscapes is generally attributed to the "productivist" turn of the French agricultural model. However, the socio-technical processes behind these changes are more rarely explained.The first purpose of this geography work is to study the effects of changing agricultural systems on agricultural spatial structures, based on a statistical analysis at the scale of the West of France. In a second step, the landscape and land dynamics of four study areas (Bessin, Bocage Virois, Sud Manche, Pays d'Auge), located in the dairy and bocage domain, have been studied between 2003 and 2016. This work is based on an original methodological device, set up in a geographical information system. This structuration of geographic information makes possible to (1) monitor the landscape dynamics (evolution of the hedgerow density, land cover and plot morphology changes) at a fine spatial and temporal scale and (2) to reconstruct the evolution of the mosaic of farm plots, by matching land-parcell identification systems across the time (2007, 2011, 2013). From this spatio-temporal database, we characterized the coevolution of landscape structures and farm territories across the time, in order to better understand the landscape consequences of farm enlargment.Finally, a field survey was carried out among 150 farmers equitably distributed in the four study areas, in order to apprehend the social, technical and productive consequences of the farms enlargment, which differ singularly according to the type of land trajectory followed.
