Scenery as Policy: Public Involvement in Developing a Management Plan for the Scenic Resources of the Columbia River Gorge

The Columbia River Gorge National Scenic Area (NSA) was created in 1986 in response to a growing interest in preserving the scenic beauty of the gorge. The creation of the NSA and other areas around the country with a scenic resource emphasis indicates a growing interest in protecting landscapes with diverse scenic qualities that are not showcase areas such as the Grand Canyon and Yosemite. NSA mandates included the protection and enhancement of scenic, natural, cultural, and recreational resources (SNCRs) as the primary concern in the consideration of new land uses. The NSA management plan contains a complex mix of management tools for the protection of SNCRs in the gorge. This research was an investigation into how scenic resources policy was developed, with a focus on the scenic resources of the NSA. One issue was the definition of scenic resources, which are undefined in the management plan. Because of the difficulty of identifying scenic resources, other resources may be managed as a surrogate for them. An analysis was made of the scenic resources management schemes of several federal reserve lands with a stated scenic management objective to determine if this was the case, and to compare their management strategies for the NSA. A second issue was the public's understanding of what constitutes a scenic resource and the role that public input had in the development of the management plan. Empirical work suggests that complexity of issues may hinder successful public input processes. A final issue was how identifiable stakeholders in the Columbia River Gorge differed in their views on scenic resources, which may depend on their proximity to and relationship with such resources. Results of data analysis and the interview process reveal that public understanding about scenic resource concepts is low, and that gorge planners were primarily responsible for development of scenic resources policy in the NSA management plan. As expected there were some identifiable differences in the views on scenic resources among various stakeholders. Scenic resources management elsewhere is done primarily through traditional zoning requirements, and the basis of management of scenic resources appears to be for other culturally-defined purposes such as recreation.

Land cover change and its effect on landscape function in the Koue Bokkeveld

Thesis (MSc)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Natural vegetation and wetlands in regions of the Western Cape are being replaced by agricultural development. Previous studies on one such region - the Koue Bokkeveld, a high mountainous region at the source of three major drainage basins, demarcated for study purposes to cover nearly 2500 km2, have failed to provide a comprehensive overview of such change and its landscape outcomes. This research aimed to detect, capture, record and classify the spatial nature, extent and change dynamics of various landscape elements and functions due to change in the land cover of this region. It assembled a comprehensive spatial database by digitising existing maps, aerial photograph mosaics and satellite imagery. Land cover maps were created for three historical and land cover change analyses were performed for the interim periods. Morphological landscape images were derived from a DEM and used to explain and interpret the location of land cover types and trends in change patterns. The effects on three landscape functions were determined, namely modelled run-off production, biodiversity deduced from landscape pattern structure and SANBI ratings, and carbon storage potential based on published figures. The research found that the regional landscape has undergone substantive land cover change , since the reference state. Increased intensity and productivity of agriculture and its related infrastructure increased its coverage to nearly 45 000 ha or 20 % of the total area. Perennial agriculture (nearly 10 000 ha of orchards and plantations) and annual (intensive vegetable growing and diminishing cereal crops) agriculture, accompanied by improved enabling infrastructure, such as irrigation technology (large storage dams, pipelines, micro delivery modes), transportation, roads, product cooling and packing plants, have extensively replaced natural vegetation. Located in valley bottoms and along toe-slope locations, where they compete for space directly with expanding and constantly intensifying agricultural activities, wetlands, shale fynbos and renosterveld face complete replacement. Land use and land cover changes have profoundly affected landscape functioning. Modelled rainfall run-off has increased (2% overall) in most subregions, opening possibilities for sedimentation and erosion. A high degree of fragmentation of the vulnerable and affected vegetation types threatens biodiversity. Increased carbon storage in perennial agriculture offers a benefit of change, as opposed to the negative outcomes on biodiversity of change in the Koue Bokkeveld. The research recommends improved institutional provision of the data required for system and regional modelling of processes like run-off in developing communities and for meeting the requirements of more sophisticated and accurate landscape models. Improved availability and appropriateness of GIT software solutions to conduct regional research and the use of more economical open software for GIS applications are to be encouraged. Ongoing and improved management and control are advocated for the expanding and intensified agriculture in a sensitive fynbos setting and for the maintenance of healthy landscape functioning. Concerning the discipline of geography, the exploitation of landscape functioning as a transdisciplinary focus inherent to a new regional geography is encouraged to arrest disciplinary drift. Specifically, future research should intensify the examination of the linkages between land use, land cover, change and ecological landscape functioning. / AFRIKAANSE OPSOMMING: Natuurlike plantegroei en vleilande in substreke van die Wes-Kaap word voortdurend vervang deur landbou-ontwikkeling. Vorige studies oor een so 'n streek - die Koue Bokkeveld, 'n hoogliggende bergagtige streek op die oorsprong van drie groot dreineerbekkens, wat afgebaken vir studie-doeleindes byna 2500 km2 dek  bied geen omvattende oorsig van sodanige verandering en die landskapsuitkomste daarvan nie. Hierdie navorsing was daarop gemik om die ruimtelike aard, omvang en veranderingsdinamika van verskillende landskapselemente en -funksies as gevolg van die verandering van grondbedekking van hierdie streek na te spoor, op te teken en te klassifiseer. 'n Omvattende ruimtelike databasis is saamgestel uit versyferde bestaande kaarte, lugfoto-mosaïeke en satellietbeelde. Grondbedekkingskaarte vir drie historiese tydsnitte is geskep en verandering oor die tussentydse periode is ontleed. Morfologiese landskapselemente is uit 'n DEM onttrek en gebruik om die patroon van grondbedekking en tendense in veranderingspatrone te verklaar en te verduidelik. Grondgebruik- en bedekkingsverandering raak landskapsfunksionering wesenlik. Gemodelleerde reënvalafloop het toegeneem (2% in totaal) in die meeste substreke en vergroot so die moontlikhede vir sedimentasie en erosie. ‘n Hoë vlak van landskapsfragmentasie in die kwesbare en geaffekteerde plantegroeitipes bedreig biodiversiteit. Verhoogde koolstofopgaring in meerjarige landbougewasse impliseer wel 'n positiewe opbrengs van grondbedekkingsverandering, in teenstelling tot die negatiewe biodiversiteitsuitkomste van verandering in die Koue Bokkeveld. Die navorsing beveel aan dat institusionele voorsiening van data wat benodig word vir stelsel- en prosesmodellering (bv. reënvalafloop) in ontwikkelende gemeenskappe, en die vereistes van meer gesofistikeerde en akkurate landskapsmodelle, verbeter word. Die beskikbaarheid en geskiktheid van GIT sagteware-oplossings vir streeksnavorsing, en die gebruik van meer ekonomiese oop-programmatuur vir GIS-toepassings, word aangemoedig. Vir praktiese doeleindes word deurlopend-verbeterde bestuur en beheer oor die uitbreiding en intensifering van van landbou in 'n sensitiewe fynbosomgewing en die instandhouding van gesonde landskapsfunksionering bepleit. The Influence of Individualist-Collectivist Values, Attitudes Toward Women, and Proenvironmental Orientation on Landscape Preference

The purpose of this study was to explore individual variables affecting preferences for natural or managed landscapes. Environmental attitudes and value systems of student participants (N = 147) were assessed using the revised New Ecological Paradigm (NEP) scale and the Scenarios for the Measurement of Collectivism and Individualism (SMCI) scale, respectively. In addition, feminist orientation was assessed using the Attitudes toward Woman scale (AWS). The hypothesis that proenvironmental attitudes would be positively correlated with a preference for natural landscapes was supported. However, hypotheses that alignment with collectivist values would correlate positively with a preference for natural landscapes and that a feminist orientation would be positively correlated with a preference for natural landscapes were not supported. Demographic variables are discussed with respect to landscape preference. Caveats of the individualism-collectivism variable are also discussed.

Edges, objects, and boundaries: forming landscape taste in the middle-class front yard

Scholars investigating the middle-class front yard revealed that landscape taste is a major influence of this domestic space’s character. Taste is a process by which people judge the aesthetic values of design. Membership and social status are important middle-class ideals bestowed by taste. However, the formation of middle-class taste has changed and front yards resulted in arrangements of edges, objects, and boundaries. This thesis investigates how edges, objects, and boundaries, e.g., edge of sidewalk and lawn, a flagpole, or a fence, observed in the middle-class front yard reflect a particular landscape taste that influences the space’s character. Its purpose is to gain knowledge about what qualities are important to homeowners, how they change through time, and what affects the construction of taste in the residential landscape. Recent research in the fields of cultural geography and landscape architecture found differences between how middle-class homeowners and professional designers define the front yard. These differences contribute to a general theory establishing a foundation for this study; the middle-class front yard has acquired a common place role in the American suburb. It was hypothesized that edges, objects, and boundaries indicate changes in landscape taste and reflect the front yards’ character. Forty middle-class front yards in Glen Cove, New York were randomly selected as study sites. Data collection consisted of the multiple layer drawings of the edges, objects, and boundaries revealed to the researcher through on-site observation and photographs. Drawing is regarded as a process of seeing; a process of communicating ideas and intention to reveal underlying changes in landscape taste. Three levels of results--neighborhood characterizations, individual changes of landscape taste, and group changes in landscape taste were revealed. Two themes, spatial definition reflects a reduction from detailed mature spaces to simple younger organizations and the location and function of edges, objects, and boundaries associated with the automobile exhibit noticeable change in younger front yards compared to older front yards were revealed. / Master of Landscape Architecture

An assessment of the impacts of land use changes on the Duthuni wetland stream using remote sensing, GIS and social surveying: a case study in Limpopo Province, South Africa

MENVSC / Department of Geography and Geo-Information Sciences / This is a case study research that focuses on the assessment of the impacts of land use changes on the Duthuni wetland ecosystem in Limpopo Province using geospatial techniques and Social Survey. SPOT 4 satellite images which covered the time frame between 1999, 2005 to 2012, were used. The unit of analysis included different institutions such as the local municipality, farmers, the heads of the households and Chief of the Village. In this study, different methods of sampling were used in different context for selecting participants and for sample size determination. The different instruments for data collection included the questionnaires, interviews, focus group interviews and documents review. Socio-economic survey and review of documents were carried out to understand historical trends, collect ground truth and other secondary information required. Data collected from the survey were captured and analysed using the Statistical Package for Scientific Solutions (SPSS). For quantitative analysis, Chi-Square and cross tabulation were employed in SPSS. Analysis of satellite imagery was accomplished through integrated use of ERDAS Imagine (version 2015) and ArcGIS (version 10.1) software package. The themes were identified and analysed using the content analysis based on the main research topics. The results show that the land use/ cover changes have occurred at an unprecedented rate over the years 1999 to 2012. From the year 1999 to the year 2012, the total land use/ cover conversions equal to 299.984 ha of land. The trend and spatial extent of land use/ cover changes had undergone considerable changes over the years in the study period. The major contributing factors included population increase, expansion of agriculture and lack of space to settle. The residential area was found to be the major factor contributing to land use change over the years with an increase of (102.87ha.). People residing in Duthuni village especially along the wetland ecosystem consist of the majority of female-headed households. There is no proper facilitation and mentoring in the village by the government in order to resolve social problems when it comes to land use change. Water pollution and soil erosion were found to be the major concern by wetland users such as farmers and residents. Lack of knowledge has also been identified as one of the driving factors of environmental impacts of land use change in the area. Food was the most resources with 41% which the community gets from the wetland.

Im Rahmen einer Landschaftsstrukturanalyse werden die Freiflächenzerschneidung, die Biotopvernetzung und die Ökotonlängen in ihrer räumlichen Ausprägung ermittelt. Durch GIS-gestützte Verschneidungsalgorithmen können Problemareale erkannt werden, in denen sich Nutzungsansprüche überlagern (beispielsweise sensible Bereiche mit Baugebietsstandorten). Andererseits können Bereiche herausgearbeitet werden, die aufgrund ihrer vielfältigen landschaftshaushaltlichen Funktionen eine hohe Wertigkeit besitzen.

It reports findings from field investigation that examined and inventoried landscape features such as stone retaining walls, treadway material, bridges and causeways, and water features on both current-use and abandoned trail segments. The site was examined numerous times over a three-month period, with a followup visit one year later. Libraries and other archives were consulted for written and photographic historic documentation, which were analyzed against current conditions. Rethinking Landscape Interpretation: Form, Function, and Meaning of the Garfield Farm, 1876-1905

Indiana University-Purdue University Indianapolis (IUPUI) / The landscape of James A. Garfield’s Mentor, Ohio home (now preserved at James A. Garfield National Historic Site) contains multiple layers of historical meanings and values. The landscape as portrayed in political biographies, political cartoons, and other ephemera during Garfield’s 1880 presidential campaign reveals the existence of the dual cultural values of agrarian tradition and agricultural progress in the late nineteenth century. Although Garfield did not depend on farming exclusively for his livelihood, he, like many agriculturalists of this era participated in a process of mediation between these dual values. The function of the landscape of Garfield’s farm between 1876 and 1880 is a reflection of this process of mediation. After President Garfield’s assassination in 1881, his wife and children returned to their Mentor home. Between 1885 and c. 1905, Garfield’s widow Lucretia made numerous changes to the agricultural landscape, facilitating the evolution of the home from farm to country estate. Despite the rich history of this landscape, its cultural complexity and evolution over time makes it difficult to interpret for public audiences. Additionally, the landscape is currently interpreted exclusively through indoor museum exhibits and outdoor wayside panels, two formats with severe limitations. I propose the integration of deep mapping into interpretation at James A. Garfield National historic site in order to more effectively represent the multi-layered qualities of its historic landscape.
