The theme of the thesis is to propose urban efficient comfortable living in a quiet natural environment between the original settlement of Líšeň and the panel housing estate from the 1980s. The design of the new residential complex will be in line with the current trends and needs of healthy living. The land lot which the buildings will be constructed on has a trapezoidal shape with a longer side in the west-east direction, narrowing and sloping towards the east. The elevation is about 22 m to 330 m of the length of the land lot. An important feature of Líšeň is the "chapel" (Chapel of Virgin Mary the Helpful) on the opposite eastern hill. The aim of the urban study was to create a smooth transition between the old part of Líšeň (so called "Stará Líšeň") and the new part of Líšeň (so called "Nová Líšeň”), with an emphasis on environmental and social aspects. The territory is divided by compositional and a viewing axes, which are meeting in the social space, formed by the social center with a dominant open space and covered facilities in an adjacent building located in its highest western part. In front of this building, there is a small square followed by the central area with a residence lawn, a public grill and a playground for children. This part finishes in the east with a new water surface in the form of a bathing biotope, which is bridged by two footbridges following the compositional axes. The west side of the stairs between the footbridges continues in a landing stage. Selected combination of low-floor apartment houses and low-floor family houses elevates in height and volume from the eastern and southern boundaries of the territory towards its northwest corner. Along the western border of Novolíšeňská street, a barrier house is designed and it performs also a function of an optical dividing line from the existing panel houses. Emphasis was also put on the minimum of traffic areas. The main routes are designed as one-way roads so as to simplify the orientation in the area. Parking areas are preferably designed as covered and subterranean parking. The main priorities were the greatest extend of greenery (in the form of growing plants and green roofs) on the one hand, and the utmost preservation of a non-built-up area. The result of this study is a low-rise housing in the greenery area with the open views from the buildings to their surroundings, a generous amount of sunshine in living rooms, and an extensive social life for its inhabitants and for inhabitants of surrounded areas. Energetic efficiency was also taken into account while designing the houses. Objects are designed as simple block-shaped blocks with a rectangular or square ground plan. Residential buildings usually have a common or conjoined underground floor. The object of the barrier house has a linear character and roughly copies the western border of the territory. Its parterre is regularly interrupted in four places by passages which serve as a connection with the Novolíšeňská service road. Wood and stone were chosen as materials because of their natural character. Family houses at the southern border are terraced (in groups of 2 x 4 and 1 x 5) and intended as passive houses. Separate family houses around the water area are accessible only by foot, as no car-traffic around the water surface is allowed (however, the arrival of vehicles is possible on a walkway with a width of 3.0 m). These houses are considered as low-energy houses.

Biodiversity loss is a pressing global problem and land use is known for being one of the most direct contributors. In European Union countries, a Strategic Environmental Assessment (SEA) is required for land use plans that set a strategic framework for future development such as regional land use plans. Biodiversity would be very feasible to address in the SEA as it has the capacity to include the complexity biodiversity poses. Technology is increasingly being used for biodiversity conservation as it allows effective collection and processing of data. This research aimed to assess current SEA practices of addressing biodiversity and explore possibilities of how conservation technology could be used to assist SEA in addressing biodiversity loss more effectively in the field of land use planning. To fulfil the research aim, a document analysis of six regional land use plans and their SEA reports and four semi- structured interviews with an AI-company Spoor AI staff were conducted. The results of the document analysis showed that biodiversity is typically addressed in qualitative terms while an effective assessment would also require quantifying biodiversity variables. The results of the semi-structured interviews indicated that previous experience from the wind power sector has shown that conservation technology could be taken advantage of in collecting data about biodiversity cost-effectively and reliably, while AI can be used to analyse that data. Conservation technology could be taken advantage of in SEA by deepening the understanding of the development context, supporting the decision-making and monitoring. Implementing conservation technology in SEA could encourage the use of the strategic thinking SEA -model and contribute to several theoretical principles that guide the SEA practice. / Förlust av biologisk mångfald är ett pressande globalt problem och markanvändning är känd för att vara en av de mest direkta bidragsgivarna. I EU-länder krävs en strategisk miljöbedömning (SEA) för markanvändningsplaner som sätter en strategisk ram för framtida utveckling, såsom regionala markanvändningsplaner. Den biologiska mångfalden skulle vara mycket möjlig att ta itu med i SEA eftersom den har kapacitet att ta itu med den komplexitet som den biologiska mångfalden innebär. Teknologi används i allt större utsträckning för att bevara den biologiska mångfalden eftersom den möjliggör effektiv insamling och bearbetning av data. Denna forskning syftade till att undersöka hur nuvarande SEA-praxis hanterar biologisk mångfald och utforskar möjligheter för hur teknologi kan användas för att bidra till SEA arbetet genom att hantera förlusten av biologisk mångfald mer effektivt inom markanvändningsplanering. För att svara på forskningsmålet genomfördes en dokumentanalys av sex regionala markanvändningsplaners SEA-rapporter och fyra semistrukturerade intervjuer med ett AI-företag Spoor AI-personal. Resultaten av dokumentanalysen visade att biologisk mångfald vanligtvis behandlas i kvalitativa termer medan en effektiv bedömning också kräver kvantifierade variabler. Resultaten av de semistrukturerade intervjuerna indikerade att tidigare erfarenheter från vindkraftssektorn har visat att teknik kan utnyttjas för att samla in data om biologisk mångfald på ett kostnadseffektivt och tillförlitligt sätt, samtidigt som AI kan användas för att analysera denna data. Naturvårdsinriktad teknologi skulle kunna utnyttjas i SEA genom att fördjupa förståelsen av utvecklingskontexten, stödja beslutsfattande och få en säkrare övervakning. Att implementera naturvårdsinriktad teknologi i SEA skulle kunna uppmuntra användningen av den strategiskt tänkande SEA-modellen och bidra till flera teoretiska principer som vägleder SEA-praktiken.

The Development of an Electronic Data Collection Tool and Comparison of the Electronic and Manual Methods of Land Use Inventory

An important component of Planning Information Systems for municipal planning agencies is a comprehensive land use inventory that provides information on the location, distribution, and intensity of land uses throughout a community. This data is a necessary prerequisite for the informed creation of planning documents such as General Plans, Specific Plans, Housing Inventories, and Climate Action Plans. Beyond location, distribution and intensity of land uses, planners may also wish to incorporate additional information at the parcel level, such as the number of housing or commercial units, building condition, and/or access and connectivity to adjacent streets. Because some of this information is best observed in the field, agencies require methods of collecting this data that will ensure data precision, accuracy, and consistency, while minimizing data collection and processing time. Electronic data collection tools that are compatible with Geographic Information Systems provide a potential solution that can facilitate these desired data collection parameters. This research illustrates the development of an electronic data collection tool that planning agencies may utilize within various planning efforts, and compares the efficiency of the tool to traditional ‘pen-and-paper’ data collection methods in terms of time savings. It is recommended that planning agencies widely adopt and implement electronic tools for land use data collection, for the demonstrated benefits related to data consistency and reduced data collection time in the field.
