In time of plague : the Basotho and the rinderpest, 1896-8

Rinderpest, the most dreaded bovine plague, struck the cattle of the BaSotho in British Basutoland early in 1897. By December the murrain had spent itself, having reduced the cattle population by half As it did so, the rinderpest claimed the primary historical significance of an epidemic. By sharpening behaviour and illuminating latent or developing tendencies, the rinderpest helped to reveal the nooks and crannies of contemporary historical processes that would have otherwise eluded historical visibility. This thesis brings out the complexities and ambiguities surrounding the epidemic. It uses the crisis occasioned by the panzootic in its multifaceted manifestations as a prism through which we might view the complex aspects of contemporary historical processes. It goes beyond the narrow limits of the crisis itself to discerning the broader and wider historical patterns that the rinderpest helped to highlight.

Managing stakeholders involvement in website communication: a comparative study of Lesotho and South African national websites

Engagement of stakeholders in government website communication has emerged as an important strategy that can build trust, improve transparency and strengthen loyalty between governments and their citizens. This is because websites provide access to a broader spectrum, offer unlimited storage of information and rapid feedback. This main purpose of the study therefore was to find out how the Lesotho and South African national governments utilise their websites to engage stakeholder’s in websites communication for maintaining and building mutual relationships. The literature review for this study covered the role of public relations in government, different kinds of governments’ stakeholders and the importance of engaging stakeholders in website communication for relationship building and maintenance of such relationships. The methodology that was employed involved analysis of twenty websites which were selected using purposive sampling technique. Coding sheets were designed and used to collect data based on the three principles of dialogic communication namely: Ease of interface, Generation of return visits, Usefulness of information and the two models of communication which are One-way communication and Two-way communication. The results revealed limited efforts for stakeholder’s engagement in both Lesotho and South African government ministries and made recommendations on how this challenge can be addressed. The study concluded that the two countries can improve stakeholders’ participation and engagement in websites communication by aligning their websites with the three principles of dialogic communication and two models of communication.

An analysis of the Southern African Development Community (SADC) preventive diplomacy in the kingdom of Lesotho: a case study

The focus of this study is the Southern African Development Community (SADC) preventive diplomacy interventions in Lesotho in 1994, 1998 and 2007. The core aim of the study was to evaluate the efficacy of the SADC security mechanism (the Organ on Politics, Defence and Security (OPDS) in conflict prevention, management and resolution on the basis of the Lesotho experience. Data for this qualitative case study was collected through interviews and document analysis. The twenty four participants for the study were drawn from the SADC OPDS unit, Lesotho political parties, Civil Society Organisations (CSOs), Academics from the University of Botswana (UB) and the National University of Lesotho (NUL), retired Botswana Defence officers who participated in the Lesotho missions and office of the post-2007election dispute dialogue facilitator in Lesotho. Documents on the SADC Treaties, Protocols, Communiqués and interventions in other set ups were used to highlight its operational policies, mandate, structures, successes and challenges. Lesotho was chosen as a case study because SADC employed both non-coercive (SADC Troika and Eminent Person mediation, 1994 and 2007 respectively) and coercive measures (the 1998 military intervention). The findings of the study revealed that SADC as a regional body had its own successes and challenges. Different perceptions on the SADC interventions in Lesotho emerged mainly between the participants from the ruling party and the opposition parties. While the former commended SADC for successfully mitigating the calamitous effects of 1994, 1998 and 2007 post-electoral violence, the opposition parties viewed the regional organisations as engaged in illegal interference in the domestic affairs of the country to defend the incumbent governing party. It also emerged from the study that the SADC security mechanism has numerous structural and operational flaws. There were several unanswered questions revolving around the legality and mandate of some of the missions. For instance, no concrete evidence emerged as to whether the 1998 military intervention was authorised by the SADC. The study also revealed that SADC has learnt valuable lessons from the Lesotho missions. Some of the reforms which the SADC has introduced in the OPDS such as the establishment of the SADC Stand by Force, Early Warning structures, the Mediation Unit, and a panel of expert mediators emanated mainly from the Lesotho experiences. The study recommends that SADC needs to harmonise the efforts of its OPDS structures such as the Mediation Unit; the Troika; the Inter-State Defence and Security Committee (ISDSC); the Inter-State Politics and Diplomacy Committee (ISPDC) and the Summit of Heads of States and Governments for rapid, coherent and well coordinated interventions in future regional preventive missions. It is also recommended that SADC should focus on identifying and mitigating underlying causal factors such as underdevelopment; poverty; deprivation of freedoms, marginalisation and other forms of social stratifications and oppression in its preventive diplomacy missions if durable peace is to be achieved in Lesotho and any other future cases.

Land management institutions at the community level : the case of village land allocation committees in Lesotho

Replacement of traditional land administration institutions with modern institutions has been one of the strategies used by the Lesotho Government to solve land management problems. This thesis uses a case study approach to analyze the effectiveness of one modern institution, the Village Land Allocation Committees (VLAC), at the community level in Lesotho. Customarily, land in Lesotho was allocated by traditional chiefs who could for various purposes revoke it. The system was allegedly open to abuse and under the Land Act 1979, the authority to allocate land was shifted from traditional chiefs to the VLAC, which is partly elected and partly nominated by the government. The thinking behind this change was that VLAC would be more democratic and efficient, representing local as well as national interests. The study consists of three stages: a) review of background literature on Lesotho; b) a comparison of land tenure reforms in Tanzania, Kenya and Botswana; and c) field research carried out through questionnaires administered to VLAC members, community members and government officials responsible for land administration at the community level in Lesotho. Conclusions drawn from this study are that lack of clear policy guidelines, lack of connection between land allocation and the overall planning and lack of meaningful community participation in the land allocation process, are among the major problems in the operation of VLAC. The study's major recommendations are: a) integrating land allocation with the overall land use planning; b) recognizing the continuing influence of traditional institutions and incorporating them into VLAC activities; c) providing VLAC with clearer goals and necessary resources; and d) building a planning and evaluation component into VLAC procedures. The impact of the education management system on the effectiveness of secondary schools in Lesotho

The primary purpose of the study was to investigate the factors that cause most Lesotho secondary schools to perform poorly in the Cambridge Overseas School Certificate examinations. The findings of the study show that the problems that contribute to the ineffectiveness of most secondary schools are multiple and interrelated. These problems can be identified at the macro or policy-making level at the Ministry of Education, and at the micro or the individual school level. At macro level, there appears to be a lack of adequate capacity among the senior management staff to perform the management and governance functions effectively, so that substantive improvement could be realised in the day-to-day operations, and academic results of schools. An upshot of this is that the professional support that the Ministry of Education provides to secondary schools is inadequate. Furthermore, despite the deepening poverty in Lesotho, the state does not provide textbooks to learners in secondary schools. Consequently, many learners do not have all the textbooks, and this affects their learning negatively. At micro level, the problems that contribute to the ineffectiveness of most secondary schools include teacher tardiness, teacher absenteeism and a lack of learner determination. It is contended that these factors indicate that the management of the school principals is weak. Moreover, because of poverty, many parents fail to pay school fees for their children on time. As a result, many learners are frequently sent back home by the principals to fetch money, and this reduces their academic learning time. The study also revealed that prior academic achievement of learners in primary schools is, to a large extent, a major predictor of their achievement in secondary schools. In this regard, the highly effective schools, which have selective admission policies and accept mainly Form A applicants, tend to consistently outperform the average and less effective schools, which have open admission policies. In order to improve the academic performance of secondary schools, it is recommended that the Ministry of Education officials, principals, teachers and learners should work more diligently and refocus their efforts on the core business of schools, namely, teaching and learning. / Teacher Education / D. Gendered consciousness as watershed of masculinity: men’s journeys with manhood in Lesotho

This study explores the operations of Sesotho masculinity: its dominant ideas and practices and their effects on Basotho women and men and this latter‟s resistance to a gender-ethical consciousness gaining momentum in Lesotho. It challenges a deep running belief among the Basotho that being born male necessarily means being born into a superior social position and status that is naturally and divinely sanctioned. It investigates how the dominant postcolonial discourse called sekoele (a return to the traditions of the ancestors) and the Christian churches‟ discourses of the “true”/“authentic” Christian life, framed by the classical biblical and confessional dogmatic traditions, actually support and sustain this belief and so reinforce the imbalance of power in favour of men in the order of gender relations in Lesotho. On the contrary, through the principles of the contextual theologies of liberating praxis, social construction theory, a narrative approach to therapy, gender-ethical consciousness and participatory approach, the study argues that masculinity and ways of being and thinking about men are socially constructed through historical and cultural processes and practices. It is in these processes and practices that Basotho men have been and continue to be advantaged and privileged over women. This study has challenged this situation by tracing the existence of alternative, more ethical ways of being and thinking about men in those historical and cultural processes and practices; ways which are more open to women and children and their wellbeing in the everyday life interactions. In this way, the study argues for a gender-ethical consciousness, which, in particular, invites Basotho men to engage in a reflection on their participation in a culture and practices which oppress the other, especially women and children. It invites Basotho men to accountability and responsibility. In this sense a gender-ethical consciousness is understood as watershed of masculinity in Lesotho. The participation of a group of Basotho men who offered to reflect on their relationship with the dominant masculinities, demonstrates how Basotho men are struggling to transform yet they fill us with the hope that change is possible. / Humanities Social Sciences and Theology / D. Rural development and community participation in Lesotho

Rural development efforts in Third World countries often fail to meet the needs of the most disadvantaged members of society. The priviledged continue to get a disproportionate share of the fruits of development. This is so in spite of the fact that development thinking has changed from the days when the poor were expected to benefit from development through the "trickle down" effect. It is now widely recognised that development should be focused on people in their local communities (human development) and not on the economy per se. To achieve this type of development requires an appropriate strategy of development, and people's/community participation is such a strategy. People's participation in development takes place through community based organisations. The organisations faciiitate the development of the human potential of members. This study investigates the conditions under which rural community participation takes place in lesotho. The Thabana-Morena Integrated Rural Development Project is used as a case study. The first objective is to determine the appropriateness of the organisations through which community participation was promoted in the project. The second objective is to isolate the political and administrative factors which affected participation in the project. Thirdly, the study tries to identify factors at the village level which influenced participation in the project. Fourthly, the study evaluates the effectiveness of the project in experimenting with participatory approaches, given that development projects are basically mechanisms for testing the appropriateness of national policies before applying them on a wide scale. The experience of HIV positive patients who have been using Sesotho traditional medicines for the management of HIV/AIDS at Scott Hospital, Morija, Lesotho

The purpose of this study was to explore and describe experiences of HIV/AIDS positive patients using Sesotho traditional medicines at Scott Hospital in Morija, Lesotho. The specific objectives were to explore and describe the experiences and views of patients using Sesotho traditional medicines. The study uded an explorative qualitative design with a sample of seventeen (17) HIV positive adults aged 18-49 years who were purposively sampled. The major findings of the study were that; Sesotho traditional medicines improved the health status of the participants; and also they were of the view that Sesotho traditional medicines work as they beneficially contributed to HIV/AIDS management. The study concludes that Sesotho traditional medicines are believed and understood to play a role in the symptomatic management of HIV/AIDS even though the actual role they play is yet to be proven scientifically. / Department of Health Studies / M.A. (Public Health)
